Even easier.
when ever a Dragonia puppet pull a legendary, its goes to lottery.
the Rejected Pacific region only exist to fuel my rejected realms card program. All legendaries found by the nations of the rejected pacific are gifted.
this means the giveaway happen when legendaries are pull event.

the order is decided on this dispatch : https://www.nationstates.net/page=dispatch/id=1545240

as you can note. there are day, I find no legendary cards. that means no gift. I find what I gift. I don't keep legendary cards in my pocket.
day I find only 1
and days like today, where I find 8.
the gifting is IRREGULAR, its faster then card garden, but can't be predicted. If tomorrow I only find 1 legendary, there will be no giveaway lotteries.
but if I find 5, there'll be 2. Its like that.
