EMI building proposal (MT-closed ATTN: Anagonia)

General Lovorno Mazati adjusted his uniform as he stepped into the Lian armored limo that was to take him to his meeting with the Chief General of the Department of Defense of Anagonia. He was in Liberty City, a nice place he thought. Although he didn't look up to admire it. He was too absorbed in reading the material in the briefcase handcuffed to his wrist. It contained the design specifications for a special building that he, as a representative of Erathore Military Industries, was being interviewed about. He felt confident, last he had heard before being invited to Liberty City was that EMI's proposal was being highly considered. That was a good thing. This deal would be a jump start for EMI in the international scene. Sure they had sold a few playthings to some allies, and supplied weapons to certain less then respectable 3rd world country dictators, who would surely kill their own kin with those weapons. But it wasn't their war. Even better was that EMI was owned by the government, so the public would never find out. But that didn't matter. He reached under the papers and pulled out a thin strip of durasteel. This little fella was a composite panel of fiber reinforced cement mechanically bonded to punched steel sheets on both outer surfaces.It was a brilliant piece of equipment and had very intriguing future military applications. But for now, it would be for testing. General Mazati sighed and put everything away, closed the briefcase, and locked it.

New Liberty, Confederate States of Anagonia - Confederate White House

Chief General Regus Maxim sat in the Office of the Department of National Defense. It was pathetic that most advanced nations had BUILDINGS devoted to Departments concerning the military. Instead he was refrained to this tiny office in an even tinier building devoted primarily to the President of the Confederacy. He sometimes fumed over it. Now, however, things would change. With the proposal from EMI concerning a well constructed building for the purposes of the Armed Forces, Regus was sure all his issues would be wiped away.

His intercom went off, he pressed the button. "A General Lovorno Mazati from Erathore Military Industries is here to see you sir."

"Excellent," he responded, "send him in."

[Erathore]

General Lovorno Mazati followed a young secretary of sorts to a small office in a small building. Mazati chuckled silently to himself, Erathore was recovering from a genocide and he still had a bigger building and office. Then again Defense consumed most of Erathore's GDP. As he approached his assumed destination he smoothed over his uniform once more. He knocked on the door and walked into the office.

"Generale Lovorno Mazati, representative of Erathore and Erathore Military Industries to see Chief General Regus Maxim," he said and stood at attention.

Regus wore the traditional generals dress uniform in the non-combat environment of his office. Five stars in a star formation adorned both shoulder straps with the insignia of his rank. His cap was off to the side on the desk. He looked up to the knocking at his door, standing to return the salute and walk to the door to shake the fellow Generals hand. He invited him in, "Welcome General Mazati!"

Pulling out a comfortable seat to the front of his average sized desk, he invited him to take a seat as he sat down again behind his desk. "I'm extremely happy you came," Regus said. "As you can see, the people of the Confederacy saw no need until recently to upgrade their Military command stations." He grinned wide, "After a recent vote, we got the go ahead, ergo why you're here." He tilted his head, crossing a leg across another and placed his hands in his lap as he sat back. "So tell me about this new building that you proposed over the Economics and Trade Global Link?"

General Mazati smiled back at General Regus as they shook hands. As they both sat down at the desk, Mazati put his briefcase on the table and opened it up. In a moment of silence he took out his papers and organized them into a neat pile. He took the piece of durasteel out and set it next to the pile.

"Ah yes, the new building. Well first off, I would like to show you something." He pushed the piece of durasteel over to General Regus.

"This is durasteel. It will be the primary construction material for this building. It is heat, impact, biological, chemical, nuclear, you name it and it has a resistance to it. It is a composite panel of fiber reinforced cement mechanically bonded to punched steel sheets on both outer surfaces. Very strong, relatively lightweight. With your permission, I would like to preform some tests for you, in front of you on this durasteel. After that, we will get into the specifics of this building.

Regus Maxim watched as Lovorno organized his papers and revealed the strange metal. He listened intently during the explanation, standing up and pressing his intercom afterward and smirked at the General. "Lucy," he said in the intercom, "Let the guards and the President know there will probably be some live fire tests in my office." There was a pause on the other end before, perplexed, the Secretary responded. "Alright General." Regus chuckled, watching as a Military Policeman dressed in full Battle Dress Uniform and with an M-16 came into the office. He directed the Sergeant to the side to observe the tests, as a precaution.

"Don't mind the Sergeant there," said Regus, "Our policeman take their security seriously so he's just here to make sure someone else dies if I do!" He laughed heatedly, not intending to scare the foreign visitor at all.

Finally Regus nodded, "Alright. I anticipated these tests will have something to do with strength, so make sure to aim anything towards the bullet-proof glass there if you miss." He pointed at the windows, giving permission for the General to continue.

[Erathore]

General Mazati smiled. He liked Regus. The two men had much in common.
"I understand, it is the same in Erathore," he replied, laughing as well.
He reached behind his back and pulled out a silenced EMI 2010 10mm pistol. He pulled it out slowly that is, and showed it to the guard, so that his day, and life, wouldn't end by being shot. The silencer was on so that everyone's ear drums weren't blown out when he fired.

"Durasteel is fire-arms proof up to a 1 megaton nuclear weapon, so small arms fire like this will simply bounce off. Observe," and with that he pulled the trigger. A soft pfft noise was heard, and an odd metallic clanging noise reverberated throughout the office. Mazati reached down and picked up the perfectly mushroomed round. "Just like I said, bounced off."

He now pulled out a little box and opened it up. From inside the box he pulled out a small yellow clay looking material, which he place in the center of the durasteel.
"E-2. A high explosive used in our military from grenades to bombs. Whilst this may be a small amount, it is very deadly believe me. Observe as it doesn't even dent the durasteel." Mazati pulled out 3 small Plexiglas windows, which he put around the durasteel for safety. He pushed a tiny button in the box and a soft boom noise could be heard. The windows filled up with smoke which dissapeared a few seconds later. He removed the windows and showed the durasteel to General Regus. "Not even a mark," he said with a smile.

And so he went through several other tests, including hitting the durasteel with a hammer, putting water and acid on it, and finally lighting it on fire. Mazati looked up with a smile as he put out the flames. "Still good as new General."

The Military Policeman didn't even budge during the tests. If anything he was more impressed with them than Regus seemed. He kept his composure and out of the situation until Regus asked for a pair of gloves. The MP gave them to the Chief General, whom put them on and picked up the Durasteel to look all around it. After a few moments he nodded his head, putting it down where it was and smiling at General Mazati. "I'm highly impressed!" His smiled said more words than he ever could.

Going back to his desk and sitting down he went through some papers that were on there before. Apparently they involved Lovorno's homeland and what the EMI was in general. After a few more minutes, he exhaled softly and set the papers down. Looking back at Mazati he smiled, clasping his hands together on the desk. "General Mazati, by the powers granted to me by the Chief General above me and the Armed Forces itself, I can speak on behalf of a nation when I say I haven't seen anything like this before." He motioned a hand toward it as he unclasped them, "This is beyond what I expected."

Sitting back in that same comfortable position as before he nodded towards Lovorno. "Tell me about the building plans again."

General Mazati smiled a half smile to himself. "This technology is very new. A result of several failed experiments. Anyhow, down to business."
He pulled a few pieces of paper out of the stack.
"Well here are the basics of it. Erathore Military Industries has designed for your building to be 73ft high at its highest point, 63ft wide at its widest, and around 723ft long. The total square footage will be roughly 45,549 feet. For it's primary source of power, the building will use a magneto hydrodynamic generator. The secondary power sources would be two smaller MHG's located .7 miles away and protected by 3 feet of concrete and durasteel. And finally, the tertiary power source would be a power generator, or whatever it is you would prefer to use, that would be located ideally 2.2 miles away. The defense level, that is how much damage the structure can take before collapsing, it's figured to be 2 megaton nuclear bombs. The building would have enough food supplies to last 790 people for 6 months. Long enough for help to arrive. In case someone is wounded, a 175man hospital will be included. Now if an impending nuclear strike or something of equal danger is on the doorstep, we will create an underground command center. At roughly 350 feet underground and 23,456 square feet, the UGC will be able to house your most essential VIPs easily. For power, the UGC relies on its own Magneto Hydrodynamic Generator, not the one that power the above ground building. There would be a 250 man hospital included with this building. Now to address your necessity for vehicles. We are willing to create an underground basement that would comfortably fit 750 vehicles and be well protected from attack. Now for planes, we are willing to try an experimental design. An underground airport. With 150 airplanes and 4,500 feet of runway protected from a nuclear strike, you will be able to escape any situation. Now, the runway is 5,000 feet, but only 500 feet is exposed to the outside. Now that may bring the problem that if a nuclear weapon detonates on that section of runway, the blast will flow into the airport. This is not the case, as we will construct 9 foot thick blast doors that would cover the enterence, and can be opened and closed in 30 seconds. As for helicopters, we will use another experimental design. The helicopters will be stored 150ft underground, in 55 separate chambers for each one. The unique thing about this design is that each chamber is located on an elevator. In the time that it takes for the helicopter to turn on, run through it's checklists, and get it's rotor going at lift off speed, the elevator will have lifted it up to the surface, where it may immediately take off and escape the danger zone."

He leaned back in his chair with a smile on his face. "Any questions?

Regus Maxim was dumbfounded. He didn't allow it to show in his expression, but inwardly he was impressed. Grinning wide from ear to ear he gave a swift nod. "I'd say that about covers my questions concerning the building!" He gave a curt laugh, sitting up and leaning on his desk. "How much and how long do you think it will take to build with current specifications?" He chuckled, "We might add a few rooms here and there, but I'd say overall the important thing is timeline." Nodding out towards the window behind him, "Obviously we don't expect a war to come to us anytime soon, so that shouldn't be a problem."

Grabbing his pen and twirling it through his fingers, Regus seemed more than anxious to sign any documents to get this underway. "One more thing," he added on his current train of thought, "Any way our two nations can go through some kind of diplomatic agreement today?"

General Mazati returned the smile. This was a good day so far and it was only going to get better.

"Well cost is always up for negotiation, but it looks like the right price would be about 987,654,321NSD. Construction would take around…hmm…3 years if we're going at a fast pace, 1 year if we jam it out, and 8 years if you want to wait. If it was me General, I would take the 1 year option, but then again I am from the Air Force so I like fast things. And as far as a diplomatic agreement, I thought ahead and asked Emperor Amato Enzio and I am permitted to engage in treaty talks with you.

[Anagonia]

"You think fast General," said Regus, "I think of safety for my men and countrymen."

He pulled out a paper from the stack to his side, readying it beneath his pen. It was turned over so he couldn't see it. "Quite honestly three years seems perfectly fine, but considering the massive scale of the project I wouldn't hold it going over the mark until after six years." He pointed the pen at Lovorno, "I like flyboys, I've gotten to know a few, so I know they're hotheaded and rash." He smirked, "I don't know you personally, but that's what I can assume by your statement. You have to factor in accidents and the cost of damaged equipment. If we rush a project this massive, we risk pressuring people to make mistakes in an attempt to get it done." He shook his head, "I don't want that. I want my people who work on it and yours to come back after saying 'I built that' and not having 'He built that' on their gravestones." He chuckled, "Beyond that with the price I think we could have a deal. I'm allowed to throw a trillion and a half to the project, so we'll use it all and some for reserve just in case of the godforsaken possibility you go over."

Having properly instructed the General on his beliefs, the Chief General sat back. "As for treaties I think the best for our two nations is an agreement that will allow us to work more closely together. What do you suggest?" He smiled, "Being a military jock I think the best course is an open-border free trade agreement with extensions to travel and civilian tourism, but then again I could be reaching too high as I'd like our two military boys to get to know each other better."

[Erathore]

General Mazati could not but help opening his mouth in a small O before quickly clamping it shut. That was a very, very big sum of money.
"I suppose you're correct. I am known for…circumventing my Emperor on occasion if some bad guy needs to be taken out now, not in a few weeks. This is a project that needs to be done slowly, and carefully. For terms of payment, I propose that it is divided into two separate payments. 500 billion up front, with 500 billion upon completion. The rest will be reserved in case something does happen. For a good starting treaty, I suggest something similar to what you have said. Free trade, with travel and civy tourism included, along with a Peace, Intelligence, and Aid agreement, in which we are in a state of peace, supply each other with intelligence, and aid each other in times of need. Of course, after some joint military training operations and some actual ops, the possibility for a separate military treaty increases."

[Anagonia]

Regus smiled, obviously noting he had the General when he mentioned the money. Nodding at his assessment he slid forward the paper he kept hidden and flipped it over to reveal a Non-Aggression Pact that included free trade and a space to signify anything else worthy. He easily wrote in Mazati's suggestions in legal form and signed it. Afterward, he slid the paper and pen to the General for him to sign. "Excellent," he said as he grabbed a map as the General took as long as he needed to sign and review the document. He placed it on the table, "I want this project constructed here."

He pointed just outside the city of New Liberty. In an area where there was practically forests and hills. It would be the perfect area to construct all that was needed for everything to give the new Joint Command Center its purpose. "Right here is perfect. The money will be wired after our government get's in contact with yours. Five-hundred billion firstly, then the rest later. The rest for backup."

[Erathore]

General Mazati took the pen and signed his name.

"I will get the Secretary of the Treasury in touch with you as soon as possible. Now for the work force. I'm going to assume you will want to employ your own citizens as it will open up jobs for them. Correct? And that area is perfect for construction.

[Anagonia]

"Absolutely!" He smirked, "All you have to do is supply the Engineers and experts to lead the way."

He causally took the signed document and placed it in a copying device. It went through and in seconds the printer at the side of the room hummed. He went over and took the copy, giving it to the General as Regus sat back down.
