Anyone else get their own WA delegate?

Not sure if this is a common/expected thing or an incredibly astronomical coincidence. My first lootbox and the fourth card opened with the WA delegate for my region. Ultra Rare. Has anyone else experienced this, or what??

I think you have a higher chance of getting cards of people in your region in general.

That being said, my region’s WA delegate is an Epic card, so I’ll probably not find it.
