After a bit of wrangling, I've finally got Kenmoria.

Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. I was pretty easily able to find a seller of Weed. I suspected it would be hard, as I anticipated far more people trying to buy Weed than people who randomly just found Weed.

But it turns out Weed is pretty cheep these days.
