In the situation with Caja? They did walk up to her and not even spoke a word of greetings and told her basically "Gimme keys to room! Even though you don't even know our names!", so... yes, in that particular case it's their fault. Wholly and absolutely.

In case y'all ask, the New Roman Empire is the modern incarnation of the Roman Empire, Western Roman Empire and Eastern Roman Empire, being led by the Constantinian dynasty (yes I still like Flavius Valerius Constantinus. It consisted of Greece, Bulgaria, Turkey and Cyprus. Below are the possibilities as to how and why the New Roman Empire existed.
Option I - More Than Megali(th): Greece managed to go above and beyond what it was supposed to have, leading to it bringing back the Byzantine Empire and also annexing the equivalent of Turkey whether peacefully or forcefully. Option II - Byzantine Victory in Manzikert: The Battle of Manzikert ended in Eastern Roman/Byzantine victory, thereby preventing the Fourth Crusade from ever crippling the Byzantines in 1204. Option III - Constantinvs Forever: For some reason that defies all things, the Constantinus dynasty remain in charge of the Eastern Roman Empire after Emperor Constantinvs I died and even after the Fall of the Western Roman Empire; the Eastern Roman Empire lost a bunch of territory and now has Greece, Bulgaria, Cyprus and Anatolia as its modern day territories, and had also reformed itself somewhere after the end of the Byzantine-Sassanid War. This is an impractical possibility.

to my understanding the american civil religion is basically the concept that america has a specific set of national beliefs/virtues and rituals/customs that sort of serve in place of ethno-religious justifications as the basis for american society
i quite like it. the idea that nations can have a non-ethnic/religious basis -- and that america in particular is one of those nations -- appeals to me greatly for fairly obvious reasons.
