The Tsardom of Alaska Consul to the Monarchical Cooperation Alliance, ms Zhernakova Konstantinova would have watched from the small windows of the Piper PA-42 Cheyenne private propeller airplane with nagging anticipation as the huge, asphalt runways of the Ciudad de Roma international airport sprawled down below.
Ms Konstantinova had had a successful life, no less helped by how well off her and her family are in terms of cash... She had experienced both the brutal heat that can absorb Arizona's Grand Canyon back when she still lived with her Father and Mother in Glendale, and the bone-chilling Winter Months of the Tsardom of Alaska. She had spent much time in many different parts of the world, for that matter, and eventually she had called the Italian Capital City of Rome as a second home for quite some time, serving as an Honorary Ambassador to San Marino within Rome, the first Alyaski diplomatic mission ever sent to the small, yet ancient and beautiful Italian microstate.

The nature of San Marino and their presence on the International Scale had ensured that Zhernakova had perhaps some of her most restful years within the Italian capital city, to the point that with low hours on her planned schedules, it proved to be more of a long, drawn - out Holiday than an actual job.
She has had the pleasure of seeing almost everything about the Republic of Italy, from the Alpine Mountains to Sicily. Not to mention San Marino itself, of course. In her time, she had not only learnt to fully perfect her Italian, even to the point of being able to convincingly mimic a common Italian accent, but had even learnt Latin to a conversational standard, mostly naturally...

But now, as the landing gear of the propeller plane could be audibly switched on, and the wheels extending below the craft, ms Konstantinova would have to accept that her years of comfort would be over... This Monarchical Cooperation Alliance would be the first alliance that Tsarstvo Alyaski had been invited to become a part of in seven whole decades, and as if that wasn't pressure enough, Zhernakova would be the only Alyaskiri representative there.
She is excited for it all, sure... But, she can't help but be anxious as well, apprehensive to her skills to do the best for Tsarstvo Alyaski.
But, there would be no turning back... And even if she could, she would not... To serve Alaska in such an instrumental way is what she always wished for, and whilst this 'Romextly' spoke the Italian language, perhaps also enough Latin to boot, the place would be completely foreign... This is both something to be apprehensive for, and greatly excited for.


On board the Piper PA-42 Cheyenne, with exception to the Pilot and Co-Pilot of course would be three Alyaskiri Security Guard, personally assigned to protect Zhernakova Konstantinova with their K.O 2017 Carbine Rifles and 'Khinzal' sidearms... In addition, in case it is needed, a personal translator, who knows Inuit Native American, French and German off by heart, alongside his native Russian and access to translation material at the earliest notice for many more languages.
Zhernakova would not be worried about the Chauffeur, and his assigned Hyundai Ioniq Electric... For the Home Country had confirmed that he would be following over to Ciudad de Roma in an Cargo Plane, with the aforementioned vehicle, and many boxes of supplies, amenities and personal Memoirs that Zhernakova had asked for.


The wait would finally be over... With the very slight whiplash of the Plane and it's extended wheels colliding with the Asphalt of the runway, they had hit ground after many hours of flying.
Within only minutes, the Piper PA-42 Cheyenne airplane had been directed to a parking space... All that would be needed is permission from the Romextlians for the Alyaskiri Consul and her Entourage to step outside the plane via it's now open door, and Zhernakova's shoes would finally hit Romextly Soil...

It was truly exciting!..

As the rest of the Delegates were doing their thing, in the far distance of the Headquarters. A single vehicle arrived to the grounds of the HQ from its rather long yet calm journey. A luxury sedan hailing from the Prussian Democratic Colonial Commonwealth's Mercedes-Benz Company sped down the pathway and down to the nearby Parking lot unto where it can safely disembark its lone passenger.

Ambassador Turku Miatta stepped out from the Vehicle, slightly winded by her long journey. She admired the scene of the Headquarters before eventually composing herself.

"Alright..let's do this.." She straightened up her Double Breasted Coat decorated with a Yellow Sash (Signifying her Position as Ambassador) and headed to the interior of the Building.

At the air control tower, a man speaking with a slight northern accent, possibly russian accent, asked the air control that they carried a represenative. The man in charge looked at a man in a dark suit who nodded. The man then said.
"You have permission to land. You may use the Gate with the markings of the foreign ministry. Our Foreign Minister will meet you there.

Meanwhile, in the gate waiting room
Cicero Latuini sat patiently, newspaper in his left hand and a small golf pencil colored black in his right. He currently was solving a crossword puzzle on the page, while also frequently looking up to see if the delegation has arrived yet. There were 4 other men in the waiting room, all of whom he knew carried pistols with high capacities, as they were Hawks. One of them was on his phone, breaking the rule, ut Latuini was lax on his guards. After al, it had to be a stressful job, protecting the foreign minister with tensions with an alliance beginning to rise. The other three were on guard with one guarding the exit/entrance door, another guarding the bathroom, and another eating pretzels.

Latuini then returned his attention to the crossword, as he was attempting to go for a 7 letter word, which had stumped him since the beginning; he had already finished the rest of crossword puzzle. He had been waiting in this room for an hour and was still not ruffled. He knew it was a journey to go to the new headquarters of this new alliance created by Romextly, a monarchical one. But the drive back would certainly be comfortable, as the armored SUV did have a mini-fridge. He now returned to trying to find the word, silently cursing the evasive word.

The Tsarstvo Alyaski consul, Zhernakova Konstantinova, and her delegation of Security Detail, and a potentially helpful Personal Translator would have one by one jumped from the open door of the Cheyenne Private Plane. Ms Konstantinova would have found herself somewhat surprised when, instead of an official delegation meeting with them outside, but instead they found rather normal looking Ciudad de Roma International Airport Security Guards waiting for them

One of them would quickly jump to offer to escort the Alyaskiri delegation, whilst the others would offer their greetings, along the lines of:

I am personally, somewhat surprised that an official delegation from Romextly could not show up to meet with us... It is hardly fair on you, as Security detail simply doing their jobs, am I correct? (*Slight chuckle*) I am sure that they have their reasons.

And on that note, what would it take to meet with a Romextlian Delegation? Without some guide, I feel as if I would have no way to navigate to the Headquarters, within this sprawling city!"

"You can speak Italian, ms Konstantinova? Well, thanks for making me aware of it, I now know that I won't be able to keep secrets around you.
I will escort you and your Entourage to Cicero Latuini, the delegate whom will show you on your way to the headquarters of the Monarchical Cooperation Alliance, should you allow it?"

With only a simple nod and a smile, Zhernakova Konstantinova would have made it obvious to the guard that he is to do so... With a reciprocating nod, the Romextlian Security would begin to show the Alyaskiris through the Airport's terminal towards where mr Latuini would wait for them...

16 : 10 hours, Ciudad de Roma, Romextly

With a slow walk and some conversation, mostly of Zhernakova and her entourage commenting on how enthralled they are about the climate of Ciudad de Roma, either out of politeness or perhaps even genuine interest, the Alyaskiri would walk into the central Admissions room, where the Romextlian delegation would be waiting.
Mr Latuini seemed disinterested in the whole ordeal, having his feet propped up against some table from his seat on an Airport seat, pen in one hand attempting to solve some sort of challenge on a newspaper.

It seems that the man would have been caught off guard when the Security Personnel had exclaimed out loud:

With a quick advance to the Romextlian delegate, Cicero Latuini with the rest of the Alyaskiri entourage waiting back, Zhernakova would raise her hand, offering the man a handshake once within around a metre away from mr Latuini, in addition saying:

I would like to sincerely put an proposal on the table that we develop aircraft and missiles defense programs, and our own WMD program. I have many reasoning with these military advancements and hopefully you vote in favor of my proposal.
First, Their has been many wars and conflicts including tensions among organizations these days, and I fear that these may spoil in to MCA and forcibly make us join the conflict that we want to maintain at Peace and expand of Monarchy Alliance. Second of all, these defenses can really be effective once we declare war or is declared war by someone.
Also For the WMD programs, they are used as a deterrent and weapons of last resort because their are simply war crimes if you use them regularly. For Example, if we nuke an nation, if it hits it is bound to do a lot of damage no matter what it hit and where did it land. Also Bio-Weapons that Can be easily launched and feared such as Ebola or Anthrax may give us a spot on the most powerful and feared organizations. Also Chemical Weapons such as mustard gas make a good and cheap weapon to give the best edge ever.

"During our war of independence bio agents and nerve agents were detected in our underground dwellings and we had to enable countermeasures and anadotes to our civilians. A couple thousand civil and died. It was also probable nuclear weapons were also used against us because we found radioactive material amoung the wreckage of the ballistic missiles that our missle defense systems shot down. A number of defence mountains was also cut off of communication and later on in thé war we found the whole mountain was a crater and small spike of radiation slightly above normal background radiation.
The problem was that we presented these findings to the International Criminal court. They dissmissed them off hand as usual munitions and not a war crime and any of our claims as invalid and unprovable."

“ all beautiful and good point and the only and reasonable reason is because they cause fear and mayhem. First of all, you don’t even have to launch it to cause fear which can give your regime / nation an advantage when it comes to war. Since Fake and Conspiracy theories including propaganda is evident and useful, fear of a Biological Agent being launched into the nation can discourage the enemy fighters, tore apart patriotism and brave soldiers, and just give us an advantage.
