Probably shave Elizabeth and Kostka off the Reichskommandant and have them find someome, somewhere else.

Am relatively clueless who tho. Had we had more dictatorships and the like then perhaps I'd have zoomed straight in on those.

If you wanna get technical, Huang-Penglai (Luò) and Parfuhmerie (D'aillisioux) both live in vaguely undemocratic civs; Huang-Penglai is mainly a bureaucratic mess, while Parfuhmerian democracy is basically the circuses part of bread and circuses. Ezhara also only recently just had a democratic transition, or at least it's under consideration, but it doesn't seem likely that you'd have much to interact with most of what I have, anyway. If nothing, maybe something loud will happen with my folks anyway.

Emi by virtue of being first, as well as...a few other reasons. Lilly's was well done and pulled my heartstrings plenty too though, it's just that I just finished it and probably haven't processed it yet. Haven't done Rin yet.
