Helping Hands Act


The Legislative Assembly,

Wanting the GCN to help nations in need,

I. Conflict
A. If a nation had war declared on it, or is currently suffering non-peaceful protests, or a non-democratic revolution, member nations are required to send in a minimum of 500 soldiers.
1. If the nation cannot send in the military for various reasons approved by the GCN, then it will be exempt from this clause until it is able to assist again.
2. This clause only functions if a nation had war declared on, and not if a nation declares war.
3. The minimum of 500 soldiers only applies to larger and more stable nations. Small nations have a smaller minimum.
B. If a nation in the GCN declares war on a member in the GCN, or a member in an alliance related to the GCN, the nation that declared war on the member will be permenantly suspended from the GCN and member nations will be reccomended to punish it to the fullest extent.
1. However, if the opposite happens, the GCN would suspend, or reccomend the suspension, of the nation that declared war on the nation in the GCN, and reccomend member states to punish the nation declaring to the fullest extent.
C. If a revolution or non-peaceful protest occurs in a nation, then member nations are reccomended but not required to help a nation, unless the non-peaceful protest gets out of control or the revolution is tyrannical.
II. Depression
A. If a nation is suffering a national or corrupt or economic disaster, member nations will be reccomended or required to help the nation, depending on the severity.
1. Nations should keep an eye on depressed nations to combat corruption, and rarely but possibly, economic depressions and national disasters.

Carl would be handed the next act, titled the Industry and Manufacturing Act, which he would move to the floor for a debate. This proposal would mark the end of the first proposals to get the GCN officially set up in a decent position. The first draft of the Industry and Manufacturing Act would read as follows:

Industry and Manufacturing Act (First Draft):
An act to produce GCN products and protect the growth of factories.

I: Establishes factories in member states dedicated to the production of GCN products, including, but not limited to, military goods, vehicles, weapons, and civilian products.

II: Establishes mass printing facilities in GCN member states that have chosen to use the GCN Trade Dollar as a way to continue the economic growth of the GCN.

III: Establishes factories in GCN Colonies, under certain conditions, such as:

a) Colonial factories only produce civilian products, which will be made by the reinvestment of certain exploited resources.

b) Colonial factories will only hire native workers, to continue to provide jobs for natives in the colonies. Natives must also be paid the average minimum wage, which will continue to be discussed further by the GCN in the near future.

IV: All GCN produced products are to be exported from the country that they were produced in to other GCN nations as part of the free trade agreement amongst member states.

Carl Williams: “While the relationships that GCN member nations have with various nations in and out of the GCN is also an concerning issue involving sovereignty, I believe that I am allowed to say that no, this would not be an attempt to screw over other allies. This is only an attempt to prevent the theft of unique technologies that can get GCN ahead in the arms race.”

"This is completely unacceptable. 1. These investments cannot have their trade free which would hurt possible economic activities. 2nd. The current ZN constition (January constition) along with all other constitions for that matter but the name changes for our currency demand that the national currency be the only accepted currency to all tenders and that only it may be printed inside ZN's borders, all printering controlled by the federal government and all foreign currency must be exchanged with the rate of the federal bank into the nation currency(Zarnicovian novan dollar) to be used in ZN.

Carl Williams: "I don't see a problem with 1 considering that free trade is already a policy that GCN has. Article 2 is supposed to be for those who accepted and agreed to the usage of the trade dollar. If ZN did agree to the usage, than we can remove Article 2 entirely"

What Trenaka knows so far is that the military has taken over control of the government after a communist revolution in the north. There also has been rumors of some foreign support for the Communists, mostly due to soldiers who wear no visible form of identification, which suggests a nation is trying to be discreet with their support. How shall we respond?”
