The United Federation
The United Federation is a coalition of diverse nations with various ideologies, races, human ethnicities, creeds, etc. with the intention of helping hold international peace and stability. The UF is officially non-aligned with any specific ideologies or government systems. Each member nation shall be represented by a delegation of its own choosing, with that delegation receiving one vote in the Federal Parliament. The Federal Parliament shall have multiple Caucuses, including some devoted to Finances, Industry, Military Affairs, Joint Colonial Administration, and Founders. Members are able to register for each of these groups, barring the Founders Caucus, which shall include founding members of recognized alliances. The OOC and Sign Up area can be found here.

This Act may be cited as the "EFMF Act" for future reference.

SECTION 2: Donation of Soldiers
Member nations are expected to allow at least a portion of their military or several volunteers to serve as part of the protective military force of the United Federation. Each nation shall be asked to send a minimum of 15,000 soldiers or volunteers to help ensure regional peace and stability. Nations are encouraged to send more soldiers and/or volunteers to help keep the peace through a combination of strength and diplomacy.

SECTION 3: Funding

SECTION 4: Organization

No fewer than three nations are allowed to hold authority over the FMF at any given time no matter the circumstances.

Foreign Sec. White: I wholeheartedly agree with the idea of a federal military force, but I feel like it would be slightly too much for other non-member nations to have to keep up our cause. I think members of the UF should have a part in economically funding this military force.
Yeah I don't know when I'm set in.

Senator Nome: "Tariffs are used in some way, shape, or form by most alliances and nations. They are an economic factor to ensure additional stability and can be used to fund additional projects that we take on as a group. If you would like to set up a tariff against member nations of your own accord, that's fine, but that is not the purpose of this bill. We can discuss internal taxes once we get to the Financial Caucus section of the Caucus Creation Act."

Senator Nome: "Then it should be members and non-members-- unless your goal is to bankrupt the members of this alliance? Otherwise, you make it more beneficial monetarily speaking to be a non-member than a member as it essentially forces all nations into free trade with no restrictions of any kind."

"Which is why I think we should have member nations contribute an amount proportionate to the amount of soldiers they send. Even better, remove the minimum entirely. The Federal Military Force is only meant to be a voluntary organisation, not one that states have to send soldiers to. If each nation paid for their own troops- by giving an amount proportionate to the number of soldiers contributed- there would be no need for taxes."

Janine then paused for a moment, before continuing,

"And I don't see how this will force nations into free trade... can you elaborate on that?"

Senator Nome: "Your plan is economically, financially, and militarily unsound... A minimum is necessary to ensure that all nations are contributing militarily in case an event takes place that requires the immediate moving or soldiers when there is little time to rally many different troops from many different nations. This way, we are saving time and money in the future without cutting corners and waiting for the wheels of bureaucracy to turn... Your plan would force the alliance into free trade as it would leave us unable to set up tariffs with non-members, meaning that nations such as Laka or SM would not have to pay a tax of any kind while we impose taxes on our own members... Requiring each nation to pay for their own troops with no more or no less weakens the FMF as a whole because it leaves the military divided, especially given that every nation has different standards of living and conditions of service; the Meretican plan uses one plan with one central force while standardizing the treatment, condition, and standards of all soldiers... The minimum is necessary as all nations ought to protect their fellow members-- otherwise, they are in the wrong alliance..."

"I hope I didn't say that there couldn't be any tariffs. No, I am not banning tariffs as a whole. I only do not want tariffs aimed specifically at funding the FMF. And I certainly did not say that you could- I think I quote this correctly- pay 'no more or no less'. You can certainly contribute more. And if you can contribute less, then somebody else has to do it for you. And we are not saying that we have to live in different conditions. Don't think that we're expecting the force to be a force on paper and a mere grouping on the ground. The funds nations give can be put together to fund the entire force- we don't have to pay a certain amount for a soldier, just a certain amount per soldier, and voluntary donations to add a few things here and there are perfectly welcome. And then the minimum. Don't you think that we are taking away some sovereignty from the member nations? I mean, we shouldn't have to force nations to send 15,000 soldiers."
