Didn't I just explain that the drainage system was made of pipes that the average person wouldn't fit through and that Clark was only able to crawl through because of how small he is? Attempting to follow him would just guarantee your death by carbon monoxide poisoning. They don't really have much reason to chase him anyways, considering they have their hands full at the moment and all they've done is assume that the trucks breaking is his fault. He's already turned a corner in the pipe so they can't shoot him, meaning he's basically home free.

Some cities combine the storm drain and sewage systems but that's a stupid system because when it overloads it ends up dumping raw sewage into the environment. In most cities storm drains are a separate system that handles rainwater from the streets.

Considering he just ran into some random soldiers who don't know who he is it's not like he's in much danger of being spotted if he gets back on the streets. It's not as if soldiers know who all the students at the school are.
