No, actually, it's not.

You cannot force people to RP with you. You are not "going to war" or "having a conference" or doing anything with anyone who has not consented to writing such a story with you. The people you are targeting have made it clear that they have no intention in participating in this game, so any further attempt by you to continue such a game without their permission will constitute harassment. RP is not your "punishment" to wield against other players who have slighted you.
