Just when Randomly recieving them? Also, what determins the value of a card?

Yes.
Influence and age are playing a big roles, given how many founders are among the rare ones.

Yep, I got my own card from a lootbox... twice! Sold one of them already, so yeah.
As for the value, I'm not very sure. Population seems to be the factor for smaller nations, but for the larger ones, maybe depends on the number of posts, NS Stats, Factbooks, etc... Might be wrong though.

Also, if you click on Cards.. to the uppish right you can view your own card - how many times its been found, who found it, whether they still have it or if it's for sale.

I got my own card in my second loot box, which surprised me because it's Legendary.
