What goes into a cards rarity, and to what degree?

By looking at cards, it seems like a few things (age, delegate status, issue authorship) seem to be what determines the rarity of a card.
Has it been released what the weighting of these factors is? And are there others I'm not aware of?

Region founder, Easter eggs found and site supporter also contribute although just looking at cards you could be confused because rarity was fixed at April 1st but badges didn't lock untill later.

Personnally, I would think its the number of issues you answer must be considered

My nations don't have more then 9 billion, yet they are all Epics, I imagine its because I,ve been answering issues at a regular interval andam continuying to do so, for 3 years.

I believe that any issues you have contributed to Nationstates is also counted quite a bit.

I made two issues to Nationstates, and I'm a Legendary, while my region's founder is only an Epic despite having authored 4 Resolutions AND being a Postmaster General.

I definitely see a lot of issue author legendaries, that makes sense

and the amount of answered issues could explain some of the discrepancies in the rarity's between otherwise identical or similar nations, we have no way of seeing it and can't account for it after all

I think 1%s (and mabye 5/10%s) factor into it too. I've never seen a legendary/epic without significant numbers of these.
