The Delegate Ambassador from Adriatican walks into the expansive chamber of the Alliance's Assembly.

A new member, she thought it might behoove her to acquaint herself with her new surroundings.

She was also there with a purpose.

Understanding the Alliance's commitment to mutual; aide, research, and progress in multiple areas, including health, she approached the dais after awhile, to propose institution.


"Fellow Delegate Ambassadors of the Alliance Assembly, at no time before have our respective nations faced a greater crossroads in the field of public health.

Failure to realize this Alliance's mission in this area, will mean that our nations collectively, and individually, will be less safe, and, in environs such as these, that is a reality, I'm sure you'll agree, that we simply cannot accept.

As such, I hereby move that this Assembly call a vote on an authorization of funds and authority to be utilized in exploration of the creation of an "International Health Organization" under the mandate of, and to satisfy, the Alliance's mission as it pertainst to mutual cooperation and advancement in this area."

Ambassador, thank you for your tertiary support at this time. I would propose that, when the Economic Committee is seated, it is given appropriations authority over the Alliance, to be finalized by the Secretary General, and, in those appropriations, the International Health Organization here suggested, be funded via equal contributions by all Member Nations of the Alliance, at a rate to be set and assessed by the Economic Committee as counseled by the IHO's Director General.

This would negate the situation you expressed concern regarding, whereby the People's Republic of China was able to compromise the World Health Organization's integrity, by threatening to pull its sizeable contributions from the agency of it didn't articulate positions favorable to the country in question.

What say you to this?"

I believe, for a vote to be called, you would have to propose an officially-worded bill to do what you seek.

Our bill has not been passed yet, so no councils have been created. To start, there should be 2-3 members of each council and they will expand the council my nominating and approving (or denying) new members for the council. The first 2-3 members should either be appointed by Langernia's delegation or elected.

Again, you need to write an officially worded proposal to do this, which goes through the correct channels (a formal vote via poll by the SETA Assembly)

Day to day executive administration and management of the organization shall fall to a Director General, who shall serve as the IHO's Chief Executive Officer and principal representative, and who shall be nominated by the majority consent of the Assembly Ecomics Committee and confirmed by a majority vote of the full Assembly;

§IV(d). Research and medical advisory at the IHO shall be conducted and overseen by a Chief Medical Officer, who shall be nominated by the majority consent of the Assembly Committee on Human Development, and confirmed by a majority vote of the full Assembly;

§IV(e). The Director General and the Chief Medical Officer of the IHO shall serve simultaneous two month terms, and shall, at the conclusion of those terms, be required to be renominated and confirmed via the process articulated above;

§IV(d). Research and medical advisory at the IHO shall be conducted and overseen by a Chief Medical Officer, who shall be nominated by the majority consent of the Assembly Committee on Human Development, and confirmed by a majority vote of the full Assembly;

§IV(e). The Director General and the Chief Medical Officer of the IHO shall serve simultaneous two month terms, and shall, at the conclusion of those terms, be required to be renominated and confirmed via the process articulated above;

§IV(f). Neither the Director General nor the Chief Medical Officer of the IHO shall be term limited;

§IV(g). Both roles may be impeached and subsequently removed from their respective posts, either jointly or separately, via a "vote of no confidence" motioned for in a regular session of the Assembly, and otherwise in receipt of a vote in the affirmative from 3/4 of all Members of the Assembly who are presently rostered;

§IV(h). The IHO will be funded by a flat rate mass appropriation contribution, as assessed and levied by the Assembly Committee on Economics, upon counsel from the organization's Director General;

§IV(i). No Member of the Alliance will be permitted to contribute more to the IHO than the flat rate assessed by the Assembly Committee on Economics allows, in accordance with the relevant sections here in;

Dear members of SETA, our sphere of influence in international politics is small, and little at best. In order to achieve SETA's goals we must conquer and annex other nations. We do not support warmongering, however in order to become more powerful both by size and diplomacy, it is essential to enact an expansion program. We recommend that we start a recruiting program to get more member nations. From my knowledge GRAIL has at least 40 nations to their name, so we must recruit much more than this.
