About
The Asian Irredenta is the governing representative body of The Srivijayan Consortium, with one (1) seat per member-state. It is tasked with maintaining the decrees of the Consortium Proclamation by passing alliance-wide legislation on a regular basis.

The Srivijayan Consortium is a regional alliance based on the ideals of unity between Oriental nations, that is to say, victims of the post-colonial tyranny of imperialist nations. We believe in mutual assistance between nations of newly-achieved independence, and seek to protect the sovereignty of our constituents through aid and strategic defense. In essence, we are an Oriental NATO for developing countries.

The regional headquarters for the Srivijayan Consortium, and the place of attendance for the Asian Irredenta is in a diplomatically neutral zone, the Greater Palembang Autonomous Region, an enclave of the Consortium to the Pan-Asiatic States. Delegates meet to discuss their agenda in the autonomous region's capital, New Palembang City.

New Palembang City's horizons host the beautiful architecture of a truly modern city, built from the ground-up. Construction of the city began in early 2010, with the support of several of the Consortium's constituent nations. As an enclave within the State of Nusantara, one of the states of the Pan-Asiatic States, its residents are indigenous to Austronesian culture. The city is half the size of Neo-Singapore (Pan-Asiatic States), its autonomous region serving only as an informal political border.

New Palembang City is truly a city of the world, a city of peace, a city of its own kind. Religions, cultures, and peoples of every kind wandered about under its enormous skyscrapers. Business and industry from and outside the Pan-Asiatic States had helped build its foundations, and thus were totally welcomed there. A variety of restaurants, shops, and malls from Oriental nations across the world dot its landscape.

At the center of it all is the Oriental Palace, the hall of congregation for the ambassadors of the countries of the Srivijayan Consortium.

The city hosts three main zones; a political zone, a commercial zone, and a residential zone. All ambassadors to New Palembang were provided permanent residences in the residential zone. As in other cities in the Pan-Asiatic States, the only mode of transportation available to its people is the train; a wonder of Asian engineering.

The city is in every right an independent city-state. Its borders are open for settlement to all members of the Srivijayan Consortium.

The Asian Border Garrison Corps can be called on in emergency situations. Additionally, rotating units of the Pan-Asiatic States Armed Forces are assigned to security, air and waterborne defense, and contingency/evacuation duties to the consortium's HQ. They are housed in barracks and a forward base within kilometres of the city centre.

A housing block, around a kilometre (just over half a mile) from the Oriental Palace, has been chosen to house the Representatives and other staff and their families. The majority of the apartments are four-bedroom, two-bathroom, with a spacious and modern interior, and include sporting facilities, including an indoor pool, sports complex and playground in a communal area in the block. Two parking spaces have been reserved for the new residents. If families require more bedrooms or extra parking spaces, they may apply for them.

Originally, children of the Delegates are to attend the school local to the residence of the delegate families, however, a newly constructed and Asian-funded academy staffed from local teachers has been dedicated for TSC dependents, in the hopes this will provide a less intimidating experience for the children.

  • Moderated Caucus - Given an allotted amount of time, delegates who wish to speak will be allowed to do so, usually in order to propose an international agenda, convince other member-states to vote in favor of a proposal they support, or declare their stance on a particular agenda. Delegates must speak one at a time based on a first-come, first-serve basis, in an orderly fashion.
  • Unmoderated Caucus - Given an allotted amount of time, delegates will engage in open dialogue to discuss their next course of action, usually with their allies (also referred to as bloc-mates). This is usually done in determining what agenda or crisis among a variety should be discussed next by the Irredenta. Such discussions are usually followed with a moderated caucus.
  • Suspension of Parliamentary Procedures - This is a motion passed in order to temporarily suspend the session. ICly, it must be seconded by another delegate, and voted upon by the constituents of the Irredenta, but can OOCly be sanctioned directly via the willingness of both Consuls especially if a majority of the region's member-states refuse to respond.
  • Yield - To yield means to give the remainder of your time to someone else. You can yield your time for questions by other delegates (i.e "I yield my time for further inquiries"), or, to end your speech, yield your time to the next speaker (i.e "I yield my time to the next speaker", "I yield my time to the delegate of ____").
  • C.R - This means "Consortium Resolution", a proposal or agreement drafted to be voted upon by the Irredenta.

The floor was now open to delegates concerned with the appointment of New Palembang City's first mayor via a moderated caucus. Delegates of the Asian Irredenta wishing to put-forward a candidate for the mayoral position may do so now. It is recommended that the delegates bring-in the Mayor to speak for themselves on their agenda for the development of the city, but the delegates may also speak on his/her behalf if he/she is in absentia.

Tao Du approached the floor with a wide smile on his face, preparing to endorse the Pan-Asiatic States' candidate for the position on the candidate's behalf.

"Greetings, fellow delegates, and good morning.

As you all know, the People's Federation of Pan-Asiatic States is submitting Thạch Hồng Vinh as Mayor of New Palembang City. Trevor has long served the Asian Communist Party as a party loyalist and was instrumental to the leadership of his nation during the independence struggle against the Pan-Asiatic Soviet Socialist Provisional Republic. It is the belief of the Pan-Asiatic States that having already been one of the international faces of the Asian Communist Party, the largest Pan-Asiatic Orientalist-solidarity political organization existing today, that an Asian official should continue to lead the helm of the local development of New Palembang City through its continuing establishment phase.

The floor was now open for another nomination in regards to the position Mayor of New Palembang City. If no other candidates were to be selected soon, a ceremonial vote would officially cast the Pan-Asiatic candidate into the position.

A counter-proposal commending an opponent challenging the appointment of the Pan-Asiatic States' candidate had been passed. The time for rational discourse was upon the Irredenta.

The counter-proposal had been drafted during an unmoderated caucus, and when the speaker's list was once again re-opened by the First Committee, it was presented to everyone in the body. Tao Du once again made his case.

"Members of the Asian Irredenta," began he. "While I personally have no doubt in Abdullah Srivijaya's capabilities to lead the locale of New Palembang to prosperity, the Pan-Asiatic States feels it apt for the candidate to come from a member of the First Committee.

The Pan-Asiatic States does not feel as if the principles of Bruneian Malaya fully represent the visions of this Consortium to delegate equity on the world stage. Electing a feudalistic leader to be the poster-boy of the new age in the revolution against imperialism would be outrageous to the citizens of the democratic nations of this Consortium who have spent a century in a fight against monarchism.

Comrades, it is simply not in the best interests of the Pan-Asiatic States, and might I extrapolate, this Consortium, to commend an imperial leader on the forefront of the battle against imperialism. The Pan-Asiatic States urge the members of the Consortium to think of the political consequences of Bruneian Malaya's proposal.

Once again, my thanks to the delegate from Bruneian Malaya for his counter-proposal, but the Pan-Asiatic States disagrees. I yield my time to the next speaker."


Tao Du hoped his words would stand, but the counter-proposal had been officiated nonetheless. Two proposals were now in the agenda of the Consortium.

RECOGNIZING The Pan-Asiatic States' goodwill and effort to fulfill The Srivijayan Consortium's mission to "ensure the stability of their region and construct an order of common prosperity and well-being based upon justice" through "mutual cooperation", as stated in C.R#1.

UNDERSTANDING that only three proposals for mayoral candidates have been made, and no counter-arguments to hạch Hồng Vinh's appointment have been made.

ALARMED that the Pan-Asiatic States merely passed the selection of a mayor by itself without the consensus of other member nations of The Srivijayan Consortium.

BELIEVING that more time should have been allotted to the election of a mayor for New Palembang City in consideration of the schedules of the officials of member nations and their representatives.


HEREBY:
  • Repeals C.R#2: Appointment of Thạch Hồng Vinh as Mayor of New Palembang City
  • Prolongs the period of election of a Mayor for New Palembang City

Adopting the following declaration as a precedent for further resolutions in the year 2020:

I. GUIDING PRINCIPLES

Recognizes that, in addition to separate responsibilities to individual societies, the nations of this alliance have a collective responsibility to uphold the principles of national dignity and respect for sovereignty on an international level - a duty therefore to all the world's people, especially the most vulnerable and, in particular, the children of the world, to whom the future belongs;

Reaffirms our commitment to the purposes and principles of The Consortium Proclamation, which has proved timeless and universal; their relevance and capacity to inspire have increased, as nations and peoples have become increasingly interconnected and interdependent;

Believes that the central challenge we face today is to ensure that globalization becomes a positive force for all the world's people, for while globalization offers great opportunities, at present its benefits are very unevenly shared, while its costs are unevenly distributed;

Recognizes that developing countries and countries with economies in transition face special difficulties in responding to this central challenge, thus, only through broad and sustained efforts to create a shared future, based upon our common humanity in all its diversity, can globalization be made fully inclusive and equitable; with efforts that must include policies and measures, at the global level, which correspond to the needs of developing countries and economies in transition and are formulated and implemented with their effective participation;

Details the following areas as fields of developmental priority for the Common Year 2020 to be faithfully executed by members of the Srivijayan Consortium in line with its commitments as a geopolitical alliance;

II. COMPREHENSIVE ECONOMIC COOPERATION


Affirming clause 3 of the Consortium Proclamation "endeavor[ing] to accelerate [our] economic development through close cooperation upon a basis of reciprocity and to promote thereby the general prosperity of [our] region";

Agreeing to negotiate expeditiously in order to establish, strengthen and enhance economic co-operation through the following areas of improvement:
  1. progressive elimination of tariffs and non-tariff barriers in substantially all trade in goods;
  2. progressive liberalisation of trade in services with substantial sectoral coverage;
  3. establishment of an open and competitive investment regime that facilitates and promotes investment within the Asian Irredenta;
  4. provision of special and differential treatment and flexibility to newer TSC Member States;
  5. provision of flexibility to the Parties in respective ongoing trade negotiations to address their sensitive areas in the goods, services and investment sectors with such flexibility to be
  6. negotiated and mutually agreed based on the principle of reciprocity and mutual benefits;
  7. establishment of effective trade and investment facilitation measures, including, but not limited to, simplification of customs procedures and development of mutual recognition arrangements;
  8. expansion of economic co-operation in areas as may be mutually agreed between the Parties that will complement the deepening of trade and investment links between the Parties and
  9. formulation of action plans and programmes in order to implement the agreed sectors/areas of cooperation; and
  10. establishment of appropriate mechanisms for the purposes of effective implementation of aforementioned principles;

III. PROTECTION OF COMMON ENVIRONMENT


Understanding considerable effort must be made to free all of humanity, and above all our children and grandchildren, from the threat of living on a planet irredeemably spoilt by human activities, and whose resources would no longer be sufficient for their needs;

Resolving therefore to adopt in all our environmental actions a new ethic of conservation and stewardship and, as first steps, hoping this Irredenta will strive:
  1. To make every effort to ensure the entry into force of withstanding international environmental protocols, and to embark on the required reduction in emissions of greenhouse gases;
  2. To intensify our collective efforts for the management, conservation and sustainable development of all types of forests;
  3. To stop the unsustainable exploitation of water resources by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies;
  4. To intensify cooperation to reduce the number and effects of natural and man-made disasters;
  5. To ensure free access to information on the human genome sequence for the benefit of virological research;

IV. ENSURING SOVEREIGNTY FOR THE THIRD WORLD


Supporting the consolidation of democracy in Africa, the Middle East, and Asia;

Striving to assist Third World citizens in their struggle for lasting peace, poverty eradication and sustainable development, thereby bringing undeveloped and underdeveloped countries into the mainstream of the world economy;

Adopting agendas in line with this thereby:
  1. To give full support to the political and institutional structures of emerging democracies in developing countries;
  2. To encourage and sustain regional and subregional mechanisms for preventing conflict and promoting political stability, and to ensure a reliable flow of resources for peacekeeping operations in the Third World;
  3. To take special measures to address the challenges of poverty eradication and sustainable development in Africa, including debt cancellation, improved market access, enhanced Official Development Assistance and increased flows of Foreign Direct Investment, as well as transfers of technology; and
  4. To help Third World countries build up its capacity to tackle the spread of the HIV/AIDS pandemic and other infectious diseases.

Meriam looked over the proposal by the Pan-Asiatic States. Most promising, as well as most concerning in the proposal; was IV. ENSURING SOVEREIGNTY FOR THE THIRD WORLD. While it was true that the main mission of The Srivijayan Consortium was to defend nation's from the dangers of western imperialism, Meriam felt that this portion of the proposal was somewhat vague.

"While we of Samporna do not doubt the intentions of the Pan-Asiatic States, there is cause to doubt their proposal. More specifically, the fourth portion of the proposal, which desires to ensure sovereignty for the third world. While it is indeed our mission to defend nations from western imperialism, it must be taken note of that, 1.) not all the nations within our alliance our by their nature, democratic; and thus defending their sovereignty will not truly support democracy; 2.) the "Third World" is an outdated term referring to countries unaligned with either the First World which mainly consisted of the West and their allies, and the Second World which mainly consisted of the USSR and it's allies; of which some of us have been allied with the USSR during the Cold War, making some of our countries Second World rather than Third World; and 3.) there always remains the matter of separatist nations within multinational countries. What of them? Are they to be left subjected to the imperialism of the nations of the Srivijayan Consortium? Then what makes us so different from the Western Imperialists then? Are we to defend the nations within The Srivijayan Consortium? Or the nations recognized by The Srivijayan Consortium? Consider these my friends, before signing the sponsorship of this proposal."

"In all of our planet's history the State has always been that human community that successfully claims for itself to be the only source of legitimacy for all physical coercion or adjudication of coercion. For example, the law might permit individuals to use force in defense of one's self or property, but this right derives from the state's authority. This conflicts directly with enlightenment principles of individual sovereignty that delegates power to the state by consent, and concepts of natural law that hold that individual rights deriving from sapient self-ownership preexist the state and are only recognised and guaranteed by the state which may be restricted from limiting them by constitutional law," preempted Ambassador Tao, unwittingly paraphrasing the works of Max Weber.

"International relations are characterized conversely, by the absence of widely acknowledged legitimacy in the use of force between states. This is the reason for which this Irredenta has assembled - because the West has so rightfully abused through its own international institutions the capacity granted to it to legitimize the use of violence. No longer do we see them storming ivory towers to destroy tyrants, but instead, the armies of the imperialists are used to coerce peaceful developing countries masked as tyrannical ones.

In exercising our authority as an Irredenta, we can only have faith in the capability of the members of this assembly to stop us when we oversaturate our exercise of force - force which must only be used against hegemony by the Great Unity of the nations of this Consortium, and cannot be used to impose the hegemony of one or two nations gathered here today. But also, it is only through this force that we can truly secure for ourselves stability in an imperialistic world.

Thus, we leave it to the checks and balances provided to us by and through democracy - the will of the masses to exercise and mandate their intentions in legitimate means. The destruction brought-about by legitimized violence through imperialist nations can never be outweighed used by the violence we must exercise for collective security. And even so, it is more abhorrent to allow the proliferation of a corrupted legitimization of violence rather than fear that we may replace it with a much more despicable one. For when and if that time comes, new Consortiums will rise to bring it down until the whole world is liberated once more.

For now, I urge the delegates of the Irredenta to compromise for the sake of collective security. I would advise the delegate of Samporna to specificate any ammendments they would like to make by drafting a secondary proposal on top of the pre-existing one. Otherwise, I encourage everyone to verbalize their support of the Pan-Asiatic States' resolution and inform me if they would like to sponsor it.

"I commend the statements made by the delegates of both Iran and Samporna for demonstrating the liberties provided to us by international democracy - the capability to contradict interests not in line with the intentions of those affected by policies that ought to be institutionalized for those very intentions," once again spoke the Pan-Asiatic ambassador of the recently-drafted resolution.

"If this is how the Iranian and Sampornese peoples feel of the proposal in its first stage then I will ensure that the proper amendments are made before it is put to a vote. The intention of the Pan-Asiatic States' proposal has been twofold: to understand the needs of the right honorable nations of this Irredenta, and to outline the agenda for the next year accordingly.

In line with the aforementioned, I think a clause should be made specifying accountability for the actions of the Consortium and a greater emphasis of the principle that 'sovereign nations reserve the right to ask for aid, not for said aid to be thrust upon them', to quote the Iranian ambassador. "For one, it would make sense to replace "The Third World" with something more inclusive; or at least include the Second World as well. As for 'supporting democracy', we may as well remove that portion entirely; as despite it being clearly defined in the dictionary, there are countries in our alliance that call themselves democracies but are not recognized as democracies by others; and it should also be considered, that some of us are not democratic by nature. Our alliance at its core, is not an alliance of democracies; it is an alliance of countries seeking refuge from Western Imperialism, and to transform it into the former is to challenge the sovereignty of some of our members countries. Lastly, I do believe we must create a set of definitions or perhaps a process to define the recognition of a nation or country under the protection of the Consortium. We should not allow ourselves to follow in the footsteps of the imperialists we sought refuge from by supporting the efforts of countries within our alliance to suppress nations within themselves, nor should we simply assume a non-intervention policy as such is utterly irresponsible. Nations, by definition, our communities united by language, culture, history, and religion; and thus I believe we must catalog these communities to the fullest extent, in order to recognize their potential for sovereignty. Once a nation gains the de facto ability to govern itself, I believe we must recognize it's right to do so, regardless of ideology; and thus recognize it as a country, meaning a region recognized as a distinct entity in political geography. So long as these countries do not impose sovereignty on other countries, it is their sovereignty we must be obligated to defend."

Recognizes that developing countries and countries with economies in transition face special difficulties in responding to this central challenge, thus, only through broad and sustained efforts to create a shared future, based upon our common humanity in all its diversity, can globalization be made fully inclusive and equitable; with efforts that must include policies and measures, at the global level, which correspond to the needs of developing countries and economies in transition and are formulated and implemented with their effective participation;

Details the following areas as fields of developmental priority for the Common Year 2020 to be faithfully executed by members of the Srivijayan Consortium in line with its commitments as a geopolitical alliance;

II. COMPREHENSIVE ECONOMIC COOPERATION


Affirming clause 3 of the Consortium Proclamation "endeavor[ing] to accelerate [our] economic development through close cooperation upon a basis of reciprocity and to promote thereby the general prosperity of [our] region";

Agreeing to negotiate expeditiously in order to establish, strengthen and enhance economic co-operation through the following areas of improvement:
  1. progressive elimination of tariffs and non-tariff barriers in substantially all trade in goods;
  2. progressive liberalisation of trade in services with substantial sectoral coverage;
  3. establishment of an open and competitive investment regime that facilitates and promotes investment within the Asian Irredenta;
  4. provision of special and differential treatment and flexibility to newer TSC Member States;
  5. provision of flexibility to the Parties in respective ongoing trade negotiations to address their sensitive areas in the goods, services and investment sectors with such flexibility to be
  6. negotiated and mutually agreed based on the principle of reciprocity and mutual benefits;
  7. establishment of effective trade and investment facilitation measures, including, but not limited to, simplification of customs procedures and development of mutual recognition arrangements;
  8. expansion of economic co-operation in areas as may be mutually agreed between the Parties that will complement the deepening of trade and investment links between the Parties and
  9. formulation of action plans and programmes in order to implement the agreed sectors/areas of cooperation; and
  10. establishment of appropriate mechanisms for the purposes of effective implementation of aforementioned principles;

III. PROTECTION OF COMMON ENVIRONMENT


Understanding considerable effort must be made to free all of humanity, and above all our children and grandchildren, from the threat of living on a planet irredeemably spoilt by human activities, and whose resources would no longer be sufficient for their needs;

Resolving therefore to adopt in all our environmental actions a new ethic of conservation and stewardship and, as first steps, hoping this Irredenta will strive:
  1. To make every effort to ensure the entry into force of withstanding international environmental protocols, and to embark on the required reduction in emissions of greenhouse gases;
  2. To intensify our collective efforts for the management, conservation and sustainable development of all types of forests;
  3. To stop the unsustainable exploitation of water resources by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies;
  4. To intensify cooperation to reduce the number and effects of natural and man-made disasters;
  5. To ensure free access to information on the human genome sequence for the benefit of virological research;

IV. ENSURING SOVEREIGNTY FOR THE DEVELOPING WORLD


Striving to assist citizens of the developing world in their struggle for lasting peace, poverty eradication and sustainable development, thereby bringing undeveloped and underdeveloped countries into the mainstream of the world economy;

Adopting agendas in line with this thereby:
  1. To give full support to the political and institutional structures of emerging governments in developing countries;
  2. To encourage and sustain regional and subregional mechanisms for preventing conflict and promoting political stability, and to ensure a reliable flow of resources for peacekeeping operations in the Third World;
  3. To take special measures to address the challenges of poverty eradication and sustainable development in Africa, including debt cancellation, improved market access, enhanced Official Development Assistance and increased flows of Foreign Direct Investment, as well as transfers of technology; and
  4. To help developing countries build up its capacity to tackle the spread of the HIV/AIDS pandemic and other infectious diseases.
