Greetings fellow colonial powers

Greetings everybody. We should move onto our first order of business. GRAIL has collapsed and if we provide aid for their remnants, we can gain ties and possibly even land.

The Imperial State of Piikala supports the plan to support the peoples of GRAIL. Piikala is willing to send ten tons of food aid and troops from its self administrative territories to support in providing humanitarian aid.

Good, so we shall send aid to all former members of GRAIL.

OOC: for the sake of continuity, I would advise that we RP as our ambassadors rather than our nations.

On behalf of the emperor I put forward that we place sanctions on the so called anti-colonials.

I agree that we should place sanctions but we should only use them on hard-line anti-colonials. Using humanitarian aid and political manipulation, we can convince some of them to support us.

On behalf of the Imperial State and the Devine emperor, the Imperial state supports sanctions against hardline anti-colonial powers. Still, it deems that CUSP states should support any nation no matter their stance on colonialism in their time of need to show the mercy of colonial powers.

We here at the Lacienian Administration propose that we contact other factions to go against communism. New GRAIL would be the logical choice, as they have a debt of gratitude to us and are ant-socialist.This. however is countered by New GRAIL largely collapsing. There is also SETA, but they have accepted many communists into their ranks.

The Imperial State of Piikalan and her self administrative states will not agree with the Lacienan government on their stance of going against communism as the Imperial Piikalan state is a socialist state and finds any straying from or denying of socialist ideals a disgrace to the values of its people. The Piikalan state encourages a path of inclusiveness of all governmental structures and believes that discrimination of fellow men based upon their government's political structure is unjust. The Piikalan state also feels that such actions will muddy the image of this organization in the eyes of other nations.

Please forgive us, that was an error in reading. By communists, we mean the large camp. of left-wing countries that will go to any end to dissolve our colonial lifestyle. The prime example of this would be Reinkalistan. They, along with their faction has embargoed us. Those communists are our enemies.

Well, Takashi has a point. We can't just immediately sour our image with SETA members and/or the international community. Especially since SETA has gone after CHALICE, if they're so quick to grab their pitchforks, we'd become the defendants. So in the meantime, it's best that we focus on less violent activities that doesn't involve staunch Stalinists, Trotskyists, or Leninists.

Well, the situation is actually quite the contrary. A non-aggression pact has been negotiated with SETA. We believe that this pact will keep SETA at bay SETA may even aid us as they have agreed to keep a close eye on any security risks to us. Though, this is a fair defense from SETA, it is probably best for us to keep quiet and recruit more nations for now.

We agree with Dr Tanner in his approach. Still, besides recruiting more nations, the Imperial State also feels that the CUSP nations should discreetly work together in the military and intelligence sectors. This we feel would protect us from SETA if they decide to go against the treaty that we believe should be signed. If other nations agree with the Piikalan plan on discreetly working together in the military and intelligence sectors, the Piikalan state would be more than willing to set up a military base in Piikalas Self administrative State of Celebritydude.

Dr Tanner, that has to be the most straightforward Non-Agression pact I have ever seen.

The non-aggression pact certainly. was easy to negotiate. There were only about two telegrams beforehand. This leads me to believe that SETA is open to good relations with us. Though, the risk of SETA becoming hostile towards us is still significant. As such, I believe that we should start constructing military facilities. around our spheres of influence. Furthermore, we should attempt to bolster our numbers and use semi-independent puppets to manipulate other factions.

The Imperial state believes that the creation of a joint base for CUSP members is necessary to ensure standardized military systems to allow CUSP states to be better prepared for an armed conflict with SETA. The Imperial state also believes that to prevent war; we should try to encourage economic activity with SETA and help strengthen ties between the states of the SETA organization.

Now that we have settled on what to do, we need to figure out how to do it. The key question is where to build the joint base. We here in Lacienia would like to propose that it be built at sea on a massive concrete foundation. This may seem excessive, but this will be our hub, our stronghold. Any invading force would have to spend millions of dollars just to successfully destroy just a small fraction of it. This can also be used to our economical and diplomatic advantage. If we buy from SETA businesses, we can improve relations with SETA while gaining material.

The Imperial Piikalan State would like to propose that each CUSP nation have a military base dedicated to CUSP military affairs to allow for training in more diverse environments and also to help CUSP states and their soldiers get to know their fellow alliance members better. We also feel that this would better protect the CUSP states from attack by having a CUSP presence. While also having a main joint base on Lacienia to coordinate CUSP movements in the bases in the member states.

Both of these ideas hold fruit. What if we built bases in all member states as suggested but built the Lacienian hub as suggested in the original proposal. This way we have the best of both worlds. Using this approach, we can build a significant defensive force and hopefully stand a chance against other alliances. To further detail it, there would be a variety of training centers, garrisons, regional hubs, and airbases. In addition to these small bases,there would be the main base off the coast of Lacienia. This would be a superfortress, containing everything a military needs to operate. This place would not only be a main base, but also as the last citadel, the last line of defense if all else fails. This should ensure our security for many decades to come.

Well, in that case, I'll tell boss man that we'll be importing a metric ton of concrete. Tanokiana would like to help out in the building of the Lacienian Stronghold Island. Our investments in Information technology shall not go to waste. I'll be contacting Romanovich Steelworks and Think-tank Co. to see if they're willing to sign our contract. As for the CUSP specific bases in one another's nation, we have two areas already in the process of building, I'll contact some local construction companies to set up Tanokian CUSP HQs in your nations. I'm in favour of the best of both worlds suggested by Dr.Tanner

The Imperial State of Piikala agrees with Dr Tanner's plan and is willing to help support the construction of a Lacienia base. It is willing to finance it with up to eight hundred billion of Piikalans currency towards the project. The Imperial State of Piikala also would like to use an Imperial Piikalan Navy/Kempeitai(Piikalan intellgence) Submarine base in southern Piikala and a rocket launch capable Imperial Piikalan Air and space force in Northern Piikala for CUSP troops.

So then, now that we have decided on an idea, we must put it action. Construction crews are being mobilized to build the stronghold island. This will be the primary focus of the Lacienian military. With our combined effort, the making of the massive concrete foundation should take barely any time at all. Now that we have a plan to deal with possible aggression, we need to recruit more nations in order to be seen as a force on the diplomatic stage.
