The Sovereign Crowned States Treaty Organization (SCTO) is an intergovernmental organization that seeks to promote amity and cooperation between sovereign states that have a monarchical system of government. Other important objectives of SCTO are to foster respect and appreciation of the individual monarchical history and traditions of member-states, and the development of the monarchical system that respects individual liberties and protections.

The SCTO was established on 23 November 2022 with the the signing of the Treaty of Cooperation for Crowned States by the Nabetseican Realm of Jeltronia, in representation of the other realms and dominions within the Jeltronian Empire, and its opening for signature of treaty to allow participation by other sovereign states, on the same date.

The organization has three principal organs:

1. Council of Crowns
The Council of Crowns sets the overall direction and priorities of the organization. It is composed of the Heads of State and Heads of Government of SCTO member-states. The Council of Crowns meets once a year during a three-day summit, but may also hold special sessions.

2. Secretariat
The Secretariat is the main administrative body of SCTO; manages daily affairs of the organization; supplies its body of civil servants drawn from member-states and coordinates the affairs of the other organs. The Secretariat is led by the Secretary-General, who functions as the chief operating officer of SCTO and represents the organization in official functions. The first and current Secretary-General is Alexander Anderson, serving since 23 November 2022. Secretary-General Anderson is a Jeltronian lawyer and a diplomat, having served as Ambassador-at-Large and Ambassador to East Klent and Grapantar.

3. Permanent Representatives Committee
The Permanent Representatives Committee is composed of the permanent representatives of member-states who are accredited to and based in the SCTO headquarters. The PRC represents the Council of Crown in between its annual summits and makes decisions in some procedural matters. It helps oversee the work of the Secretariat and the other civil servants.

The Great Chamber

The SCTO is headquartered in the Albans Campus, a sprawling complex built and owned by the Imperial Government which is nestled in the middle of two universities just a stone's throw away from the capital, Bascav. The campus was opened in 2020 and is composed of four main structures for office space, meetings and conventions and other official functions covering as much as 75,000 square meters. The buildings are integrated into the surrounding park environment, with green roofs and large green terraces. Albans Campus was conceived by the Emperor to house future international organizations and the hosting of SCTO is a realization of that vision.

FAQ
Q. Is the SCTO a political and economic union?
Ans: No, it is not. Although this is an international, intergovernmental organization, the current treaty as I envision it does not enable its organs to take binding or enforceable decisions other than beyond what was agreed by all member-states, or those made by them individually at their own initiative. This may or may not change at a later time, when the structure of the organization is revisited.

Q. Is the SCTO a military alliance?
Ans: No, it is not. However, one of the conditions for the membership is that member-states commit to a general non-aggression pact. Cooperation on defense and security issues may also be considered from time to time.

Q. Sounds like fun, how do I become a member?
Ans: Your country must be a sovereign (independent) states with a monarchical government, whether absolute or constitutional; must not be at war with Jeltronia or any other state in which the applicant country is the aggressor; must guarantee human rights and must be willing to actively cooperate with the others on the attainment of the objectives of the organization as well as the success of its activities.

In addition to the IC conditions mentioned above, the following OOC conditions must also be accepted:
Posting at least once a month in either a SCTO thread, or in the SCTO regional message board.
General expectation of good conduct, respect of other members
Posting of indecent, immoral or unlawful content will be suppressed
Observance of NS rules and regulations
As OP, I reserve the right to deny applications or remove membership

Q. My country is not a monarchy currently, but we had one before? May I still join?
Ans: Unfortunately, only countries presently with a monarchical government system may be admitted as member-states. You may however apply your country as an observer. This means you may be allowed to participate in our activities, but will not have the chance to vote on substantive and procedural matters relating to the organization's structure and operations

Q. I have an organization of business that I think can work with SCTO, can I become a member too?
Ans: In keeping with the answer above, only countries may be regular members as of now. However, you may apply for observer status or a partnership with SCTO, depending on the nature of your organization and the work you wish to do with SCTO.

If you are unfamiliar with the Coalition, our Coalition was born from the ashes of a fallen ally. The earliest members of the Coalition fought relentlessly to not only protect our culture, but to literally survive as states. It was a dark time in our history as we defended from all sides against endless onslaughts orchestrated by democratic-communist coalitions attempting to wipe our very existence off the face of the Earth. We have since evolved and developed ourselves in order to become a Coalition of monarchies and empires that fear no enemy, that look towards the future, and strive for nothing but perfection. We will not shy away from challenges we may face as we continue our path forward in this harsh world; whether the enemy are communist scum wishing to fillet us to enact their final solution, or democracies wishing to remove our heads along with our crowns for their sick fetishes of democracy. It is with sincere hope that this organization lives up to the same ideals that Imperion does, for there are not enough of us to properly represent our historical influences upon the world. For the sake of our continued survival, true monarchies and empires must cooperate in order to thrive in this harsh climate. With that said and done, your organization has caught our eye and I must admit we are interested in where this story continues. We are interested if SCTO will meet our ideals, allowing us to work hand-in-hand, or if it will prove like others to by shy of that high goal. Imperion is always looking for nations to join us in our crusade, but we are always on the lookout for allies along the way too. The Emperor is interested in this organization outside of the Coalition's interests. We don't see conflicts happening any time soon, but it is out of courtesy that we are upfront with the knowledge that we are loyal to our interests before others. To the Esteemed Alexander Anderson,

It is my privilege to humbly apply for Observer status to the Sovereign Crowned States Treaty Organization on behalf of the Democratic Republic of Aristoria.

Although not officially a monarchy of any kind, the country has a long history of great Kings, Queens, and chivalrous knights. Indeed, were it not for the disastrous events of nearly a century ago, Aristoria might very well still be a Kingdom. Alas, it was not to be.

While many Aristorians are too young to remember the People's Revolution of 1936 and the history preceding it, the noble and royal heritages of many of those currently in positions of power imply a certain cyclical nature to human history. Indeed, my own heritage, almost stolen by the failed far-left attempts at historical revisionism, serve as a reminder of the long and deep traditions taken away from our culture during a moment of weakness and a period of temporary strife.
