BREAKING NEWS…

Tokyo, Osaka, Nagoya, Yokohama and other major urban centers across the Home Islands of Japan had borne witness to a strange sight over the last 72 hours: loudspeakers being erected by municipal workers in strategic locations, locations where the Stakhanovite population gathered as they went about their busy day. The reason for this sight was made clear at precisely six o’clock today.

At precisely six o’clock, throughout Japan, the hitherto unknown sounds of air raid sirens began to play. The deep, droning noise shook windows and roused the busy Yamato race to an impromptu excitement. It roared on for about five minutes, getting the attention of the vast majority of the nation’s 127,000,000 people. Workers stopped working, diners stopped eating, people in train stations turned away from their smart phones and looked to television monitors, all of which had gone blank.

The sirens stopped.

Not a second later blaring notes of a military bugle played a sweet and rousing military tune; it was heard from the northernmost tip of Hokkaido to the southernmost beach of Oguni-jima. A steely baritone voice sang out the lyrics, which were presently supported by a deafening military orchestra:

“To prevail and return with the utmost courage,
We’ve parted from the days of peace and leisure,
Vowing to achieve momentous deeds or die trying!
When we heard our nation’s trumpet,
Our eyelids rose and before us our flag was waving…”

*At this point blank television monitors across the Empire (from the miniature models that played advertisements on subways to the gargantuan ones, for example, the one dwarfing the whole side of Shinjuku Station in Tokyo) displayed the military ensign of Japan, the waving Rising Sun flag against the blue field of the sky. The song cascaded onwards.*

“…soil used for farming shall become a battlefield,
Across the barren expanses of the world our boots shall tread,
Our steel helmets along with the Rising Sun on the advance!
My hands grip my rifle and I wonder: ‘Who knows what
the morrow to one’s life shall bring?’
In my dream my ancestors appeared, calling me to return to them if I fall.
I remember the conflicts of Nippon’s past, comrades who were soaked in
blood defending our Divine Homeland.
As they lay dying, their joyous final cry:
Long live the Emperor, Tenno Heika Banzai!”

How can we forget these words, marked indelibly as they

The trumpet played a few more flourishes, and the baritone voice ended along with the orchestra on that somber and martial note.

A new voice, equally as militant as the singer, barked out the command: “Attention! Attention! Divine Yamato Race, Attention! Stand by for an important announcement!”

On all monitors across Japan the Rising Sun flag continued to slowly wave, but it was fading into another imposing vista. A single podium stood on a huge stage, and behind it, gilded in gold, was the Chrysanthemum Flower Seal or ‘kikukamon’ that symbolized both the emperor and ultimate authority.

At the podium, his eyes shining with pride, stood Prime Minister Hiranuma Kiichirō. His hands gripped the sides of the podium, just short of the strength that would have left him white knuckled.


“People of Japan! Great and trying days are upon us. In my time as your Prime Minister, I have kept my promises to you: unemployment has been defeated, our empire is trading now under all eight corners of the world’s roof, and the path has been laid for a future of glory and plenty.

“However, the Powers of the world are moving against Japan. At this critical time, I, with the blessing of His Imperial Majesty the Emperor, am resigning my office in order to become First Minister of the Pacific Trade Organization. Our allies in the Socialist Federation of the Congo, in the Grand Republic of the Indus, in the Republic of Anahuac, and providence-willing in the Federated Islamic States, need a Yamato counterpart to work full time to be their representative, moreover the Pacific Trade Organization requires a full time advocate to ensure its success. Given that the Pacific Trade Organization is my dream, the summit of my public life, I will take on that responsibility.

“This morning, His Imperial Majesty Emperor Ōtomo appointed a new Prime Minister. It is with great honor, and a supreme hope for the future, that I present him to you.”

With that the former prime minister executed a precise bow to the camera and to the people he had served, nearly reaching a perfect ninety-degree angle. He then turned sharply about and descended down the stage’s invisible rear stairway.

A new man ascended the stage’s invisible rear stairway now and came to stand behind the podium. He was thickset and had a shaved head, with heavy glasses and a square jaw. He exuded authority and confidence, and kept his hands at his sides with military precision. This precision made a great deal of sense, because the man was dressed in the olive drab dress-uniform of an Imperial Japanese Army officer. The man would be somewhat familiar in Japan’s political circles, but probably unknown to majority of Japanese citizens: he was Lieutenant General Kenzo Kitano, the former (apparently) Chairman of the Military Affairs Bureau and the acknowledged heart of the Army’s Imperial Way Faction or Kōdōha.

Uniformed in all his glory, it was clear General Kitano was not resigning his military rank as he assumed the civilian position of Prime Minister. Unlike the sing-song voice of Hiranuma Kiichirō his was deep, blunt, and laconic.

“Divine Yamato People! Long live the Emperor!” he boomed.” Robotically he would raise his muscular arms three times, shouting each time: “Tenno Heika Banzai! Tenno Heika Banzai! Tenno Heika Banzai!”

His arms then shot firmly back to his sides.

“Divine Yamato People! The days of destiny are upon us! In this critical time, I make two statements, one to the Divine Yamato Race and one to the peoples of the world.

“To you, beloved children of the Divine Emperor. I am resolved to dedicate myself, body and soul, to the country, and to set at ease the august mind of our Sovereign. And I believe that every one of you, my fellow countrymen, shall help build our empire into the glory of Asia, and of the world. I will continue in all ways the wise policies of my predecessor, and add to them a steely determination that the prosperity of Japan shall never be challenged. The high-standard of the Japanese way of life is now, and forever, non-negotiable.

“To the peoples of the world, to our allies, to our brave comrades in the Socialist Federation of the Congo, in the Grand Republic of the Indus, in the Republic of Anahuac, in the Federated Islamic States: we stand by you now and forever. To Premier Dawoud Nkandu I promise that our shared naval base shall go forward. Additionally, the wise policies of the Socialist Federation in adopting the venerable Japanese Yen now ensure that the full range of Japan’s arsenal is now open to you. May the Socialist Revolution grow ever stronger, abetted by Japanese missilery and industrial fortitude, and may you break the yoke of imperialism in Africa forever and be a bearer of light to all her peoples. To Primus Delem of the Grand Republic of the Indus, our venerable and ancient ally, I promise that the Empire of Japan wholeheartedly supports your government, and will continue to provide you with every military and commercial tool necessary to ensure its present existence and future glories. To General Iorwerth Glodrydd of Anahuac, the Empire of Japan shall never fail to support your cause in all possible ways. We shall stand by you, now and forever, as you bring order to your country and prosperity to your people. To the Federated Islamic States, with whom we have so much in common, I encourage you to turn your back on the ossified memory of an empire to your west and all the historical bondage that represents and embrace your Asian heritage, that together we may forge an independent and prosperous future together.

“A promise to those states that currently oppose Japanese economic expansion: we have no interest in military conflict. We only wish to trade peaceably with our allies and together build our economies. Any military deployment we shall make is defensive, and any bases we build are protective. The Empire of Japan has never started a war, nor do we intend to alter this policy. We, and our allies, only wish to be left to enhance our commercial prosperity.

“A warning to those who currently oppose Japanese economic expansion: we shall not tolerate again the terrorism and illegalities perpetrated upon us by the so-called Republic of California. Any attack, any provocation, no matter how small, on our allies or ourselves, will be met with a swift, decisive, and overwhelming military response. The days of half-measures and negotiation are over! Let us do our business in peace, or be prepared to face the righteous anger and total conviction of the Imperial Military!

Following this meeting, the IGHQ issued orders for a total mobilization of the Imperial Japanese Army and Navy. Orders were also drafted to expedite the refurbishment of previously retired Imperial Japanese Navy vessels—work on them will now take place on a twenty-four hour basis.
*The Imperial General Headquarters has also reportedly contacted a number of zaibatsu conglomerates, instructing them to draft plans for wartime economic production if the situation in the months ahead so requires it.

NKANDU REBUKES WESTERN BULLYING

In response to the hostile and bullying statements of the governments of both the Roman Empire and British Empire over the announcement of a Japanese naval facility to to developed on the Congolese coast, Comrade Nkandu issued a sharp rebuke to the Imperialist powers for their arrogant attitude towards our nation.

Nkandu dismissed the issued statements of both governments as being the result of “Fossilised Empires” believing they are still in a world where the West ruled the Rest. Comrade Nkandu has reiterated that it is the sovereign right of the Congolese people to decide what to do with their sovereign territory. Comrade Nkandu also justified the need for such a Naval facility in order to protect both Congolese and Japanese interests, citing the recent Californian attack on a Japanese civilian airline and the lack of outrage or repercussions by the West for this War crime as being proof that they cannot be relied upon to uphold International law. The Unlawful military occupation of Nilosahara by the British was also cited as another example of Western disregard for the rights of others.

“Whose to say that suddenly they may decide some innocent Cargo ship is carrying bombs and decide to blow that up as well?” Comrade Nkandu asked the assembled crowd.

When asked about the British decision to move warships to a “Training Squadron” in the Atlantic, Nkandu merely chuckled and replied

“If the British think they can topple use like they did poor old Bantu, with a few old Warships they are sorely mistaken”, dismissing the move and the British warnings to the Socialist Federation of further friendship with the Japanese Empire.

“The time has long passed since when the Emperors of Europe were able to order about the People of Congo about how to rule our country. Together with our Japanese allies, we will continue to pursue the construction of a naval facility in order to further the goals of our People and the advancement of Socialism in Congo”

LRAC Activity Spikes in Wake of Japanese Reversal


Seemingly spurred by the progress of Communist forces in Anahuac and the sudden abandonment of a Japanese intervention that had seemed imminent, terrorist cells in the Protectorates are believed by the intelligence services to be gearing-up for a new wave of attacks.

The Secretary of State has assured Parliament that the Federacy-proper does not face a rebel threat on the scale of that confronting our neighbours to the south, but a terror alert has been issued across the nation, and additional security forces sent to the Protectorates. Several police raids in Tarahumaria have turned up arms and explosives, and arrests have been made, leading to receipt of new information about 'specific threats'. One officer is reported injured by a booby-trap set at a terrorist warehouse.

Water Appropriation Bill Defeated in Senate
Key defeat for government related to Japanese mobilization

SAN DIEGO – Most pundits had put the death of the Padrigo government at five o'clock Thursday evening, when the Senate was scheduled to vote on a bill that would have increased water diversions from the Sacramento, San Joaquin, and Colorado rivers to parched farmland in California's southern valleys. Had the bill cleared the Senate, the lower House would have been forced to take up the debate on the issue, likely driving a wedge between the Socialists and the Greens and upsetting the delicate balance of power.

Padrigo was able to convince several Socialist senators to vote against the Water Bill, joining the near-unanimous Greens to defeat the remaining Socialists and Freedom Party senator Garcia y Coswell. Francisco Olmeda (PSC – San Ber.), the bill's sponsor, was furious at the Prime Minister's actions, characterizing them as a betrayal of the party and his constituency.

The tenuous Socialist-Green coalition in the lower House was able to shamble away from the incident more or less intact, preventing a complete rupture and the possibility of California's third general election in just two years.

In a speech following the bill's defeat, Prime Minister Padrigo spoke at length with reporters regarding the challenges faced by California in foreign policy at the moment.

“With Japan mobilizing and the Gulf States acting as though it has a free hand in Anahuac, there has never been a more critical time for unity,” he said. “All Californians – Green and Socialist; Alvaro and Bear – need to work together now to defeat the possibility of Fredonian hegemony over half of the American continent.”

Asked to comment on what steps he recommended California take to counter the threat of Fredonian domination of Anahuac, Padrigo called for direct military intervention against the regime in Anahuac City and any foreign powers who were supporting it.

Prime Minister calls for strikes on Anahuac; Protestors flood streets

LOS ANGELES – Protestors flooded the streets around the Los Angeles Stock Exchange, Presidio Hill in San Diego, and other institutions associated with state and market power. Despite the sudden appearance – just hours after Prime Minister Padrigo callled for military intervention in Anahuac – the protests had been carefully choreographed for months, organized in the long quiet period between the blockade of Japanese military equipment and the Fredonian insurgance.

Exactly what form Padrigo's proposed intervention would take is still open for debate, especially after public areas outside several key military bases – including FAC Los Cabos, FAC Davis-Monthan, and FAC Nellis – were closed on Thursday evening. Current rumors include raids by several Bandido heavy bombers, the sale of improved arms to Anahuac's PRPM government, and even the airlifting of large portions of the Freedman's Brigade to Chiapas to fight alongside the Chaoist revolutionaries.

Antagonism to the proposed strikes is broad-based and deep, collecting both liberals and conservatives under a large tent. On the right, much is made of the duplicity of the revolutionary government, its hard-line Drapoel-influenced dogma, and the likely consequences to relations with Walmington on Sea and other Parliament of Nations members. On the left, worries about expenditure on weapons, humanitarian issues, and the pointless sacrifice of Californian lives abound.

Council of State hammers-out new import tariffs, export restrictions


CoM Chair comrade Aileana Nichivo today announced the Commonwealth's acceptance of the Broad Trade Plan outlined previously by LoC CC General Secretary comrade Graeme Igo.

Under the plan, foreign goods destined for the Commonwealth or passing through between Europe, Asia, and Africa shall receive one of several general classifications bearing corresponding tariffs. In theory, any qualified as, “Produce of Igovian Labour” would incur no fees, and those more generally classified, “Produce of Socialist Labour” only a token surcharge, while others indicated as produce of, “Social Democratic” or, “Third Way” labour would face slightly higher tariffs, and this pattern would continue through a range of other classifications. Ultimately, “Produce of Colonial Labour” would face the highest, effectively prohibitive levy, while, “Produce of Prison Labour” is set to be barred from passage through territory controlled by the CSR, and, “Produce of Slave Labour” seems likely to be a quality assigned to exports from the Federacy of the United Gulf States and subject to legal seizure by Commonwealth forces.

Delaying a resolution to the debate seems to be a difference of opinion over Romano-Commonwealth relations in light of the Empire's leadership change and apparent gestures towards reconciliation. Large numbers of representatives are putting the case that now is an ideal time to de-escalate a stand-off that has intensified since the Short War and that new leadership in Rome is open to unprecedented compromise, while many others caution against trusting an enemy of blood and tradition that clings still to oppressive notions of empire and Capitalism. The DAS.95 has been a source of speculation and fan-boy fascination since the initiation of a Geletian light-fighter programme in the late 1980s, when it became apparent that the iconic Tsag-designed MiG-21, staple of the air forces of both Beddgelert and Tsalland, had been surpassed by foreign machines. Beddgelert turned out the DAS.93 Fwltwr fighter-bomber, which eventually achieved transsonic performance and integrated limited multi-role capacities, and participated in a series of multi-national MiG-21 upgrade programmes, but the DAS.95 fighter seemed destined to remain a series of varying design studies, mock-ups, and wind-tunnel models. As time went on, successive marks were rendered obsolete by advancing technology and the inability of Beddgelert to keep pace during a tumultuous epoch.

Finally, though, a fighter originating with the long-running programme has been accredited for service in several configurations. The Air Force today unveiled a tandem-seat strike-capable conversion trainer and a single-seat light multi-role fighter under the DAS.95 designation. Apparently propelled by a variant of the Gandvian Rosengren-Lilius OM-31 afterburning-turbofan, the new fighter is designed for low-cost and high agility, surpassing standard British and Californian light fighters in capability and matching the latest from the Gulf States. How relevant a light-fighter may be in a modern Europe awash with twin-engine types, however, remains to be seen.

Concurrently, a more recent heavy-fighter project has borne fruit, hastened no doubt by regional instability and eased by access to Gandvian technology. Having imported prior to the outbreak of war two squadrons of Gandvian VL-39 aircraft, the CSR has unveiled a domestic design appearing to be heavily influenced by same. The Commonwealth's own heavy-fighter is now a reality.

AIRFORCE SMASH REBEL BASE

In an operation that proudly shows the growing military might of the Congolese People's armed forces, Squadrons of the Congolese People's Army Air Wing launched a daring raid against an unsuspecting UKFA camp in eastern Katanga, the first major counter insurgency operation taken by the Air wing. Arriving at dawn while the nefarious rebels remained unprepared and asleep, no doubt after a night of plundering the riches belonging to the Congolese people for their own selfish ends, the patriotic pilots quickly bombed the rebel hold out, hitting key supply dumps, vehicle pools and the main barracks. The rebels, utterly bewildered and frightened at the aerial assault of which they had never been subjected to, quickly fled in cowardly disarray attempting to disappear into the Jungle or even reach lake Tanganyika and escape the wrath of the People's army.

Shortly after the raid, the 27th Infantry Brigade quickly moved in to clear the base of all remaining rebels and intercept those attempting to flee the carnage. Reports from the 27th confirm the damage inflicted by the Squadron, describing the base as being little more than a smouldering wreck, with observations of the site confirming it as being a key centre for UFKA operations in this area of Katanga.

Today, Comrade Nkandu and Chief of Staff Melembe both praised the actions of the Congolese People's Army Air Wing, citing the bombing run as being a shining example of the increased proficiency of the Congolese People's Armed Forces and the effectiveness of their training. The operation represents a major turning point in Congolese air capabilities, as the Air wing now proving itself to be an effective military force on the African continent. Praise was also given to the Japanese Kawasaki ki 932 Heavy fighters which were used in the operation, only having recently arrived from our allies in Japan. Despite their fairly recent adoption by the SFC's military,Comrade Nkandu applauded the adaptability of the Congolese pilots in mastering the Aircraft.

This victory truly represents an ill omen for the domestic enemies of the Congolese Socialist state, as while previously they may have been able to allude the Congolese People's Army on the ground by resorting to cowardly tactics in hiding in the dense jungles of Republic’s such as Kivu and Katanga, now they can expect no such luxury as surely the most deranged Warlord will now fear the impending doom that shall come from the skies. International enemies of the Congolese People will now also think twice before scorning the military of Africa's most free state, as the Congolese soldier, already superior to his enemy in terms of his hardened determination and discipline,will soon be able to enjoy the same technological benefits as those of the West. Officials assured the public that the necessary funds for such an undertaking were available and that the people would not see a reduction in other services, while Comrade Nkandu also spoke of contacting our allies in Europe and Asia for technical expertise.

Le Figaro: Brittany: Secretaries of the Treasure and Social Welfare and son of Duke of Brittany arrested for political corruption
In a coordinated operation in the cities of Brest and Steyr, forces of the Federal Police, under orders of the Knights of Peace (VKP), arrested the secretary of the treasure of the federal government of Brittany Jacques Beauvoir, the secretary of social welfare of the federal government of Brittany Alun Dunaid and the third son of Duke Bram of Brittany Celyn Fraga on the accounts of embezzlement, perverting the course of justice, falsification and money laundering.

According to a spokesperson of the VKP Prosecutor Corps, the investigation that led to the arrest of the trio began two years ago, when the Crown Treasury noted slight inconsistencies on the ledgers of a company owned by Fraga, which led them to the ledgers of the Gráinne Foundation, a non-profit organization sponsored by the Ducal Family of Brittany and which has been led by Fraga since 2011.

The first date of the trial has been set for January 5 of 2015 and bail has been set at 25 million Marks for each one. Until then, they will remain under the custody of the VKP.

Corruption remains worst in South Mediterranean states

ROME – the non-governmental organization Trasparenza Italia (TI) released the 2015 edition of its annual Indice di percezione della corruzione (IPC, “Corruption Perception Index”) of the Confederation’s states and the federal government.

The Index
The index draws on 15 different surveys, including those of the Italian Chamber of Commerce, the federal Department of Finance, the Association of Civic Leagues, the Bank of Italy, and public opinion surveys commissioned by TI. The IPC aims to rank the Italian states "by their perceived levels of corruption, as determined by expert assessments and opinion surveys”. States scoring and ranking higher are thought to be less corrupt, while states scoring and ranking lower are deemed to be more corrupt.

South Med at the bottom
Since the institution of the survey, the South Mediterranean states remained at the bottom of the list, with Amazigia occupying the dubious distinction of being the most corrupt state for twelve years in a row now. The bottom five places are all occupied by South Mediterranean states: Cartenia, Icosia, Fez, Aurasia, and Amazigia.

The federal government has acknowledged the problem, and has appointed federal auditors in 2013 to monitor the finances of these five states. “We need to reduce and eliminate corruption. We know that corruption stifles economic growth and has a negative impact on peoples’ welfare,” said Federal Councillor Alessia Petacci (L-Florence), responsible for the Department of Finance.

The Carabinieri had already made high-profile investigations and arrests of government officials in Cartenia in 2012 and in Icosia in 2013. At one point, one-third of the Cartenian legislature was under investigation for corruption; sixteen of its members are now in jail for corruption charges.

Mezzogiorno
States of the Mezzogiorno also scored badly in the survey, with Irpinia and Lucania ranked at the bottom among the peninsular states. Sicily, Naples, and Benevento also occupied bottom places. The federal government’s concern had now extended to the Mezzogiorno: federal auditors were appointed to Irpinia in October 2014 and to Lucania last Monday. Investigations by the Carabinieri led the Royal Sicilian Police to arrest the mayor of Palermo in December 2014 on bribery and extortion charges.

Confident in the Federal Government
The federal government achieved a respectable score in the IPC, ranking fifth, at par with Crema and Saluzzo. “It is a good thing that the federal government remains relatively untainted by corruption than the majority of the states of the confederation,” said Mr. Ulrico Dallapiccola, Chair of Trasparenza Italia. “It means that the federal government can take the high moral ground, and remain the vanguard in combating corruption in the states.” Mr. Dallapiccola also pointed out that “the lack of corruption in the federal government is consistent with the fact that in most states, people trust the federal government more than their state governments.”

Stellar performance
Only four states ranked higher than the federal government. Valtellina remains on the top spot this year, being the least corrupt state in the confederation. Closely following the Valtelline Confederation are the Lombard republics of Brescia, Bergamo, and Piacenza. In the four states, corruption “is nearly nonexistent. Any cases of corruption are quickly investigated and dealt with.”

Mr. Dallapiccola said that the lack of corruption contributes to a strong economy. “States with high IPC scores tend to have high gross domestic products per capita and lower poverty rates. Reducing corruption will free state resources to other expenditures that will benefit the public and the economy. So it is in the interest of the nation to eliminate corruption.”

MADRID | According to the Royal Palace, Crown Prince Diego, 34, has ended his engagement with long-term fiancee Alejandra Duarte. Reports began to circulate early yesterday morning after Ms. Duarte, 29, was seen without her engagement ring while out and about in Madrid's central business district. The palace gave no explicit reasoning behind the separation; however, it's believed recent photos on an internet blog showing Ms. Duarte with an unnamed male acquaintance in Rio de Enero last month may have had something to do with the break up. The photos showed her and the unknown man kissing on a secluded beach. His Royal Highness did not address the press directly. Instead he sent Royal Press Secretary Angelina Gutierrez to the podium on his behalf to deliver the news as part of the morning daily briefing.

A Match Not Made In Heaven

The couple met at a charity event which His Royal Highness attended at the Madrid Animal Rescue Shelter at which Ms. Duarte was a veterinarian. During the tour of the facility, it was Ms. Duarte's duty to escort the prince through the center explaining the issues facing abandoned animals. During their interactions, it became apparent the prince became infatuated with the lovely veterinarian. A few days later, an invitation to his private residence at the Palace of Zarzuela for a dinner. For the first few months, it seemed like Chrinthania's most eligible bachelor was off the market.

Cracks began to appear in the couples relationship beginning late in 2009 during a gala event at the Royal Palace of Madrid in which Ms. Duarte and His Royal Highness were seen having a heated conversation behind a tent. A few days later, the couple were dining at fine restaurant in the central business district when a more high-profile argument broke out between the couple with Ms. Duarte walking out of the restaurant. Similar displays occurred over the next two years with a brief break in the well-publicized fighting when he proposed to Ms. Duarte.

Perhaps the most well-known incident occurred summer in last year when the prince and Ms. Duarte exploded while on holiday on Ibiza with Ms. Duarte slapping the prince while they relaxed on the beach. The incident caused the Royal Guards to restrain Ms. Duarte while His Royal Highness disappeared into a car and returned to his hotel. For several days, His Royal Highness and Ms. Duarte remained separated.

Now What?

According to the Royal Press Secretary, His Royal Highness is looking forward to relaxing and enjoying the single life. While Ms. Guitierezz expressed her sympathy for the prince and his recent break up, she also joked slightly about his new-found single-ness. "Somewhere in Chrinthania, a lucky lady will one day win his heart. Until then, there's millions of women currently making plans to 'accidentally' bump into the prince in the hopes of catching his attention."

Congress Passes Public Transport Bill

MADRID | Congress passed the Railway Act of 2014 which increases funding to the national rail system. The goal of the plan is to expand service by investing R$ 250 million into the system over the next five years. The hope is to increase train frequencies along the busiest routes and to add stations at some towns which have grown over the last few decades. The bill passed with near unanimous support in the Senate last night. Prime Minister Garcia is expected to sign the bill when it reaches his desk next week.

Club Goers Get More Than What They Bargained For

RIO DE ENERO | Hot, tropical nights, a little too much alcohol, and that romantic spark that reminds us how much we love our partners are what draw people to Rio. Last night, a couple may have gone just a little too far. Social media exploded last night around Rio as pictures not safe for publication on this website began to circulate. The images show a man and a woman, presumably in their 40's, engaging in full-blown sexual intercourse in the corner of a population nightclub.

We are not releasing the names of those involved in the incident to protect their privacy.

Club goers took the opportunity to snap pictures of the couple, who seemed oblivious to the attention they were receiving, while in mid coitus. In particular, several pictures show the woman with her breasts exposed in the bar while her husband (we presume) expressed his love for her chest orally. Security cameras also captured the event.

One partier, who identified himself as Miguel, said to local news, "Well, we were dancing and there was a commotion of sorts. We looked and this couple was just going at it like wild animals. I have to admit, I didn't know whether to cheer, take pictures, or get someone's attention."

"That's not something you see everyday," stated partier Teresa Sanchez to local news, "you don't expect that to happen in the main bar. That's what the beach is for."

Club Granada issued a statement on their website this morning in response to the incident, "We do not condone or otherwise promote this sort of behavior at our establishment. We apologize to our patrons for not addressing the issue in a timely manner. We also apologize to those who may have been offended by the incident."

Rio Police Chief Felipe Ortiz said that, unless he receives a formal complaint about the incident, he will not press charges. "Certainly that's not acceptable in public, but unless someone complains formally, there's not really anything we can do about it. Even then, if we do receive a complaint, it's just a R$20 fine for each person involved."

Provincial Election Results

Chrinthani citizens went to the polls to elect their provincial and local leaders today. It was an election full of surprises. The most stunning results coming from Brasil, where the Socialist Party of Chrinthania (PSC) swept the governors mansions of all 10 Brasilian provinces. Furthermore, PSC took 8 of the 10 legislative assemblies with only Pernambuco and Rio Grande provinces retaining Liberal Party majorities. In Iberia, Liberal Party candidates maintained 12 of 16 governorships and retained 14 of 16 provincial legislatures. Christian Conservatives retained the Canary Islands, Murcia, Andalusia, and Extremadura provincial governorships, and only Andalusia and Extremadura retained Christian Conservative legislatures. Cabo Verde and Sao Tome retained Christian Conservative legislatures and governors. (Cheduba Island is directly administered by Madrid Province).

The surprise results have cast a shadow over the coming national general election where the House of Solicitors and the Senate will be decided, along with the position of Prime Minister of Chrinthania. Political analysts do not believe this result will translate to the national level. According to Pedro Anvar, Chairman of the Socialist Party of Chrinthania, the results signal a "change of pace" in Brasil.

"Let's face it," Mr. Anvar said to TVC News Night, "the people of Brasil are rising up against a political establishment that has systematically continued to keep them down. You have the rich in Iberia making money off of the backs of Brasilians, primarily the youth, who slave away at rates that are appallingly lower than what they would be paid in Iberia. The Brasilians today have fought back at the ballot box." Mr. Anvar also said, "We hope this is a good signal for what's in store in the upcoming general election." He added, "This stems from the terms that ended the Great War. While we were decimated by Valendia, the Aventine powers did not listen to our pleas to restrict Valendian from rearming. In fact, we were basically told to open up our markets to join the world economy as part of the price for their so-called liberation of Chrinthania. Since then, income inequality has steadily rose while more and more Chrinthani live below the poverty line just so someone in Paris or London can wear cheap sneakers and jackets."

Prime Minister Garcia has remained silent on this turn of events so far. He spent the night with the Liberal Party leaders discussion strategies for the upcoming general election, according to sources.

"This is a good day for Brasilian-Chrinthanis," Hector Teixeira said at a victory rally in Rio de Enero while he waved the Chrinthani flag. "Hopefully in May we can bring about a democratic Socialist revolution!"

The crowd cheered as Governor-elect Antonio Martinez stepped up to the podium. The young, energetic leader of the Rio Socialist Party raised his hands and spoke to the crowd, made mostly of Brasilian youth, "Today, Rio, tomorrow Madrid!" he shouted as his supporters continued cheering so loudly he could almost not be heard over them. "The workers of Brasil, and soon of all of Chrinthania, will benefit from what began here today. No more will we allow the fat cats in Madrid to continue to get rich off the shoulders of our people! The time for change has arrived! Today, you have started a new chapter in Chrinthani history."

MILAN – Alberico II Sforza succeeded to the throne of the Duchy of Insubria yesterday, becoming the ceremonial ruler of the Confederation’s wealthiest and second most populous member state.

Coronation
In the presence of the royal family and the members of the Insubrian government and Parliament, Alberico II took his oath as the constitutional monarch of the Duchy of Insubria. Afterwards, the members of the Insubrian Parliament simultaneously took their oaths of allegiance to the new Duke.

Witnessing the event were the heads of the 65 other states of the confederation or their representatives. The heads of state in attendance included Duke Umberto VI of Piedmont, Doge Nicodemo Contarini of Venice, King Tancredo IX d’Altavilla of Sicily, Doge Patrizio Pallavicini of Genoa, Governor Giustino Roncaglia of Numidia, and Podestà Gerardo Lambertenghi of Brescia. The Pope, as the head of state of Latium, was represented by the Holy See’s Secretary of State, Cardinal Paolo Parolin. The Federal Council was represented by Councillor Franco Scotto of Genoa, in charge of the Federal Ministry of Interior, and Insubrian Federal Councillor Paolo San Martino.

A half-hour long grand procession transferred the proceedings to the nearby Duomo (Cathedral) of Milan. Thousands of well-wishers lined the Piazza del Duomo and adjacent streets in the city center to get a glimpse of the ceremony. The coronation was broadcast throughout Insubria and on screens placed in several Milanese city squares for the people to witness the ceremony.

Archbishop Eugenio Cardinal Bianchi of Milan then crowned the new Duke with the Iron Crown of Lombardy in a special religious ceremony in the Duomo of Milan. After his anointment, well-wishers spoke publicly their greetings to the new Duke. Those speaking included Insubrian Premier Gabriele Ratti, and Councillor Scotto, on behalf of the Confederation. Selected citizens were also given the chance to express their wishes to the new Duke.

Speech
The new Duke thanked the people of Insubria for their support for its ruling family throughout history and particularly during the last two months, when his father and brother were in the hospital. “On behalf of my family, I would like to thank everyone who offered their prayers for my father and my brother. I would like to thank the people and the government of Insubria for their unwavering support.”

Duke Alberico II said that he “aspires for and will work towards a modern and responsive monarchy, tailored to an Insubria within the Italian Confederation.”

Amidst applause, he gently addressed concerns about his inexperience. “Nobody has the experience in this job. No amount of training can make you fully prepared for this job. I am trained as a soldier, and this journey will be an entirely different path from what I thought God had charted for me. But we will take this journey together, and I hope that you can join me through what I hope will be a wonderful voyage. I will do what is best for Insubrians and this country. I hope that I have the trust of the people, for it is from there that I will draw my strength.”

The relatively-untested 27-year-old Alberico II succeeded to the throne after his father, Duke Francesco IX Sforza of Insubria, and his elder brother Duke Galeazzo VI Sforza of Insubria, had a skiing accident in the Ossola Valley in November 2014. Both were comatose with poor prognoses. Duke Francesco IX died on 14 December, with his successor, Duke Galeazzo VI, still in the hospital in worsening condition. Duke Galeazzo VI is technically the Duke of Insubria despite not being crowned or installed, as the Insubric succession is automatic.

The Insubrian Parliament recalled Alberico II, a soldier in the Lepontina Brigade of the elite 5th Alpini Division Insubria, to serve as co-regent alongside Premier Ratti. He then became the heir-apparent to the Insubric throne, as Duke Galeazzo VI still had no offspring. When Duke Galeazzo VI died on 21 January, Alberico II became the duke, but he wanted to spend one week in mourning before his coronation.

Roles
Duke Alberico II will be the youngest monarch currently reigning in any of the nineteen states of the Confederation that are constitutional monarchies, surpassing the 30-year old Count Federico III Papareschi of Irpinia. Like most of the other monarchies in the confederation, the position of the Duke of Insubria is a mostly ceremonial one. However, of the ten northern Italian monarchies, it is one of the most influential and powerful. The Insubric constitution, like the Piedmontese and Sicilian constitutions, grants a large set of reserve powers to its monarch. These are used rarely, if at all, but the prestige of the position and the influence of Insubria within the Confederation lend the Duke of Insubria a higher profile than most of the other monarchs within the confederation.

“The Obscure Duke”
Despite his new high-profile position, much is still unknown about the new Duke of Insubria. He had stayed out of the limelight since being admitted in the army, and has a reputation in the media and among royal-watchers to be a private person. Being the second son, he had not been groomed to become the Duke, which could explain some of the criticism of inexperience.

“He was a shy kid,” said Massimo Scanagatti, a royal-watcher and columnist for the Milanese daily Corriere della Sera. “He was careful to present a more formal side to the media and to the public. This was reinforced by the fact that he was the just the second-in-line to the throne, and thus did not have a large public role to play. He remained obscure in the background.”

But the people who the Duke used to interact with only had positive things to say. “The Duke is a very nice, cultured, and humble person,” said Claudio Svanella, mayor of the village of Madesimo in the Valtellina, where the Duke’s old unit (541st Alpini Battalion) is stationed. “And he is not averse to mingling with ordinary people, despite what some in the media say. People in my village know him very well, and he has a very good reputation among the people of Madesimo.”

“The Duke is a hardworking, conscientious man,” remarked Maj. Ettore Turba of the 214th Border Guard Detachment of the Carabinieri, assigned to the Splügen Pass Border Post in Madesimo. “We are used to working with the 541st Alpini Battalion and I can attest that the Duke is one of the best soldiers in that unit.”

“He is just not fond of attention or special treatment,” said a former buddy in the Lepontina Brigade, who declined to be named. “He would insist on doing the same things ordinary soldiers were required to do. I know he has that common touch and concern for the people. I think he will be a great Duke of Insubria.”

Pope ups the ante for the Referendum

ROME - across Catholic pulpits throughout the Confederation last Easter Sunday, churchgoers were treated to a sermon of a different kind. Aside from the usual Easter message, priests throughout the country read a message from the Pope.

The Pope released the encyclical "I tempi che cambiano" ("Changing Times") to dioceses and had it read during yesterday's Masses, taking advantage of the higher-than-usual Mass attendance to spread his message. The Pope himself read his encyclical in his Mass held at Saint Peter's Square in Rome.

Written in Italian, which is unusual for encyclicals, the Pope asks people "to acknowledge the contributions of Christianity and the Holy Mother Church to Europe and to Italy". Saying that "Changing times and progress does not mean that we discard our tradition and our faith in favor of an ideology without solid moral and spiritual underpinnings."

"Italy and the Church," the encyclical says, "has been historically intertwined by Providence to fulfill a higher mission." I tempi che cambiano then goes to criticize "the incorrect ideas and the misguided ideals that is attempting to sever the relation between Italy and her Church, between the people and her Church." The encyclical admits that entertaining such ideas "may be an unavoidable aspect during the course of pursuit of knowledge and attempts to learn from the world," such ideas "must be rejected, as they replace God with a human construct that is neither beneficial nor correct. This is not the best way to adapt to the changing times."

The encyclical ends with a direct exhortation to voters "to vote in the negative in the referendum question on August."

Referendum Question
The referendum in question is Proposition 241, which aims to remove the Roman Catholic Church as the official religion of the Confederation. Introduced by the Italian Liberal Party and supported by more than two dozen non-governmental organizations, the referendum aims to impose an official separation of Church and State in the Confederation. While freedom of religion is guaranteed in the 1946 Constitution and there is no requirement to be a Catholic in Italy, the status of official religion in the Confederation affords the Church special privileges, such as religious teaching in state schools and tax-exempt status.

The Proposition was submitted to the Federal Council in 2013 after gaining four million signatures (5% of the electorate). The Federal Council scheduled the vote on the Referendum Day two years after submission, which also coincides with this year's general elections.

Church Opposed
Pope Alexander IX is publicly opposed to the Initiative, and his release of the encyclical is believed to drive voters to reject 241. Many bishops also voiced concern about the proposal. Bishop Pancrazio Guerini of Crema first denounced the proposition in 2009, when it was making the rounds in Lombardy and his diocese. Bishop Guerini was also the first to issue a pastoral letter against it, later joined by Bishop Agostino Scaratti of neighboring Cremona. The two bishops were particularly active in speaking out against the proposal and lobbied the governments of their states.

Many of the country's 240 archbishops and bishops have already voiced opposition to 241. This includes influential prelates and cardinals such as Archbishops Eugenio Bianchi of Milan, Matteo Varenna of Genoa, Giovanni Battista Mairaghi of Florence, Gennaro Quagliarella of Naples, Gaetano Bargiggia of Catania, Annibale Canzioneri of Carthage, Paolo Gristina of Icosio, Gregorio Corti of Tangeri, and Patriarch Cristoforo Boscardin of Venice.

Aside from the Church hierarchy, the Conservative, Socialist, and Popular Parties are officially against the Proposition, while the Liberals and Greens are for the Proposition.

Polling
Political analysts believe that Proposition 241 has "little chances of passing" in strongly Catholic Italy. The principle of "double majority" in the referendums, which requires a majority of votes cast and a majority of states voting for, is a difficult threshhold to pass.

According to political scientist Professor Rocco Scocco of the Sapienza University of Rome. "While the small central Italian states with anticlerical traditions may push the referendum to achieve the majority of states, the proposal is deeply unpopular in the north, the south, and in south Mediterranean."

According to the latest polls, voters in central Italy (20 states, defined as Italy south of the Po and north of Naples) are slightly for Proposition 241, with 35% of voters said they will be voting for and 30% said they will be voting against. A further 35% are undecided. This is in contrast with northern Italy (Genoa and Italy north of the Po), southern Italy (Italy south of Naples), and south Mediterranean states, where the percentage in favor are 19%, 13%, and 10%, respectively.

"Unless a miracle happens, there is little possibility that the referendum will pass," said Prof. Scocco. "And with the weight of the Church now bearing against it, the Proposition will be dealt with a crushing defeat."

One year after the last major redeployment of Depkazi forces the Khagan has overseen a new round of faux-fighting, this time in the foothills of the Himalayas.

Thousands of Depkazi troops have taken part in manoeuvres in the east of the Caliphate, practising survival and combat tactics at several thousand feet above sea level. A focus on light infantry tactics has been apparent even as several hundred armoured vehicles redeploy from Gandvian to Federate borders via a slowly expanding rail network.

Concurrent with the upland exercises multiple divisions previously posted to the Shieldian and Gandvian borders are redeploying to the south. Accordingly, the Shieldo-Gallagan frontier is now guarded largely by non-military personnel including police and customs staff as well as local light militias, as is already the case on much of the Qazaq and Kokturuk borders with Gandvik.

Military Budget Hits Record High as the Lion Wakes
Hints at large-scale mobilization in response to Chingizid Aggressions

With the threat of extremist fundementalism moving closer to the nation's borders, President Dagarzai has ushered in an £8 billion ''emergency budget'', paid for in half by the emergency reserve and half by a series of 'Patriot Bonds', which will be offered to private nonmilitary businesses. The budget, which at this year stands at $133 billion, footed in part by the Islamic Vanguard itself (a triumph of state capitalism) and in part by the taxpayer, is set to be highest since the People's Revolution, 40 years ago; Dagarzai justified the measures by citing successes in pacifying Kurdistan and retaking the Eastern Alborz in a decisive move to defend local Kurdish groups against the extremist Wahhabi 'Free State'.

"The largest foe we have faced since the Revolution and the largest threat to our national security operates and thinks in the same, fanatical vein as these Wahhabi insurgents. Regardless of whichever leader they choose for the Muslim faith, they will still be viewed by the rest of the world as the terrorists they rightly are."

An emergency press conference has been organized in response to the Chinghizid manouvres in the North, which is a particular concern for Sogdian integrity. Sogdia, the southern half of the Sughd Khanate which has been tensely disputed since the Depkazi invasion and subsequent partition, is a relatively recent addition to the FIS after popular referendum saw the free nation join the Federation in exchange for military support. Whilst the majority of the 2500 kilometre Federate-Depkazi border has been fortified since the Shieldian Era, and major cities such as Mashhad and Tehran are heavily defended, the potential for an invasion through Sogdia has never been properly considered, and whilst the 9th Legion has been stationed in the region since the Chingizid Great Betrayal, the native Sogdian Defense Forces are currently not equipped to deal with a full-scale invasion. An estimated 23,000 full-time troops are stationed in the region, as well as around 40,000 volunteers, organized by the local Sogdian government under the arm of the Sughdan Wladi, a paramilitary force working for the “preservation of Sogdian integrity”. Dagarzai praised the Sogdians for their tenacity and military expertees, a valuable asset which empowered Democratic forces during the People’s Revolution. The President then went on to shame the Khagan for his “treachery in occupying an ancient and proud nation”, and chorused the pleas of Turkic, Persian and Sogdian defectors also present at the conference in a message to all citizens of Depkazia and Gallaga:

”That a General, having seized power from a fallen empire, and having turned the world against him; no more than a warmonger by his title, with no knowledge of the Koran and no support from the larger Islamic Community, reliant on wealthy sycophants and the desperate masses, the former he exonerates and the latter he sends to their deaths in droves, should make a pretense of being the successor to Muhammad and threaten the only nation willing to accept its dispossessed and its oppressed regardless of creed or allegiance, is a tragedy that has scarred our religion and threatened to tear it asunder. The Federation has always been reluctant to bear arms against its brothers, but given the Takfir committed by this Turkic imposter, it is our moral duty, as Muslims, as human beings, to be the force that stops him for good. People of Aran; you saw this with his own eyes when Brab Khan stood with the Islamic Community against the Khagan; People of Gallaga and the Hajji Tarkhan Sovyet, you see it now when towns and cities are slaughtered and wiped from the face of this Earth. One-third of states warned on finances
Adjustments needed to weather turbulent economic times

ROME - the Federal Department of Finance yesterday released a special report titled "Condition and Outlook of Finances of Italian States" (COFIS). The lengthy report was commissioned by the Federal Council last year to look at the financial health and stability of the states of the Confederation. Federal Councillor Alessia Petacci (L-Florence), responsible for the Department of Finance, yesterday underscored the need of the Italian States to "clean up their finances" to "weather any possible economic crisis". The Department of Finance acted as an external assessor to state finances "to help states pinpoint their weaknesses and to suggest corrective actions."

Report
The COFIS report looked at the incomes and expenditures, the assets and liabilities, and the financial practices of each state in the Confederation. Of the 66 states in the Confederation, one-third (22) of the states were given "Poor" and "Fair" ratings. These ratings were accompanied by warnings and a set of conditions that will be imposed by the central government to aid in the corrective action.

"Poor" state of finances
Those given "Poor" ratings include Amazigia, Aurasia, Benevento, Cesena, Fez, Forlì, Icosia, Lucania, Rimini, and Siena. In the cases of Benevento, Cesena, Forlì, Lucania, and Rimini, the COFIS report scored the state governments' "approval of unfunded liabilities that well exceed the capability of their narrow tax bases to cover". In short, the liabilities of these state governments cannot be paid by their small tax incomes, which can lead to a debt spiral.

In the case of Siena, the state government's involvement with the Banca Monte dei Paschi di Siena, a bank very much exposed to Chrinthania, puts it in danger of being dragged down into debt by the bank it owns. The recommendation of the report was "the Government of the Republic of Siena must divest itself of the losing bank, or it must overhaul the bank and its practices."

For Amazigia, Aurasia, Fez, and Icosia, the COFIS report deplored "the massive amounts of state money lost in possible corrupt practices and shady deals." The four states also ranked worst in the Confederation when it comes to corruption. In 2013, the Federal Council appointed independent federal auditors for the four state governments in order to monitor their expenditures.

Benevento and Lucania are also cited for the "massive debt they are holding, in comparison to their tax income and gross state product." Benevento's debt stood at 144% of the gross state product, while Lucania's stood at 123%. These figures, the report said, "are simply unacceptable". While Benevento had taken steps towards reduction of its debt, "significant progress in clearing the debt may still take years."

"Fair" state of finances
An additional 12 states' finances were rated as "fair": Abruzzo, Apulia, Bruttia, Cartenia, Irpinia, Latium, Malta, Montefeltro, Piceno, Sovana, Spoleto, and Urbino. For Malta, Montefeltro, Piceno, Sovana, and Urbino, the danger lies in the size of the states' economies. "Small economies with narrow, undiversified tax bases can be hit badly in an economic downturn."

The spending of the heads of states in Apulia, Bruttia, Irpinia, Latium, and Spoleto were gently chided by the COFIS report. The five states "must review the expenditures of the offices of the heads of state and allocate properly and prudently so that other areas that must be covered by the budget will get adequate funding." Latium, whose head of state is the Pope, subsidizes the Pontiff in his exercise of his duty as the Head of State of Latium. This subsidy is different from the quattro per mille (four per thousand) taxpayers' contribution to the churches.

Irpinia last year spent on the grand wedding of its count, an investment it hoped would be recouped by increased tourism receipts. "Unfortunately, the receipts had not materialized and the government of the County of Irpinia is left holding a significant bill."

Like the other African provinces with "Poor" ratings, Cartenia was also warned about the spread of corruption in the state government. "There is increased risk that the funds of the Province of Cartenia will be, or is being, diverted to corrupt entities."
Abruzzo's finances, meanwhile were still "devastated by the recent earthquake". The reconstruction bill "still amounts to a significant portion of state expenses."

Praise for healthy finances
Attaining the best level of financial health are states in the "Excellent" category. The COFIS report praised the governments of Bergamo, Brescia, Cyrenaica, Tripolitania, and the Valtellina for excellent financial management. The constellation of good financial practices, diversified government incomes, prudent government spending, and lack of corruption won plaudits for the three northern provinces. "Despite their small tax bases, the governments of the Republic of Bergamo, the Republic of Brescia, and the Valtelline Confederation maintained healthy and sustainable finances that will be able to weather a global economic downturn." The Valtelline Confederation occupied the "least corrupt" state in the Corruption Perceptions Index by the non-government organization Transparency Italy.

As for Cyrenaica and Tripolitania, the COFIS report commended "the judicious use and investment of the sovereign wealth fund of Cyrenaica and Tripolitania" that "aims to manage the windfall generated by the state's natural resources".

Limited federal guarantee
The Federal Guarantee for State Debt is still "limited", according to Ms. Petacci. "The government of the Italian Confederation will not assume the debts of any ailing member state. The institutions of the confederation may aid in the mitigation of the impact of consequences of financial mismanagement of states. However, it is unfair for taxpayers of one state to bear the cost of another state's lapses. So, we urge all states to spend wisely and prudently."

Nearly 40 years ago, Emperor Pedro VI began what some thought was a potential disaster: open friendship with the Empire of Valendia. With memories of the Great War still fresh in the minds of the public, His Imperial Majesty initiated a Treaty of Friendship with our erstwhile enemies. Over the years, the treaty opened the door between Valendia and Iberia, brought peace, prosperity, and stability to the region, and became the crowing moment of his reign. Today, the two nations stand poised to continue the work began by Pedro VI. Emperor Felipe had been working with officials from Valendia to finalize another in a line of successive treaties which have seen the two nations grow from rivals to partners in Europe. The Treaty of Ibiza has passed the National Congress and awaits Imperial Ascent on the desk of Emperor Nathaniel. He will sign the treaty at a special ceremony this morning at 11:00.

The treaty itself removes visa restrictions and offers citizens of Valendia and Iberia the ability to pass freely between the border to enjoy the cultural bounties that both nations offer. The treaty would allow citizens of Valendia and Iberia to visit their neighboring nation for a period of up to three months without a visa requirement. A valid passport would be required to pass through into each country, however. Furthermore, both nations would still reserve the right to enforce customs requirements at the border.

Student visas would be required for foreign exchange students, yet the treaty paves the way to make the process of obtaining these visas easier and more affordable for both Valendians and Iberians. Students would be allowed to acquire a visas that expires not every 3 to 6 months, but at the end of their college career. This gives students the ability to finish their degree at the university of their choice without the hassle of having to apply for a visa extension. The treaty would allow the student visas to expire up to 2 months from the date of graduation.

Business persons would still require a work visa to stay in either Valendia or Iberia. Those visas would be extended from 6-month terms to 12-month terms. An amendment to the treaty allows multinational corporations with locations in both Valendia and Iberia to transfer their employees into the respective nation without a work visa requirement, however, provided that the corporation issued a Statement of Transfer indicating the length of term of the transfer. The treaty allows Valendia and Iberia to tax wages earned in their nation under applicable law based on where those services were rendered. A Valendian citizen working in Iberia would be required to pay taxes to local and provincial governments in Iberia and an Iberian citizen in Valendia would be required to do the same while working in Valendia. The Iberian National Health Service would be required to pay for health services rendered in Valendia for Iberian nationals and the same is true for Valendian nationals in Iberia as the treaty does not provide either nation the ability to charge taxes at the central government level, allowing Valendia's tax service to collect income tax from their citizens with the reverse true for Iberian citizens.

A recent TVI poll indicates that 67% of Iberians are in favor of the treaty with 29% opposed. 4% of respondents indicated they were indifferent to the treaty. The poll sampled 5,679 Iberians with an error margin of 3.1%.

The treaty is hailed as a triumph of modern diplomacy. Senator Enrique Mas of Catalonia stated yesterday, "[the treaty] serves to show the rest of the world that, in a continent full of old grudges, two nations who were once bitter enemies can continue to pave the way forward for peaceful and prosperous relations. It is a marvelous thing to see." The tone of both the Senate and the House of Solicitors echoes these sentiments across party lines.

"I think this is a great opportunity to show not only the rest of the world, but our own people that the past is just the past. There is a bright future ahead for those governments willing to sit down and talk out their differences and work towards a common goal," Prime Minister Suarez said at a press conference after submitting the bill to the Emperor for his Ascent. "The war is over. It has been over for 70 years. We must press forward in the spirit of cooperation and friendship."

The treaty is not without its critics. Senator Isabella Fernandez (Basque Indep. Party-Basque Country) said in her opposition speech that, "I am certainly of the opinion that we must forgive our neighbors to the north for their aggression against our nation, but we cannot--and we shall never--forget images of Valendian tanks rolling past the Imperial Palace of Madrid, of Valendian troops standing in Park Guell in Barcelona in full military kit. We cannot forget. This treaty is an affront to those who fought for freedom against Valendia including 20,000 Basque soldiers who died during the Great War."

National Team Lineup Finalized for World Cup 2015
Squad for Ballyston tournament to combine cream of club, university, armed forces programs

At a recent press conference outside Riga Castle attended by a number of high-level government figures, officials from the National Federation of Sporting Associations announced an end to their search for a national team to represent Gandvik in Ballyston’s Association Football World Cup tournament later this year. On hand to reveal publicly a much-anticipated roster reported to include some of Gandvik’s most outstanding athletic talent were many of its newly-named component players, including team captain, Major Antti Rothovius, and head coach Franz Wassenaer, who were joined in turn by Social Affairs Minister Felix Soininen as representative of Riga Castle. All three remained to field questions put forward on a broad range of topics, personal, sporting, and, mostly aimed at Soininen, political in nature, by a sizable press contingent, though unlike recent other official public appearances a cordial and lighthearted tone was set and maintained, Soininen in particular again proving himself one of Riga’s more genial state officials.

Amid considerable excitement and enthusiasm over the World Cup tournament as its opening ceremonies draw nearer, there persists a great deal of doubt over Gandvik’s actual prospects in that competition, as a nation which lacks an established professional association football league and associated infrastructure. Where most other competing teams are certain to draw their strength from wealthy and well-developed leagues and a deeper, more experienced field of players, Gandvik’s national side is entirely amateur in composition, selected from industrial, military, and university clubs unaccustomed to the high-stakes, highly competitive atmosphere that prevails elsewhere. Asked about his expectations, Major Rothovius, great-grandson of Colonel-General Aleksi Rothovius and former Ilmavoimat jet pilot, admitted frankly that he would, “welcome any measure of success in competitive play with undeniably formidable foreign teams,” and emphasized that the very process of forming from such disparate elements a coherent and ably-functioning national side represented an accomplishment in itself. Nevertheless, Rothovius expressed his confidence that the Gandvian national team, “will prove itself worthy of the immense honor with which it has been entrusted, and will perform in a manner that reflects credit on the Gandvian nation.” Head coach Wassenaer, for his part, heartily seconded Rothovius’s evaluation, adding that he himself was, “greatly satisfied with the players’ good character and sportsmanship,” and that he did not expect the team to pull together so quickly or so fully, for which he thanked “every one of the lads, and Major Rothovius especially.”

While word of Rothovius’s selection for team captaincy was initially greeted with some skepticism in light of his inexperience at association football, general misgivings which were enhanced by rumors that his relegation to ground duty from command of an entire tactical-reconnaissance squadron had been brought on by a nervous breakdown under the stresses of wartime leadership, the high praise which Rothovius has so far garnered from both his coach and team-mates seems to have dispelled many of those early doubts. Many commentators, indeed, have started to express the opposite view, namely that the choice of a military officer for such a position may prove one of the Gandvian national team’s few strengths. And although the cup itself would appear, by any reasonable evaluation, altogether out of reach, in the words of goalkeeper Paul Vetemaa, more widely known for his recordings in electronic music, “We’re going to Ballyston to uphold universal moral and ethical principles. We’re going out to show the foreigners, and ourselves too, that we’re all the same, no matter what colors we wear or what it says on our jerseys. Whether or not we score any goals, it doesn’t really matter, long as we try our very best, A, and B, more importantly, act like human beings. And I’ll tell you that if nothing else, I really can’t wait to pick up some new albums while I’m abroad!”

Unconfirmed reports of ‘regiment of paratroops’ at Pietaari Suuri airport, arrival of ‘terrorist elements’ from overseas

Long-running efforts to end the administrative and federal crisis in Gandvik’s second city, ignited by weeks of sometimes violent street protests whose intensity prompted former governor Fabien Oxenstierna to flee Ingria for his personal safety, appear to have endured another setback recently as delegates representing, respectively, Riga Castle and Ingermanburg’s Temporary Steering Committee find progress toward a negotiated agreement blocked once again by mutual allegations of duplicitousness and bad faith. Amid reports, so far unconfirmed yet by most evidence widely believed nonetheless, that both sides have been intensifying preparations for what chief government negotiator Thorvald Gjores von Bramstorp described as “unilateral action,” a joint disavowal of “political violence and coercion in all its forms” by General Lennart Bjorgstrom, State Chancellor, and Dr. Olev Haberman, acting city Mayor, seems to have exerted negligible influence.

Negotiations, held at luxurious Peterhof Palace southwest of Ingermanburg proper, have been dogged from their very beginning by what has been characterized as both participants’ sheer inability to control certain allies and subordinates whose political and ideological programs and alignments have repeatedly found expression in highly obstructionist postures. Most recently, these have taken form in a descent by Lieutenant-General Benckendorff’s airborne corps upon Pietaari Suuri airport, an operation evidently conducted in secret and first brought to light accidentally after an airport worker stumbled upon hundreds of paratroopers inside a closed hangar. Almost simultaneously, photographs were taken in Ingermanburg that purportedly showed none other than Yrjö Tuominen, general secretary of the outlawed KDL and accused financier of domestic terrorism, addressing a group of students at Ingermanburg State Polytechnic University.

Delegations at Peterhof were quick to condemn extremists in both camps, and to distance themselves from what some commentators have described as acts of deliberate provocation. Still, the limited influence over which official leadership in both Riga and Ingermanburg can exercise over actors nominally subject to their authority has seriously shaken confidence in the diplomatic process as it stands, and a telling silence maintained by Field Marshal von Knorring, Army Chief-of-Staff, and Lieutenant-General Benckendorff is mirrored in significance if not necessarily in form by an increasingly bold and defiant line adopted by the provisional city government’s so-called ‘Maximalist’ faction, which has openly advocated the raising of an armed guard responsible only to Ingermanburg’s elected institutions as a replacement for a rather skeletal city garrison which, while sympathetic to the popular regime, has steadfastly maintained its fundamental loyalty to the Royal Army’s regular chain-of-command.

Whether present developments will, as in most previous cases, eventually blow over with no immediate serious repercussions remains, as yet, to be seen, and as one foreign observer noted, a certain degree of inertia is a fundamental aspect of Gandvik’s political system. Developments in Tataria and East Ruthenia, however, where provincial leaders succeeded in extracting major concessions from Riga in the direction of self-government, and may well in each case pursue even greater autonomy, have promoted among many experts an alternate reading. For a democratic quasi-revolution whose results were nowhere else repeated, and whose chief exponents have started to adopt a strikingly militant tone, and for a traditional governing establishment now simultaneously reconciled to extensive provincial independence and the provincial governor’s effectively sovereign, patrimonial power, a final reckoning may be close at hand. And it seems that, despite a level of goodwill that in many sectors is undeniably boundless, key domestic figures of authority do not share Bjorgstrom’s and Haberman’s peaceable intentions.

Le Monde: Emperor signs Treaty of Ibiza

Today, a great milestone has been marked in the Valendia-Iberia relations and the international stage in general, when His Majesty Albrecht V, in a special ceremony in the Throne Room of the Saint's Cradle and in the presence of members of the government and the Landsraad, signed the Treaty of Ibiza, the last of a series of treaties and agreements that have turned two embittered rivals into partners in a hostile European continent.

This new treaty removes visa restrictions, allowing nationals from both countries to cross the border with just their passports and to remain there up to 3 months without visa. Workers and exchange students will still require a visa, however for both cases it will be extended, 12 months in the case of workers, and the duration of their career in the case of students.

A study conducted by the Weissbluth-Lamarq Consulting Group in March of this year, with an error margin of 0,9%, showed that a 58% of Valendians are in favor of the treaty, with a 10% opposed and a 32% indicating indifference to the treaty. When the indifferent people were questioned about their choice, they replied that they were more concerned about the internal situation of the empire. Demographically speaking, most of the people in favor of the treaty are from the Duchy of Occitania, while those against it are fragmented between the historical region of the Kingdom of Belka (also known as "old" Belka), the Basque speaking region of the Duchy of Aquitaine and the Duchy of Brittany. According to the study, most of the people that showed indifference come from the central area of Valendia, especially the Kingdom of France and the greater region of the Kingdom of Belka (also known as the "new" Belka).

The director of the department of Mediterranean Cultures of the Imperial University of Aix-Marseille Antoine Havel, when we asked him, said that the results of the study are not surprising, considering how martial-inclined Valendian society is, coupled with all the conflicts that have happened since the Great War.

“For the collective mind of the Valendian society, the Great War and everything related to it has been a closed matter since the war reparations were paid and the rise of the separatist movements in the 50’s. Nowadays they are most worried by what’s happening in Valendia, like the cultural differences within the empire, the independent desires still latent in some of the constituent nations and the recent case of political corruption, coupled with what’s happening in Eastern Europe, especially if it involves the ever-mercurial Beddgelert.”

“They simply don’t care about the grudges of the great War anymore. If they cared, Valendia would have declared war against Geletia long time ago.”

On the political arena the opinions about the treaty are much more polarized however; the two biggest coalitions of the Landsraad, the governing center-right Alliance for a Popular Movement (APM) and the center-left Valendia’s Democratic Union (VDC), have publicity shown their support to the treaty and have been lobbying for its speedy ratification. Though High Chancellor Von Einzbern has shown some reticence to the treaty, both Ministers of Foreign Affairs under his tenure, the late Charlotte Von Eisling and the Prince Heinrich, have pushed for the treaty’s acceptance.

“The time to put to rest the ghosts of the Great War is now. Never before two countries that were enemies before signed treaties like these before, which shows that even in this cruel modern world of ours, everlasting peace is still within our grasp” said the Dean of Diplomats Laura Balzer, a few hours after the ceremony.

Simultaneously to the press conference given by the Dean of Diplomats, one of the biggest detractors to the treaty, the far-right Monarchist member of the Landsraad for Belka-Zurich Helmut Grosse gave his own scathing remarks: “This is one of the worst mistakes this country has ever made. Iberia has never forgotten what happened 70 years ago, and most likely never will. Like snakes, they will stab us in the back when we less expect it. Mark my words!”

Regardless of opinions, everything that is left is the final ratification by the Landsraad so the treaty becomes binding and the drafting of legislation so the treaty can be incorporated on the Imperial Law. It has been guaranteed however, that the treaty will be ratified by the Imperial Parliament with no problems.

In a very brief message sent to the press this morning, the Prince Heinrich Von Spyra announced his resignation to his post as Minister of Foreign affairs. According to the document, the prince cited as reasons for his resignation irreconcilable differences with the High Chancellor Maximilian Von Einzbern and a “desire to use his knowledge in law and politics in a more meaningful way”.

According to sources in the Saint’s Cradle however, the prince has been recently offered a position in the Prosecutor Corps by the Grand-master of the Valendia’s Knights of Peace Theodor Von Liebknecht.

The Prince’s Household has declined to comment on these rumors.

FEZ – the province of Fez officially voted to divide itself into two new states in a vote in this years’ Referendum Day. The provincial government of Governor Carolino Aldobrandeschi welcomed the vote, saying that “the people of Fez has spoken, they want the government to be closer to them.” The government of Fez scheduled the referendum to coincide with the provincial elections, which was won by the government.

Unprecedented
No new state has been admitted to the Confederation since the federal Constitution has been implemented in 1946; neither has a state been divided into two since. The last division occurred with the separation of Fasania from Tripolitania in 1911, when both are still provinces within the Venetian-controlled domain of Libya.

Pro-division campaigners pointed out that historically, Fez is considered an ‘artificial state’. The northern part, on the Mediterranean coast, was historically part of the rump Vandal Kingdom that was conquered by Pisa in the 13th century. With the Confederation’s defeat of Pisa in the 14th century, this area centered on the cities of Vandalia and Meliglia was ceded to the Confederation as a common lordship.

The southern part, the land beyond the Socossian Range, was settled by Florentines and Lombards. Its center is the city of Fez, a formerly Berber town up in the mountains. Popularly known as the “Lombard Reservation”, this common lordship was allotted by the Confederation to Insubria and the Lombard states for colonization. It was managed by a council appointed from Milan. Vandalia and the Lombard Reservation, excluding neighboring Pomaria, were merged into the common lordship of Fez in 1903.

Moves for Division
The impetus for division started in the postwar period, when the northern part agitated for separation from Fez. The northern cities resisted governance from the faraway center of Fez. More reliant on Mediterranean trade and emphasizing their different history and culture, the northern part branded itself as “Vandalia”. It took on the legacy of the Germanic Vandals and the Pisan settlers, as opposed to the ”Berber” and “Lombard” heritage of the southern part.

Initially the government of Fez resisted these attempts to divide the state. However, it gained momentum when the Fez section of the Christian Democratic Party (PDC) supported the division in its platform in 1986, as it was mostly dominated by northerners. This contributed to the exclusion of the PDC from the coalition governments in Fez from 1986 onwards. The rising Green Party also supported division. Throughout the 1990s and 2000s, the idea of dividing the state gained ground and more supporters, including the Archbishops of Fez and Vandalia.

Rising corruption scandals involving successive Social Democratic – Liberal Democratic governments in Fez culminated in their loss in the 2009 elections. The opposition won, and an unprecedented Christian Democratic-Green coalition government (the first and only one in the country) under Governor Aldobrandeschi took power. Their campaign platform called for the division of Fez into two states: Vandalia, and the new Atlantina (named after the Atlas mountains), centered around the city of Fez.

Legal Steps
Since this will be the first time that a division of the state is being proposed, the Aldobrandeschi government consulted the Constitutional Court with their plan. The Constitutional Court set the minimum requirements: a plan devised by the legislature; a state referendum approving the plan; passage of a law admitting the two states by the Federal Assembly, and a nationwide referendum supporting the admission of the two states and dissolution of the old state.

The Fezian government passed a plan in February 2013, putting the question of division to a referendum. The voters will be presented two questions which must be answered: The vote for division and the vote for state. The vote for division is phrased as “Do you agree with the division of the Province of Fez into two states?”. The vote for division must be supported by a majority of the registered voters, not just of the people who turned out to vote. If the vote for division is carried, the answers for the vote for state will be counted. All voters, regardless of whether they voted for dividing the state or not, will answer the second question, which is phrased as “If the voters approve the division of the Province of Fez, which state should your district join?” The choices will be Vandalia, centered around the city of the same name; and Atlantina, centered around the city of Fez.

Result
With 74% turnout, a slight majority of Fezian voters approved the first question of whether to divide the state or not. The enabling law of the referendum required that a majority of voters (not just a majority of votes) vote yes; almost 1.5 million voters (50.12% of the electorate) voted yes on the first question.

The second question will be applied at a district level. The districts of Fez and Vandalia obviously voted overwhelmingly for separation and for their own putative states, Atlantina and Vandalia, respectively. Their neighboring districts also turned out massively for their states. Voting strongly for separation and for Vandalia were the coastal districts of Meliglia, Driosco, and Castellammare. Conversely voting strongly for separation and for Altantina is the district of San Colombano di Socossia, which surrounds Fez.

The areas in between the Fez and Vandalia were lukewarm in their support for separation. Castoria, Belmonte, Passatlantina, and San Bruno di Valmalva all voted against separation. Campitello, a city near the border with Pomaria, voted only narrowly for separation. In these areas, where Fez’s and Vandalia’s sphere of influence overlap, the population was divided in half between the two choices. In Passatlantina, Campitello, and San Bruno di Valmalva, only a few thousand votes separate the decision on which state to join. These three, along with Gerada, Castoria, Belmonte, Zeffiro, Sassofrio, and Fighignano, all voted to maintain ties with Fez and join Atlantina. Bercania was the only inland district to vote for Vandalia. Thus, despite Vandalia narrowly winning the vote (51.11%), only five of the old state's 16 districts will join it.

Impact
The referendum result will not be implemented yet; the law passed in 2013 stipulates that the division will become effective if a national referendum accepts the result. A national referendum will be held in order to admit the two new states into the confederation and dissolve the legal personality of the old state.

Governor Aldobrandeschi communicated the result of the Fezian referendum to the Federal Council and the Federal Assembly for their consideration and the scheduling of the national referendum. Councillor Franco Scotto, responsible for Home Affairs, said yesterday that Fez’s request has been received and the Federal Council will be deciding on the issue as soon as possible.

Known equally as Fianna Field and Soldier Field, the former largely due to the Gaelic poetic word for "soldier" as "Fianna". In addition to these stadiums, Fenway Park in Ballyston, Robert F. Kennedy Memorial Stadium in Greater Baltimore, Gaelic Park near Yankee Stadium in The Knack, Nua Eabhrac and the Pontiac Silverdome in Pontiac outside Détroit will be made available to World Cup teams as practice pitches prior to and for the duration of the event.
