The World Treaty Organisation is a global counterpart to the NATO. The WTO is a strictly security-defence based organisation. It aims to guard and support its member states militarily. The WTO provides the member states with security and defence against hostile countries and non-state actors. The WTO stands to uphold and protect the sovereignty, liberty, and freedom of its member states. The WTO is one of its kind in the world with a unique charter and promoting immense cooperation between its member states. In a world where there is no guarantee for peace due to some nations that are bent on establishing their hegemony over others, WTO provides its member states to protect their sovereignty against hostile state and non-state actors and bullying nations.

The name ''WTO'' comes from its European-North American counterpart ''NATO''. Whereas NATO has only European and North American members WTO has no such limitations on member countries due to their geographical position. The WTO seeks to protect the free world as well as allies from the tyranny of rogue states and brutal oppressive dictatorships. WTO was created as the counterpart to NATO to provide all countries with an opportunity to fend off against tyranny and stand for the ideals of freedom, sovereignty and their country's own security. In January 2039 the US Secretary Of State Antony Blinken, Foreign Secretary of Ellinika Nisia(The Federation Of Europe), and French Foreign Minister Jean Yves-Le Drian met in Brussels to discuss the creation of such alliance. And on 21st January France, European Federation, and the United States signed the Brussels Treaty laying the foundation of WTO.

I want to announce that the World Treaty Organisation Charter has been drafted and has been entered into effect. I'd request all of you to ratify the World Organisation Treaty or Brussels Treaty whatever you like to call it among the two. I'd request your country's respective governments ratify the treaty and submit it to the government of the United States.

Stepping lightly into the meeting room, Alicja Lisowski walks to the chair set aside for her as delegate from the Commonwealth. Noting the other delegates seated, she nods politely to each before taking her seat. Picking up her copy of the Charter, she leaf's through it. Nodding in approval, she quietly takes out her mobile device, scanning each page before sending.

"Mr. Washington, I have sent it to the Central Committee for final review," she explained. "Once I've received final approval, I shall be happy to ratify it on behalf of my country."

As another session goes, Rep. Halschon enters the room, seemingly a bit drunk, although he has a clear conscience. He was escorted by his aide who will act as a representative or a speaker for him. They bow down before entering as usual, and proceeded to their table

Representative's Aide: "I am sorry that he is like that today. I have warned him yesterday about it. He was awake all night arranging papers, and he might have drunk alcohol while doing so. This may look informal, but I will apologize on behalf of Halschon"

Rep. Halschon: *whispers to his aide*
"You don't have too. I'm clearly awake. Let me do my task. Okay?"


He clears his throat and speaks to the microphone

Rep. Halschon: "I may look like a drunk mule, but I have a simple proposal. In the recent situation at Arpasia, those terrorists took their oil in their own territory, and leave by performing a crime against fishanity. Thats from our intelligence report. But our revolutionary council has long been itching to do someting against these terrorists for a long time already."

He smiles and chuckles a bit as he reaches out for his papers. He was aided by his escort as he grabs it and adjusted his glasses. He then stands up, reads apart of it, and drops the paper.

Rep. Halschon: "Now my suggestion? Hehe, why not we do the same thing on the terrorist's territory? We grab their oil, and maybe commit crimes against fishanity. Its not like these weak, technologically inferior group will stand up for us?"

His aide looks at him, and guided him back to his seat. He then stands up, and reads the paper

Representative's Aide: "Once again, I am truly sorry about this. But for the Arpasian situation, this is one of the papers he wrote last night:"

He turned around, and presented the paper at the presentation screen

With the acts of the terrorist state of Texkentuck, the Revolutionary Council has planned to do the same thing on to the terrorists:

By drilling oil on their own territory, and getting it for free, and giving back the quantities lost from Arpasia.

This seems a bit risky, knowing that the terrorists are an unpredictable bunch. The fact that our JURIC can't plan out the possible outcomes is indeed an added proof of this. But let us also remember that we have the technological superiority, the numbers, and the international coalition backing us. We will play the same game they're playing. The only possible allies of the terrorists is Yaak and Gholistan. And if they ever attacked us, an attack on one of us is an attack against all.

However, if we wished to play it safe, I suggest we sail outside their borders, and conduct military exercises on international waters.

And if I may also suggest, every nation must deny any Texk ships from accessing any port, deny trade, and apply heavy sanctions against this terrorist state. Their economy is probably already weaken due to many sanctions being handed over by many nations. I suggest we continue it further.

Now, radical this plan may be, but I believe this is proper justice. If anyone has suggestions, I will be willing to listen


His aide just stands by, while Halschon simply stands up and walks away.

Representative's Aide:"Once again, I am really sorry for this embarassment he is doing. I suggest we let him take shame once he becomes sober. Now since Halschon is unable to speak and attend, I will be replacing him as the Janpian representative for today. You may all call me as Limanov. However, I think his stance will also be my stance"

Alicja had just finished the necessary signature after receiving approval from the Central Committee when the session was interrupted by an inebriated Halschon. In some back part of her mind, she asked herself why she could not have waiting another minute to sign, before binding the Commonwealth as she had just done. She listened when dry indifference as the drunkard made an impassioned plea, one that she was not entirely sure actually constituted a crisis for the WTO.

"Limanov," she addressed the aide instead of the representative. "While I am sure this makes perfect sense to a long-time ally, the Commonwealth is new to your affairs," Alicja said delicately. "Taking the resources of another country does not seem an adequate use of the WTO," she continued. "And without knowing what makes this state a terrorist state, the Commonwealth will not agree to military actions."

Furthermore, this terrorist state has a doctrine which enforces their power against other nations. Basically, flexing their weapons with force. They have a long history of bullying and aggressiveness, which I cannot personally count at this point. This time, taking someone's resources with no consent is a step over the line. Oh, and I forgot that they tested also nukes and missiles on other nation's borders. Before they left, they set out a nuke just outside the nation's maritime borders. Which is probably what Halschon is saying crimes against Fishanity

Now, the purpose of WTO is to create a world of democracy, freedom, and justice. The terrorist state of Texkentuck shows otherwise. They claimed to be democratic, yet they put their carrier groups on other nation's territory for a simple condemnation! Now, why should we intervene and do the same? Its simple. Their doctrine is simply fanatical, and won't stop until they are the only superior nation. Which makes this a legitimate threat to any government. Imagine, a simple act of condemnation resulted to them stealing oil, and launching a nuke outside its borders. How much further do you think will they do?"

John Washington was looking at the Janpian representative as he was speaking passionately and fiercely, as soon as he finished his words John Washington put his papers and the Ratificated WTO Charter aside. And said:
‘‘Mr Limanov, I share your concerns regarding the aggressive actions taken by the Textentruck and their violation of territorial waters as well as the law of seas. And I can assure you that the United States is committed to defend all fellow democracies around the world no matter the circumstances.’’

Washington turned his eyes to Kingmen Representative and said in a firm voice:
‘‘The crisis has been over for some months now and right now Arpasia is safe & sound. We will stay alert but right now we don't need a military solution. It'd be in the best interests for all of us present here.’’
