Establishment of the Federal Military Force

To Establish a Joint Military Force to Protect and Defend the Member Nations of the United Federation Against Threats, both Foreign and Domestic, to Help Ensure the Peace is Kept Among the Nations of the World

SECTION 1: SHORT TITLE

This Act may be cited as the "EFMF Act" for future reference.

SECTION 2: Donation of Soldiers

Member nations are expected to allow at least a portion of their military or several volunteers to serve as part of the protective military force of the United Federation. Each nation shall be asked to send a minimum of 15,000 soldiers or volunteers to help ensure regional peace and stability. Nations are encouraged to send more soldiers and/or volunteers to help keep the peace through a combination of strength and diplomacy.

SECTION 3: Funding

The Federal Military Force (FMF) shall be funded by a combination of donations and taxes imposed on non-member nations; the size of these tariffs shall be left to Financial Caucus.

SECTION 4: Organization

The FMF shall be overseen by the Federal Parliament with additional supervision from any caucuses or groups that the Parliament deems appropriate to overview the armed forces of this august body. No fewer than three nations are allowed to hold authority over the FMF at any given time no matter the circumstances.

SECTION 2: Caucus Membership

Caucus membership shall be given only to member nations of the United Federation that seek to work within a desired field or fields. Nations shall apply via direct messages submitted to Caucus leaders and await acceptance for a period no longer than 72 hours or 3 days. Caucus members are expected to follow the rules and procedures set forth by their Caucus leader, and the Caucus leaders are expected to follow the rules and procedures set by this august Federal Parliament.

SECTION 3: The Financial Caucus

The Financial Caucus shall consist of a Leader and at least 2 additional nations. It shall be founded immediately following the passage of this bill and will oversee the costs, economics, and money-related issues facing the United Federation. The Financial Caucus shall also oversee donations provided by other nations and reserve the right to investigate suspicious monetary activities.

SECTION 4: The Judicial Caucus

The Judicial Caucus shall consist of a Leader and at least 1 additional nation. It shall be founded 2 days after the passage of this bill. The Judicial Caucus will oversee and manage disputes between member nations, assist in negotiations with member nations and enemies, interpret the laws of this august Federal Parliament, and serve as a check on the power of the United Federation’s centralized power.

SECTION 5: The Military Caucus

The Military Caucus shall consist of a Leader and 2 additional nations and shall oversee any military forces established by this august Federal Parliament. The Military Caucus shall embrace transparency with the United Federation and strive not to waste funds provided for the purpose of protecting member nations.

SECTION 6: The Industry Caucus

The Industry Caucus shall consist of a Leader and two additional members. The Industry Caucus shall place emphasis on economic activity with a focus on growing the economies of member nations. This caucus shall be expected to work closely with the Colonial and Financial Caucuses to determine the ways, means, and needs of the various member nations of the United Federation.

SECTION 7: The Founder’s Caucus

The Founder’s Caucus shall consist exclusively of the Founding members of the United Federation and other recognized alliances (should those Founders deem it appropriate to join). Recognized alliances shall include but not be limited to the UCA, the UDAF, the WTA, PRS, NATO, ICDN, the Stalwart Syndicate, and any other alliances that the United Federation chooses to recognize.

SECTION 8: The Colonial Caucus

The Colonial Caucus shall consist of a leader and all member nations with colonies, as well as at least one nation without a colony of any kind. The Colonial Caucus shall assist in overseeing the individual colonies protected by the United Federation and oversee any and all joint colonies that the United Federation chooses to lay claim to in the future.

A middle aged tired looking man walks into the the United Federation hall. With his hastily done hair and a pair of spectacles which are barely hanging in his nose, this man is the very epitome of an extremely tired individual. Moreover he carried with him heaps of file. His mobile phone was almost dropping out of the pant pockets. He looked like that stressed out everyday Joe whom you regularly see in the bus, dosing silently in one corner. He looks like that kind of man whom everyone gives a disgusting look before completely ignoring. However the pin on his coat's pocket was enough to show that he ought not to be ignored. Following him were 12 more smartly dressed young men and women, who also carried files with them. They looked a bit younger than this man.

He sat down heavily in the chair, before which were written the words: 'Sir John Cripps; Head of Delegation; Galimencian Empire'. He almost threw his files in the desk, before grabbing the glass of water and quickly chugging down almost all of the water that was in it. He took out his handkerchief and wiped his face, before looking wearily at the other representatives who were sitting in the same hall. He gave a small smile, before introducing himself: "Greetings, ladies and gentlemen, I am Sir John Cripps, the head of the delegation from the Galimencian Empire'. It's a pleasure to meet you all." He stopped for a moment, before continuing: "I've been following the entire session in my mobile while I was on my way, and I know everything about the motions that are being debated. We would like to vote AYE for the Caucus Creation Act." The other representatives who sat beside nodded their heads mechanically all at the same time, just like robots.
