Former Senator Giselle Tan emerged as the top senatorial candidate in the latest DataAlexia pre-election survey released on 19 April 2021. She has overtaken re-electionist and fellow party member, Senator Tessa Wang of the People's Power Party. Both Tan and Wang are running under the senate slate of presidential aspirant, Senator Ryan Canelo Marquez.

Senator Ryan Canelo Marquez is now the frontrunner in the upcoming 2021 Alexian Presidential Election. In the recent survey, Senator Marquez saw his support jump 12 percent, with a 43 percent voter preference. His rival, Senator Edna Garcia, dropped to a 29 percent voter preference, the biggest change amongst the candidates. This sudden change in numbers can be attributed to the credibility of the senatorial aspirants in Marquez's slate, according to political analyst Brianna Colond. Juan Gisbert is third in the race, with a 25 percent voter preference. Former Health Minister Imelda De Los Santos-González was not included in the choices as she announced her withdrawal from the race on 4 April. She has instead endorsed Senator Marquez for President.

With just 10 days before the election, Colond says that we can expect a landslide victory for Senator Marquez. President Ulrich Junker, who is also running for Senator, says that the Alexian Electoral Commision (ALECOM) will ensure a clean election on 1 May. Polling will start at 8 am in the morning and will close at 6pm.

Senator Ryan Canelo Marquez, the administration standard-bearer, appeared to have won the presidential election, besting two challengers despite a tumultuous campaign that saw him trailing Senator Edna Garcia in survey numbers during the buildup to the election.

An unofficial vote count showed the 49-year-old former lawyer and governor prevailing in the contest to replace outgoing President Ulrich Junker, who declared a snap election earlier this year due to public pressure. As of 3 a.m. local time, Marquez had won 52% of the vote, ahead of his closest rival by about 13 percentage points.

Following a combative campaign, which culminated in Garcia calling Marquez a puppet of the state and that his presidential bid was an insult to democracy, the president-elect pledged reconciliation and prosperity in his first news conference held just as polls closed.

"Let us heal from the wounds of the past," he told assembled media in the Diamond Hotel.

Turnout for the election was a whopping 87%, illustrating the people's desire for a new leader. Addressing reporters, Marquez vowed to uplift those below the poverty line and strengthen the military capability of Alexis. Juan Gisbert, one of Ulrich's staunchest critics, conceded when the unofficial vote count clearly indicated a winner. Gisbert, who garnered only 9% of the vote, thanked his supporters and promised to continue serving the people. He congratulated Senator Marquez for his victory and hopes the new administration will bring peace and prosperity to the country.

Senator Edna Garcia, however, refused to concede. Despite Senator Marquez being well ahead in the unofficial count, Garcia refused to acknowledge Marquez as the clear winner. "We will file an electoral protest. This election was clearly fraudulent and we will not allow our democracy to be trampled on like this," she told reporters.

As for the Senatorial race, nine of Senator Marquez's candidates are heading to the Senate. The 15 Senate winners are led by ally and former senator, Giselle Tan, with 48,844,182 votes. This leaves only six from the opposition winning seats in this election. The remaining 15 incumbent Senators in the Senate are all administration allies.

In the unofficial count, Tan is followed by Senator Tessa Wang, with 41,661,213 votes. Franklin Redrich and Chou Yutzu took the third spot and ninth spot respectively and are the only opposition bets to be in the top 10. With the Supreme Court ruling the opposition wing of the People's Party illegitimate, the candidates initially running under the wing were declared as Independent candidates.

Ryan Canelo Marquez has been sworn in as the third President of Alexis after winning the 2021 snap election by about 9 million votes, or 13% ahead of former Senator Edna Garcia. Promising that massive change is coming, Marquez captured the imagination of the masses long suffering from chronic corruption and poverty.

In his speech, he highlighted the problems of corruption, insurgency, poverty and the erosion of faith and trust in government that plagued the young nation.

"Change will start with us and it will begin now. Long have we been divided as a nation. Now is the time we come together as one and bring our beloved nation to greater heights," he told the crowd.

His inauguration was attended by all the winning Senators in the senatorial race, Premier Alexander Springsteen, Premier Ernécito Fiŕenze, and the rest of his cabinet.

President Marquez signed his first Executive Order right after the inauguration, creating a Presidential Anti-Corruption Commission to tackle the pressing issue.

BY THE PRESIDENT OF THE COMMONWEALTH OF ALEXIS

EXECUTIVE ORDER NO. 1

CREATING THE PRESIDENTIAL ANTI-CORRUPTION COMMISSION AND PROVIDING FOR ITS POWERS, DUTIES AND FUNCTIONS


WHEREAS, Section 3 of Commonwealth Act (CA) No. 1467 (Anti-Corruption Act) declares that it is the duty of the Government to repress certain acts of public servants which constitute corrupt practices;

WHEREAS, Section 1 of Commonwealth Act (CA) No. 1134 (Ethical Standards for Public Servants and Code of Conduct) declares that it is the duty of the Government to maintain a high standard of ethics in public service, and provides that public servants shall at all times be accountable to the Alexian people and shall discharge their duties with utmost responsibility, integrity, and loyalty, lead modest lives and uphold public interest over personal interest;

WHEREAS, the President's plenary powers as head of Government authorise him to conduct checks and inquiries on all public servants;

WHEREAS, there is a need to create a separate commission under the Office of the President solely dedicated to providing assistance to the President in the investigation of administrative cases, and in the conduct of checks and inquiries concerning public servants allegedly involved in corrupt practices or have committed acts violating the Ethical Standards for Public Servants and Code of Conduct.

NOW, THEREFORE, I, RYAN CANELO MARQUEZ, President of the Commonwealth of Alexis, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

SECTION 1. Creation. The Presidential Anti-Corruption Commission is hereby created under the Office of the President to directly assist the President in investigating administrative cases involving corrupt practices as defined in Section 3 hereof, and to perform such other similar roles as the President may direct.

SECTION 2. Composition. The Commission shall be composed of a Chairman and three Commissioners to be appointed by the President. All the members of the Commission shall be members of the Alexian Bar and must have been engaged in the practice of law in Alexis for at least eight years. The Chairman shall preside over the meetings of the Commission, and shall direct and supervise the implementation and execution of policies, rules, and regulations promulgated by the Commission.

SECTION 3. Jurisdiction, Powers, and Functions.


  1. The Commission shall have the power, on complaint, to hear, investigate, receive, gather, and evaluate evidence, intelligence reports, and information in administrative cases for acts or omissions constituting violations of any of the following:

    1. CA. No. 1467;
    2. CA. No. 1134;
    3. Administrative sanctions on acts and omissions constituting violations of the foregoing laws and issuances;
    4. Rules and regulations duly promulgated by competent authority to implement any of the foregoing laws and issuances;
    5. Other violations as may be referred to the Commission of the President.
  2. Upon instructions of the President, the Commission may investigate presidential appointees in the Alexian Armed Forces and the Alexian National Police whenever he deems it necessary or appropriate.
  3. Upon instructions of the President, the Commission may also conduct checks and inquiries on acts or omissions of all public servants which may be violative of the Constitution, or contrary to law, rules and regulations, and/or constitute serious misconduct tantamount to betrayal of public trust. On the basis of such inquiries, the Commission shall submit its report and recommended courses of action to the President.

    The Commission shall use every and all reasonable means necessary to ascertain the facts in each case or complaint objectively, in all instances observing due process.

    In the exercise of its functions, the Commission may enlist the aid and support of any law enforcement agency of the Government. It may also call upon all government agencies for assistance and cooperation, whether for acquisition of documents pertinent to its investigation or to participate in or conduct the investigation, subject to the submission of a written report to the Commission.

    The Commission may engage the services of qualified consultants and/or deputies from from the public and private sectors, subject to pertinent laws, rules, and regulations.

SECTION 4. Rules and Regulations. The Commission shall promulgate or adopt its rules and regulations for effective implementation of this Order.

SECTION 5. Disclosures. The Commission shall not disclose or make public any record or information in connection with any investigation when such disclosure will deprive the respondent his/her right to a fair and impartial investigation of the case. All disclosures of the Commission relating to an administrative case, complaint, or inquiry, shall be balanced, fair, and accurate.

SECTION 6. Funding. The initial budget of the Commission shall be determined in coordination with the Budget Management Institution and submitted to the Office of the President for approval. Appropriations for the succeeding years shall be incorporated in the budget proposal for the Office of the President.

SECTION 7. Effectivity. This Order shall take effect thirty days after its publication.

DONE in Ciudad de Alexis, this 4th day of June, in the year Two Thousand and Twenty-One.
