Protocol Zeta, also known as the Overhaul Mandate, is a NATO service protocol dedicated to drastically restructuring the North Atlantic Treaty Organization and the fundamental cornerstones of the alliance's inner workings, in order to adapt the Alliance to the ever-changing geopolitical world of the 21st Century and ensure the continued security of its Member States and that of world peace. This protocol aims to restructure the NATO command structure, introduce a regular leadership election system, ensure the balance of power between veto-powered member states, and guarantee the continued safety and security of the Alliance's member states without compromising good relations with the United Federation.Amendment of Understanding
All signatories and approving Member States of this Protocol hereby proclaim:
UNDERSTANDING the need to reform the NATO alliance and ensure its dream and its mission for a better world are guaranteed and kept in sight,
REALIZING that the Alliance in its current form is severely outdated in comparison with other alliances,
DECIDING that reform and restructuring is the path forward,
DECLARING that NATO stands as one in mission, in belief, in ideal, and in goal,
PLEDGING to support these efforts to rebuild the Alliance for the better,
HEREBY approves this Protocol in its entirety.Articles of the Protocol
ARTICLE 01: NATO Leadership
The leadership of the North Atlantic Treaty Organization is severely outdated. Although recent reforms have established the Office of the Secretary-General, and while these reforms have been monumental for the Alliance's well-being, it is vital to continue on this progressive path towards ensuring that the Alliance remains up-to-date and capable of handling any and all threats to the Alliance and its Member States. The Office of the Secretary-General shall HEREBY:-- Be up for election every ONE (1) IRL month
-- Be established as NATO's supreme military and bureaucratic commanding officer
-- Be appointed head of NATO's International Office, which shall oversee NATO's foreign relations with other alliances
-- Be granted the right to audit and review NATO boardroom discussions (the Sec-Gen has the right to review all statements and proposals passed or rejected for irregularities)
This Protocol and all signatories also hereby recognize the fact that NATO's Secretary-General is to be considered the supreme commander of the Alliance, and thus serves as the Alliance's spearhead and leading officer in foreign operations. It should also be made clear, for the sake of NATO's current peace with the UF, that no other nation's representatives or heads of state represent the Alliance. Joe Biden, Anthony Blinken or Kamala Harris do not represent NATO. Neither does Robert Carter, Charles Cross, or any other politician of any NATO member state. The Alliance's undisputed commander is the Secretary-General, and he or she shall be assisted in their everyday affairs by a Secretariat, which shall be composed of representatives from the Member States with veto power.
ARTICLE 02: Veto Power
Veto Power is considered to be highly controversial due to the fact it favors some nations over others. It should be made clear that this is not the case. NATO is an equal and unifying alliance of nations. Veto power is the power to outright reject proposals even if the majority supports a proposal. Such powers must be placed in the right hands. As such, a veto by a nation can now be overturned by 50% or more of the Secretariat [described in Article 01] and if said veto is found to be irregular or acting against NATO's principles. The Secretary-General does not possess the power to overturn vetoes but is able to unilaterally order an investigation into any veto for irregularities.
Veto powers shall be vested in the following nations: Greatest States of America, the United Kingdom, France, The Territories of Sealand, New Provenance, Eclius, and Janpia. These nations have been vested with veto powers for their role in keeping world peace and keeping true to the Alliance's founding principles of cooperation with all including the enemy, mutual defense of all Member States, and the ensuring of global security through pressure or intervention if needed.
The Secretary-General shall also possess the right to temporarily veto a proposal if it, with proper justification, deems that the proposal is unconstitutional or may result in an escalation of tensions. Should this be the case the Secretary-General shall in coordination with the Secretariat launch an investigation into the proposal and if, by popular vote within the Secretariat, the proposal is deemed to be in violation of NATO's charter, which states that all nations must collectively work together for the purposes of upholding peace and freedom, it shall be put down by the Secretary-General.
This power of the Secretary-General may not be used to veto proposals that are constitutional and/or will not result in an escalation of tensions.
ARTICLE 03: The International Office
The International Office is the organizational body led by the Secretary-General and oversees NATO's unified foreign policy in regards to military, trade, and civilian matters that involve a non-member state nation. The Office shall be designated the responsibilities of:-- Coordinating with NATO governments to develop a singular, unified NATO stance on issues
-- Coordinating with the Secretary-General to develop and publish an annual NATO action plan [further described in Article 04]
-- Ensuring that as much as possible all NATO members possess a similar stance on issues using all methods including and primarily compromise, so long as it is within reason
-- Working as the bridge between NATO and the United Federation as well as the Global Alliance.
The International Office shall organize NATO's unified foreign, military and trade policy for the foreseeable future. Led by the Secretary-General it shall be composed of:
-- One (1) permanent delegate from Greatest States of America
-- One (1) permanent delegate from New Provenance
-- One (1) permanent delegate from Janpia
-- One (1) permanent delegate from The Territories of Sealand
-- One (1) permanent delegate from the United Kingdom
-- Two (2) rotating delegates, elected by the NATO members every one IRL month in coincidence with the leadership election
ARTICLE 04: The Annual NATO Action Plan
Every IRL month the Secretary-General shall in coordination with the International Office publish the NATO Action Plan, which shall (1) detail and summarize the foreign and military policy events conducted by the Alliance in the past IRL month, (2) list new member states and their dates of ascension into the Alliance, (3) list down possible member states, (4) lay down the Secretary-General's plan for the Alliance for the next month, (5) summarize all the proposals made in the past IRL month, and (6) list the Secretary-General's nominations for the next leadership election, including themselves if they so wish.
The NATO Action Plan shall serve to summarize and keep a record of NATO's activities every IRL month and to further enhance NATO command's communications with the Alliance's various Member States. A key element of a united alliance is proper communication among the member states and between the members and the alliance's command.
ARTICLE 05: NATO Leadership Elections
NATO shall hold Leadership Elections every IRL month in which it shall decide to elect a new Secretary-General or re-elect the incumbent Secretary-General, as well as vote on the two rotating delegates to the International Office (these two rotating delegates may not serve more than one consecutive term). These elections shall be conducted by popular vote and within a one IRL week period. If a nation or member state is unable to cast their vote they shall be deemed absent from the election and thus will not have their vote counted.
ARTICLE 06: The Secretariat
The NATO Secretariat serves as the main advisory body to the Secretary-General and advises the Secretary-General on decisions and assists in investigating proposals temporarily vetoed by the Secretary-General for being unconstitutional or in violation of world peace and security. The Secretariat shall be composed of:-- The Secretary-General, as its head
-- One (1) delegate from New Provenance (will be exempted from the Secretariat if the Sec-Gen is Atlantican
-- One (1) delegate from Greatest States of America (will be exempted from the Secretariat if the Sec-Gen is American)
-- One (1) delegate from the United Kingdom (will be exempted from the Secretariat if the Sec-Gen is British)
-- One (1) delegate from France (will be exempted from the Secretariat if the Sec-Gen is French)
-- One (1) delegate from The Territories of Sealand (will be exempted from the Secretariat if the Sec-Gen is Sealandian)
-- One (1) delegate from Janpia (will be exempted from the Secretariat if the Sec-Gen is Janpian
