You can use that song if you want to, however, it's bad practice to use a tune that has already been used - especially when it's used in the edition before (from Britonisea).

I can't stop you if you want to use it, but not sure if that'll reflect well on your results.

Those are the people who are presenting each country's 5 points. They were sent to me via telegram by each voting nation. As for their occupations, that's up to the nations who sent them. For example, one of them was a singer, but that wasn't identified for most of the spokespeople.

The spokesperson is a famous person/someone who is involved in music in your nation who announces the 5 points (top points) when we go live to each nation. Similarly to how it works in the Eurovision Song Contest Grand Final.
