The Disorder has some experience in this matter.

Labor camps were proposed earlier, and are a solution which should absolutely be pursued with all available haste. As long as these undesirables and dissidents remain within your society, their ideals and beliefs will multiply throughout your populace.

Farms are a traditional and highly practical option for labor camps. A population of forced laborers can be made largely self-sustaining through farming, as they manufacture their own food in this situation. The surplus food can be sold to your population, to remunerate those carrying out the reeducation and psychological conditioning within the labor camp.

Mining is also a good option, one that we generally find more useful than farming - especially if your nation already has a food surplus. However, mining hand tools are often more easily weaponizable than farming hand tools, so your overseers will need more advanced techniques to keep your forced laborers in line.

Whatever option you choose, be aware that you should have at least three types of labor camps: A 'friendly' type with generally agreeable working conditions and a focus on social rehabilitation, a 'punishment' type, designed solely to maximize individual misery and break resistance, and an 'intermediate' type, designed to maximize productivity & expend no unnecessary resources on either punishment or rehabilitation.

The Order of Disorder has technologies and methods for forced labor applications which permit as high as a 160:1 ratio of workers to overseers. Even in primitive and antiquated societies, it is a well-known phenomenon that the threat of force is very effective at compelling obedience.
