Regardless; we're heading to the Carpathians and the more the merrier, honestly. I have no idea how the hell the bureaucracy works and whenever I've asked the adults running this whole shebang they've given me boring answers with boring words. Just mail the headquarters at Konopnickiej 6 PL 00-491, Warsaw, Kingdom of Poland, one of the forms I've included in this letter. Additional information will follow if they let you join.

Hello there. Not much to say here. We're throwing hormonal teenagers with weapons into the Carpathians, which will obviously go well! Completely. Totally. There's no way this can go wrong at all. Nuh uh.

...That said, we do have rules.

• IMPORTANT: BOTH APPLICATIONS ARE REQUIRED.
• No violence against other characters without prior approval from that person, and expect any violence to be broken up by the adults present quickly.
• No exessive firearms-usage, and don't bring in an arsenal. The Commonwealth may encourage a good deal of firearms ownership among it's citizens...but your characters are guests, not citizens. 1 firearm per person; more if it's not a firearm, but customs will raise eyebrows if you have 16 swords per person. Nothing that explodes, and nothing that belongs in a weapons squad. Citizens are obviously exempt from this IC but still nothing that's a heavy weapon.
• No bodyguards. Your people already have firearms. Any bodyguards will be arrested by the Border Regiment upon arrival as mercenaries.
• Refusing to bring weapons of some sort may result in your character being mauled by a bear. Why can I do this, you may ask? Well...

Reference Image/Desc: He looks handsome, with sharp features and a defined jaw. Light blue eyes, light brown hair and a large scar on his right cheek (inflicted by an incident involving a Makarov's slide and spiked ammunition, leading to a current burning hatred of the handgun). He's strong and tall, always with a cocky smile on his face.

Personality wise he is a natural leader of men and an instructor, owing to his current rank of Captain in the Lauzanne Army. He's great at telling tales and has an endless well to rely on, from the infamous Teddy Bear Incident, to his time in Welzat both fighting insurgents and training their armed forces. He's passed survival, marksmanship, anti-armour, K-9 and parachute training as additions to his long list of qualifications, and this could raise the question of why such an individual is here with the Scouts.

He was forced to take a couple of months of R&R given he had faced the Spring War, Black March and Ex FORGE in rapid succession, and he was bored just sitting around the house.

However, he is not alone. During the Black March Conflict, he had obtained a Belgian Malinois dog which he since named Welrod, who rarely goes places without him. She is a fairly average size but that still means she is roughly 25kg of well-trained fur and teeth. Knows lots of tricks and is otherwise friendly.

What is it's relation to the national government?: Direct subset. You should have probably expected this. Broadly under the joint jurisdiction of the Ministries of the Interior, Education and War, but in practice operates as a more-or-less independent entity that only really relies on its superior structures for equipment requisitions and the like. Part scouting organization, part general oversight committee for most public work projects and organizations concerned with "youth", from sports centers to certain subdivisions of school.
What is it's relation to the International Scouting Movement?: Tenuous to nonexistent. The Bureaucracy doesn't tend to mesh with such international structures on any real level, which is also why this delegation consists of only a single person, from a somewhat misinformed regional branch, and is here mostly by mistake.
