Chairperson Hans Kraus begins to address the assembly.

"Welcome all to ICDN. I would first like to explain the leadership of ICDN. Currently we have two heads, the Chairperson, and the Secretary General. The Chairperson is responsible for administrative work and management (OOC: Running the forum topics). The Secretary General is responsible for leading discussion and debate. Our current Secretary General is Manfred Büchler of Dalmannia. Should anyone wish to add more leadership roles, they can propose it hear and we will vote on it."

Manfred Büchler takes the Secretary General’s podium. “Good morning ladies and gentlemen. Welcome to our first general assembly meeting. If anybody has any events they should like to introduce to debate, they may do so now. Otherwise, as Secretary General, I will present two crises and a proposition of my own, which very much deserve our attention.”

Secretary General Büchler nodded. “Not to worry Miss Raddok—and thank you Chairman Kraus. Today, I shall bring up three matters to the agenda: the establishment of an official ICDN Peacekeeping Force, the reconstruction of post-war Ohkhos, and the resurgence of the Mauriti Civil War this past month.”

“Peacekeeping is a vital pillar to stabilizing war-torn regions and ensuring lasting human rights abroad. Therefore, while we may be capable to act with our individual militaries in peacekeeping interventions, I believe that if we are to act cohesively in operations, a uniform peacekeeping branch of the ICDN is necessary—not only to increase the possibilities of our teamwork, but to remove the bias of individual nations. I additionally propose that we select several sites for training, as well as military experts and humanitarian lawyers to educate and prepare our peacekeepers. This shall be put to a vote among the delegates present. Representing Dalmannia, I vote yea.”

After consulting King Richard V and Prime Minister Fletcher’s cabinet over the phone, Representative Montgomery returns to the chamber, and votes Yea.

"It appears we have reached a majority. As a result, Dalmannia's proposal to create a peacekeeping branch of the ICDN passes. Now, given we need a head for this branch, I ask the delegations to nominate people from their nations, if they wish, to head this branch. Nominations will be taken until 0:00 GMT (12:00 AM GMT) on the 28th of January. Then, we will have run-off elections eliminating one candidate every 24 hours until one reaches 50% of the vote."

Name of Candidate: jorvan xalixky.
Occupation: asssant commander in chief of ZN armed forces
Experience: 20 years of service as a high ranking ZN army officer (ZN has only existed for 20 years). He has fought the following wars: ZN independence war, ZN invasion of the xu, The black rebellion, the ZN-brazzila war and the ZN civil war. being on the winning side of each war.
Why they would be a good candidate: They have a lot of experience and love democracy.

Name of Candidate: Victor Rasselkopf
Occupation: Retired five star general, Former prime ministerial candidate
Experience: He was the supreme commander of the Monarchial-Republican alliance during the Dalmannian Civil War from 1986 to 1991, was Dalmannia’s first Defense Minister under PM Karl Thörmel from 1992 to 2000, and acted as an expert military advisor to several administrations from 2004 to 2016.
Why they would be a good candidate: Has decades of experience, has been out of active duty since 1991 (which ensures impartiality), and is thoroughly devoted to the defense and preservation of democracy at home and abroad.

Name of Candidate: Thomas Hewlett
Occupation: General in the Royal Army
Experience: Has led officer positions since he was 26 years old (he is 47 now), and is one of the senior officials in the Corrish Royal Army.
Why they would be a good candidate: He is a very experienced and capable leader, and is dedicated to the cause of democracy.

Name of Candidate: Harry Schwarz
Occupation: Australasian Ambassador to the United States
Experience: As a South African Air Force World War II veteran during the 1950s, Schwarz co-founded the Torch Commando, an ex-soldiers' movement to protest against the disenfranchisement of coloured people in Australasia.
Why they would be a good candidate: Schwarz has been credited as having played one of the leading roles in the renewal of relations between the two nations.[37] The Cape Times described Schwarz as having "engineered a state of US/Australasian relations better than it has ever been".

Name of Candidate: Inti Wickaninnish

Occupation: Design and Technology of Vehicles and Clothing armament at 'Defence Inc'

Experience: Previous Senior Lieutenant-General 4th Class, Previous Colonel of Planning, Previous Border Defence Agency Chief, Previous Department Of Counter Terrorism Chief, Previous Leading Member Candidate, Previous Military Minister for Leading Member Oliver Norris.

Why they would be a good candidate: Has been awarded The Bravery Order, The Merit Order and The Freedom Medallion. He knows about logistics, politics, offence, defence and commanding. His last position in government was in 2004 and since then he has only worked for a private international company, which means he will be impartial. Before he was deployed he would research the, to make sure it was in the best interest of all and any group partaking. This cautiousness resulted in Arvan Irawer being able to resolve many conflicts peacefully. He believes in democracy and freedom, those to factors were some of his main motivations for partaking in conflicts and main factors of denying conflicts.

Question 1: What peacekeeping plans do you have for the ICDN?
Question 2: How do you propose to ensure peacekeepers are adequately trained and supplied?"

Question for Mr Rasselkopf:

What can you say about the fact that you haven't been active in the field for many years? What assurance can you give that you are still at your 100%? You have our tentative support at the moment, but we would like to know.
