Rep. Helmin: So which state would hold it? Which Unions of ours will build it? Which of our Unions will run it? Our Unions have the utmost say on manufacturing. They also have the rights on how to run the said factory. That is what's signed in Janpian law. If no one of our unions wish it, then there will be nothing at all.
