RE: Communique Proposing an International Water Fund

Addressed to, Their Excellencies, Members of the International Community


The PEOPLE'S FEDERATION OF PAN-ASIATIC STATES believes in the equal access of water to all people; but its efforts to alleviate the world's peoples from this need has thus been regional and isolated. This is alarming, as water security is a prevalent and urgent issue that our world faces in the present age. It is a very important issue to the Pan-Asiatic States because it not only affects the citizens at home, but also the millions of people abroad.

According to the Center for Disease Control and Prevention, 780 million people all over the world do not have access to improved water sources. This highlights how even in our time, millions of people still do not have good access to water. Thus, we stress the importance of water security in a constantly changing world and will do everything in its power to bring this human right to all people.

In line with this, the Pan-Asiatic States' State Development Civil Governance Research Division (SDCGRD) has developed the Pan-Asiatic States Global Water Strategy (PASGWS) that aims to improve water security all over the world through coordination with foreign governments, encouraging the sound management of water resources and increasing sustainable access to water and sanitation services. This entire plan, combined with many others is part of the Congressman bin Ghaazi Water for the World Act which was passed in 2014. This law addresses the needs of 750 million people around the world who do not have access to safe drinking water and the 2.5 billion who do not have access to toilets. The Pan-Asiatic States has also supported the efforts of international bodies to bring water security to the world. The Pan-Asiatic States sees itself as a proponent of immense change in the world and through the passage and development of laws and strategies it can change the world for the better good.

Likewise, given that water security is still a prevalent issue, the Pan-Asiatic States encourages policies be passed that encourages more investment into water infrastructure and technology, most especially in countries with low capabilities in the aforementioned fields. This will help to provide them with more funding to develop and acquire water technology and construct their own water-based infrastructure.

The Pan-Asiatic States, in line with this, has in recent years, prepared an agenda to establish an International Water Fund (IWF). This is directly related to more investments into water infrastructure and technology as a mechanism for funding the previously mentioned fields. In line with that, the resolution will encourage private entities to invest in water infrastructure and technology to give additional funding and also to increase the quality and quantity of water infrastructure and technology.

In socialist countries, or systems of governance where state-industries monopolize all or a majority of economic sectors and are given command of resources by a mandate derived from the masses, we advise directors, commissariats, and soviets to convene sessions focused on centralizing regional water infrastructure deficiencies; as well as publicize these needs so that other countries can intervene and subsidize smaller countries on a case-to-case basis.

We advise that these incentives could take the form of recommended government grants to award private entities for the construction of the development of water infrastructure, as well as a way to encourage competition among private entities. Tax breaks can also be given as incentives to companies who dedicate resources to these water infrastructure projects and encourage other companies to follow suit. Furthermore, the resolution can establish a Water Development Accord where member states will gather and indicate their targets and commitments in line with water security and the development of water infrastructure.

It is our hope that countries pursue discourse towards actualizing the need to address the world's water crisis through all political means capable of doing so. The Pan-Asiatic States is willing to devote its resources and status as an economic hegemon towards resolving this issue alongside members of the international community.
