Agreed. IC'ly the Federal Republic of Countesia exists largely to represent the seven counties in matters relating to foreign relations and military defence. Those are the two functions it has absolute power over, as outlined in the constitution. There are other federal ministries for things like the interior, tourism, agriculture, treasury, work and pensions, trade, but they have more of an advisory role than that of full blown regulation.
