Parfuhmerie's government is actually highly honest, and it prides itself on such. Mainly, its PR office believes mostly in refuge in audacity — if Sekka Verndara or his subordinates do anything wrong, his PR is often first to hear and first to write out essays justifying the matter. Assuming, of course, they ever go about doing anything wrong, but most Parfuhmerians operate by an altruistic moral code when it comes to dealing with larger swathes of people, so it's rare that anything fraudulent and meaningful happens. Usually, there is an attempt to justify it in some way by Parfuhmerian altruism, anyway, As for the other cities, they usually aren't so, uh, utopian.
Am wishing I could be an alien hivemind full of writing and people, but alas—
