Amrenia Colonial Summit [Closed][Amrenian Powers only]

[Tarsas]

The port of Tarsan, the official capital of the colony of New Tarsas and the biggest city, was to be the sight for a historical meeting of the colonial powers holding Amrenia. The city had a large international airport, a highly developed seaport for all types of vessels, and a network of roads and rails. This allowed visitors to use any transport they desire, though most of it would be down the river on a river boat.

The city had tall sky scrapers and a population of well over a million. Tourism, refining, manufacturing, and gambling had all taken hold here producing a massive organized melting pot of industry and services. One side of the city had hotels, government buildings, casinos, and the airport. The other side had the seaport, refineries, factories, and contained the majority of the city's fire fighting ability due to the nature of the industry.

With a population of 1,275,904, the city was filled with people and produced billions, and on good months, even trillions of Harkans. It was here the summit would be held. The most luxurious hotel in New Tarsas had been rented for two million Harkans a month until the Colonial Governor deemed that he didn't need it's services anymore. Tariffs had been lifted for diplomatic vessels temporarily for the summit, and the professional Colonial Defense Force had stationed six thousand troops to keep the area secure. The diplomats, upon arrival, would put their belongings in one of the luxurious suits and head to Conference Room 2, a conference room that took up the entire basement and serves as a room to hold such events as this summit for the government.

The summit would begin as soon as the diplomats arrived.

"On behalf of myself and my colony i am happy to see that we can now begin the founding of an organisation to facilitate our common relations. I suggest that the first thing we chose is what form of organisation we want? How much power it shall have? What kinds of issues it shall deal with? I hope that we can decide something that all colonial powers can accept so that we wont exclude anyone. What are your oppinions on this colleagues?" Prince Amos said

[Tarsas]

The Governor, a tall man with a head of curly brown hair and dark, tanned skin, stood.

"Tarsas proposes the Colonial Peace Charter. Here are it's terms:"

1. Establishes the Colonial Relations Commission to keep relations between the colonies good.
A. The Commission will hold regular conferences for Colonial Delegates to discuss business.
B. The Commission will hold sweeping trade powers in international waters
C. The Commission will be the prime mediator for disputes of varying manor by a jury of colonial delegates

"Does anyone else have anything to add to this? Anything to change? Ours was a basic outline of what we had in mind for the commission. The Commission headquarters location is still undecided. We need a trustworthy nation that won't try to influence the commission based on their location."

[Emporer Pudu]

Mr. Lei Sheng was the only Pudite in Tarsan, having arrived earlier in the day by helicopter at the airport across town. A taxi had deposited him at the hotel, where he found that the delegations of the other Amrenian powers were still arriving. He was not here by order of the Director of Tumisium, in fact, he would be surprised if Director Tarog even knew of his journey; he had flown in on a Company helicopter from Port Concord, avoiding Imperial Guard authorities in doing so.

For the past few hours Mr. Lei had been a fixture at the hotel bar upstairs, where he had managed to make disappear a trio of fine Khung cigars and innumerable glasses of garrafeira port. When the other representatives began to gather in the conference room below he followed, although he was careful not to forget his wine or cigars.

Sheng chose a chair near the center of the room, even though he had no intentions of embarking into the diplomatically-charged discussions surrounding him. He was here for business purposes, and that was it.

"Alcedina Minor VII in Amrenia would like to make the entire continent a free trade zone as well, but we realise that this might be controversial for some colonial powers so we will not request that it is made a part of the Colonial Peace Charter. Apart from that we have nothing to add to you proposal governor. It seems reasonably and acceptable" Prince Amos answered the governor of New Tarsas

[Emporer Pudu]

Speaking up, Mr. Lei joined the conversation, "I think I should make something clear before assumptions are made;" he paused, taking a sip of his port before continuing, "I am here solely as a representative of the Imperial Trading Company's business interests in Amrenia. Although the Company seeks to establish a free trade environment, I do not speak for the colonial government of Tumisium, which does not recognize this summit or any results thereof." Again he paused, this time to survey the room quickly while taking a pull from his long cigar, "That said, the Company does not presently have in place any prohibitive tarrifs; free trade is now undertaken in all three Company Free Enterprise Zones."

[Of the Quendi]

"That is great news mr. Lei. Alcedina Minor VII in Amrenia will then begin trade with your company. However i would like to inquire as to why the government of Tumisium does not recognise this summit?" Prince Amos asked curiously

[Emporer Pudu]

Mr Lei smiled at the naiveté of his fellow delegate, "What do you think you could offer Mr. Tarog, our director?"

[Of the Quendi]

Prince Amos was stunned "Well money of course. The pharmaceuticall industry of Alcedina Minor is heavily flawed by the little territory we can locate plants in. We would be gratefull if Mr. Taroq would sell us plants from Tunisium our let our native gatheres collect them for a fee." he replied

[Emporer Pudu]

"Like I said, I do not represent the colonial government. If you want botanical supplies from the interior, you'll get them through the Company." Mr. Lei broke for a swallow of his wine, "I would not recommend attempting to send anyone you value across the Tumisium border."

[Of the Quendi]

"I see. If we aren't addviced to enter Tumisium how should we then could trade with you?" Baron Undo asked after getting permission from his Imperial Highness.

[Emporer Pudu]

"The Free Enterprise Zones, of course. I would recommend to you Port Amity, just up the river from your colony, I believe."

[Of the Quendi]

"Excellent. We will look forward to do business with your company Mr. Lei" Baron Undo said.

"And with that in order, we have far more important things to deal with" Prince Amos said. "I am sure we have all heard about the war between The Arch Ilands and Dinosians. If there are any representatives of those two nations present i suggest they spek now. If not i suggest we decide on how the war between those two powers will influence us." he continued hoping that the summit could secure that the war would not spread.

[Emporer Pudu]

As the topic shifted Mr. Lei reclined in the large padded chair, content to retire to his cigar. Eventually, he would have to seek out some more port, but for now he could watch his fellow representatives scramble.

[Arabiak]

"Good morning gentleman,sorry for my delay to this meeting" The Arabiakan Colonial Commander entered the room dressed in full military uniform.
"My name is General-Governor Bahir Al-Ghablib." He was standing at full attention.
"May i get an update on the recent discussions that may have occured"

[New Amerik]

"I am here to serve as a delegate of Bladed Bay. May I have a list of minutes?"

[Tarsas]

The lists were handed to them so they could be updated. Governor Lee turned to them. "Forgive me gentlemen, but we had to quickly begin the meeting as issues are becoming pressing." He turned back to the assembly and adjusted his mic. "Ladies and Gentlemen, we have sent a fleet to engage in aggressive actions against the invaders. The Premier thinks the best way to contain war is to repulse the invaders. We have sent the 2nd fleet of the CMDF to intercept them and aid the Dinosians."

[Dinosians]

"I'm sorry to arrive so late but in case your nations haven't noticed, we have an enemy fleet bearing down on us." said Dinosian representative Dougan.
"We have called for reinforcements from the mainland and they should arrive soon, but we must know if the coloines are willing to help us."

[New Amerik]

"We are willing to help as best we can, though our forces are few in number. A reinforcement fleet from New Amerik is on it's way however, and should be here in a little while."

[Dinosians]

"Thank you, our reinforcements should arrive soon. Now I must ask what is the reason this summit was called?"

[Of the Quendi]

It is the policy of the Colony of Alcedina Minor not to directly involve itself in the ongoing conflict between Dionosians and the Arch Ilands." Prince Amos replied to the dinosian delegate.
"As for the reason of this summit it is an attempt to establish a cooperation organisation between the different colonies."

[Dinosians]

well Dinosian sees no point in joining such an organization. Most colonies here already have some sort of agreement with Dinosia, thus another would be redundant.

Several Hours Earlier
Tarsan, Tarsas
The Oceanian delegation had arrived well in advance of the conference's opening remarks, taking up their staterooms in the Tarsan hotel. Parker Connaught headed the delegation as Director-General of the Oceanian West Amrenia Company colony while General Mark Graves (ret.) represented the Company's mercenaries and thus military establishment. Both men and their staffs had made their way to Conference Room 2 as the first libations were served.

Connaught watched with feigned interest as Prince Amos opened up the discussion. He preferred sipping his whisky, some top-shelf brand from Tarsas. The flavour was a touch smoky yet clean and went down smoothly for whisky. All-in-all, not a bad drink, he thought to himself as the New Tarsas governor stood.

As the governor proposed the charter, Connaught threw a quick glance to Graves who was already eyeing Connaught. The two leaned closer together, "most interesting," Connaught whispered.

"Yeah."

The two eased back into their respective seats as Prince Amos again took centre stage to engage in a quick discussion with the Pudites' unofficial representative. Connaught noted Lei's calmness in dealing with Amos and the thinly-veiled threat about attempting to cross the border. Connaught caught Graves smiling—the mercenary must have been thinking about the natives who likely would have no concept of a Pudite border and the consequences of crossing it.

Suddenly the room exploded in a flurry of activity as several additional representatives streamed in—perhaps most importantly one Dougan from the Dinosian Empire. Of all of the latecomers, Connaught noted that it was perhaps Dougan that made the most sense.

Finally, as the room settled once more, Connaught cleared his throat from behind his section of the table. Without bothering to rise, Connaught began to address the assembled delegates.

"As representative of the Oceanian West Amrenia Company, I must also clarify that I do not represent the Crown of the United Kingdom nor His Majesty's Government in any other capacity than being the legally entrusted officer in charge of a trusteeship colony. Additionally, the matters being addressed by this proposed charter extend far beyond my remit as Article 1, Sections B and C drastically challenges the sovereign rights of the United Kingdom to legislate trade policy and to conduct foreign policy."

Connaught paused to let the delegates digest that and take another sip of his whisky. "And so, delegates, if you shall forgive me for my brusqueness, you are asking that colonial governments conduct foreign policy in at best an indirect fashion by abrogating the right to conduct foreign policy, that is to resolve both bi- and multi-national disputes, to an international commission. While I cannot speak for His Majesty's Government, I am quite certain that such a proposal…" Connaught paused to find the most appropriate while still diplomatically sensitive word, "shall objections on numerous ground in what I assure you would be a most uncommon sight of bipartisan agreement."

"Now, that objection stated, the Company would be agreeable to attending regular conferences to stay abreast of continental affairs along with promoting bi- and multi-lateral ties at a colonial-level. The question of where to host these conferences is far less important, but perhaps a rotating schedule would alleviate the perception of geographical bias."

Connaught quickly finished his whisky, motioning for another, before continuing. "And as for the proposals of non-constitutional matters, that is, those proposals outside the legally-binding framework of a Commission Charter, the Company would not necessarily object to a free-trade agreement covering the entirety of the island. While the details would likely needed to be worked out at a national level, I can assure you that already the Company has agreed to a trade agreement with the Arabiakan colonial administration regarding river transport rights and trade."

"But perhaps the most pressing matter to a number of delegates is the unwarranted aggression by," Connaught paused to reference his notes, "the Arch Islands. At the moment—and again I can speak only for the Company and not for the United Kingdom—the Company has no plans to commit the resources at its disposal against the Arch Islands."

"An additional matter for the consideration by this conference is the organisation of cross-border transportation. While the views of Mr. Lei have been clearly and succinctly expressed, the Company is willing to permit regulated traffic to transit the colony, that is to say those presenting valid passports and visas to authorised border guards shall be able to transit across the colony."

With his piece spoken for now, Connaught once more eased back into his seat to observe the delegates and gauge their reactions.

[Windica]

The Vice President of the Windica Corporation, Duke Ferdinand 'd Windici entered the conference room quite late. He mumbled his apologies to the present members, and said that the Emperor cannot attend in light of another negotiation. He then sat down on a chair, was handed a copy of the minutes, and listened to the other colonial powers. Then he asked permission to speak, was given the privilege, and addressed the Summit members.

Our dearest neighbors, I, Vice President for Administration and Operations of the Windica Corporation, Duke Ferdinand 'd Windici, we salute you for cultivating the lands of this previously untamed continent. I must implore you, that in the spirit of civilization which we came here, we should make peace with each other, for the conflicts in the continent are, frankly, in my view, useless and destructive. This conflict between the Arch Islands and the Dinosians have escalated to the point that those between the two contending parties have found it difficult to maintain themselves, with fear that one side may make an all-out nuclear attack on the other. We wish to proclaim our independence and neutrality in this conflict.

On the question of the commission headquarters, I humbly offer our colony, Psyriph, to be the site, if none has yet been chosen. Since we are highly able to defend ourselves in case of attack, which we will probably try our best not to get into, the colony is a prime candidate for the location. Also, fortifications could be added if our current precautions are not enough. Also, the peaceful environment will be beneficial to the delegates.

"I can assure you that Dinosia has no intention of using Nuclear, Biological, or Chemical weaponry in this conflict."
