If this feature is kept a market should be added at some point, so people looking to buy cards can quickly peruse through all those being offered for sale; naturally, this market should include some filter and search functions so that people can quickly locate cards of a certain rarity/price/region/nation, and options to put shown cards in ascending and descending alphabetic and numeric order.

If we keep it, it'll eventually just become a boring routine part of Nationstates. I think we could do it occasionally, like every other month or something.
The Creeping Barrage is the name given to a method of firing artillery. At the beginning of Trench Warfare the basic tactic was to fire lots of artillery at enemy trenches for a sustained period of time and to stop firing just before the infantry attacked. However this method wasn’t very successful as the German had built strong bunkers and were able to man the defences in the time between the bombardment ending and the infantry getting to the trenches. A solution to the problem of the time lag between the bombardment and the arrival of the infantry was to change the way that the artillery was fired. Instead of just aiming at the same target the creeping barrage moved forward at a prearranged pace.

A few reasons here:
1) If a new nations gets a high level card, they may choose to investigate that nation, increasing awareness of NS' history and culture
2) It's fun! Even though it will see less traffic over time, who doesn't want to see how many of their friends they can collect? (Just set up an algorithm so that new nations are added every month or so (or upon foundation))
