President Edgar Hein is having a birthday party. For security reasons the location is not yet known, but it will be somewhere in Bikerpha. The celebration will include the President's inner circle and family as well as foreign VIPs. As the President has not made public appearances in a while and has reorganized his government, foreign governments are interested in getting an agent into the party, especially because the dictatorial government of Bikerpha is rather opaque.
This is to introduce some characters and hopefully setup a future RP. It will be a rather casual affair. The espionage angle there is just to add depth to character motivation, and should be subtle. You are welcome just to have your character enjoy this as a party. It is also a good party to send someone who is not a politician. I suggest giving your character personal and professional goals that don't exactly align. Like someone who is sent by his government to get information about the inner circle might actually just want to flirt with attractive women instead of talking to the old men who are in charge.
