"To all new Security Council nations:
We will soon be electing a President for this council. Any nation may run, any nation may vote. All nations will have until 23rd July 2021 to declare their candidacy, and the election will be held on 26th July 2021. Once the nation is elected they may choose their vice president, for anyone in the council, regardless of candidacy or results.


Arvan Irawer recommends that nations who wish to run prepare a manifesto so electors can easily decide who to vote for.

CORRISH MANIFESTO FOR THE SECURITY COUNCIL PRESIDENCY


The United Kingdom of Corrington is pleased to announce that it will be running for the prestigious position of Security Council President. In becoming Security Council President, Corrington would hope to follow in Arvan Irawer’s footsteps by leading the Security Council with stability and fairness.

As it is widely known in the ICDN, Corrington authored the General Assembly resolution which created the Security Council; the council as it is today is the child of Corrish democratic philosophy, featuring checks and balances as well as frequent referendums on council membership to ensure that all countries involved truly earn their seats. Corrington has also sacrificed much in its support of the ICDN. It has funded the organization in all of its endeavors and sent Corrish boys and girls off on peacekeeping missions in the name of democracy. During the South African Border Wars, Corrington bore the enormously personal cost of being targeted by terrorists with an ICBM strike for Corrish involvement in the ICDN. Yet to this day, Corrington has never wavered in its support of the ICDN.

Corrington is also the ICDN’s greatest advocate for diplomacy and international cooperation. In a bid to support developing economies, Corrington conceived the S.E.T.Z.A. Free Trade Agreement with South Americanastan, an agreement which has received 20 signatories and has begun to lift numerous nations to higher prosperity. Corrington has also established tight and intimate relations with countries across the globe through the Corrish Royal Family’s international marriages. These relationships have fostered a greater desire for peace, even between formerly rival nations such as Dalmannia and Southeast Marajarbia, spurring Corrington’s creation of the Anglesey Global Peace Initiative, which serves as a bulwark against infighting among Corrington’s allies. As Security Council President, Corrington will bring this spirit of peace and cooperation to a larger scale to heal wounds both old and new.

As Security Council President, Corrington will push to make the ICDN more involved again without headbutting into other alliances and entities. Corrington will encourage a vibrant future for the ICDN built on ambition, teamwork and diplomacy.

“On the subject of relations with the UDAF, Corrington would push for the establishment of inter-alliance ambassadors as ICDN Security Council president, as well as an ICDN-UDAF Collaboration and Non-Aggression Pact. This would essentially be the “bringing the Anglesey Global Peace Initiative to a larger scale” part of our manifesto seen in action, since that initiative has already brought UDAF and ICDN leaders together under non-aggression agreements.”

"We agree that there should be a system to remove Security Council members and purge members who are inactive. Since the framework to replace Security Council members is already in place, there should be no issue with removing members from the Security Council, though impeachments should be voted on in the General Assembly.

"On the topic of UDAF-ICDN relations, we believe a treaty would be in the best interests of both alliances, though the ICDN should maintain a strong stance on the enforcement and route taken after the treaty is signed. We believe that while the current terms are not optimal, negotiations may be able to obtain better terms. Though as long as it includes a Cease and Desist order to Southeast Majra- Marajrab- Marajabia, we have obtained what we wanted."

- Noticing that there are still nations wanting to apply

- Shown that the delegates from Dalmania are overworked and have little time to accept applications

- Understanding that there have been threats to election security in the past

- Realizing that there will soon be a new influc of nations applying after the outreach

Hereby declares new measure be put in place to facilitate and protect voter registration

Part I
- Have independent investigators enter said applicant to look for clues of extreme authoritarianism

- Have a group of experts on said country to look for past examples of extreme aggression and/or warmongering

- Have a small council in each of the three nations chosen to accept applicants to decide if they shall be accepted

Part II
- Appoints three nations delegations to have the power, after all proper research is finished, accept applicants

- Have these three nations appointed by one of the founders, or if necessary the President of the Security Council

- If a nation is found to be abusing their power, they shall be deposed and a new nations is appointed in it's place

-Also noticing that their is no official court

-Appualled that this leads to division and non-official and confusing ways to fix disputes.(IE the secuirty council interveining which it

-Futher noting that the ICDN has no official way to try warcrimals and people who threaten/attack/overthrow democracy(s)

Realizing that a court would increase legitmacy decrease division and make the ICDN stronger.

Hereby makes an internation court for ICDN member-nations/restarts the old one)

A(Disputes Office).
-If a dispute between two member-states occures Any member can propose a court hearing and both are required to join that court session.

-If a ICDN member-state and a non-member have a dispute Security Council can approve a proposal to invite the two nations to the new ICDN court.

B(Warcrimes Office).
defines "warcimes" as the same as layed out in the WA and geneva convention
-If an ICDN member captures warcriminal(s) they shall be asked to have them(warcriminals) appear in court.

-If an ICDN member captures a person who is a threat to democracy they will asked to have them on trial.

-If ICDN forces on an official ICDN mission(IE we pass a declare of war and a ICDN member troop captures a warcrimal) they will be hend in ICDN court(the criminal)

-The two courts will be placed in two member-states. Biding will happen in GA.

-Nations may ask to appoint judges which the SC will decide wether to allow or not.

-Court verdict will be decided by jury.

-Nations will be ramdomily selected for each seat on the jurt. Nations may opt out to filling jury seats. (OOC reasons may temporarily opt nations out too)

Hereby takes the ICDN courts new and non-null/void again.
