Carl Williams: “This is only mandatory because the factories will help GCN maximize its total economic output. A WA successor in the way that my Government would like it to be isn’t one that just has an army, but focuses on all aspects of life while promoting the ideals of world peace. The factories will both provide hundreds of thousands of jobs to locals of each GCN member nation, and with the necessary infrastructure provided by the recently passed Silver Pathway and Infrastructure Reform Acts would allow for a rapid method and increased development of GCN trade routes. To put it a little more simply, GCN needs those factories to function properly to its fullest extent”

Rep. Helmin: So which state would hold it? Which Unions of ours will build it? Which of our Unions will run it? Our Unions have the utmost say on manufacturing. They also have the rights on how to run the said factory. That is what's signed in Janpian law. If no one of our unions wish it, then there will be nothing at all.

Carl would be handed the third draft of the Industry and Manufacturing Act, taking in the advice of the Trenakan representative, the third draft reads as follows:

Industry and Manufacturing Act (Third Draft)
An act to produce GCN products and protect the growth of factories.

I: Establishes factories in member states dedicated to the production of GCN products, including, but not limited to, military goods, vehicles, weapons, and civilian products. These factories will, however, be optional and/or highly encouraged to have in the most willing member nations as a method of providing jobs to the local population.


II: Establishes factories in GCN Colonies, under certain conditions, such as:

a) Colonial factories only produce civilian products, which will be made by the reinvestment of certain exploited resources.

b) Colonial factories will only hire native workers, to continue to provide jobs for natives in the colonies. Natives must also be paid the average minimum wage, which will continue to be discussed further by the GCN in the near future.

III: In order to prevent the theft of valuable GCN military goods, restrictions will be placed, and military goods will be digitally and physically labeled with their destination, be it to the frontlines or reserves.

IV: The GCN Trade Dollar will be subject to mass printing only in the nations that have accepted the usage of the trade dollar so that the GCN can continue its rapid economic growth.

V: Member nations with trade unions that accept the construction of factories as a part of the optional programs will have the factories under joint control between the state and civilian GCN representatives from each member state that accepted the usage of these programs.

GCN Judiciary Act
An Act to establish a framework for international courts.

Understanding that the GCN must have a way to carry out its laws, hereby:

I. Establishes the Confederal Judiciary, the collective name for the GCN courts, hereafter called the Judiciary,

II. Establishes the Judicial Branches, the separate courts within the Judiciary that deal with certain matters,
a. Establishes the Military Court, the court responsible for the trying of GCN military forces for desertion, war crimes, or crimes against humanity.
b. Establishes the Disputes Court, the court responsible for settling disputes between member states,
c. Establishes the Criminal Court, the court responsible for trying criminals that commit crimes in multiple GCN nations, as well as war criminals that are not part of the GCN military forces,

III. Judge positions shall be granted by the GCN legislature, with there being a maximum of 3 judges per branch, and that no member nation may have more than one Judge per branch.

The primary goals of these courts are to provide an international body which would prosecute things such as war crimes committed by troops in the GCN Armed Forces. They would also prosecute any captured war criminals from nations the GCN is at war with and try them under GCN law. Of course, the GCN doesn’t currently have a policy on war crimes or things like that, but that will be remedied soon. The final goal of the courts is to prosecute criminals who commit crimes in multiple GCN countries.

"I must agree with my Meretican colleague. While we value cooperation, we will not be mandated to turn in war criminals to whom we have personally suffered at the hand of. We will not intern any GCN Act forcing us too into our own legal system."
