Resolution 1: Organization of the Western Isles Democratic Alliance

Resolved: Representatives of the Alliance members shall meet in White Bluff, Reathwood, to set Alliance policy and to make necessary rules and regulations for the Alliance.

Resolved: Meetings of Representatives of the Alliance shall be led by a President who shall serve one year terms.

The armed forces of the Alliance shall be led by a Commander in Chief, who shall serve one year terms.

The Commander in Chief shall be assisted by Chiefs of Staff, a Chief of Staff for each of the Army, Navy, Air Armada, and Cyberspace Forces. Each Chief of Staff shall serve one year terms.

Collectively, the President, Commander in Chief, and Chiefs of Staff shall be referred to as Leaders of the Alliance or the Alliance Leadership, as is more suitable for the use.

Resolved: Each Alliance member shall nominate one Leader of the Alliance. Nominations shall rotate among members, such that each nominates a different Leader of the Alliance at the end of the Leaders' terms.

Nominations shall rotate in this order: President, Chief of Staff of the Army, Chief of Staff of the Navy, Commander in Chief, Chief of Staff of the Air Armanda, and Chief of Staff of the Cyberspace Forces.

The initial nominations shall be made by members in this order:
the President shall be nominated by Biaten,
the Commander in Chief shall be nominated by Domanania,
the Chief of Staff of the Army shall be nominated by Ioudaia,
the Chief of Staff of the Navy shall be nominated by Littolyo, pending their ratification of the Alliance,
the Chief of Staff of the Air Armada shall be nominated by Martenyika,
and the Chief of Staff of the Cyberspace Forces shall be nominated by Reathwood.

In the event that Littolyo does not ratify the Alliance, the Chief of Staff of the Navy shall be nominated by Martenyika, and the Chief of Staff of the Air Armada shall be nominated by Reathwood. The Cyberspace Forces shall be led directly by the Commander in Chief until the Alliance has a sixth member, at which time the sixth member shall nominate the Chief of Staff of the Cyberspace Forces.

Chancellor Siegel has selected Aaron Warshauer, former Permanent Secretary to the Ministry of Defence, the highest-ranking non-personnel civil servant of the Ministry of Defence, as Biaten’s member of the Council. Warshauer is the one of only four Jewish people to ever be a Permanent Secretary for a Ministry, despite being faced with constant discrimination.

Minister of State Shir bat Hekabe Ushria has nominated Ilan Myron as Ioudaia's representative to the Alliance Council. Ilan Myron has served in the Ministry of State for eleven years, after serving on the Committee on Conflict and Conflict Resolution at Shariyath University.

Defense Minister Prymeneus ben Galal has nominated General Pammon ben Tamir Phanias to serve as Chief of Staff of the Army of the Alliance. General Pammon is a member of the Chiefs of Staff of the Ioudaian Army, and a former commander of the Ioudian Expeditionary Forces.

Former Minister of Foreign Affairs Quincy Muller, 61, has been selected as the first President of the Western Isles Democratic Alliance. Muller served as Minister of Foreign Affairs between 2012 and 2018, when he resigned for medical reasons. Now fit for office again, the former Minister is ready to return to international relations.

Muller was born in September 1959 to a Justice of the Gepriprisian High Court. In 1981, he joined the Army. In 1997, he was promoted to the rank of General, and later went on to serve as Chief of Staff of the Army between 1999 and 2001. After resigning from the military, Muller was elected in 2004 as an MP for Newport. In 2008, he became Secretary of State for Argus, an office he held until becoming Foreign Minister in 2012.

“Good afternoon. My fellow representatives of the different nations of the Western Isles Democratic Alliance, I welcome you all here to Reathwood, a country of great progress, democratic, modernity and equality. This republic lies at the heart of our region, and I don’t think we could’ve chosen a better city to place our alliance headquarters than this city of White Bluff.

Ladies and gentlemen, I am honoured to be chosen as the first President of our Alliance, an Alliance that will serve to provide peace and security throughout our region. We all may come from different nations with different cultures and different types of governments, but there is one thing that we all have in common: our commitment towards upholding our democracy. As the President of this Alliance, protecting and advocating democracy across the Western Isles will be our priority for we, as humans, have a responsibility to leave this world a better place than when we found it. Our Alliance will not become an Alliance that constantly looks to engage in war and conflict, but at the same time we will not be an organisation that walks by on the other side. We must reserve the use of our armed forces as a last resort, not a first, and only use them in the name of the defence of our nations and in the name of preventing injustice.

As the Biatenian Minister of Foreign Affairs, I served not just in the interest of my party, but in the interest of my people, as per my oath of office. As the President of the Western Isles Democratic Alliance, I pledge that I will not act only in Biaten’s interests, but in the interest of all of our nations, and I hope that all of those who come after me will do the same.”

Rear Admiral (ret.) Felix Mambila of the Martenyikan Navy has been nominated to serve as Chief of Staff of the Navy for this alliance. Admiral Mambila has served as the Martenyikan Navy's Director of Maritime Diplomacy and Strategy, and retired as Deputy Chief of the Navy in 2018.
