For hundreds of years the Karlolov family has governed the nation of Bolrieg, at least since the Kingdom’s founding. However, their rule has often been challenged by powerful aristocrats with the leading nobles with the title of Dralsdi who since Darnolf the Conqueror’s day held governorship over various provinces in the name of the Bolriegian Crown. Down the ages, however, the various Dralsdis often held differing loyalties whether they be to foreign powers looking to take Bolriegian land or if the nobles themselves wanted power for themselves by either placing a weak monarch on the throne and ruling through them. Even with attempts to snatch the crown for themselves, luckily these attempts have been crushed with these families being exterminated.
This dilemma had faced the current ruler, High King Hegrod IX who had extensively studied Bolriegian history especially with his approval rating among the ruling nobility being cool even from the start when they lost many privileges they had under his father Andresus III. Relations had further deteriorated within the last 22 years he had been on the throne. With patience on both sides running out the only way to prevent a crisis or even another civil war was to deprive the Dralsdis of their power.
Contrasting with the opinions of the aristocracy, Hegrod IX has extensive popularity with the Bolriegian people themselves. This provided the High King with the idea of providing semi-constitutional government to replace the unstable system with a system that gives more power to the crown while giving people the ideas of having a say in their affairs.
The new constitution will allow for elections in each of the provinces, (formerly known as Dralsdistats). Every election each of the provinces (Hrvatskini, Rugmania, Hellas, Tusmania, Magyaran, Ukrani and the Crown province) will elect 100 members of Parliament and the elections in these provinces will be a winner take all system so the party with the most votes in each province will have all MPs elected from their party. The party with most MPs will form the government with the Prime Minister hand picking the First Ministers (new governors) for all of the provinces with the First Ministers in turn having his party as the only ones in their local assemblies.
Despite these newly granted powers the High King still has the final say on which laws can pass or not, also included in the power to dismiss their governments and even the power to dissolve Parliament entirely if necessary. Election guidelines are recommended every 5 years, however this still remains up to the discretion of the crown.
Elections are to be held a month from now, with prior knowledge of this constitution three distinct parties have formed to take the reins of power.
