OBSERVERS CANNOT VOTE, ONLY MEMBERS CAN

Aquila Rumixus enters the assembly room. He has his brown leather suitcase with him. Seeing the Romextlianseat, he moves over there and sits down. He takes out his name tag and puts it down in front of him. His Black and green suit is dusted off as he sits down.

[After members and observers have arrived]

Aquila stands up to the delegates of member states and observer states.
"Welcome to CATO. This is the first session. I am to announce all the delegates here. My name is Aquila Rumixus and I am delegate of Romextly."
He walks over to the Langenian rep
"This is Carlos De Leon. He is the delegate of Langenia."
He walks over to the Joyean rep
"This is Nikolai Lennon, the delegate of Joyea. Now, on to the Observers."
He moves to the observers platform. presenting the Andevor Rep
"This is Jackson Barney Waterson, The representative of Andevor."
He moves to the Alcotan Rep
"This is Robert Darko, The representative of Alcotan."
He moves back to his seat
"I hope this assembly will benefit us all. So, do any of you have any words to say?"

Robert Darko was the son of a American father and a Alcotan mother. He had been the delegate to Greece and Serbia. He entered the Assembly and went to the Observer platform. Seeing someoone else there, he greeted them

After the speech
Robert nodded his thanks as he was announced and waited to see if anyone else had any problem that would require and undertaking of CATO

Jackson gathered his papers filled with words, typed in New Times Roman. Jackson looked around and spoke in a loud booming voice

“Are observers allowed to speak in the Assembly?”

Jackson slumped in his chair, confronting people was Jackson’s least favorite thing. He braced for a no and was quite stressed waiting for an answer.

" I would first like to say it is a pleasure to be part of CATO and I do hope we are able to accomplish many great things. Now my leader, Raynard, has a suggestion and asked me to announce it. Raynard said that he would like to see a resolution to encourage private schools and provide vouchers to the best schools possible and catered to the needs of the student. He would also like to see CATO colleges, that are privately funded. Lastly Raynard wants free and unrestricted travel in between CATO nations, unless said otherwise. This would therefore form a CATO Travel committee that gives advice (that nations in CATO can ignore if they want to) on whether borders should be open in CATO and other matters involving travel in between CATO nations."

He turns to the Joyean and Langenian rep.
"The first resolution is the funding of private schools and vouchers in CATO nations. It is up for vote. I vote aye."

"Private schools in ZN don't exist."

Aquila looks to his tablet. It shows the Langenian and Joyean delegates had voted aye.

"By a 100% agreement, CATO approves this plan."

"Now, I have just received from CUSP HQ that they propose a non-aggression pact with CATO as they have a ferverant dislike of communism and we have similar interests. This is up for vote. I vote aye."

"Your reason is incorrect. LITA has not made any official move. All LITA member that have sided with ZN have done it on there own poeple's choice not of the choice of the LITA assembly."

"We are electing our officials. Anyways we ask an old SETA friend for the remnants of SETA to unite with there old friends against a backstabber."
