We proposed a counter-proposal. That SETA only investigate when the nuke targets civilian areas, like during a brief nuclear war like on N-Day.

Once again, in my resolution.. if a country is about to launch a WDM, it should inform High court and members! They should tell where they are aiming! If they are aiming at the civilians or military objects, High Court may approve or disapprove the launching. If they disapprove, state may put a reasons why the wdm should be launched. If the High Court still denies and the country launches, they may get kicked out unless there is evidence that can justify the launch.

That means, if a country launches WDM and it didn’t hit civilian objects, they get a warning.

How about we take several members in High Court from different time zones so the investigation could start at any time?
