History's symphony is reaching a crescendo. The soldier, the workman, the farmer, and atop it all the politician and the business-man all look forward with a common trepidation. The world is ravaged by war and conflict: Empires come to bloody blows and their skeletons grow evermore brittle, while all under heaven awaits with bated breath for that which is next to come.

Beneath the tumult, the one direct political programme that has a goal that truly bears revolutionary potential remains the same: Communism. We disdain to conceal our views and aims: we aim to wage a direct revolutionary struggle against the world's oligarchs and plutocrats, aiming for nothing less than the total dismantlement of the global system. We are not liars, we are not con-artists. We are simply honest and resolute at once, with the gilded goal of the toppling of privilege worldwide in the name of all working people.

To this extent, unity amongst the world's Communist and Socialist parties takes a paramount role in the years to come. Should the surging revolutionary tide grow to surmount the Old World remains to be seen -- and so we must make it so. Strengthening the political association among Communist Parties of all stripes will allow the fostering of a common policy, unified military action, and greater influence on the world stage. Let the reactionaries, crowned heads, and agents of oppression tremble in the face of the FIFTH INTERNATIONAL OF THE COMMUNIST MOVEMENT: an unprecedented communist international association with the explicit goal of world revolution in response to the neo-imperial threat.

It has been determined that nothing but unwavering dedication to the cause on the part of all who can contribute may suffice. We will shatter each chain, link by link, or we will disappear into history's pages as an inspiration for those who come after us. Either way, world communism can and will be achieved.

There are three bodies which compose the Fifth International:

☭GENERAL COMMITTEE FOR PROLETARIAN INTERNATIONALISM

The most basic level of interaction with the Fifth International, the General Committee provides a forum for any Communist or Socialist Party to send a delegate to in order to discuss and advocate, but not propose or vote on, policy dictated by the fully-fledged members. As an institution for bodies which plan to operate principally as observers, non-Communist parties and international groups may seek representation, though it is far from guaranteed.

☭UNITED INTERNATIONAL SOCIALIST ASSEMBLY

Each member of the Fifth International is entitled to send a delegation to speak and vote on their behalf. This includes motions regarding the general theory and praxis of Communist movements worldwide, as well as generally delineate the course of World Communism as a political objective.

☭SOCIALIST CO-OPERATIVE TREATY ORGANISATION

An international body promoting greater unity between ruling Communist Parties worldwide. Is vested with the power to vote on and enforce trade sanctions, military interventions, and general policy proposals on economic co-development and further development of international socialism.

Comrades, I hereby declare, with the power vested in me, the first meeting of the United International Socialist Assembly and the General Committee for Proletarian Internationalism. Representatives from revolutionary parties across the world have already gathered in order to represent themselves here and form a united front against privilege and reaction.

While members will be able to, following this matter, propose and discuss any matters they wish - and indeed, they may discuss these matters now if they so choose, as there is no compulsion for you to stick to the matter at hand - there is a pressing issue at hand that I am of no doubt that you are all aware of. It is my opinion and the opinion of the Communist Party of Reinkalistan that there is no better way to begin our noble stand against Empire and all its devious scions than to enact sanctions on behalf of the S.C.T.O. on a certain imperial entity which has caused international socialism much grief.

I, of course, bring up here the so-called Empire of Aureumterra, and its recent annihilation of the town of Ísafjörð. The Exterior Commissariat of the People's Federation of Reinkalistan released a condemnation of this blatant terrorist act, which was directed against Icelanders fighting for their self-determination against an ethnic cleansing campaign by the Imperial Authorities of Aureumterra.

The Communist Party of Reinkalistan thereby proposes a MOTION TO SANCTION THE AUREUMTERRAN EMPIRE. Aureumterra is currently in the process of forging closer international ties with reactionary entities worldwide against socialism, in an attempt to keep the Aureumterran Crown upon its Emperor's feeble head. If decisive action is not taken, it may grow to threaten the principles this organisation was founded to protect and safeguard. We must act now to secure our future.

This is, of course, a matter which may only be practicably enforced by the S.C.T.O., and as such only S.C.T.O. members will be able to forward a final vote. However, both GPCI and UISA members are encouraged, as is the principle of Proletarian Internationalism, to share their opinions as well. Let no voice be exempt from being heard by this comradely assembly of Communist and Socialist Parties!

Any discussion may occur over the next week, and any vote may be submitted or changed over this period. The Communist Party of Reinkalistan will abstain for this first vote. The discussion may entail the kinds of sanctions to be enforced on Aureumterra so as to properly delineate the path moving forward.

The Polish United Workers' Party is committed to the principles of self-determination of nations and anti-imperialism; the barbaric actions of the Aureumterran military forces are nothing short of despicable violations of these very things. However the actions taken by Aureumterra are to be expected from such a vile fascist state, as the fascists are known to exterminate those who wish for freedom from their system of colonialism and exploitation. As communists we therefore must support the application of sanctions on Aureumterra, and furthermore we would also like to intensify support for the working people of Iceland who are victims of the terror campaign perpetrated by 'Frederick IV'.

The Polish People's Republic will oppose any and all acts of fascist barbarism, wherever they come from. Poland herself was victim to the same fate that Iceland unfortunately languishes under - the Nazis under Adolf Hitler were on the verge of exterminating the entire Polish nation were it not for the aid from our brothers in the Soviet Union, who brought about an end to the fascist invaders and aided in the reconstruction of my homeland. I would hope that all those in this room that understand the horrors of fascist occupation would support actions taken against Aureumterra for their despicable crimes.

It is pertinent to act now to prevent the new Hitlers and Tsars from being able to maintain themselves by gaining the support of the remaining few reactionaries in a world which is rapidly becoming enveloped within the revolutionary motion of the near-victorious working class. If we do not utilize the momentum of the international working class movement, then we will have not only failed the proletarians of countries not yet free from the terror of capitalism, but also failed to carry out our advantage here and now. If we move now then we shall be able to cripple the Aureumterran economy and ensure a greater presence of Fifth International aligned communist movements within Iceland in order to struggle for Icelandic self-determination and freedom.

It is decided then, that the Polish United Workers' Party votes YES to the MOTION TO SANCTION THE AUREUMTERRAN EMPIRE. I hope that the other representatives to the Assembly are capable of pushing the initiative while we still have it, and are willing to move the cause of Marxism-Leninism inexorably onwards! We shall bring an end to the exploitation of our comrades in Iceland, and mark my words, we shall bring the entire Aureumterran "empire" down to its knees!

Statement in Session by Plenary Ambassador to the Fifth International, Agustín Granadense

Comrades:

The actions of Aureumterra are crimes against humanity. Those responsible must be held accountable and punished. Such wanton brutality has no place among civilized people.

The People’s Republic would favor sanctions. However, I must note that the weight of Salvaroja’s actions alone may amount to very little. If sanctions mean simply the cessation of trade, I can confidently tell this body that Salvaroja has had Aureumterra throughout its history, long before the Revolution. Likewise the People’s Republic would accept competent evidence in support of an Order of Capture for any persons who may be identified as responsible for these reprehensible acts, but such an order is unlikely to be carried out unless these criminals actually land in Salvaroja.

This body must discuss appropriate measures which will have actual weight. I thus ask my comrades to provide in some more detail what sanctions are contemplated, and deliberate on actions we can take which may assist in this situation. Thank you.

Comrades, I want to take this opportunity to lay out a bit more my thinking on how to approach this situation more concretely. I want to make sure there is some basis in consensus and reality among you all before moving these proposals for discussion in the other organs of the Fifth International.

As I have said, the Salvarojense People are appalled by the actions of Aureumterra. We support sanctions. We only want to clarify the general framework of sanctions and the scope of support that the International will provide. There are two other considerations I want to bring up. First, what do we expect of our comrades who find themselves in opposition parties or as junior members of governing coalitions? That is, what is it we hope that parties to the UISA and GCPI who are not members to STCO will accomplish? Second, there is the question of how public or clandestine we make each of these actions.

By way of starting this discussion, the People's Republic puts forward the following framework. We are open to any input from our comrades in how best to effectuate a response to smash the Aureumterran terrorists decisively.

First, we propose the following publicly announced steps.

• One, that the STCO make a formal public condemnation and censure of Aureumterra on behalf of the Fifth International.
• Two, that the STCO announce forthwith the cessation of any and all commerce and trade with Aureumterra--to include not only finance and commerce in arms but also commerce in fuel, raw materials, consumer goods, food, and medicine. In truth, we regret ordering these latter two and might reconsider if they would appear to provoke a humanitarian crisis in Aureumterra, but I am given to understand that outcome is unlikely.
• Three, that the STCO identify individuals acting on behalf of Aureumterra in this incident who have committed crimes against humanity and issue all lawful and appropriate orders to effectuate their arrest.
• Four, that the STCO announce immediate expropriation of any Aureumterran assets that come into STCO member custody.
• Five, that the STCO announce an open invitation to Icelandic refugees fleeing Aureumterran violence and oppression.

Next, it would be Salvaroja's suggestion that we bring a motion to the UISA and GCPI requiring member-parties to advocate in good faith for these policies, even where they do not constitute the leadership of their respective nations.

Last, we should at least discuss whether more aggressive forms of support should be offered to Icelandic freedom fighters. This portion of our response, I imagine, is more likely to remain concealed. In this category, we have the possibility of providing armaments and supplies, the possibilities of sending small cadres of advisors, and the possibilities of sending a larger more conventional force, to either directly reinforce the freedom fighters or to interdict Aureumterran logistical networks. In this, I am again obliged to remind my comrades of Salvaroja's extremely limited degree of development. Even providing more than a token contribution of small arms, ammunition, and personnel would require some substantial technical assistance from our allies.

Should we adopt any such clandestine measures, I would think the STCO should approach non-governing partners on a case-by-case basis where they may be able to materially assist us in those measures.

I look forward to the contributions of my comrades.

Diplomatic Taskforce of the All-Union to the 5th Internationale

Present within the Unified Chambers was the Erudian's diplomatic mission to the 5th Internationale, convening here at the heart of the Reinkalistani revolution for the purpose of attending the first plenary Congress. After listening to the speech of the Commissioner of the 5th Internationale, enthusiastic faces could be seen among the members of the Erudian delegation, as well as parliamentarians nodding their heads in a token gesture of agreement. The conviction was strong and aggressive. After consulting with Commissioner Desket for permission to speak, upon his request being granted, Ae Ji speaks of the All-Union's official diplomatic stance concerning the topic at hand:

"Comrades, the Scandinavian Imperialist of Auremterra would have you think that the peoples of Ísafjörð are a savage, unreasonable people. What the state neglects to tell you is that these are a people whose language and culture is victim to subversion, a people whose fidelity legally and politically lies in the possession of Nordic overlords. Say it to their grandfathers, who fought decades ago as noble rebel leaders and died as men suing for peaceful negotiations of an free and independent Iceland. They tell you that their people hate Auremterrian culture. How can one hate a culture, or any culture for that matter? Neighbors always enrich other's cultures, however, the regime at Auremterra considers them a constituent of one whole. That whole being an imperial hegemon over the north Atlantic.

They cannot be allowed to swallow up the people of Ísafjörð and Iceland proper. They are different, entitled to self-determination as free people should, and should this concern you then you are no friend of liberty; you are a wolf bearing your teeth at prey about to be ripped apart and eaten. At the beginning of the All-Union's long and tumultuous past, the Nikonite imperials of old refused to accept the Coriyan's desire to determine their own course, and build our own history: peacefully, calmly and honestly. Therefore they saw to it that our town and cities be atomized in atomic fire. It stands to reason that the Auremterra government sets a similar precedence, that subjects it has pinned to the ground below the jackboot, should be bombed rather than be deserving of any freedom."

Respecting the interests of the people, the Diplomatic Taskforce of the All-Union votes FAVORABLY to the MOTION TO SANCTION THE AUREUMTERRAN EMPIRE. In addition to this the Diplomatic Taskforce of the All-Union, Ae Ji, hereby addresses Salvaroja's concerns and expresses support for the notion of members of the Socialist Co-operative Treaty Organization invoking MILITARY SANCTIONS, ECONOMIC SANCTIONS and SANCTIONS TARGETTING INDIVIDUALS of the imperial Aureumterra state; the political and economic leaders of its regime; and state or non-state actors that do not withdraw their support of the criminal Aureumterra government in light of its international travesties.

"We openly endorse the five step plan contributed to this session by our respected Salvarojan delegate. The Erudian delegation wishes to expand upon such a plan through the stipulation that sanctions have to encompass the commercial backers and diplomatic partners of the Auremterran Empire. Recognizing that Auremterra does not act in isolation but receives the full support and funding of the larger capitalist world-system, we insist members of the SCTO and our comrades in the UISA and GCPI can make actions in good faith towards the cessation of trade and diplomatic relations with Auremterra and its verified associates willing to sponsor a colonial regime.

Lastly, it is to be acknowledged that funding any appropriate insurgency movement; whom meeting a yet-to-be-decided criteria; must happen immediately. Supplying guided weapons and military advisors would be essential for the strengthening and organization of a home resistance against their brutal oppressors. By all measures, this plenary session should further look into the feasibility and effectiveness of trade embargo, travel bans, port blockades, and if possible, targeted military strikes on key Aureaumterra officials."

Ae Ji quickly sat down, somewhat nervous after his first intervention in parliament, but happy with the approving looks of his fellow delegation members.

Comrades, in consultation with my own Government and in view of the support for the “Five Measures” which have been floated in the SCTO’s closed session, I have taken the liberty to draft an amendment to the general Motion for Sanctions. This amendment is meant to flesh out what policies we will be undertaking in adopting the Motion for Sanctions. I wish for it to be the beginning of the discussion, not our fiat. We would ask the Reinkalistani delegation accept the amendment as friendly and avoid the need for a procedural vote to adopt the amendment. I shall now read it into the record

Formal Motion to Amend the Pending Motion for Sanctions

WHEREAS the criminal Empire of Aureumterra has slaughtered the inhabitants of Isafjord and destroyed that city utterly;

WHEREAS no justification would ever suffice for such an indiscriminate massacre;

WHEREAS the criminal Empire of Aureumterra has proffered as its justification the targeting of Icelandic freedom fighters which it libelously derides as terrorists in the name of maintaining its occupation of Iceland and exterminating the indigenous culture of that territory;

WHEREAS the criminal Empire’s proffered excuses would not justify armed intervention of any sort, let alone indiscriminate aerial bombardment of an entire city;

WHEREAS the criminal Empire and its criminal Emperor have expressed no remorse for this action or for the lives extinguished in this massacre;

WHEREAS the criminal Empire has made clear its opposition to Communism, that is to the abolition of classes, the abolition of states, and the liberation of all peoples from all forms of oppression and subjugation;

WHEREAS Communism, that is the abolition of classes, the abolition of states, and the liberation of all peoples from all forms of oppression and subjugation, is the dearest goal of the Fifth International;

WHEREAS the SCTO is the organ of the Fifth International most capable of responding to this crisis;

BE IT RESOLVED:

THAT the SCTO, on behalf of the Fifth International, adopts all necessary measures to enforce the policies outlined in the Appendix to this Motion;

THAT the SCTO recommends to the UISA and GCPI that member-parties commit to the advancement of the policies outlined in the Appendix in their respective nations; and

THAT the SCTO continue to collaborate until the oppression of Iceland is at an end.

Appendix: The Five Measures

Measure 1: Condemnation
The SCTO on behalf of the Fifth International condemns the acts of the Empire of Aureumterra, in particular the indiscriminate bombing of Isafjord and the campaign to extirpate indigenous Icelandic culture in favor of so-called “Nordic Christianity” as genocide, crimes against humanity, and actions contrary to the laws of war. All who participated in and supported this act, and those who continue support Aureumterra in the wake of this act are complicit as Conspirators. The Fifth International calls upon all other nations and international organizations to join this condemnation and take decisive action to hold the criminal Empire of Aureumterra and its Conspirators accountable, as well as to punish and deter those responsible.

The Measures announced herein apply to the criminal Empire of Aureumterra and its Conspirators. The list of Conspirator nations, entities, and individuals may be amended by the STCO in a further resolution.

Measure 2: Embargo
The SCTO declares an embargo against the criminal Empire of Aureumterra and its Conspirators. As such, member-states shall forthwith cease all commerce and trade with the criminal Empire of Aureumterra and its Conspirators. Such cessation of trade shall include but not be limited to the prohibition of transfers of money, credit, technical assistance, personnel, armaments, ammunition, vehicles, raw materials, fuel, electricity, capital goods, consumer goods, medical supplies and food. The member-states undertake to see that this embargo is upheld by all persons and groups under their jurisdiction, including state agencies, workers’ cooperatives, private enterprises, and individuals.

Exceptions may be made for the provision of food, fuel, and medical supplies to avert humanitarian suffering. The Embargo does not apply to those acting to resist the oppression of the criminal Empire of Aureumterra or its Conspirators.

Measure 3: Detention
SCTO member-states shall share information and evidence necessary to prosecute individuals responsible for and complicit in those acts described in Measure 1. The STCO shall develop a list of persons who are credibly believed responsible or complicit, hereinafter referred to as the “Measure 3 List.” It shall be the policy of all member-states to issue whatever lawful and appropriate orders are necessary to detain, prosecute, and punish persons on the Measure 3 List. SCTO member-states shall promptly inform this body if it will be unable to lawfully detain or prosecute a person on the Measure 3 List for want of sufficient evidence, so that the STCO can provide the requisite evidence.

Measure 4: Expropriation
SCTO member-states shall seize and expropriate any assets belonging to the criminal Empire of Aureumterra and its Conspirators which are in its custody. It shall be in the discretion of the individual member-states how to dispose of such expropriated property.

Measure 5: Refugee Admission
SCTO member-states shall admit Icelandic refugees freely. However, such free admission in no way precludes the authority of member-states to properly investigate refugees as to ensure against infiltration by spies and saboteurs, nor to detain and prosecute such persons.

He pauses.

That is the text of our proposed amendment. There would remain the matter of naming specific Conspirator entities and individuals subject to Measure 3 detention. Since these are lists that may change based on developments in the evidence available to us and the facts on the ground, I would suggest that we maintain these lists separately from the Amendment. In this aspect, again Salvaroja’s limited resources make it difficult to make a robust contribution. We are aware of rumors that Maritime Logistics Systems is offering to provide petroleum to the criminal Empire to circumvent an embargo by their usual partners. If substantiated, they should clearly be considered a Conspirator. As to the Measure 3 List, this would certainly implicate anyone involved in the Isafjord sortie directly from pilots to planners, up to the criminal Emperor himself. Federiquito should no doubt be named as a target of Measure 3, but nations with more robust intelligence services could likely supply more names for the list.

I am very happy to see the Chamber's debate and discourse lively. The inspiring speeches by Comrade Ae Ji and Comrade Szwej both warmed my heart and brought a tear to my eye, as it has many in the Party I represent. Let Iceland be free!

However, naturally, I must also note Comrade Granadense and the fact that he has brought up, quite notably, the lack of attention brought to the actual provisions of the sanctions.

This is by design. It is important that the provisions be gathered and discussed in a manner available to all members of the Fifth International. The provisions brought up by Comrade Granadense are a good start to this process, and I would like to move that they be implemented and codified officially.

However, I would like to bring up a small point -- the Frente CASA's proposal misspells the Socialist Cooperative Treaty Organisation's acronym, S.C.T.O., as "S.T.C.O." instead. This is a completely forgivable and easily amended procedural error that will no doubt be corrected. It is merely something that I thought should be highlighted.

Nevertheless, the text is good, and, pending no rejection, it shall be put into effect as the official motion.

Having voted in favour of the resolution at hand, I extend my full support to the motion proposed by the representative of the Frente CASA, and believe that it is a vital step forwards to ensuring the weakening of the Aureumterran government and the strengthening of Icelandic resistance towards Aureumterra's brutal occupation of the Icelandic nation.

That said, I find that there are provisions missing from the motion that should be in place, namely relating to the potential of military action against Aureumterra through the overt and armed support of Icelandic revolutionary movements within the country. If this proposal is to be effective at bolstering resistance to Aureumterra, then it must provide a provision that mandates members of the S.C.T.O. to provide weapons and supplies to Icelandic resistance forces within the country. The mere weakening of Aureumterra does not actively support the Icelandic forces, and without support from the S.C.T.O. members, the Icelandic revolutionaries could still likely be beaten and brutalized by the tyrannical fascist leadership of Aureumterra. This step is absolutely critical in the advancement of a revolutionary anti-imperialist movement within Iceland, and will be essential in reinforcing the communist faction of that anti-imperialist movement.

I agree with the expropriation of Aureumterran assets and the further constriction of Aureumterran financial power within the progressive sphere -- it is absolutely critical that any and all capital assets inside of signatory countries be expropriated. However, the fact that there are nations within the G.C.T.O. that have not developed socialism to the point where foreign capital assets are still needed within them is concerning and highly problematic; where there is one socialist power, the others must be able to draw as much support as needed from that power in order to achieve socialism. As such the second provision I would like to propose is the creation of an economic block - similar to COMECON - where nations that are ruled by socialist parties can obtain support from developed socialist nations in order to complete their transition to socialism from backwards semi-feudalism without the need for the capitalist intermediary step. If the motion could provide the groundwork for the development of this economic organization, then I am sure it would be a substantial hit to Aureumterra, and a means by which socialism could be developed within all the nations in the organization.

I am certain that those within this room will understand my concerns and recognize the concerns of the PZPR regarding the worrying lack of development in some countries represented within the Fifth International. As communists we must strive to ensure that all nations of the world will one day live in not only freedom, but also in socialist prosperity. Freedom from imperialism is only the first step in working towards the establishment of a proletarian democracy and a socialist system.

We must stand together now more than ever before, comrades. It is critical that we advance with the aims of the international socialist movement in lockstep, to ensure no one nation will be left behind. Iceland must not be abandoned to languish under an even more desperate and oppressive Aureumterra.

To address the remarks of Comrade Szwej. As to the lack of specific military provisions in our amendment, that is intentional. Such discussions are of a sensitive nature. The sanctions package as we have conceived of it is meant for general publication. It is meant to be thrown directly into the face of the criminal empire and its conspiracy of exploiters.

By no means do we wish to preclude further action beyond the scope of our proposal. However, it will be our position that such discussions first occur in SCTO closed-door sessions, and any public declarations about material support or military intervention be determined in those sessions strategically.

I also would clarify that there are no foreign assets in Salvaroja, and indeed in our nation any enactment of Measure 4 would be purely symbolic. However in drafting the Measure we considered that different signatories of SCTO may have differing levels of political and economic development, permitting in some cases the existence of foreign capital.

The proposal for an economic bloc founded on the principles of mutual aid in development is a excellent one and welcomed by Salvaroja. I suggest this be a separate Motion before this body, as such an organ to the Fifth International would be desirable regardless of the situation in Iceland.

This is also the matter with the overt support of Icelandic freedom-fighters -- applying economic stress to imperialism is qualitatively differentiated from direct armament.

I do however agree with the sentiments of Comrade Szwej in general.

I too, vote favorably for the formal motion to amend the sanctions prepared in short notice by representative Agustín. Additionally, the intentional omission of military measures is viewed by us as a highly prudent move for any consensus on such sensitive state matters is a topic more appropriately discerned behind closed doors. Therefore I would like to extend our hand in supporting the motion of advancing today's discourse over to representative Szwej's proposal; namely the creation of a Socialist Economic Bloc. Only through extensive mutual aid, technical assistance and economic cooperation can we address what the Polish delegation correctly recognizes as, a worrying lack of development in some countries represented within the Fifth International. Not only should such measures prove vital in bolstering the ideological legitimacy of the thought systems we strive for, but the strengthening of our brothers and sisters will catapult a new era of highly competitive Socialist states that can and will undermine the foundations of capital's forces.

Ergo, in consultation with my own delegation the general support for the officialization of a SOCIECON Bloc, I have readied a draft of official guidelines to help steer the direction of our session towards that of greater consideration on the matter at hand. We kindly implore to the Reinkalistani delegation that the hereby provisions should be considered a helpful addendum developing on the Salvaroja delegation's amendment. The contents are as follows:


Formal Motion to pass Addendum to the Amendment of Pending Motion for Sanctions
WHEREAS the 5th Internationale was convened as to continue the conviction of uniting socialist and labor parties who wanted to work together for international socialism;

WHEREAS, acknowledging the fundamentality of economic growth; in relation to the organizational commitment to universal and lasting peace; and the insufficiency of some of its member nations to ensure meaningful industrial growth, technological progress and the eradication of poverty, confirming the need for the 5th Internationale to promote strong measures to reinforce its member nations and partners;

WHEREAS, the 5th Internationale should, now more than ever, volunteer upon all its standard-setting, technical cooperation and research resources in all its areas of competence, in particular arms trade, advisory staff, technical assistance and industrial lend-lease, to ensure that, in the context of a global strategy for economic and social development, economic and social policies are holistically reinforcing components in order to create broad-based sustainable development;

THAT the SCTO continue to maintain SOCIECON after the Iceland crisis is resolved in a meaningful manner.

Addendum: The SOCIECON Guidelines for Socialist Fraternity

Article No.1: Technical Assistance
Its objective is to provide those countries with the expertise needed to promote development. Technical assistance may involve sending specialist into the field to teach skills and to help solve problems in their areas of specialization, such as irrigation, agriculture, fisheries, education, public health, or forestry, through functional means. Conversely, scholarships, study tours, or seminars in developed countries may be offered, giving individuals from less-developed nations the opportunity to learn special skills that they can apply when they return home. SOCIECON members shall be committed to the sharing, adaptation, mobilization and utilization of services, skills, knowledge and technology; any provisions of non-financial assistance which is aimed at supporting capacity development efforts should be considered as technical assistance. Technical Assistance are to be financed by voluntary contributions from members and concentrate on five major areas: agricultural production, heavy industrial production, basic-resource surveys and administrative services, health services, and education.

Article No.2: Mutual Aid Program
The SOCIECON Bloc should engage in multilateral affirmative international action of any country whose defense is vital to the cohesion of the SCTO, with the objective of delivering a plausible quota of free aid in the form of food, medical supplies, oil, and materiel goods such as hardware and industrial machinery. Loaned on the basis that such help is essential for the mutual defense of fellow SCTO nations, this aid can include military hardware such as warships and warplanes, along with other weaponry, to civilian freight and cargo ships.

Article No.3: Research & Development Agreement
It is to be declared that SOCIECON members shall enter a contractual agreement that governs collaboration between members on joint research and development between its professional scientific bodies from universities to external organizations; with the aim of discovering solutions to problems or creating new goods and knowledge and entitles the right for all parties to license and exploit the results. A Global Report bureaucratic body would be formed out of the express need to monitor, assess and review whether R&D efforts are progressing within expectation.

Article No.4: International Charter of Worker Rights
The purpose of this article, is to guarantee a basic living standard and rights for the good Socialist worker by leeway of a multilateral treatise. A SOCIECON-led global watchdog organization shall be formed out of the express opportunity to review each year, by means of simplified and universal procedures, the efforts made in accordance with the Charter of Worker Rights by Members which have not yet ratified all the fundamental Conventions.




That is the content of our proposal. To summarize, these guidelines shall provide the legal means of substantiating the collaboration between the organs of the SOCIECON Bloc and her constituent partners. The limited resource and industrial potential of our comrades in disadvantageous material conditions will be overcome, by the People's good philanthropic zeal.

Agustín of course knew better than to think that Comisaría de Relaciones Exteriores was going to actually send any supporting staff, but had hoped they might be able to act quicker on the coffee. “El mes que viene, por ahí,” read the post-script to the most recent cable. With a bit of Salvarojense ingenuity, he had managed to rig up a hot plate and a tin in his office to boil away at the Reinkalistani swill until it at least resembled his homeland robusto in strength. With a pinch of salt, the flavor was close.

It was the proposed SOCIECON that concerned the substance of the cable, Agustín’s caffeine withdrawal figuring very little in the concerns of the Comisaría, or APEX, or the nation. A fact he patriotically conceded. He unfolded his prepared comments while approaching the rostrum.

“It is again my privilege to address you, comrades.

The proposal of the Erudian All-Union is most welcome. Amongst comrades, let us be straightforward. Let us be blunt. In that spirit, I preface: Salvaroja shall vote YES to the formation of SOCIECON.

Let me also swiftly dispense with a procedural matter. We raise a point of order, and note that the proposal for the creation of SOCIECON was captioned and raised as an amendment to the motion for sanctions. However it is clear we are substantively addressing this proposal as a separate and substantive motion. That is appropriate, however our procedural records should clearly reflect it. We move to amend the caption of this proposal to reflect that it is a substantive proposal.

More substantively, Salvaroja hopes that this is merely the beginning of cooperation. Salvaroja is a nation whose political development has outstripped its economic development. We will gladly contribute to this economic bloc, but without the assistance of our comrades, we will mostly be contributing cheese, beef, leather, rice, sugar, and coffee. No doubt we all enjoy such things, but they alone cannot build higher communism.

So yes, comrades, approve SOCIECON, but do not consider the Revolution won! It is fine to give us promises, but let me tell you, Salvaroja needs more. Yes, tell me you will join SOCIECON. But tell me also that Salvaroja will give reliable electricity to all twelve million citizens from the countryside to the cities. Tell me that our farmers will see their labor taken up by fine machines. Tell us that our citizens will live in abundance to rival the labor aristocrats of the capitalist vampires the world over.

The Polish United Workers' Party only sees great development from an international economic alliance, comrades! We see this new motion as a fantastic means by which we may alleviate the developmental inequalities that currently malign many of the nations within the Fifth International. With the cooperation of the international working class movement, we shall aid the world's socialist peoples in constructing and maintaining socialism within their nations. Only with these developmental issues overcome can the world's socialist nations finally reach socialist equality and create the conditions for the transformation to communism.

However, no nation is able to provide an infinite amount of resources - this is true of the nations within the Fifth International as well. Therefore we propose the creation of a credit system by which a nation may request aid for a certain amount of credit, with the credit being reset at the end of every fiscal season. This credit system would ensure that no nation would demand too much from the other nations within this new SOCIECON group, and consequently reduce economic strain upon the developed socialist nations when attempting to provide for the lesser socialist powers. Each developed nation would be able to set their own credit costs for their aid - as one nation may be able or willing to provide far more than another.

In addition, I would like to propose mandatory audits at the end of each fiscal season in order to determine the integrity of nations receiving aid and ensure that they have not abused or overused their credit. If they have abused their credit then they should be penalized from the next season's credit pool; if they have exploited the aid in order to profit from reselling our materials while preventing their own people from obtaining socialist aid then we would be obliged as socialists to expose their false people's democracy or proletarian dictatorship and expel them from not only the SOCIECON but also from all other relevant organizations under the umbrella of the Fifth International. Hopefully, all nations contained within SOCIECON will be more than understanding of this condition.

With these amendments made, the Polish United Workers' Party would be more than happy to vote YES to the current motion.

After consultation with my government, I believe we have a proposal that may allow us to strengthen the defenses of the Fifth International and for our comrades around the world who struggle against tyranny, while taking into account Salvaroja’s limited economic and military means.

We would propose to use an area approximately fifty miles in radius to set aside for clandestine training of political and military cadre. This area encompasses flatland, jungle, and some mountainous terrain. It is located in our rural west, away from prying eyes. We could establish a Political and Military Academy. Candidates can be sent from member states and parties, or recruited from or incorporated into refugee flows. Salvaroja does make a point of welcoming refugees from around the world.

We note some obstacles that will need to be overcome. First, there are some legal barriers we will face domestically to maximal use of the land. In particular, the jungle areas enjoy significant environmental protection. Exercises in that area may be limited to simulated arms and survivalism only, though we are exploring the ability to open up to small arms live fire. There will be political opposition to designation of the flatlands from the gauchos who presently range across it. I am confident it can be overcome, but there may be some vocal opposition. Last, we will require technical assistance from more developed member states to be able to fully exploit this opportunity.

We look forward to an exchange of views on how this project can be most fruitful to the International.

The Erudian Delegation would like to address the concern of our comrades in the Polish United Worker's Party, such a credit system would be a key feature of the SOCIECON Multilateral Development Bank; a supranational institution designed to provide medium and long-term capital for productive investment and technical assistance. Let it be known that one of the main activities of the SOCIECON Development Bank is to help advise, account, and facilitate funding of national and regional projects through generous loans and grants. The Multilateral Development Bank will regularly face continuous operating losses if they're achieving concrete results, so we advise all ambassadors present at this session, that the organization's primary capital flow must come from member states' depositing capital into its reserves. These responsible measures will serve as the checks and balances for an ethical, reliable, and strong pool of aid for the benefit of the 5th Internationale alliance and the workers of the world.

A decade of work as a defensor before the tribunales de justicia popular had given Granadense some appreciation for the occasional dramatic moment. Besides, the halls of the Fifth International’s Unified Chamber were austere caverns, imposingly decorated with monumental homages to the heroes of socialism, but seemingly devoid of human life.

Entering the chamber for the morning session, he noted the presence of the Reinkalistani Public Affairs camera with its operator hastily brushing aside the remains of a croissant. One of the Erudian back benchers looked to be sorting through a stack of loose papers and scribbling some notes. As Granadense approached the speakers’ rostrum, she looked up and grabbed absent mindedly for a notepad, then took a double take as she noted the dozen or so news papers stuffed under his armpits.

Granadense dropped the papers unceremoniously on the desk beside the rostrum, and took a moment to let the noise echo out through the room. It was not much of an audience, to be sure, but Granadense still had an audience.

Comrades, I know that there have been few happenings lately before this body, so I have had an opportunity to catch up on some reading. He gestured to the pile of papers. It has been very edifying. But I must say I am perturbed to learn of some things. He holds aloft a paper which reads CIVIL WAR IN AURSI. Unsurprising that there is turmoil between the cadaver of feudalism and bourgeois parasites wherever these two forces come in contact.

He holds up another paper: “COMMUNIST UPRISING IN AURSI.” And look, also there are comrades of ours in the same fight, as must be expected. Yet why is this august body learning of such an uprising through public press? Particularly when… He holds up a third paper: JANPIAN FLEET ‘OBSERVING’ SITUATION. A member of our own International appears to be closely monitoring the situation.

Comrades, our organization is young. We have not established the conditions under which we come to each other’s military aid. Yet if we are to represent the vanguard of the workers’ movement, surely we must be kept abreast of such things. Otherwise this organization, this promise, this dream—the dream of international socialism is remains merely a dream.

So please do not mistake me. I recognize that the Fifth International and the SCTO do not impose a requirement that we come to each other’s aid, or join in the enterprise of spreading proletarian democracy to this or that country in particular. If our comrades in Janpia wish to involve themselves in this matter and keep it simply as their own affair they may do so. Merely, I express some concern about the ability of this body to fulfill the aims of establishing higher communism around the world where it seems our comrade-members are content to forge their own path and leave this coordinating body mired in inaction. I dream of something different and more tangible, something which could be forged here.

I hope my comrades do not take offense. Rather I invite the Janpian delegation to brief the other members of the SCTO on the situation in Aursi, to consult with us, to confirm whether aid is wished or needed. And I encourage all member-states to contemplate how this organization can gather strength in the service of human emancipation from the chains of capital around the world.

The ambassador had become, she thought, a bit too comfortable treating this corner of the cafeteria as territorio salvarojense. The notion had started as a joke, with Granadense leaving his pen-holder—an ostentatious brick of wood lacquered with the Salvarojense twin-flag seal: the heroic red and black of Salvaroja and the pure crimson of the Republic of Labor around the golden gear of progress and the red star of communism. He had gone on to saluting the emblems every time he stood up and sat down, and slowly colonized the tables with increasing numbers of papers and files, usually drafts of his speeches.

“Yes. Very stylish.” Smooth, translucent beige cellulose over a just-visible nervous system of circuits and wires. Industria Salvarojense stamped in low relief across the left earpiece. “The fruits of cybernetic communism. I am told. The Comisaria says that things are very good back home. And look!” Three hefty tins imprinted with Robusto—Industria Salvarojense.

“You are too picky. The Reinkalastani coffee is just fine. Tastes the same to me.”

Granadense waved a hand dismissively. “How are you going to know? You just bury your coffee in milk and sucralose. The coffee here is a porquería, I tell you.”

Lappos rolled her eyes. “Anything else come?”

“Oh as always, the typical comunicado. We thank you for your service to the People’s Republic. Long live socialism and the Republic of Labor. No we are not going to withdraw your appointment. Yes we will send more coffee. Et cétera.” He paged absently through the papers. “Mmm they are streaming in RPA-5 because they like my speeches. Mirá vos. I am an international star.”

“Ah. What discourse does comrade international star have for us today?”

“Truth, I had thought to take the day off. Haven’t seen much of any of the other delegations. Even the RPA-5 cameraman was missing last time. I had to turn the camera on myself. But I suppose if I have fans back home… I don’t know, I can sing and dance.”

“Comrade ambassador, respectfully, I have heard your singing and seen your dancing.”

“I can tell jokes.”

“Comrade ambassador, I have heard your jokes” She thought a moment. “You are more of a reader. A lecturer.”

Granadense frowned. “I think no lecture today. No. A measure of good coffee is in order. Perhaps a stroll about the grounds. I am curious if the other delegations are still here. If they ever were here…”

“Comrade ambassador, I am telling you that that broom closet was always just a broom closet.”

“Comrade gendarme, I am telling you that that door was very much a door to the sub-office of the Erudian delegation. I saw it with my own eyes. And now it is a broom closet. And the Erudians are gone. What am I to make of that?”

“You are a case study in caffeine withdrawal I think.”

He stacked up his tins of Salvarojense robusto. “Not for much longer, comrade Lappos.” With impressive adroitness, he kept the tower of tins balanced in one palm while solemnly delivering a closed fist salute in the direction of his monument to Salvaroja. “¡Viva Salvaroja y la República Popular! ¡Viva el socialismo y la República Internacional de Trabajo!”

While some of your topics have been educational, one must say that a few have been lacking in professionalism, as you were doubtless aware when titling one of your discourses “Rugby Union is Better Because It Has Union In the Name,” and “Supply Closet or Embassy: An Inventory of Confusion.” Further, word of your activities outside of the Chamber has been reported.

While the exceedingly gracious Reinkalistani Government has not lodged a formal complaint regarding your actions on- or off-camera, the other members of the Ayuntamiento Plenario y Ejecutivo de Salvaroja have expressed more worry for how your conduct reflects on the Republica Popular.

I have explained to the other commissioners of APEX the peculiar challenges that certain postings create, your many positive contributions to the Comisaría, and the importance of maintaining some consistency in our delegation. As such, APEX will refrain from ordering me to discharge and recall you.

However, you are instructed to scrupulously abide by the following directives:

First, you will refrain from addressing the Unified Chamber for anything other than the making and deliberation of motions regarding the business of the Fifth International.

Szwej knew that this day would have to come; ever since he received the notice from the Reinkalistani office that he was to be instated as the temporary chair of the UISA, he knew that one day could make or break his entire career. Forever. Wiping the sweat off his brow, Szwej would finish adjusting his suit and tie, pinning the PZPR pin onto his garb and reaching for the door handle. The hallway outside of his apartment was empty save the two Polish soldiers acting as Szwej's guards. It was early in the morning, and Szwej hoped to arrive at the Fifth International Headquarters early enough to be able to check through the relevant information on his office desk before the session had to be called.

"Comrade Szwej, do you need an escort?" asked one of the Polish guards, Kapral Jan Piechowiak - a somewhat tall man in his mid-twenties donning his full uniform, with his helmet hanging from his bulletproof vest. Szwej merely shook his head and replied in the negative before quickly walking towards the lift, knowing full well that dealing with the escort would cause his already overstressed state of mind to snap if he had to endure listening to Kapral Lew, the other guard, talking about Reinkalistani booze. Normally he would be fine with letting the two soldiers walk him over to the building, he usually enjoyed their company - idiosyncrasies and all - but today he just needed to keep as clear a head as he possibly could.

On the walk to the building, Szwej would try and recite an opening statement for the session, hoping that he would be able to remain fully cohesive amidst his hectic and disorganized thoughts. Nodding to the Reinkalistani guards outside of the building, Szwej would open the doors of the great Fifth International building - a technological and architectural marvel. But Szwej had no time to admire the décor of the building nor its murals and paintings, his duty was to prepare the building for the first session of the Fifth International after two months of hiatus from the organization.

Cursing the Reinkalistani chair, Vandov Desket, for having been absent for so long, Szwej would enter his office and begin filing through the papers dealing with the various proposals and statements of the Fifth International. The proposals on the desk included a memorandum from the Salvarojan representative, Comrade Granadense, the various amendments and proposals dealing with the establishment of SOCIECON given to him by the Erudian diplomatic taskforce (with additional notes and proposed addenda to the proposal written by himself on a sheet of paper paperclipped to the Erudian proposal). The previous date for voting on the Erudian proposal was the 8th of March, far too long ago. Szwej knew that this motion would have to be the one he would conclude. However he did have an idea of what the next proposal to be voted on could be.

Comrades, the Polish delegation to the Fifth International would like to apologize on behalf of the Reinkalistani chair, Comrade Desket, for his absence. As we all know, the proposal created by the representatives of the Erudian All-Union should have been concluded over two months ago. However, thanks to extraneous circumstances and difficulty in communicating with the Reinkalistanis, the Fifth International has remained woefully silent over these past months. This should be rectified immediately and the first step towards doing that shall be the PASSING of the SOCIECON motion, with Salvaroja and the Polish People's Republic having voted YES to the motion with all other delegations having ABSTAINED.

Procedures for the establishment of SOCIECON will be put in place within the month, all nations within the Fifth International will be given the ability to become a signature of the SOCIECON grouping; the Polish People's Republic will be signing the agreement as soon as it is ready, and we hope that other nations within the socialist sphere will also offer their signatures to this new development of socialist economic cooperation.

We thank all members of the Fifth International delegations for having come to the session - we know that difficulties in organizing and assorted extraneous affairs have likely contributed to the hiatus of the Fifth International, but we hope that we can get things back in order so that the Fifth International can link the free working people of the world together in unity in this struggle for the emancipation of the working class.

Let me be the first to commend Comrade Szwej for stepping into the role of leadership in the moment of the Fifth International's need and for resuming the important work of this body. Every friend of the worker should want to see this organization succeed, and in that same spirit, should want to see Comrade-Chair Szwej succeed.

I will be cabling my government today, after this session, to tell them of the adoption of the measures creating SOCIECON, and to make all necessary preparations to join that organization.

Together, we can build a future built on dignity, rather than exploitation.

Am I correct, Comrade Chair, that there is presently no pending business before the International otherwise?"

Comrade Granadense, you are entirely correct in your presumption that there is currently no major business within the International. That said, there will always be issues for the Fifth International to bring to light and work towards solving in the name of promoting socialist solidarity and working towards a better future for mankind. The capitalists do not sleep and their plans are constantly in motion against us; consequently our actions must be the same. In that regard, I suppose, the business of the Fifth International never ends. But no, there are currently no official issues for consideration within this current session.
