This roleplay is for members of THE WESTERN ISLES ONLY. If you are not on the map, you cannot participate in this roleplay. However, if you are about to come onto the map feel free to speak up in the OOC thread (this one) but please stay out of the IC thread until you become a member.


Intro


“Sit tight wake… it will all be over soon”

A front is coming - a low pressure system which has drenched Westmoor and now bears on some of the most empoverished places in The Western Isles. The three nations which form the Wake Islands all have their own struggles and achievements, yet the one day they will no longer be able to forget is the day when the rains came. Floods, destructive winds and storm surges bear upon nations barely able to hold themselves up on the best of days. Now the three nations look for support, for help and ultimately for partners and allies whom they can rely on for the years to come.

Will they recover? Will they find stability through the support of much larger nations? Or will they simply be exploited and used as proxies as a part of a wider geopolitical game that plays out across The Western Isles? How will the people truly cope on the ground with a disaster many of them have ever seen anything similar to before?

That is what this roleplay is about. On the ground stories of interactions between foreign emergency responders and everyday Wakeites. Further, it will follow the three leaders of the nations who are looking to them for leadership and for a helping hand out of this crisis. It will also briefly cover the actual disaster itself and posts documenting the immediate responses from people involved.

At the moment, here’s how I see the roleplay going. Any suggestions, ideas or ways in which the storyline could move forward or spin off into other things let me know.



Plotline
    Stage I - The Disaster
  • Three posts will be coming out - one from Roendavar and two from me. These will follow the leaders of the Wake Islands as they experience the full fury of the front. Any expats or citizens living in Wake Islands from your nation - this'd be the time to introduce them too...

    Stage II - Immediate Response
  • I can see at this point foreign emergency organisations landing (primarily in Sud and Norregan for reasons I’ll say later) and surveying the damage before working out their more long term plans for aiding in the recovery and getting the islands back up on their feet.
  • Roendavar raised this with me before, but just after this stage we could have leaders come in to raise awareness of the plight of Wakeites.
  • Atolla will be very much off limits during this Part. The damage is worst there and the President will end up pleading with aid agencies to stay away or at least limit their travel there in the immediate future. Despite this, a small elite and specialist cyclone recovery unit from Keverai will go into Atolla and first hand (this’ll be an RP post) describe the damage and report back to the agencies at Sud

    Stage III - The Long Haul
  • this is where I can see posts slowing up a bit. This is where i imagine we can go more into depth with character stories and also how on an everyday level larger nations involved in the aid program will inevitably influence the people they are trying to help - and the government more broadly. Depending on frequency and amount of posts, somewhere within this stage the RP may transition to go to the citizens thread. Not entirely sure yet


What I’m thinking
  • First of all, if you have any ideas or suggestions please comment on this OOC thread. There’s a lot of scope in this RP and I’m looking forward to a lot of that being utilised well.

I’ve got no timeframes on any of these stages at the moment. I imagine immediate response will be a week or two though and the latter two stages are a bit more fluid.

What has been said in telegrams in the lead-up to this roleplay
  • Serpens Land - I can send my navy in to help with disaster relief. I'll probably concentrate my efforts around the Kingdom of Norregan.
  • Domanania - But as we back Norregan, we could Enact MEDA (Military Emergency Disaster Act) and Deploy the 2nd Army Reserve Engineers Brigade to help rebuild infrastructure. I can also deploy the Dontésá with a destroyer escort for further relief. The destroyer is just there to accompany the larger, more valuable ship. The ships could make weekly trips for the first month, and then making a trip twice a month for two months before ceasing operations. Leaving the engineers to continue work for anywhere up to 4-6 months before bringing in private contractors.I think there is also some potential for some tensions if other parties try to supply aid to multiple parties.
  • Ioudaia - That said, Ioudaia would send aid. I just have to figure out what sort of aid.
  • Martenyika - I'm basically interested, just not sure yet what kind of aid Martenyika would give and how much.
  • The United Partitions - I'm interested, we can send some nun missionaries to help with disaster relief (and possibly spread faith)
  • Roendavar - Roendavar will send aid to Norregan and that could be a connection to my planned Isles Development Fund thing I need to do the dispatch for. As for the entirety of the Wake Islands, Roendavar might send an important person, most likely Cirasephona, just to show some international compassion and cooperation and to raise "awareness" on the disaster. Amplify it in a way. Turn this into a whole Haiti Earthquake scenario but with the impoverished nations of the Wake Islands type thing. Good for Roendavareil and League posturing.
  • The Tsunterlands - (read below)
  • Westmoor Isles - I'd love to do some character posts, especially with how complex the situation is for Westmoor. With it being a smaller team from Westmoor I think there's a lot to work with when interacting with any larger organizations in the Wake Isles. Let me know what you have in mind, you can definitely count me in on this.

I'm interested. In New Jacobland, we have a Foreign Disaster Department that could be interesting to use. New Jacobland is currently in control of the Nationalist Party, and they are a fan of increasing New Jacobland's soft power and influence abroad. This unit will be used politically by Saxman to advance New Jacobland's interests in the North Mesder area. The other thing I was planning to add was a small expat community in the Wake Islands, posibly with connections to the New Jacobland embassy (assuming we have one there.). This would add another dimension to my side, as Saxman would need to get the expats to safety, but cannot come off as selfish by refusing care to native Wake Islanders. That side could have some interesting things happen.

Here to tag my interest. I'm probably going to be getting involved in stage III. As i mentioned in my tg I'm interest in the concept of having a criminal organisation coming to the Wake Islands in the form of a Tsunter aid organisation and then getting up to various nefarious activities playing off the desperation of the people.

Historically a pirate utopia. We have beautiful coasts, mountains, jungles and less beautiful feuding clans.

Solaryia would probably support Sud and Atolla later on once that came into play. The Foreign Ministry would give aid to support the populace such as food, electric generators, etc. A bit after in late phase II or phase III, they’d most likely be interested in setting up certain trade deals, and even military type deals with the two states in order to have a small base in the north of the continent. (Like the Solaryi’s would hypothetically ask for a small plot of land later on in order to help Sud or Atoll better.) They would also seek to limit nations outside of Raedlon from gaining too much influence in the continent, and try to undermine their influence on the down low.
In addition they’d obviously support their ally in the ROS, Nhoor, if they required it (although I’m not sure how badly they’d be affected if at all, gotta wait for him to reply).

As I mentioned in the telegrams, Serpens Land will be primarily helping Norrigan. Particularly through the form of disaster relief by sending our navy in to treat and evacuate survivors. In the long run, the Serpens Land government will sponsor infrastructure projects on the island.

For the most part, as mentioned in the Bold Territories Thread, Doraltic interests in the Wake Islands in general is focused mostly on just Sud and Atolla as they are connected with Dormill and Stiura's allies or potential partners within Raedlon. To that extent, any aid given by both public and private interests in Dormill and Stiura will be focused on these two islands plus the affected areas in any surrounding nations. Beyond that though, Dormill and Stiura has neither the resources or the interest to invest heavily into the recovery efforts, nor would it feel any particular need to send out high-level personnel out there either. While the Bureau might have some special interests to start getting integrated with the situation in the Wakes, I'd rather not make that the focus of this RP.

Now from me personally, there is an idea I'd like to take a crack at. Rather than playing as anyone from Dormill and Stiura, I'd want to play as a Wakeite, just a regular civilian caught in the middle of this disaster and watching how the rest of the Isles responds. Though since Atolla is off limits for now, that leaves me with either Norregan or Sud to find come up with someone.

Outside of official Martenyikan aid (which would be fairly limited compared to most nations no doubt) I'm thinking about involving Serval Solutions Group as humanitarian aid is part of their repertoire, obviously amongst other services which may be useful depending how things go in the disaster zone.

Still thinking out a few other potential ideas. Martenyika's official/governmental involvement would probably be limited in any case.

Hello! Roendavar here! Just as I've discussed with Ainslie and through telegrams, I would be taking over Norregan most of the time and would control it along with Roendavar.

AS ROENDAVAR

Roendavar, through the recent years, have aimed to project its influence in TWI. We cannot outgun anyone but we've consistently been at the forefront of funding projects and programs as well as diplomatic events throughout the region. Norregan and Atolla would be our priority since the former is a monarchy and the latter is one of the poorest areas in the Western Isles. Right now, our priority is Norregan but we'll still pay attention to Atolla, albeit the bare minimum. If I were to post ICly as Roendavar, I would play as a Roendavareil agent coordinating with the government of Norregan and, in part, the other governments of the Wake Islands, for funding and help in the current disaster.

AS NORREGAN

Norregan was originally written as isolationist and quite wary of outsiders that they don't already have close ties with. They tend to choose carefully and will not open itself immediately to foreigners even if they would arrive would huge amounts of funding. The Queen herself is seen as insane, but most of what she has done is for the good of Norregan as a whole. Imagine an overly-protective mother. In terms of ties, Serpens Land and Roendavar would be the ones they would welcome at the outset. Dormill and Stiura is a republic though and Norregan is still wary of the events in Atolla that overthrew their monarchy through a revolution. Slowly throughout the story, Norregan would soon see itself open up in order to catch up. The effects of that, however, are yet to be seen.

AS THE LEAGUE (partly)

I've also had a passing mention that the League might take an interest in the Wake Islands. While it cannot involve itself directly, the League concerns itself with the issues and crises throughout the Western Isles. SG Cirasephona might either go there personally or make a statement in the League with the intent to try and put the Wake Islands in the spotlight for now, hopefully turning it into an international concern and, in a way, "sensation".

Ex-pat community could work, would you be planning these people to be on Sud? Also, is that where your embassy would be too? It'd be interesting to see a rapid evacuation effort immediately before and after the weather system coming through... that's not something I had thought of but it could add a really good dimension to the roleplay - also that PR nightmare could make some fun stuff come up.

Yes - I want to take the opportunity to clarify what's going on in Atolla. The damage there will be far worse and it is necessary for me to do some additional things to establish the setting for people going into Atolla. Free to go into Sud from day one though. And yes, trade deals (And potentially) military base could work pretty well - it'd be interesting to see how Wakeite labour may be used in the wake of this natural disaster. And yes, this kind of intrigue seems very much in the core for the kind of stuff that could quite readily happen in this roleplay.

Feel free to - you could always have two people... one that immediately becomes written about in norregan or sud, then a guy who you write a bit more about later who comes from atolla.

That's the PMC isn't it? If so, that could add a private vs public sector kind of dimension to wake that hasn't really been explored.

Yeah I was potentially thinking the SG may go and tour sud and norregan when it becomes safe, then deliver some big grand speech at the league after returning. In the meantime in the league, you could RP as the deputy SG. Could do the classic raising awareness thing - could amount to a resolution or may not - that's not really important in the grand scheme of things i'd say.

Domanania would be doing a lot of the same, but also helping to rebuild any housing in the long run.

Here's basically what I'd figured I'd contribute:

Despite the Westmoor Isles also experiencing a similar crisis, the government sends out a small group of paramedics in an attempt to appear stronger and more stable than they really are. This doesn't really fool anyone in the paramedic team or Westmoor in general and half chooses to remain home to help people in need during the floods in Westmoor. I'd figured that since it'd be a rather small team they would probably travel to Wake with other, larger response efforts and would aid them wherever they deploy. As for in character posts, I'd (unsurprisingly) want to write a bit as the paramedics since there would be some interesting conflicts of interest because they're helping people in Wake while there are countless people who need help back home in Westmoor.

Finally here!

Ioudaia can manage a very rapid initial response. With aerial refuelling, we can send in situation evaluation teams in Kingfishers, which are totally not lightly-modified Ospreys. :P The initial teams will be a mix of military engineers and civilian disaster response people.

In the slightly longer term, Ioudaia would emphasize getting ports and airports working again, so that aid can be brought in. This is completely unrelated to scoping out the facilities for potential future military use, should the local governments prove amenable. That seems like a largely civilian operation, a mix of private companies being paid by the government and the Hand of Mercy, a religious charity. After that, the Hand of Mercy would assist with rebuilding housing, schools, hospitals, and other facilities lots of people use.

The in-character thread has now been set up, with introductory posts out of Atolla and Sud now posted. Norregan should be uploaded quite shortly. Over the next week or so depending on the take-up, we'll pause the storyline of the roleplay around the dates of 22-24th of April so we can do some writing about it without worrying about the normal passage of time. Now's the time to introduce characters directly impacted by the front and post immediate reactions from your leaders and governments to the unfolding disaster coming over the Wake Islands.

Very interesting. Perhaps I could join in by having a 90 year old former war veteran raise money for aid? Sort of something like what Tom Moore did.

Put a post out. It serves mainly introduce my character and why the Tsunterlands is getting involved.

The Tsunterlands is a colloquial name. The formal name is the Cooperative Tsunter Republic (CTR)

Historically a pirate utopia. We have beautiful coasts, mountains, jungles and less beautiful feuding clans.

Two things.

1. Through the Keverai account I've just briefly showed that ten people have landed in Atolla despite the Atollan President's insistence that they do not come until he says. The next IC post will be a continuation of that story arc i've formed (Examining the damage on atolla) which will finish in the post after the next post. That post will finish with a soccer field being cleared and safe for helicopters to land in Atolla. In about 2 keverai posts time you'll be able to drop aid into Atolla via helicopter if you want to. As for Sud and Norregan, both airports are operational as of 48h after the front has passed through (so any time from the 25th of April is fine for that).

So currently:
Atolla - out of action still for a bit. Will be open to helicopters reasonably soon though depending on how fast or slow the storyline goes along from here.
Norregan - airstrip is open and good to go
Sud - airstrip is open and good to go, a small but expanding camp for emergency workers has started up there.

2. That brings me to a question about pacing - as for those that are aiding Norregan and Sud, have all of you posted the immediate IC stuff you wanted to write to bring your people into those islands? Especially Martenyika - i've noticed that you set up the potential for aid but haven't actually sent it as per se. Of course, you don't need to necessarily write an IC post about it but if you are it'd be really good to know before the storyline begins to catch up with the modern day more quickly.

In a week probably, my aim is to get us up to the real life day with posts but of course I'm happy to allow backdated posts and stuff like that.

So, are there any introductory IC posts which have not been posted yet?

Im still working on mine. It's taking me longer than expected to get it out. I should have it by the end of the week, along with a news post to back it up.

Yep sounds good thanks for letting me know. I’ve been having a similar situation with the posts too, this Keverai one has definitely been behind schedule. I’m hoping over the coming days I’ll be able to catch up and begin being able to write posts ahead of time.

I have a news post article detailing the aid I'm sending ready to go. Just need to design a banner but it should go out today or tomorrow.

Would it be ok if a state agent were to travel with my foreign workers to basically try a set up worker cooperatives (gotta spread that ideology) and other pro tsunter/cooperatist political organisations?
