The Oster agenda in general is to help put the country back on track and in return "earn a seat" at the government's table and have influence in the rural areas.

For once, I don't have to make D&S worry about Oster influence in the area. In fact I'm mostly glad because it means if things start going haywire down here I could safely assume Oster assistance will be around. Perhaps the Bureau and OVAST will be working together here as I send in military units to make sure everything goes smoothly.
