World Hit Festival 58 - Le Havre, Normandy & Picardy | OOC

Welcome to Normandy & Picardy again!

Firstly I would like to congratulate Normandy & Picardy and Alys Montgolfier for winning the 57th World Hit Festival, after winning on home soil - twice in a row after a long time waiting. Alys won with the song, "J'imaginais" with 37 points. Well done for a successful hosting as well.

The show must go on! SRNP decided that they would like to host the upcoming World Hit Festival once again, this time opting for Le Havre. We wish Normandy and Picardy the best oof luck hosting.

What is the World Hit Festival?
The World Hit Festival (WHF) is a multiversal song competition. Each nation shall enter 1 song and 1 artist, and it shall be 'performed' via roleplay. Most nations tend to use a real-life tune as a musical backing, but every entry submitted to the World Hit Festival is required to have original lyrics (ie. if you submit a tune, you must re-write the lyrics), so this does mean that instrumental entries are blocked from entering the contest.

WHF operates with three threads, the OOC, Draft, and IC threads. The one you are seeing now is the OOC/Sign-ups thread, the main place for you to discuss the contest, reveal your entrant, etc. All OOC chatter goes here. The Draft Thread, opened by the host, is the second thread opened up during a WHF contest, and this draft thread is where nations will post and work on their entries until a deadline determined by the host. The IC thread, also opened by the host is the third and final thread attached to a WHF, and it is where the host will transfer your entries.

The World Hit Festival has had a very long history in NationStates, and a thread by the second overseer (Euskirribakondara) has been created to compile this long history. Below you can find the rules of the 58th World Hit Festival!

Rules and Regulations...
ENTRIES
  1. For an entry to be accepted, must have at least a tune and a complete set of lyrics. Incomplete, inappropriate or disorganised/unclear entries will not be accepted at the discretion of the host and the Overseer.
  2. Reserved RL Tunes Nations must not send a reserved tune from this list. Songs that have been reserved are those that have placed in the quintile of any participating Festival, including Junior World Hit Festival. Songs that do not place in the top quintile are reserved for a year from the IC date of the Festival. You can find all information, and more, by browsing that link. The Overseer will be responsible for checking tunes, with the host double-checking before transferring the entry to the IC.
  3. All or at least most of the written lyrics must be original. Should any user spot any concerns, don't hesitate to let the overseer or current host know.
  4. In order for Semi Finals to be initiated, there must be enough nations for there to be 13 nations per Semi Final. The number of participants before Semi Finals are initiated will be dependent on circumstances.
  5. The maximum amount of nations that can participate without more than one automatic qualifier (ie the host) is 18 nations per Semi-Final. Once this number has been broken, the top 6 (including the host) will automatically qualify to reduce 18 nations to 15 in each Semi.*1

CONTEST
  1. A nation is allowed to submit 2 puppets maximum to the contest, meaning that a user can be controlled at most 3 nations in the contest.
  2. Users must send a full ranking of all nations on the IC Thread to the host of the competition when the voting opens. If users usually split their rankings across multiple participating nations (master and at least one puppet), they are free to provide only one ranking - provided it directly aligns with how many points given out across the user's participating nations. Otherwise, the user must send a ranking per participating nation they own. Rankings should not be displayed by any given user until after the Festival has been completed.
  3. The nation ranked first will receive 5 points, the nation ranked second will receive 4 points etc. Nations ranked 6th or below will not receive any points.
  4. When participating with multiple nations, users can only give themselves 8 points maximum. Votes will not be accepted if users give themselves, through any of their nations, more than 8 points.
  5. In the event of a tie, the countback system goes as follows: Amount of nations - 5 - 4 - 3 - 2 - 1 - 6th places, 7th places etc.

HOSTING
  1. The winner of the competition will automatically be given the right to host the competition. The winner will have 72 hours (maximum) to announce their interest in hosting the Festival to the Overseer.
  2. The host can reveal they will host the World Hit Festival after talks with the Overseer on when to do this. It will still officially be announced on the WHF Network.
  3. If within the first 72 hours, the host either doesn't announce their interest in hosting the proceeding contest or declines hosting rights, the nation who came 2nd will be asked and so on until it reaches the Overseer. The Overseer can give hosting responsibilities to a user placed below them if they are willing to host.
  4. If the host abandons their host duties, the World Hit Overseer will be responsible for what left needs to be done.
  5. We would like to ensure all World Hit Festival hosts can host the competition to the best of their ability. If you have any concerns about hosting if given the opportunity to, don't hesitate to speak to the World Hit Overseer.

faites des vagues au havre | make waves in le havre

SRNP is proud to welcome you to Le Havre (Lé Hâvre in Normand), "La Porte de Normandie" (The Gateway to Normandy), for the 58th World Hit Festival. Home to one of the largest ports in Europe, Le Havre, whose name literally means "The Harbour", is the largest city in the two Republics in terms of its immediate city boundaries (Rouen's metropolitan area is larger) and a major centre of the arts, and so its hosting of the contest is, perhaps, long overdue. Further, its nature as a port city helps to make it a real mixing pot. Alongside all the goods that enter in and leave through the port, it also welcomes people and ideas, and it has always been open to embracing new ideas. Indeed, this is reflected in the modern history of the city as much as its founding in the 1500s as a purpose built port at the mouth of the Seine; following the Second World War, during which much of the centre was completely destroyed, the modern city emerged in a modernist design by Auguste Perret (whose work you've already seen in Amiens, but which was given free rein here in Le Havre) which has, in fact, been recognised as a World Heritage Site due to its importance. Indeed, it is in many ways Perret's design and its legacy that helps to give Le Havre much of its character. And, that creative spirit is not just found in the architecture, speaking of which...

The logo! Yes, the logo is designed by the same designer employed by SRNP for the logo for last contest, the Amiens based Julienne Louissaine, alongside a local Le Havre based collective, Dessin2020, set up 11 years ago by the municipal council to promote art and design in the city; they are also responsible for the theme of this contest, "Make Waves". The design is in part influenced by the present of MuMa, or the Museum of Modern Art André Malraux, which is located in the city. It is home to an exceptionally large collection of painting by impressionist artists from Normandy and Picardy, and France, especially works by Claude Monet, Honfleur-native Eugene Boudin (Honfleur being just across the mouth of the Seine from Le Havre), and Paul Gaugin. It is of course also influenced by the sea and the waves, as reflected in the theme too, and to which Le Havre is intimately linked. The logo, of which there are a host of different version which will appear over the course of the shows and in the different promotional materials (the version you see at the top of this page being the default), is thus designed by the mixing of paints together alongside the mixing of the waves, and the mixing of ideas. It thus draws on this artistic legacy, the legacy of the Normand coast which called so many artists to the mouth of the Seine and Normandy more generally and to which Le Havre is so closely connected, but also brings in many of the ideas already suggested; the mixing of ideas, influences and especially people is also key to the vision of this contest alongisde, of course, the mixture of countries and of music that the World Hit Festival represents. It is an invitation to come and Make Waves of all sorts with us.

The visual and indeed wider identity of this contest as envisoned by the team here at SRNP can be found in the postcard design, which is why we have chosen to centre it here. The above designed is a theoretical design based on the Normand entry from last contest, "J'imaginais" by Alys Montgolfier, and helps shows what we have planned. Whereas the postcards last contest focused on various locations around Normandy and Picardy, introducing the world to our culture, we now want to use the contest as a way to showcase each of the competing nations, especially as regards connections and the crossing of boundaries, themes that are a key part of the wider framework of this festival. As such, we have asked each delegation to send us footage based on a national landmark, landscape, art work, or other similar feature that represents the themes of togetherness, interconnectivity and building bridges between people. The above postcard takes that very literally in the form of an actual bridge, the Pont de Normandie which crosses the Seine between Le Havre and Honfleur. You will notice that, for one, this image has been colourised in blue, which is one of the colours of the Normand flag; this will be the same for each country, with one of the main colours of their respective flag, another being used for the "chanson" and "interprete" text as above. The colours of their flags will also be used to create a unique "paint mix" design like that of the logo, bits of which will then be overlaid onto the design as you can see. These might not necessarily be the same colours, as ultimately aesthetics take precedent; see the example in the spoiler below, which uses Polkopia's entry from last contest as an example (for which the Pont was actually an example). Alongside this, like last contest, there will be a musical element, but rather than celebrating the heritage of Normand music, we will use it as an opportunity to show off the best of current Normand talent, especially those from around Le Havre.

le lieu d'acceuil | the host venue

The festival this time round will be held in the Stade Océane, the name very much drawing on the deep links between Le Havre and the sea, and is situated to the east of the city centre in the area known as Graville, well connected by road (on the Boulevard de Léningrad) and by excellent urban public transport systems in the city; whilst the tramway has not yet been built to connect it to the rest of the wider network, there are regular bus services, including a special service that will be put in place for people travelling for the contest. The stadium, located close to the industrial areas of the city as shown above, and part of attempts to regenerate the south of the city as has been done successfully elsewhere, is home to the local football side, Le Havre AC, and is very much a football stadium with a capacity of 25,000 most of the time, making it the largest stadium in Normandy and Picardy. However, it is often used for large concerts and other events, for which its capacity can theoretically go all the way up to 33,000 people. Due to the requirements for staging, the greenroom and the like, this will go down to around 20,000 capacity for the contest itself, but this will make it easily larger than the last contest (as long as you ignore the crowd in the Stade de Licorne). You will noticed there is an open roof on the stadium, as is usual for a football ground, but this can be closed over for the contest itself. (For a good Eurovision-based parallel to all of this, think about Dusseldorf 2011)

Well, we've sorted out where they will be performing, but what will they be performing on? Well, above you can see the design of the stage for this Festival. Designed by local Havrais designer Gaetan Aube, the stage is designed to again bring in the role of the sea, of the arts, and the waves common to both, whilst offering a modern stage design, reflecting the best of Normand talent. There are two platforms, the main central platform shown above and a smaller platform further out (see the images in the spoiler), and this main platform has the main centrepiece, a 'twirl' which represents the waves of the sea, and also draws upon the various shapes that appear in the mixing of paint, and this extends round to the side of the stadium, where the greenroom is set up in the stadium, unlike last contest where it was held in a different building. This of course brings a different dynamic for the competing artists, able to watch in person, and also alongside the audience sitting or standing in the stadium. Behind the twirl, meanwhile, there are a series of LED screens all brought together to provide one backdrop, and there is also an LED floor on the main platform. All the usual things expected of a WHF stadium (pyrotechnics and the like) are also available for the competing delegations, and if there are special requests, SRNP will try to fulfil them

How about the show itself? Well, above in an example of one of the voting graphics in the wonderful world in which only Normandy and Picardy are competing 21 times, or rather a test version of them in order to show you how they will look, and indeed give an example of the further visual identity and graphics to be expected over the course of the show. As noted earlier, the alternative forms of the logo will feature over the course of the show, but the blue-pink/purple version is the default as can be seen in this voting graphic. To pause for a brief moment on the actual graphic itself, this is set up for 21 countries, the number we hosted in Amiens last contest. It will appear slightly different depending on whether there is an odd or even number of competing countries; in case of an odd number, as above, the country on top will be placed above the circle, whereas for an even, it will just be at the sides. In case of the number of countries, this can be easily accomodated. You will also note that in the middle we have not Frederic Duchamps, who so kindly hosted for us last contest, but Marie de l'Abre, Normand TV Presenter, spokesperson for Normandy and Picardy over the past 7 contests, and now host of the 58th World Hit Festival. A safe pair of hands on Normand television and well-versed in the festival itself, Marie is the perfect person to take the reins and guide viewers around the world through the show. As with last contest, due to regulations put forward by the Federal Republic, the show must mostly be given in French, but we hope to open the show up to non-French speakers more where possible, and will especially work with the other broadcasters to also ensure that commentators have the proper information and that subtitles and other methods are available where required.

After a four edition break from the contest, SSTR has confirmed that Scotatrova will be making its return to the 58th World Hit Festival in Le Havre, Normandy and Picardy. Lí Pertheres are a Scotatrovian indie pop band from Dalera, Ianatea. The group has already vied for repping Scotatrova in WorldVision, having participated in the national selection ll'Acteade Scotatrofina eu Cançis on two occasions. Now they have been hand picked by the broadcaster personally to represent Scotatrova. The move comes as the broadcaster is aiming to reinvent itself in both contests, most notably after winning WorldVision 86. SSTR has recently pushed World Hit Festival to the sidelines after a series of disappointing results for its entrants. With Lí Pertheres chosen as the entrant for WHF, their song is yet to be chosen, and voters will have the option to vote for one out of three songs they will sing in Le Havre!

Alma Hit Festival has ended, and Aminah Al-Laila has won the round against Ethan Clarkes. Her Alma Season Six entry was supposed to represent North Alezia in the 58th World Hit Festival. However, ABA proposed that Aminah use a new song, and she picked one from her planned album. And it resulted in the final North Alezian Entry.
