The New Cheshire Constabulary offer to train the Northumbrian Police in crowd control and intelligence-gathering.
They note, that, unlike most other countries, their police don’t routinely carry firearms, relying on the consent of the majority of people rather than ruling by force.
They also note their very effective riot control tactics.
