The Helvero Conference (Closed/Meillur)

Helvero was a wall city, with massive iron and concrete slabs forty feet height surrounding. It, like most cities and communities in Gosataborg had walked themselves off to protect themselves from the chaos and dangers of conflict, and bandits during the devastating Military Anarchy twenty odd years before. Though peace has been enforced by the command of the Grand Duke, the ways remained. A reminder of the dangers that their country had faced, and a warning of how quickly the rest of the world could fall to such chaos again.

Which was why the Grand Duke, however slowly was working to prevent more chaos. Grand Duke Sakarias and his family, Grand Duchess Mathilde and his son Hereditary Prince Ragnar, along with his Trade Minister Gustavus Carlson and his vassal and cousin, Countess Wilhelmine of Landurnes had come to the western city to meet with a delegation from their western neighbor of Patuania. It marked the first international diplomatic of Gosataborg’s history. Over the last half a century that Gosataborg had formed out of the Marches, it had been either be at war with itself or recovering from war. The last two decades had been a time of armed peace and only now did the Grand Duke even consider looking to the outside world. He had invited Patuania to a conference to discuss their futures as neighbors.

The conference was taking place at Fort Helvero, a concrete block of a building that served as the administrative headquarters for the local city government. The Grand Ducal Family and their administrators waited outside in their ceremonial uniforms and attire for the arrival of the Patuanians.

Patuania was a young nation. Vast and mountainous, it had pulled itself together in the relative comfort of being separated from their neighbors by high mountains and large rivers and the sea. Only their eastern border had any weakness. This weakness it was decided would be best mitigated if an agreement was formed with their eastern neighbors of Gosataborg. So a delegation was sent.

Kanatus II, Paras of Patuania road with his grandmother, Princess Hosa, Clan Mother of the Narikid Clan, in the middle car of the Patuanian motorcade. In the first car was Ambassador Saroq Pensauro along with Rauhapaa Raitis Mikkosauro of Ajikia with his clan mother Kylli Einesauro Aadaid and lastly in the final car was Neuvonantaja Kaspari Maariasauro of Sioratassaur serving as representative for both the Directorate Grand Council and his clan mother.

The journey from Patuania had been long, as the commonwealth had no airfields from which to connect them to the rest of the world. Pair of motorcycles lead the motorcade and brought up the back as they came to a stop. The delegates lined with with one another, for a photo, before Princess Hosa and Paras Kanatus lead the way to meet with the Grand Duke and Grand Duchess of Gosataborg.

Grand Duke Sakarias and Grand Duchess Mathilde smiled as they greeted the arrival of the Patuanian delegation. The Grand Duke, a tall man with dark black hair and equally dark eyes was clear to point out with his signature handle bar mustache. He wore a Gosataborgian armed forces uniform with a red and white sash over his chest. The Grand Duchess, in a mute navy blue dress with a matching sash.

“Welcome to Gosataborg,” said the Grand Duke, “I’m Sakarias, and this is my wife Mathilde. Allow me to introduce my son and heir, Ragnar, my trade minister Gustavus Carlson and Countess Wilhelmine. Shall we go inside? We have much to discuss.”

Paras Kanatus gave the Grand Duke and Grand Duchess a professional smile and shook their hands. Kanutus was a man in his early thirties, with red hair and light brown eyes. He too wore a military uniform, his with a sash of blue and white across his chest, a reminder of his career in the Patuanian Army before his ascended to the Parasate.

“Your Royal Highnesses, it is a pleasure to meet you. I’m Kanatus, Paras of Patuania and on behalf of my nation, it is a great honor to begin these talks.” The Paras gestured to the different members of his delegation introducing them as well. When he was finished he continued, “A partnership between our countries I am sure will serve us both well.”

“In that I believe we are already in agreement” the Grand Duke said. He waved an arm to gesturing to the fortress. He lead the way inside, though he and his wife tried to stay in step with the Paras and his grandmother. “We northern countries have to stick together. As the world finally begins to put itself back together, we have to prepare for the old ambitions to return and made such that we build each other up. For our collective betterment.”

“Nations that build a bit of quid pro quo are bound to look out for one another more so I. The future, something that in our case I believe can be of great use,” said Paras Kanatus. He walked with the Grand Duke and his wife, his grandmother at his side. Princess Hosa was a short woman with a thick head of white hair. The eighty-two year old princess walked with an old wooden cane, her sharp eyes looking around.

“I am sure that our countries have our both our strengths and weaknesses, which can with a bit of cooperation can serve to balance each other out. In affairs of the military and economics.”

“Indeed,” the Grand Duke said as they stepped into the conference room, their names placed in arrangements around the circular table, a way to to show that their two nations were connected to one another, a subtle symbol of cooperation that had been painstakingly selected before the conference had been started.


“It is no secret that there is some imbalances in our two countries. Of course the first topic we should get to is that of our nations’ economies. We, on our end, have been doing our best to advance technology, and recover from the backsliding of the previous decades and I believe that if we work together we can uplift one another.”

“Yes,” the Paras of Patuania said as he took his seat across the from Grand Duke of Gosataborg. “This period of reconstruction and rebuilding has been difficult for our country especially. And when there are so many mouths to feed, often times our community have to prioritize getting food before all else. And such focus on welfare, while important, has proven not to be enough to pull Patuania out of this long standing economic depression.”

“Though we are improving,” added Rauhapaa Raitis. “The Direcorate Grand Council recently passed a new allow opening up land for mining operations. We believe that there may lag a fortune if necessary minerals in the Patuanian Alps. Which could be of great service to our nations with a bit of foreign investment.”

“And Gosataborg’s population is not yet large enough to provide a suitable customer base all on its own,” said the Grand Duke. “I believe that with Gosataborgian kronor, we can aid in the development and modernization of your economy whilst opening up a consumer market for ours. We are proposing a customs union between Gosataborg and Patuania. One that will make it easier for our people to do business in one another’s. We need labor and your labor force holds far more potential than our own, and we have the assets to put them to work.”

“Such a union would be possible, but it would mean Patuania losing some of its economic independence to the new agreement which my people will not be fond of. However we do see the importance of locking together your nation as not only our neighbors to the East but as well as our chief trading partners,” said Paras Kanatus.

“This union would mean the reduction of tariffs between our nations, which for our government,” said Rauhapaa Raitis, would mean a sharp decline in profits made off of import tax on Gosataborgian goods. Which for us, will result in a net loss long before it begins to even out. If we are to form this union, we want control over the external tariff sets for nations outside of the union.”

Minister Carlsson nodded his head but internally winched. He had been afraid of that. Carlsson had done his research. The Patuanian economy was struggling, while the Gosataborgian one was, if minuscule, was still strong. He had hoped to leverage that in order to all but dictate terms to the Patuanians. But they couldn’t simply do that now.

“We, said Rauhapaa Raitis, “did some calculations and determined that if we lower the tariffs reciprocally between Patuania and Gosataborg from 8.59% to 2.59% over the course of six years, then we should raise our joint external tariffs to a standard 24.8% over that same time period in order to not only balance the budget but also make a profit and encouraging domestic production in Patuania and Gosataborg alike.”

Minister Carlsson nearly choked as he heard the number. A near quarter percentage for tariffs on importing goods. It would make anything not produced in Patuania or Gosataborg abhorrently expensive, especially for the average citizen.

“That seems a bit extreme. At that rate things like mangoes, papayas and soybeans will become luxury goods. People in the cities will be up in arms over such goods becoming all but unavailable to them.”

“Perhaps, but it will encourage our people’s to buy locally and will further solidify a sense of cultural unity by excluding foreign foods, textiles and other manufactured or produce goods allow for our own industrial sectors to improve as they will be given, in effect a captive consumer market for our cultivation. Our countries are in the process of building ourselves up, and if we try to do so on our own, we will fail. However, if we do so together as each other’s support we could make ourselves largely non-reliant on the wider fluctuations of the continental trading system,” Rauhapaa Raitis said.

“That may be,” said Grand Duke Sakarias, “but that will also make us a dual lame dock on that same continental market. We need things like pharmaceuticals and their subsidiary goods and if we hack up the price of such things, even if we poor investment into creation our own domestic supply, it will take twice as long to produce medicine half as good and in the meantime, people will die because they won’t be able to afford the things that may save their lives because we won’t be able to afford it.”

Rauhapaa Raitis exchanged looks with his clan mother. The Grand Duke did make a good point in that regard. But the way they saw it, that was a smaller price to pay for them than it was for the Gosataborgians. But diplomacy was all about compromise.

“Perhaps we can come up with a list of foreign imports that are exempt.”

“Perhaps exemptions to the tariff increase can be apply to all medicinal and pharmaceutical products that we must import as well as basic food stuff such as grain and soybeans,” suggested Ragnar, the Hereditary Prince. The Grand Duke looked at his son and smiled approvingly.

“Indeed. If they are applied to just the essential things, then the rise in tariffs will kick start more domestic growth without hurting the wallets of our more far a field importers.”

Paras Kanatus nodded with a smile at the Hereditary Prince of Gosataborg, grateful to find someone his age in the room. The Paras was aware that he was a relatively young ruler, though his research in the leaders of the continent had left him in the information that he was the penultimate youngest of the world leaders, a fact that contrasted greatly against the previous parasi in the commonwealth. While he was not the youngest paras to be elected to the throne, that title belonged to a distant relative, Narik who'd been just 18 when he'd been hastely elected after the assassination of his predecessor, he was still one of the youngest. Most parasi had been well into their seventies when they took command, but of course, the short reigns that followed that format had been in fact the reason Kanatus II had been selected so that he may give the commonwealth a long reign of stability.

"That sounds like a reasonable compromise."

Prince Ragnar returned the Paras of Patuania's nod and a sly smile with those mirrored with his own head and on his own face. Ragnar, but a few years younger than the foreign sovereign, though the only son of the dark grand duke, was the virtual spitting image of his blond mother along with her light bright brown eyes, and handsome features. Ragnar, unlike his father, had been raised in a period of, if not peace and prosperity, stability and security. A fact that left his father, raised on the chaos and dangers of the Military Anarchy, fearing his son too soft for ruling. It had been for that precise reason that he'd brought him along, to break with the heir's coddled lifestyle- as he saw it- and watch how one ruled.

"Then let us move on to the issue of non-tariff barriers how we can eliminate them. We wish to propose the forming of a single Custom Union Committee that has both Gosataborgian and Patuanian sitting members in order to issue licenses, set export subsidies and other such miscellaneous things that might hinder trade integration between our two nations," said Minister Carlsson.

Paras Kanatus let his eyes flit over Ragnar while Rauhapaa Raitis once again took the lead for the Patuanian side of the conversation. The member of the Directorate Grand Council was enjoying how well things were going this far.

Neuvonantaja Kaspari scoffed at that comment from the Gosataborgian trade minister. He had been expecting something like that. The neuvonantaja had been warned that the Gosataborgians would, with their stronger economy working at their advantage would try to take advantage of Patuania. Neuvonantaja Kaspari would not have it.

“If one wished to be fair,” said the neuvonantaja, “Patuania has five million more people than Gosataborg, meaning that what, over seventy percent of the people that this deal will be effecting will be our citizens. So if we are allocating, shouldn’t it be representative of the populace?”

Her jet kick had, so similar to her cousin, the grand duke’s was pulled up into a high bun. Her mixed matched eyes, one gold like her royal cousins, and the others emerald green, glared at the Patuanian neuvonantaja. “That would give your nation a unfair about of weight in matters.”

“One would imagine that when we are trying to build up a union for the economic benefit of both our nations, we would want to have the most qualified of personnel chairing the directions and decisions of that union, fit the greater good as opposed to individual interest.” Said Mining Carlsson.
