Thank you for your questions.
1) I plan to study the conflicts, like I did as a general and as a conflict planner, this will ensure that the ICDN will only engage in absolutely necessary conflicts that are infringing on democracy and freedom. However, any conflicts that do infringe on the aforementioned topics will be met with the upmost show of power and force.

2) A group of soldiers from each member nation (~25,000 each) will be trained at a 'ICDN Military Training Headquarters', where they will be trained on ICDN tactics and rules, as well as being equipped with ICDN grade military equipment. Then sent to their home for easy deployment, if a conflict should arise. Furthermore, every two years half of the forces shall be recalled to the 'ICDN Military Training Headquarters' where they will be reminded of their training, this is so all forces are up to date on training. Other training programs will be set in place if I am elected.

Question 1: What peacekeeping plans do you have for the ICDN?
A: As head of the ICDN Peacekeeping branch, I would ensure that this new branch is not calling the shots as to whether or not we should intervene in a country. That is the job of this body to which I speak right now. In the event of a peacekeeping intervention, or the defense of any of our own nations, I want our peacekeepers to be trained for defensive combat as well as for providing medical aid to civilians in drastic situations. With a disciplined force, we should be able to run missions defending positions or territories, bringing supplies and aid to refugee camps or war torn areas, and reclaiming territory from warlords and terrorists.

Question 2: How do you propose to ensure peacekeepers are adequately trained and supplied?"
A: In the area of training, I propose the establishment of at several main training sites across the world, at which our soldiers may receive basic, specialized and mission-specific peacekeeping training before deployment. Our peacekeepers should be educated on the regions where they will be deployed. Most importantly, our peacekeepers must be educated on the boundaries of international humanitarian law, jus in bello. They must learn to limit any potential destruction and suffering which may result from their presence in an unstable region to an absolute minimum. I would also propose the allocation of funds from member states to continually provide resources for our forces. I also know of several military corporations which may support and supply our cause with their state of the art designs and equipment.

Question from Representative Raddok of Lorrana: What can you say about the fact that you haven't been active in the field for many years? What assurance can you give that you are still at your 100%?
A: Well, I’ll admit that there’s no hiding the fact that I’m much older than most of my fellow candidates... except for Mr. Schwarz that is, I think he might have discovered the fountain of youth. Jokes aside, I have maintained a close following of current events and have advised the Dalmannian Defense Department as recently as a few months ago during our involvement in the Ohkhoskalite Civil War. During that time I was prepared to become the Prime Minister of Dalmannia if I had won the election. I can guarantee that I am in good shape to perform this duty to the very best of my ability.

question 1 answer: We will create 4 sectors that will have units under that sector. the sector will be intelligence, army, air force, and navy. They will coordinate units that are mainly focused on stabilizing regions, humanitarian aid, and preventing war crimes. We will work with member states to determine which units should be made.

question 2: I propose that all units and squads will have daily training and all member country must have a least one base of operations to protect them via organizing and supplying defense forces. They will also do the trainings. We will make sure that our troops will always have a base of operations nearby. If there are no close base of operation that we will need to make them.

That is good, it is always important our members have stability.

As for the election, we are having our first runoff. Please vote by tomorrow at this time.

Secretary General Manfred Büchler is glad that this ceasefire has occurred, and reminds Mr. Botha to bring up any unrest or mass civil violence in the UAC to this assembly.

With the conclusion of the vote, Victor Rasselkopf graciously accepts his new title as Head of the ICDN Peacekeeping Forces. He vows to do his utmost to provide for the defense of democracy and human rights across the globe.

Mr. Rasselkopf also personally requests that Inti Wickaninnish, given his experience in logistics and conflict planning serve as his Central Military Advisor on Intervention. In this role, Inti Wickaninnish will research and brief peacekeeping forces on the region of intervention, or on situations of developing crisis. This is a vital position not only in the hierarchy of command, but in the education of ICDN peacekeepers.

I have been discussing the matter that the Secretary General has proposed with members of the Arvan Irawer Leading Member's Cabinet. Over the course of the debate three main points presented themselves. Those points were:
  • That the points made were all very strong, and it was hard to argue against,
  • That this would be a test for the ICDN peacekeeping forces, and the ICDN as a whole
    and
  • That these points promote the core values of the ICDN.

Therefore, after many hours of debate, Arvan Irawer would like to Vote Yea, on some aspects of the proposal.

Those aspects being that an ICDN committee be created to ensure that there are factual and fair elections. However, we do not support the aim for the deployment of peacekeeping forces, this is because we believe that it would be wiser for the overall security of Ohkhos to leave the currently occupying countries forces to remain. This is so that Ohkhos will only have the occupiers that they are accustomed to. This will create stability. Furthermore, the ICDN peacekeeping force has only just been established, this means forces are not prepared, and that there will be a rush to train and plan, creating confusion which will negatively affect stability of all involved nations.

Despite this, we do support ICDN forces be deployed later after training, planning and logistics can be arranged.

"Thank you for your clarification on the deployment of forces. With this new information Arvan Irawer can Vote Yea Fully. Furthermore, it would be an honour to preside on the committee."

“It would be ideal to have a committee of five, however a minimum of three would be acceptable. At the moment, the ICDN Commission on Ohkhoskalite Election Security (COES) is comprised of Silvedania and Arvan Irawer.”, the Secretary General announced.

Lorrana will be assigned to the committee as well. We now have Silvedania, Arwan Irawer, Imperium Germaniae, and Lorrana as part of the committee. For now, these are sufficient numbers, and the committee may oversee and organize the security of the Ohkhoskalite Election.
