I'm crunching the numbers (But Eternal Lotharia's isn't coming up atm) and frankly, it doesn't look like a fiscally responsible act to hard cap a percentage of your GDP that could be better spent elsewhere. Don't get me started on the fact that a certain Coffee hater doesn't even have a military budget.
Overall I think some of this is flawed although generally it was a decent idea. I'd be willing to sit around as an observer and a military banker/etc. if y'all needed the assistance... (You probably do).
All of this is based off of NSEconomy + NSstats.

Well, NSStat wise, I have a negative military, so that might be…inconvenient.
So I’m kind of incapable of fulfilling…multiple of these clauses.

RP ones and gameplay ones should be separate for realism and flexibility reasons.
Like 17% on defense and 86T is unrealistic as hell.
I'll remove the academy clause it was meant as a unifying political education and cultural exchange program.
And these clauses will all essentially assure the alliance will not divide politically or have internal conflicts, they seem necessary.

Along with this I don't like how you say you can only opt out if OOC busy. That's a pretty shitty thing to try and enforce and isn't even enforceable outside. People are free to come and go as is and shouldn't be bound to this just because you want numbers/members. Sorry bud, it's a hard no from me.
It's actually a problem in NS alliances where most members never take part in stuff.
Also not bs it's based on geography and resources and realism. Working on a map.
