Accession to this treaty has been previously communicated. It is now ratified per this instrument.

Interpretative notes regarding the Great Civilization Citizens' Right of Irenasta are not deemed required required in this instance as all likely signatories are in communion with the Great Civilization Diplomatic Service.

Item 2: 'The Martian Statement of Principles on the Treatment of Prisoners of War' aka 'The First Treaty of New Ladon Arcology'

Item 3: 'The Martian Anti-Slavery Agreement' aka 'The Treaty of Caras Carnil'

A substnatial body of international law and treaties to which the Great Civilization is a signatory already exists, and this treaty is regarded as of secondary status to declarative international law principles (e.g. Amistad) and principally re-works all-Civilization operational directives relating to this topic, as such only minor comment or amendment is required.

This document is however to be praised for taking forward the issues of debt bondage and forced marriage in an international venue, and will be applied more widely.

Protocol 1	By this instrument this article is ratified.	The Great Civilization considers the Amistad Declaration in-force and is already at war with all nations that practice chattel slavery as defined there, the additional provisions to make war against other forms of slavery enumerated herein are appreciated.

Note 1: On Edicts of Grace and the Policy of Penitence and Reconciliation

The Great Civilization views it as optimal if a slaver state reforms itself, but has on occasion wholly occupied slaver states. In such instances the Nemesor or appointed governor is empowered to issue a document known as an Edict of Grace, which provides a commutation of criminal (though not civil, where such functions exist) penalties against enslavers in a limited set of circumstances, along with declarations of extreme penalty against those who attempt to subvert this grace, such as by murdering slaves. A typical requirement is to manumit all slaves, where possible, with suitable housing and goods to support themselves, and other essentials, and to make one's self known to the authorities as a complaint former-slaver, within twenty four hours of initial broadcast.

The Policy of Penitence and Reconciliation is a broader principal, that provides a legal immunity to those who can demonstrate true renunciation of their previous ways, such as by substantive works toward further abolition of slavery, for acts prior to such an Edict of Grace.

The Starchange is regarded as an Edict of Grace, de facto, and only certain special prosecutors will investigate crimes committed prior to it.

Note 2: On Patriation

In cases where enslaved persons are liberated from slavery via their homeland being conquered, they are typically Patriated to the GC via the territory of residence by default. In other cases, or if this is not desired, return to homeland options are available, as are a number of existing Patriation agreements, this usually involves information being provided on participating nations including all with open immigration policies, the Kázmér Doctrine on Patriation of Liberated Slaves and other selected allies. Despite this the Great Civilization's preferred option is for formerly enslaved persons to remain within the GC which has a large and diverse formerly-enslaved community.

Instrument of Accession to the Treaty of Caras Carnil

Slavery was a big topic in Taraskovya and anti-slavery was one of the founding principles of the modern Taraskovyan state. And so it was that even in times of the Great Veche Stand Off, the Legislative anyway came together to enable the Empire to accede to the Treaty of Caras Carnil.

With some reservations, however, as enumerated below.

Protocol 1	By this instrument this article is ratified.	The Taraskovyan Empire denies active slavers or slaver systems the right to any protection under any international customs or treaties. The Empire shall initiate hostilities against slavers and slaver states as and when they come into the Empire's sphere of interests.

Following the unblocking, or maybe even unclogging, of the Great Veche Standoff and the return to formal debate and discussion of the Mars Treaty System in the Veche of the Taraskovyan Empire, the four treaties constituting the treaties of New Ladon Arcology on rules and customs of warfare were ratified by the Taraskovyan Empire.

Keeping in line with short statement posts as a higher being skims through the various instruments on offer, the Taraskovyan Empire keeps on publishing instruments of accession to such instruments.

To continue on with the short announcements, the Taraskovyan Empire formally deposits instruments of accession for the following treaties:

Treaty of Shalbatana, with the Imperial Astrographic Cadastre being entitled with keeping on not only with the Taraskovyan claims, but also synchornising within the Shalbatana Treaty system. The ratification factors in the latest changes voted in by hte states party.
