Matteo rolled his eyes. No doubt this is what Calderone was talking about, Kojiro's (and the Nifonese in general) unwavering obsession with protocols and formalities, and the seemingly unending list of nations with a two-bit take on matters they knew seemingly nothing about. The real question that presumably every Inyurstan leader had to ask themselves when dealing with the Furukawan Sun, was whether or not Kojiro was doing this intentionally...

"The compromise is because Theedishland had already de-facto acquired Bashriyya's oil, and my own nation - given an absence of Nifonese pressure - would have bombed the oil. Oil, for which I need to remind everyone, is a valuable resource for the Bashrabic Entity's continued survival. Its a compromise because we need to destroy the oil, but an Inyurstan-Theedish conflict would be very, very bad for Nifonese geopolitical ambitions at the moment.
Simply put, the only two options on the table are to either let the Theedish have the oil, or to watch us bomb it.

As unrealistic and reeking of "I didn't do my homework" attitude as the proposal was, it did open up another path. If an international edict managed to eject the Theedish from the oil wells, then the Theedish would less incentive to aimless retaliate against Inyursta if the later bombed the wells...
Maybe there was something to the Nifonese idea that politics were merely an extension of war, Subpresidente Matteo Armano thought to himself as he eyed left and right using only his peripheral vision.

Nak Biyaam listened to the Subpresidente of Inyursta speak, nodding his head as the two clear courses were laid out on the table. It was true that this was the real issue at hand, and that whatever it was that Palmyrion had a hand in was merely secondary. He had been a fool for tunnel-visioning in on the minor footnote of Palmyrion inclusion, and his tangent would likely come back to haunt him.

"You are right, Armano-chaak. There really isn't a way to cut this situation differently, as far as I can tell. If these are our two options to choose from, I would be far more inclined to see those oil wells destroyed than to have Bashriyya return to the care of Theedishland, which has already proven incapable of preventing a mess like this from happening in the first place. If we elect to see Theedish control return to Bashriyya and its oil reserves, we are only setting the stage for a repeat incident. It would be an immensely idiotic move to make. The only way to prevent this from becoming an issue once more will be to bomb the oil fields."

Nak eyed the tea set before him. It looked quite good, and there was a small part of him that wanted to take a sip from the cup. But the worry of being poisoned by the Nifonese snakes in their own home caused him to cast the thought from his mind. He had to remain absolutely vigilant.

Inwardly, the Nifonese Shogun sighed.

The ongoing trade between the Lakambini and the Angkorian leader tired him to no end, as both heads of states did everything possible to contradict Kojiro's model of ideal statesman/woman. They traded insults as children, ignoring the bigger concerns; and worst of all, few of them even attempted to make any serious offer that could be considered by another side.

"Your excellency" the Nifonese shogun addressed Nak "I brought this matter between the international community because I do understand the fundamental truth that each state represented in this hall has it's fundamental interests. Including mine. It is my goal to find a solution that satisfies as many of those interests as possible - unless your excellency would prefer for the victors to just split Bashriyya between each other, with no chance for Ancor to gain anything at all?

Let's face it - refusing to take interests of attending nations into consideration is like leaving a pack of hungry beasts unfed. It will cause the bests to turn against each other, and blood certainly will flow.
"

The Shogun saw Nak as a polar opposite of himself. The man was driven by ideas - and it bound him, making him unable to notice possible gains if those ideas would be compromised. Contrary to himself, who - while also deeply devout to his faith - was not afraid to compromise his religion it brought a visible greater good.

Thus he hoped that his allegory would make him reconsider his worldview. Reckless idealism had no place in international politics.

"Continuing, your excellency, your excellency contests Palmyrion's right to partake in the resolution, but what had your excellency's government done to contain the threat of Bashriyya?" the Shogun asked "Dozens of Palmyri soldiers died or were wounded in the conflict. It was a Palmyri marine division that held Abujago against Bashriyyan onslaught. Therefore, permit me to ask your excellency if your excellency sees it just that Palmyrion won't be rewarded for blood of it's sons being shed to end the Sadrist regime? Thus, I must contest your excellency's assumption that our sacrifices do not guarantee us a greater share in the spoils of war."

Kojiro paused.

"That said, I need to point out that I do have a possible compromise in mind. If your excellency's government would consider agreeing throwing it's support behind the deal, the Empire of Greater Nifon could consider lowering of the sanctions on particular sector of Ancorian exports, as long as the sector is not defense- related of course. We could consider what kind of goods could lowering of the sanctions concern."

Then, the Nionese Shogun turned to the Lakambini. In truth, he despised that woman with the very bottom of his soul. In his eyes, Lakambini was driven purely by her dark instincts and passions, often making decisions out of spite or want. However, national interest did not stink, and she was not the first monster the Shogun of Nifon had been used to dealing with. After all - if one took her public professions of Atheism away, she would fit quite well in Ishikawa's political elite.

"However, a few questions, Shogun. Are there any specific conditions and incentives for Palmyrian and Inyurstan presence in Southern Bashriyya? How many troops are Palmyrion and Inyursta allowed to station? And what kind of weapons would be considered capable of being used to damage other parties' long standing interests?


"I do believe that we ought to only set limits after consulting our respective cheifs of genreal staffs about necessary forces. However, what we do ought to guarantee that our forces would be focused on local nation-building and stability operations. As such, certainly no long range strike weapons or strategic bombers."

First thing Reinhard did after giving it some thought was pull over the closest aid to whisper in his ear. "Send word to Bloodstone Palace. Tell them the regional oil market is about to experience a huge void in product. We need to reach out to as many nations as humanly possible to fill this void. This is an urgent message, the sooner we get started on seizing the market the better." And with that hushed message, the aid swiftly left the room to make the call. It was as Reinhard said, the sooner Luttenried reached out to Bashiriyya's soon-to-be former customers the better their odds at gaining contracts. Next was taking the stage for himself before anyone could seize on the topic further. "Shogun Kojiro." Reinhard began, speaking softly while projecting his voice with the authority one would expect from the future ruler. "Luttenried sees little in error in this proposal. However, my main concern with the proposal as it stands is that according to the wording currently, it seems both Bashiriyya and Theedischland can get around their limited trade relationship by merely refining the oil into other products. Im not one to speculate unjustly, and if I am mistaken by believing Theedischland is the only customer allowed for these products I apologize, but it seems that if the Theedisch were in fact the only intended customers of all this oil, would it not make sense to add wording that extended to 'ALL' oil based products and not just the oil itself? Otherwise I fear there may be abuses of this loophole by either side."


"Your highness, please do tell us what your highness meas by other products." the Shogun asked "Plenty of industries relay on various byproducts coming from the process of distillation of oil. However, perhaps we should specify that it is export of fuels that any eventual restrictions would concern?"

"The monopolization of Bashriya's oil by a single country has nothing to do with preventing Bashriyya from taking any more dangerous actions. Furthermore, Theedishland is the country that supplied weapons to Bashriyya."

"In other words, Theedishland provided a reason for our discussion here about Bashriyya. So there is no good reason to give them exclusive rights to Bashriyya's oil for Theedishland. So we think it's better to open Bashriyya's resources freely to everyone, or if that doesn't work, we don't want anyone to have Bashriyya's resources. We do not want the outcome of these talks to be a gift for only one country that provided the cause of the war.“


"We agree to divide Bashriyya into two countries, but we believe that an international coalition of other countries not related to the war but to those not related to the conflict should oversee the process and carry out peacekeeping missions. I think this is fair unless you're trying to colonize Bashriyya. Does anyone think the war is just another war for territorial expansion?"


Mosley sat tapping his fingers on the paper that lay before him. He miscalculated. He had planned to build EAN's influence through Ishikawa, but it had become more than obvious that he was outnumbered here. He tried to put this embarrassment aside and concentrate on the negotiations, but then came the Kojiro proposal, which would have been a national disaster for EAN if it had his signature on it. He had no choice but to stand up

"Your Excellency, in recent years, Theedishland has shown itself to be a nation that does not respect principles such as national sovereignty and decency."

He paused.

"The said nation once put Bash in a state that we must now address, and in 2009 Theedishland invaded and occupied part of our country. For that reason, it is completely unacceptable for the EAN to see Theedishland as a nation figuring in the Bash division. A completely new situation would arise if Theedishland returned the occupied territories, in which case we would accept the agreement on the table here immediately."


"Your excellency - to begin with, I would like to start with the fact that it was Theedischand that Bashriyya betrayed and it was Theedischland that provided support to Nifonese campaign to topple the Bashriyya. As such, Theedischland deserves compensation."

The Shogun made the address to both leaders of Joseon and EaN. He was, frankly, disappointed. While both of them complained about Theedischland, neither gave him any proposal that would benefit Nifon in any manner

"I must address the point made by your excellency." Kojiro addressed the Joseon representative "The war was not for territorial expansion, but at least from the perspective of the Empire, it was in defense of our crucial national interests that the Sadrist regime targeted. And it is goal of our side to see those interests upheld.

I need to ask your excellencies, why should Nifon accept an international coalition of unconcerned parties? What gain or benefit will the Empire obtain from it? Any deal that will be made in this chamber must be satisfactory to all parties. And the Empire of Greater Nifon does not see why a deal that does not compensate for millions we have spent on toppling of Sadrist regime, and our losses however limited they were.
"

His message was clear. If they wish to get Nifon onboard any such deals, then Nifon needs to receive sufficient compensation in return.

"But would such an outcome be good for Inyursta too?" the Shogun replied "It would lead to confrontation with Theedischland that I doubt that Inyurstan interests see a confrontation like that as beneficial. It would also mean loss of potential markets for Inyursta as well. "

"Your excellency..." the Nifonese Shogun sighed again. Was he the only one here who saw the bigger picture? "I hope that your excellency is aware that such an outcome will trigger the confrontation with Theedischland, and thus by extension, would turn Leidenschafte against your excellency's government Is your excellency in such a hurry to alienate all the parties in the region and see a Leiden-Palmyri alliance made against Ancor?"

Kojiro had no doubts now. The events that took place in this chamber would ruin the TD-Ancorian relations for years to come. As Theedischland was Leiden's colonial overlord, it would take just a single word from Theedischlannd to make Leiden turn hostile.

Count Rezatan almost chuckled; he swore Maki Kojiro is smirking underneath that expressionless looks he'd been wearing to this conference. He had been listening intently, trying to find the right time to make his speech but decided against it when the Shogun finally took to the floor.

Well, that sure was an interesting statement. He glanced around to his fellow head of states/government, studying their expression wondering what everyone else had to say to the Nifonese shogun.

That was neither carrot nor stick. He thought to himself. Well, unfortunately the floor still hasn't reach a common ground.

He took another sip from the small espresso cup in front of him.

Mosley took a moment to gather his thoughts. He was fully aware of the gravity of the situation, the tension hanging in the air. Kojiro's words echoed in his head, demanding consideration. He understood the Shogun's viewpoint, his need for a tangible return on Nifon's investment of blood and treasure. But territorial gains? That was a path Mosley firmly believed they couldn't walk down again. It led only to a cycle of conflict and hostility.

He recognised the Nifonese Shogun's frustration and disappointment. It was natural for a leader to seek advantage for his nation, especially after significant sacrifices. However, Mosley was convinced that the best way forward was not through the old rules of territorial conquest, but through the new norms of international cooperation and shared prosperity.

He took a deep breath, ready to address the room. It was a delicate balancing act: he needed to honour the sacrifices made by Nifon and other nations present, without compromising on the principles that held the fabric of international order together.

This proposition not only recognises and compensates Nifon, but also ensures Bashriyya's future is safeguarded through a system of shared responsibility. It respects Bashriyya's sovereignty while acknowledging the realities of power dynamics.

As Mosley finished, he was swept by a tide of emotions. He remembered Eulabia's civil war and the opportunistic annexation of Lotharingia by Theedishland that exploited his nation's vulnerability. His presidency had been shadowed by these troubled times, and now, he found himself at the heart of a crucial juncture.

Eulabia's domestic and international challenges were compelling him towards a more authoritarian stance. But Mosley knew this was not about amassing personal power – it was about shielding Eulabia's future, asserting its sovereignty, and preventing subjugation by larger, more powerful alliances.

With his term due to end this year, the proposed constitutional amendment allowing him to extend his term limit was a monumental decision, one intertwined with the outcome of the Ishikawa conference. He knew that the stakes were astronomically high. This was not just about Mosley or Eulabia; it was a matter of standing firm against unjust impositions and striving for regional stability. The issue of Bashriyya was emblematic of this larger struggle, and Mosley was ready to steer his nation through this storm, a true embodiment of Eulabia's spirit of strength, resolve, and action.

Nak listened to Kojiro speak, tapping his fingers irately on the table before him. As always, the Shogun was a snake, a Naga of lies and deceit. But the best lies were one that contained mostly-truths, and so Nak knew he'd be a fool to dismiss everything wholesale. Some of he points made were correct, after all.

"Kojiro-shogun, if lack of participation precludes one from having their comments heard, why has it been brought before us today? Unless you wished to gloat or insult, there must have been a purpose for bringing this issue before such a gathered assembly of uninvolved nations, no? With one breath you say it is before us because we each have national interests, and with the other you say Ancoran interests do not matter for Ancor did not participate in the conflict. So which is it? Or was my receiving an invitation here a mistake?"

Nak sighed. He knew he had overstepped with his agreement with the Inyurstan, and couldn't further risk relations with the Theedish, or more specifically, with Leidenschaftliche.

"Regardless, as I said before, my main objection is that a return to status quo of Theedish control over Bashriyya solves nothing. I am open to hearing the Theedish proposal of how it plans to change its approach to managing Bashriyya, of course. And if we are to believe that self-interests are why we are here, I do suppose an easing of sanctions on Ancor would go a long way in the consideration of the deal.

...but only as far as it concerns Theedishland. Such things hardly compensate for accepting Palmyrion gains. And to apportion a whole piece of the country for a mere few dozen lives and a single city taken seems egregiously inflated. If Palmyrion wants compensation for lives lost, I will be willing to pay out of pocket to see them compensated. But dominion of overseas territory is paying a princely sum for a pauper's hour of work. No, so long as Palmyrion's portion of the deal remains unchanged I cannot back the proposal. I would rather see the whole of it returned to Theedish hands unchanged than see Palmyrion gain so much as an inch of land there. There is no end to feeding the Palmyrion beast's thirst for blood. To give it anything would solve nothing.

If Kojiro-shogun truly wishes us to accept a proposal with Palmyrion in it, a far better deal will be required. Otherwise we shall back a different proposal, like the Inyurstan or Eulabian proposal."

Blücher did not know whether to die of apoplexy or laughter. Here was Mystery, Babylon the Great, mother of harlots and abominations of the Earth, behaving like a child. It was one thing to be uncouth, it was another to be immature. Nevertheless, Blücher has more important things to worry about.

"On behalf of the Greater Theedish Empire of the Theech Nation, we accept the terms laid out so far. We agree to recognize the existence of the southern Tuareg state, to purchase the entire output of oil of the former Sadrist regime nonentity and obligate the northern government to maintain this state of affairs, to grant Inyursta most favored nation status with regards to the sale of oil, and to acknowledge the America Libre region as the sphere of influence of Inyursta and Langenia and accordingly adopt the principle of non-intervention there."

Blücher paused for a moment to catch his breath, a necessary maneuver for a man of advanced age, before he resumed speaking.

"However, we will oppose the inclusion of any amendment limiting trade in any Theedish product, particularly in goods in which most, if not all, of the value comes from Theedish industry. Furthermore, we thank His Excellency Shogun Kojiro for clarifying the matter. If that were the case, it should be pointed out that the former Sadrist regime entity's entire oil output is nowhere near sufficient to meet the energy needs of Theedishland. Regardless, we are very much open to discussing such a proposal and addressing the underlying concerns."

Blücher then moved to address Ancor's Supreme Leader. All the esteem he held for this man for fighting the godless regime nonentity had evaporated in the face of what he considered to be a shameful display of slavish obedience towards his Eulabian patrons.

"I suggest that Your Excellency give more thought to any proposal they wish to present to the international community. It suffices to say that rash decisions have correspondingly dire consequences."

Having little words for someone so dogmatic and obstinate, Blücher then moved on and began addressing the anti-Theedish arguments currently being parroted by EaN's leadership and allies.

"Anyways, it was actually a lack of Theedish control that led us to this situation. For this, we apologize to the international community once more. Like most of the nations of the world until this point, Theedishland was under the delusion that the former Sadrist regime nonentity was like any other nation. As such, we respected their so-called "sovereignty" and refrained from interfering in their internal affairs, unsavory as they were. This was a mistake that we would not repeat again. In fact, part of Sadr al-Nashid's objectives in waging his genocidal war was to escape our protection. He made an attempt to steal Theedish property and openly stated to a foreign leader that he would strike out against Theedishland if Inyursta was made to abandon Sugogo."

Finally, Blücher had to push back against Mosley and Jeong. In his eyes, their words were sound and fury, signifying nothing. Shogun Kojiro even said that much openly. Yet they still believed they could browbeat the international community into granting them concessions with posturing.

"It is a nation's prerogative to choose whether to recognize any agreement. However, only the relevant stakeholders have any right to be recognized by it. Furthermore, it would be for the best for parties that wish to be involved to refrain from making extortionate demands backed up only by moral grandstanding. This behavior only serves to create the impression that the hunger of some beasts, so to speak, will never be sated despite all attempts to do so, and therefore such attempts are futile. Besides, we can only imagine the ensuing furor if we discussed the self-determination of peoples, much less what rights slaver regimes and those abetting them are actually entitled to."

The Shogun spoke elegantly, or so thought Reinhard. Soft spoken but with traces of strength never far behind. While his father only saw the man as a rival worthy of his respect, Reinhard saw the Shogun quite differently. Rather than just a rival you face-off against in some board game, where you share respect for one another as opposing players in some game, Reinhard didn't merely see another world leader sitting across from him. Reinhard had always referred to the man as the "Tiger." A calculating apex predator with strength one fears more so than respects. When people think of tigers they don't respect how strong or fast they are, no, they fear what that animal could do to them if left alone in its natural environment. Although he held respect for the man on a fundamental level like his father, that respect emanated not from admiration but rather caution. This whole meeting today was likely just an effort to get what the Shogun wants out of everyone present. It's easier after all to get what you want, such as what you want out of the shithole across the region you just invaded, when everyone capable of putting a wrench in your plans agrees to the entire deal you've proposed. The man was either a natural born predator or a hunter with decades of experience. That was why Reinhard respected the man. At times like this, Reinhard felt as if he saw himself or even his father within the man. Because if one things for sure, the Shogun wasn't the only one playing to win in this board game.

"Given that Bashriyya's oil fed many nation's needs for many years, it's safe to say that given to one nation alone we would expect that nation to have an overabundance of the resource. This isn't even considering the fact Bashriyyan oil output may grow under these new authorities. If the oil is to repay the Theedisch for their commitments in the war, does it not go without saying that allowing such a valuable resource is only intended to serve the Theedisch? If this deal were to go through, there is nothing stopping them or Bashriyya from simply refining all or most of this oil and exporting it, thereby working-around the agreement proposed. I don't see many reasons to make both parties the only ones with access to the oil if they're able to simply ignore the parts of this agreement they dislike by merely refining the product and selling it that way. As far as im concerned, this doesn't change a thing with terms to Bashriyya other than allowing Theedisch access to that resource alone. Not that I am accusing others here of wrong doing, I am merely speculating what the worst outcome would be if greed were to take hold. The wording here protects their ability to merely refine that oil and sell the products world-wide with zero checks on it. Im not sure if that was your intention or not, but if so that leaves me concerned for oil refining nations such as my own whom now have to compete against an established credible nation such as Theedischland or even a future Bashriyya if it improves its economy and diplomatic standing in the coming years. I understand the nations whom sacrificed for this conflict deserve their fair share, and no doubt as I said the people of Bashriyya must be happy with the agreement made here today, but I find it difficult to reach a consonances if the deal proposed leaves some of those invited here negatively affected so gravely..." The Count took a moment to catch his breath before continuing.

"Export rules on fuels is an excellent idea, but I feel it falls short. As you noted, oil can be used to make large amounts of products used in everything from clothing to electronics. Merely putting controls on fuels only subtracts one product out of many oil would be used for. For example, using your own nation's industries, it would be like putting export limits on television sets. All you need to do to get around that export rule is export other things such as phones, tablets, or even redefine some television sets by size. Honestly I have no real proposal for solving this concern at the moment since it is still fresh, but a good start would be as you suggested to put controls on the products produced by the oil from Bashriyya."

Reinhard had hopefully made his point clear and convincing that allowing the two parties unfiltered export powers of Bashriyyan oil only spelt disaster to many economies, including his own nation's. Most of all, it hopefully convinced others to leave room open in the market for Luttenried to take advantage of after the fact. However, listening to the others fruitfully go on about new proposals, the Theedisch finally responded to the initial proposed deal. Adding to their comments, they objected to any limits on "their" trade in a clear swipe to his addressed concerns. "Their trade my ass." Reinhard thought to himself. The Theedisch proved his fears to be legitimate, that they intended to exploit the agreement to the fullest. If unchecked now, the entire region can expect to be flooded with Theedisch oil byproducts within a few months. It was bold of the man to say this was their trade and their industry when these products were merely repackaging already produced resources. "It's no different than bottling tap-water, or even just holding the bottle underwater in some river and selling that." Reinhard thought. It was then that he knew things couldn't end as the Theedisch wished, or else the Luttenried oil industry could face disaster if it had to compete with both an oil baron's rich oil reserves and an established credible market selling that oil in refined expensive products.

As Mosley listened to the unseemly comments from the Theedishland representative, his mind was a cauldron of indignation, irritation, and thinly veiled contempt. He was not one to suffer fools or rudeness lightly, and this...this was a clear provocation. A slight, not only to Eulabia but to the basic tenets of diplomatic respect and dialogue.

For a fleeting moment, he considered responding in kind, matching the insult for insult. His sharp wit could cut deep, and he was more than capable of using words as weapons. But such a response would bring him down to their level, and Mosley was keenly aware of the weight of his role and the implications of his actions. His nation, Eulabia, looked to him to represent them with dignity, strength, and composure.

However, beneath his public veneer of unshakeable calm, Mosley was not without his personal flaws. His temper, though tightly controlled, was known to flare under such open disrespect, and he found himself mentally composing a retort laden with as much venom as the comment that had sparked it. He found a dark satisfaction in imagining the look on Blücher's face as his words struck home.

But the satisfaction was fleeting, replaced by a firm resolve. He would not allow himself to be baited, nor would he be the one to disrupt these crucial talks. Nak listened to Blücher speak, nodding along as he went. The Supreme Leader had very much overstepped his bounds and committed a faux pas that could not be ignored. He had been in the middle of putting together an apology in an attempt to repair any damage he had done, when the last few words directed at President Mosley ground that all to a halt. The Theedish were backing the Nifonese and Palmyrion attempt to cut all others out of the conversation!

The spark of rage rekindled in Nak's heart, but before he could speak his mind Mosley began to address the Theedish leader. Nak found Mosley was far calmer than Nak would have been in their situation. Whether that was a strength or weakness was yet to be uncovered. But Nak found himself generally agreeing with Mosley. The international mandate Nak couldn't care less about, but Mosley's addressing of the nature of the congress as diplomatic compromise lined up with what he had been talking about earlier.

"An excellent point, Mosley-chaak," Nak said, giving a nod to the Eulabian. "This is an international congress, no? We have all received the same invitation. There must be no room here to shut others out of the conversation, else these invitations were not sent in good faith but as an insult. If this was exclusively for those directly involved to deliberate on, it would have been done so in private between said nations. Instead it was brought before an international congress. To rescind that now would be to undermine the entire point of any of us being here. It would make the pretenses for which we came false ones, trading out an 'international congress' with a 'hearing of pronouncements from nations who matter, with invitations to spectate'. Is this the purpose of inviting us to Ishikawa? Do we or do we not have an equal voice at this table?"

Blücher's remarks were as expected. Bashriyya was like a piece of meat that was bitten by a beast named Theedishland. It would be impossible to take it away.


Even so, Jeong Dohyung had no intention of making a choice that was bound to be unfavorable to Joseon. However, if Joseon's role is just an extra who claps in the stands, Jeong Dohyung may no longer have a reason to be here. Rather, continuing to attend these talks may be seen as Joseon's recognition of the international order they created. Simply put, Joseon is forced to agree to make Joseon's tombs. Then it was clear what action Jeong Dohyung had to take. Even if Theedishland did not intend to withdraw its claim, Joseon was not obliged to agree to it.

Contrarily, we firmly believe that such actions would likely trigger a strong backlash from the local population. We possess an opportunity to prevent the radicalization of Bashiriyyan society.

In order to ensure security and peace, it is important that we align to international agreements, work collaboratively, and demonstrate respect for the local population.

Furthermore, I would like to inquire as to why we find it challenging to place trust in the local population, while readily trusting those who, without due regard for their neighbors, occupy their territory?"

"Ma'am, a word if I may." the Chancellor whispered to the Lakambini, hoping for a private heart-to-heart talk with the queen about what they were here for. That exchange of tirades didn't end well, and nobody gained anything from it. It only served to make both leaders - the Ancorian Supreme Leader and the Palmyrian Lakambini - look like children exchanging playground insults with each other. Throwing potshots wasn't what they were here for, after all, and the Chancellor had to remind his superior of it.

Finding a private room, the Chancellor immediately began. "With all due respect, ma'am, I hope you know what we are here for." he began, with a tone of disappointment. "We are not here to throw potshots at Ancor in some childish rap battle. We are here to secure Palmyrian interests." he continued, the Lakambini still listening keenly.

"And if we secure Palmyrian interests at the expense of the Ancorians?" the Lakambini replied, to which the Chancellor replied "All the better. I understand the importance of, in your generation's language, "owning" the Ancorians, but exchanging tirades is not the way we "own" the Ancorians." he said, taking a pause to let it sink into the Lakambini, before continuing further with his suggestion, vague as it may be, but still significant to why they came to the congress. "The way we own the Ancorians is when we do secure Palmyrian interests at the expense of those of the Ancorians, not by exchanging insults with them. I hope it's clear to you now." he finished.

"I understand, Chancellor." the Lakambini replied. "Now, I shall continue on with making an actual response."

"You better not fumble it this time, Ma'am." the Chancellor said, as he opened the door for both of them, returning back to their seats and greeted with the spectacle of a Supreme Leader Nak Biyaam seething again. Surely the Chancellor and the Lakambini overheard everything from that private room they had a short heart-to-heart in.

"First, I would like to address the role Palmyrion plays with the deal at hand." the Lakambini spoke the moment she arrived at her seat, still standing. "Palmyrion does not seek compensation for the military losses it sustained defending Sugogo from the Bashriyyan horde. The airborne division defending Abujago..." the Lakambini said, pausing to recompose her thoughts, "...has lost almost 500 soldiers and millions worth of equipment defending Abujago alongside our Sugogoan allies against a teeming horde of buck-breaking Bashriyyans. That we can recoup on our own. But..." the Lakambini glances at a seething Nak Biyaam, "...I'm gonna take Supreme Leader Biyaam's offer here to compensate for our losses if that's his idea." she said with a tone of sarcasm, afterwards smirking.

What did I just say...thought and facepalmed the Chancellor as he started to doubt if his heart-to-heart message to the Lakambini was well-absorbed.

The Lakambini turns away from Nak as she turns back to Kojiro. "This does not however remove the fact that Palmyrian interests in the region have been gravely harmed by the Bashriyyan invasion. This does not remove the fact that the nearby interests of everyone in this room were gravely harmed by the Bashriyyan invasion. This does not remove the fact that, if Bashriyya were to destabilize, it would pose a threat to the nearby interests of every nation in this room." she said with a stern voice to let it sink into the crowd. "Though not necessarily as much of a threat as a belligerent Sadrist Bashriyya, an unstable Bashriyya would become a hotbed of terrorists from which terrorists would spread their violent filth into the surrounding area, Sugogo included. An unstable Bashriyya would spawn an entirely new kind of threat to the interests of the nations of every representative in this congress." she continued. "Let that sink in."

The Chancellor tapped the Lakambini's shoulder to get her attention, and whispered to take his turn; the Lakambini gave him her permission. "Any option we should take, to include this partition we have on the table, is not going to be pleasant for everyone in this room." he began. "But one thing we can all agree is to make sure that whatever option we agree with, should include restabilization of Bashriyya." he added. "Peacekeeping is a start, but unfortunately for those who want to keep the Bashriyyans down, this restabilization also includes economic reconstruction, without which economic instability would ensue. This economic instability would fester conditions ideal for the formation of terrorist groups that would threaten not only our hypothetical neo-Bashriyya, but also the surrounding geopolitical region."

"

"And your excellency will be remembered as the compassionate bosatsu that put an end to a rivalry in Daecean region."

Kojiro then turned to Mosley "Your excellency's proposal for compensation would be agreeable, but it also rises certain issues. First, I need to note to your excellency that there is no truly neutral, international body. Ultimately, each international body would have it's own participants, who would have their own interest. Regardless, permit me to put forth a counter-offer.

Namely, I am aware of your excellency's issue with Theedischland, and I think that I may have a proposal. In exchange for acknowledging Nifonese SOI in Bashriyya and SFS, the Empire of Greater Nifon will pledge to remain neutral in the status of occupied territories. This is the status we have been maintaining until now, and one that we will maintain should your excellency be wiling to work with Nifon and respect our interest world wide. That way your excellency will be sure that any diplomatic attempt regarding the territory will not be harder than it could be.
"

Then he turned to count Reinhard:

"Your highness the deal is not as bad for Luttenreid as it sounds. We have to consider that use of oil in various industries does not eliminate the demand. That said, I am willing to hear what our Theedisch partners have to say on this issue; as I can not force them to any agreements. "

Mosley began, his voice steady and calm. Internally, his mind was buzzing with thoughts. The proposal from Kojiro was intriguing, to say the least.

"Your counter-offer certainly does present a novel approach to these negotiations."

Mosley considered Kojiro's words carefully, parsing the implications. The Nifonese Shogun was essentially offering to maintain the status quo, but presenting it as a concession. It was a curious move, one that showed a certain boldness. Still, it didn't sit well with him.

"If I may, your proposal implies that the acknowledgment of your spheres of influence by the EAN is equivalent to Nifon's continued neutrality. While it is an interesting perspective, it suggests that maintaining a neutral stance is a negotiable position, rather than a de facto standard in international relations."

His mind raced, wondering how to best convey his thoughts without causing offense. He wanted to steer the conversation towards more equitable solutions.

"It is my belief that non-interference and respect for the sovereignty of nations should be the norm, not a negotiation point," he said, tactfully putting forth his viewpoint. "Therefore, I would kindly ask you to reconsider your proposal. It is my hope that we can reach a solution where each party contributes in a more equitable manner."

I am not saying that It was - and neither am I assuming a legitimate secession - but the trueness of this fact will be for each nation to interpret. What guarantee does your excellency have that my successor won't interpret it differently than I do?"

Mosley disappointed him. In this man Maki had previously seen a kindred spirit - but so far, there were little actual proposals. The Shogun was sure that Mosley was not dumb, and knew exactly what Nifon wanted. Yet the most that was offered were.. rebuilding concessions.

On another note, he thanked the Lord of Heaven for giving him Derrida to read. The postmodernist's nonsense provided a perfect inspiration for manipulating the rules of international law, and bending it to Nifon's needs.

"I understand that allowing TD to take control of Northern Bashriyya is a problem for your excellency, but I would like to remind your excellency that Theedisch would share that area with Nifon, so it is not fully under Theedisch control." he turned to the Lakambini, Matteo and the President of Bashriyya "And I would like to suggest other participants in such a deal to offer EaN the very same proposal. "

Even as he spoke, Mosley was acutely aware of the thoughts swirling within him. There was a pang of frustration, a sense of outrage even, at the audacity of Kojiro's offer.

Mosley then turned his attention back to Kojiro, "Shogun Kojiro, I kindly urge you to reconsider your proposal. We are all here in the spirit of diplomacy, ready to negotiate and make concessions where necessary. However, it is imperative that these negotiations remain fair and balanced."


Internally, he braced himself for the reactions his words might ignite, but remained steadfast in his convictions. His heart hammered against his ribcage like a rallying drum, the echo of his nation's pride. Whatever the outcome, he knew he would not regret standing up for what he believed was right.

Your stated support for the territorial integrity of Eulabia suggests an acknowledgment of the illegitimate occupation of our territories by Theedishland. If we are to reach any form of agreement that contains large territorial or material gains for Theedishland, it is paramount that this issue is resolved. I propose that Theedishland withdraws from Eulabian territory it currently occupies, thereby demonstrating a sincere commitment to peace, stability, and respect for national sovereignty.

Nak drummed his fingers on the table as he listened to Kpjiro address his concerns. He cocked an eyebrow when the idea that all of the embargo should be lifted, and that concessions would be "willingly" given by Palmyrion. The deal was too good to refuse, a once-in-a-lifetime gift from the universe itself, and it instantly ended Nak's desire to correct Kojiro on how karma actually worked.

But as Kojiro kept speaking, turning his attention to Mosley, Nak found himself at a major crossroads. It was clear that Mosley's assessment was correct, that Nifon was threatening backing Theedishland over the question of Lorraine, and that this was indisputable proof that Nifon did not intend for those at this conference to be equals. No, this was clearly an attempt at global Nifonese hegemony. "Nifon shall settle all disputes as it sees fit, and all shall accept it." It was worrying, and every fiber of Nak's body told him of the danger.

Still...it would be impossible to ignore the deal presented to him, even if he wanted to court the Eulabians into being allies. Despite the congress being a sham, despite Nifon's threats to Eulabia, and despite what Nifon and Palmyrion would gain here, Nak could not bring himself to show full solidarity with Mosley and his struggle.

"We will have to see what Palmyrion offers, if anything," Nak finally responded, "but I'm inclined to accept this deal, Kojiro-shogun."

Nak gave a quick, sorrowful glance at Mosley, hoping he would understand that, despite agreeing with him completely, that Ancor had suffered greatly under these heavy international sanctions and that bringing them to an end had to come first and foremost for the Ancoran people. There would be another day Ancor would stand proudly with the Eulabians, but today Nak wss merely one of several dogs clammoring to eat scraps under the table. And Nak hated himself for it.

He then listened to the Eulabian president rant and ramble. An impassioned rant about "national sovereignty", though it seemed the man was more just pissed by the Theedish snub. Matteo wondered if Eulabia a Nation would be interested in signing COSTAL - or if they would follow the stereotype and declare it the "wrong" kind of national sovereignty. Westerners did tend to abandon the notion of such sovereignty the moment it challenged a rules-based international order, after all...

Additional salt and lime on the wound was of course all the talk of rebuilding, stabilizing and worst of all "respecting" Bashriyya. It was if a violent maniac had just been apprehended after a rampage of raping and mugging, and the authorities were concerned with ensuring that it was the bloodthirsty maniac who deserved treatment and care.
"It is imperative that I voice the utmost disagreement with the over-coddling nature of the discussion towards the aggressors and the outright disrespect and lack of care towards the victims. Several representatives now have all made it clear their desire to aid and abet the Bashrabic Entity in the wake of a short-lived military conflict - yet so very little has been said about giving aid to the people of Sugogo - the ones who did not start this war, did not chose to invade another country out of the blue, do not have a consistent track record of starting wars and launching terror attacks, and have suffered greatly thanks to the actions of the victimizer who you all seem so content to coddle.

How ironic is it, that one of the most compassionate and legitimate plans for aiding Sugogo in the wake of this unprovoked genocidal attack comes not from any of you touting and pretending to care about any such fair or equitable international order, but rather from the mouth of a Bashriyyan.

This is not meant to whitewash, to minimize, or to ignore what the Theedish are responsible for - something they have apologized for and seem to desire to make amends, I'll note - but the Theedish are not the cause of the root of the problem, no they are responsible for arming the root of the problem.
" Matteo clarified. His words, while combative, were actually meant to continue the progress that had been made so far. It was a cryptic, though not remotely veiled or hidden, message to the Theedish: the issue wasn't them, the issue was Bashriyya.
In a true conflictive hostility-by-proxy, the issue would have been whichever state they have chosen to back. The recipient of said aid mattering less than who was providing the aid; but this was not that. Inyursta wasn't mad at the Theedish because they wanted to expand their influence, Inyursta was mad that anyone would back Bashriyya.

The Lakambini and the Chancellor listened on, as the other delegates voiced their concerns. Of the situation between Theedischland and EaN the duo didn't have any skin in that game and would rather just let both nations duke it out with each other. Not that they didn't care, it just didn't affect them for now. But on Ancor being given some concessions in return for Palmyrion having a hand at the partition of Bashriyya, they would definitely care.

"We will have to see what Palmyrion offers, if anything," Nak finally responded, "but I'm inclined to accept this deal, Kojiro-shogun." Nak added, the Lakambini and the Chancellor listening on.

This was a chance to break bread with the Ancorians, both thought. But what could they put to the table without compromising their interests too much? Surely, they can't compromise the military defensive stance they've taken against Ancor; they lower their shields, Ancor attacks. Giving them access to Palmyrian mineral and fossil fuel resources, of which there was plentiful of both in the Cagayan Valley, Ilocos, and Cordilleran Federal Republics, was out of the question, and neither was having them a hand at the recovering of the Cagayan Valley as Palmyrion's breadbasket and agribusiness nexus.

Well, you lose some to get some.

"I figure it's an opportunity to break bread with the Ancorians, ma'am." the Chancellor remarked to the Lakambini as she listened on. "We can't compromise interests just to please them, Chancellor." she replied.

"I know - but I want you to be aware that diplomacy rests on the value of compromise. Mutual gain, mutual loss. You lose some, you gain some - and so do they." the Chancellor said, the Lakambini still obstinate about refusing to talk with the Ancorians.

"And how do you suggest we break bread with them?" the Lakambini asked. "I mean, you fought these guys as a major back in the day". she added, referring to his service back in the Ancorian Invasion back in 1979-1983, in an appeal to his inner bias against the Ancorians. "You know what they're like."

"Take this from me, from someone who has fought them." the Chancellor replied. "While religiously motivated with a vengeance, they know when to pull their punches. They know a good deal, a good compromise, when they see one." he added. "Now here's my pitch."

The Chancellor cleared his throat and started after a short pause. "Mutual reduction of military presence along the border between Ancor and Palmyrion, and a mutual pledge to cease and desist the sponsorship and sheltering of armed groups in each other's nations."

"If we let our guard down they'll attack us. How do you propose we make sure they hold their side of the deal?" the Lakambini inquired, skeptical of if his pitch would even work, of if the Ancorians even have the honor and decency to hold their side of the deal.

"They are given a strong incentive to do so, or at least a strong disincentive against not doing so." the Chancellor responded. "The Shogun has proposed the removal of all embargoes against Ancor. We give them something they must abide to." he added, further fleshing out his pitch. "Together, they would make for an offer they'd find difficult to refuse, a deal they'd find unwise to break." said the Chancellor as he capped his pitch, channeling his inner Godfather.

"Well..." the Lakambini said, exhaling heavily to clear her soul of the skeptical weight, "...between being embargoed again and cut off from international markets, and mutual shield-lowering and sword-sheathing with an arch-enemy, it's a tough position to be in - but if I was Nak I wouldn't want to starve." she added. "I'll go pitch that to them."

The Chancellor nodded in approval, leaning back on his chair as the Lakambini began to make the pitch. She rose to speak and turned to the Shogun.

"Shogun, let us make a pitch that would be difficult for the Ancorians to refuse." she began. "For Palmyrion and Ancor, mutual reduction of military presence along the border, and a mutual pledge to cease and desist sponsorship and sheltering of armed groups - to include insurgents, terrorists, and rebels - in each others' nations." she starts to pitch her offer, as the Chancellor looked on. "If they refuse to hold their side of the deal, I suggest the embargoes against Ancor be restored." she added, giving a caveat for the Ancorians to consider should they even think about thinking of breaking the deal.

Turning to Nak, she quipped: "Now, Supreme Leader, you can either take it...or leave it. Your choice."

As the Lakambini pitched Palmyrion's offer, the Chancellor was already beginning to think of ways Palmyrion or Ancor could break their side of the deal and get away with it on the basis of technicality, not least of which would be arming the local populace to the brim, or raising militias from the local populace under the guise of "civil defense".

Mosley sat in silent contemplation, his mind whirling with the events of the conference. He had come here with an open mind, an olive branch extended to even those nations whose interests starkly contrasted his own. The objective was clear and optimistic: contribute to a dialogue aimed at resolving issues and forging common grounds for the benefit of all nations involved. Yet, the reality of the situation had proved quite different.

His gaze scanned the room, taking in the countenances of the various leaders and representatives. He noticed the barely concealed sneers, the unabashed hostility, the thinly veiled barbs traded under the guise of diplomatic language. Respect, the cornerstone of any meaningful dialogue, had been sorely lacking.

The EAN's stance on certain matters, particularly concerning Bashriyya, had been met with harsh criticism. Disagreement was a fundamental part of such international forums; different nations bore different ideologies and interests. Yet, the decorum required to keep these disagreements from escalating into personal attacks had been violated.

Internally, Mosley had to acknowledge the dwindling benefits of remaining. His nation's interests were not being taken into account adequately, and EAN's position was growing more precarious with every passing minute. He found himself increasingly fighting defensive battles, far from the proactive problem-solving he had envisioned. He could sense that continuing in this vein would only weaken EAN's stance further and open them up to even more criticism and hostility.

Reflecting on the situation, he knew a crucial decision had to be made. It was not a decision he made lightly, understanding the potential for misinterpretation and speculation it could generate. Yet, he also recognised the necessity of standing up for his nation's dignity and setting a precedent for respect in international dialogue. If the EAN were to be seen as a pushover, it would only invite more disrespect and hostility in the future.

With a deep breath to steady his resolve, he stood up, signifying his intention to address the assembly. In his heart, he knew this was the right course of action, a necessary demonstration of EAN's resolve to uphold respect and dignity in international relations. This was not a retreat, but a necessary realignment, a decision made for the long-term health and integrity of the EAN. And with that, Mosley began to speak…

I entered this conference with the hope and expectation that it would serve as a forum for constructive dialogue and collaboration. It was my intention to seek peaceful resolution to conflicts, foster mutual understanding, and strive for equitable solutions to the challenges that confront us.

Regrettably, I must inform you that the delegation of the Commonwealth of Eulabia and I have found ourselves in an untenable position. The purpose of a conference such as this is to facilitate understanding and cooperation, and it is clear to me that these principles have not been upheld during these proceedings.

In the face of undue hostility, inflammatory remarks, and actions that undermine the principles of respect and dialogue, we find ourselves compelled to withdraw from the Ishikawa Conference. It is not a decision we take lightly. We maintain our commitment to the international order, to peaceful dialogue, and to cooperation. However, we cannot partake in a conference where the dignity of nations and their representatives is disrespected, and where the forum's spirit of cooperative problem-solving is not honoured.

This does not mean we are closing the doors on communication and dialogue. Quite the opposite. We remain committed to discussing the pertinent issues with all nations and their leaders, provided such discussions are conducted with the mutual respect, decorum, and willingness to find common ground that we all deserve.

Please understand that our departure is not a judgment on any particular nation or delegate, but rather a reflection on the current atmosphere and dynamics of this conference which we believe are not conducive to productive dialogue and mutual understanding.

"Your excellency" the Shogun countered the Lakambini's speech "I don't believe we ought to pressure Ancor into accepting our deal. It is understandable that Nak-san would be distrustful to the proposals, as relatioons between our nations are not good enough for trust to be expected. I think we ought to start with small steps before we continue our talks further."

Mosley's declaration caught him by surprise, and the Nifonese shogun just could not hide his disappointment, despite years of years of training. He considered Mosley a fellow statesman, equal to himself. ANd here Mosley was, bragging about "values". What values were there in the harsh world of international relations? The only value that really mattered was power. This world had abandoned God, and wishful thinking was not enough to compensate for sinfulness of humanity. The Nifonese Shogun wished for a better world, but knew too well such a world could not be established now - thus he had to get as much as possible for his people, in as moral manner as possible.

"Very well, your excellency. If that is what your excellency wishes, then I have no power to stop you." He sighed.

He was a stern man, born out of violence and cynicism despite his faith in Christ. To him it now appeared that Gunpeitai intelligence analysts who provided him with the psychological profile of the Eulabian president had failed in their research. Mosley apinted himself to the Shogun of Nifon as a hypocritical, naive coward who hid behind a narrow interpretation of international law, only to run away when the troubles started.

"Then, your excellency, I believe that we have an agreement." the Nifonese shogun turned to Nak "However, I wish to make it known that I do not support Her Highness the Lakambini's proposal to re-introduce sanctions in case of a rejection of her proposal. That said, if your excellency wishes to agree, allow me to propose the nation of Skogland as a neutral observer."

Then the Shogun turned to Reinhard "[b]Your excellency, I have another issue I would like to touch. Namely, how can one prove origin of oil inside a product?

That said, I do believe your excellency[ can rest well, as Bashriya''s supply can only cover Theedischand's domestic demand. There is not enough for export outside. /b]"

It came as a genuine surprise to Nak when the Lakambini actually made an offer. It was a highly suspect offer, of course. A mutual reduction of forces surely benefited Palmyrion, why else would she make such a suggestion? She was probably plotting to strike the moment Ancor let its guard down, it would certainly be something that the vile and amoral Lakambini would have no issues doing. Nak knew he could not trust the Palmyrians.

But he also knew that if it came to trading blows, Ancor was not in a position to win. Despite the magnificent job his PR team had done to continue the projection of power, over the last several years the Ancoran military had suffered greatly under the sanctions. It was doubtful the military had enough supply stockpiled to sustain more than a couple months of fighting if needed. Keeping his men there on the border would not protect Ancor nearly as much as regaining access to international markets would.

This deal felt very much like a trap, but there was no good alternative.

As Nak deliberated on the offer, however, Mosley stood up to leave. Every word the Eulabian spoke was true, and backed the feeling that had been growing within Nak throughout the opening minutes of the conference. If it had not been for the deal offered to him, Nak would have joined Mosley in departing, condemning the conference as a charade for Nifonese imperialism. He certainly would have been less diplomatic and more fiery about it all than Mosley seemed to be. But unfortunately he could not compromise Ancor's well being for to make such a stand. He knew he would have to patch things up later with the Eulabians, but that would be infinitely easier than trying to come by another deal like the one Kojiro had presented.

Every option seemed poisoned to Nak. No matter what road he chose to take, there would be significant losses. But then again, when haven't there been?

"Kojiro-shogun, Lakambini, this offer seems satisfactory to us at this time," Nak said, giving a sorrowful glance at Mosley one last time. "We shall need to hammer out the details and get this in writing, of course. But should this be done, Ancor will back the Nifonese proposal for Bashriyya in full with no further objections."
