Each nation shall be asked to send a minimum of 15,000 soldiers or volunteers to help ensure regional peace and stability. Nations are encouraged to send more soldiers and/or volunteers to help keep the peace through a combination of strength and diplomacy.

SECTION 3: Funding
    The Federal Military Force (FMF) shall be funded by a combination of donations and taxes imposed on non-member nations; the size of these tariffs shall be left to Financial Caucus.

SECTION 4: Organization
    The FMF shall be overseen by the Federal Parliament with additional supervision from any caucuses or groups that the Parliament deems appropriate to overview the armed forces of this august body. No fewer than three nations are allowed to hold authority over the FMF at any given time no matter the circumstances.

A middle aged tired looking man walks into the the United Federation hall. With his hastily done hair and a pair of spectacles which are barely hanging in his nose, this man is the very epitome of an extremely tired individual. Moreover he carried with him heaps of file. His mobile phone was almost dropping out of the pant pockets. He looked like that stressed out everyday Joe whom you regularly see in the bus, dosing silently in one corner. He looks like that kind of man whom everyone gives a disgusting look before completely ignoring. However the pin on his coat's pocket was enough to show that he ought not to be ignored. Following him were 12 more smartly dressed young men and women, who also carried files with them. They looked a bit younger than this man.

He sat down heavily in the chair, before which were written the words: 'Sir John Cripps; Head of Delegation; Galimencian Empire'. He almost threw his files in the desk, before grabbing the glass of water and quickly chugging down almost all of the water that was in it. He took out his handkerchief and wiped his face, before looking wearily at the other representatives who were sitting in the same hall. He gave a small smile, before introducing himself: "Greetings, ladies and gentlemen, I am Sir John Cripps, the head of the delegation from the Galimencian Empire'. It's a pleasure to meet you all." He stopped for a moment, before continuing: "I've been following the entire session in my mobile while I was on my way, and I know everything about the motions that are being debated. We would like to vote AYE for the Caucus Creation Act." The other representatives who sat beside nodded their heads mechanically all at the same time, just like robots.
