All The Sea is Green (Closed: Invite Only, ask Lamoni)

The emergence of the Tel'Quessir was not entirely pleasant. The vast migration away from the inner cities to the coasts and into the sea came with a vast economic depression and impact. The economies of several cities either teetered on the brink or fell off the cliff, with other cities being overwhelmed. Those that went into the sea initially provided little economic value, but this would be reversed in time. As more and more cities sprouted up and the six billion Tel'Quessir started to search and seek a life under the waves, it was only a matter of time until positive results were returned. The three cities that led the way were Nederra, Illiyitri, and Lumathesha.

Nederra is the name of the Tel'Quessir city that sits in the Ruvellian Sea, between Lamoni and Arcadian Raj. The location of a small drilling platform from a major Lamonian oil company, the Tel'Quessir purchased rights to the majority of the land during the economic upheaval following The Shift. The reason became clear soon enough. The surface oil reserves were dry and efforts to locate more had not gone well, leading the company to believe the field was exhausted.

The Tel'Quessir were able to go deeper, however, and found vast oil reserves ready to be used. Quickly setting up shop and getting to work, it wasn't long before the Nederran Oil Group struck gold. Able to pump, process, refine, and then ship the product underwater safely and quickly, Nederra quickly grew to become one of the major oil producers in the region. Further investigations would reveal a number of large oil fields deep in the Ruvellian Sea and many Tel'Quessir cities would develop around them. Nederra, being the first and largest as well as the headquarters of the NOG, became a leader in the energy sector.

Today the city stands as a booming metropolis growing by leaps and bounds, with deep oil operations miles below the surface of the water pumping out thirty-million barrels of oil a day. The Ruvellian Trench is a transportation system that brings oil from Nederra and the Dozen Oil Cities of the Tel'Quessir in the region to Rukhta. The Nederran Oil Group is pumping 30 million bpd currently. It has currently explored and mapped 35% of the 'Nederran Oil Region'. It has an unknown amount of possible BPD, estimates from 35 million bpd low to 65 million bpd top.

Illiyitri is the name of the largest Tel'Quessir city that is not in Lamonian territorial waters. Settled four months after The Shift halfway between Lamoni and South Serif and shaded more towards the east, initial settlers found a large deposit of Rare Earth Elements and Minerals at the top of the Oceanic Crust. Using their native abilities to go deeper, they found what goes on record as the largest find of its kind in regional history. The Lamonian government quickly took advantage and vast sums were spent building the largest oceanic mining operation in history. This was aided by the Tel'Quessir's enormous endurance, capability, and Marshite focus on a task.

Nowadays Illiyitri is per capita the fastest growing economic juggernaut in Lamoni. A booming population and still expanding mining operation has allowed the exploitation of the 'seemingly endless' deposit to grow and multiply. Virtually no unemployment and a low crime rate has made Illiyitri the 'Jewel of the Sea', which is made all the more true by its advanced architecture. Situated two miles below the surface, the city is safe from all but the most dedicated attack, but still hosts elements of the Lamonian armed forces and the Underwater Guard. They help protect a vast operation that results in 950,000t annual production of Rare Earth in Illiyitri, with an estimated 550mt reserves in and around the city.

Lumathesha is less of a city and more a collection of them, being the largest of all Tel'Quessir cities. Located off the coast of Tikfata, it was among the first cities founded during the migration to the sea alongside dozens of others close by. Between Tikfata and the islands, a large number of such cities prospered on the coasts and in the water. They squabbled over political influence and economic domination, but such fights were short-lived as Lumatheshian leadership dealt with the Lamonian government in order to certify localized leadership duties. The other cities fell in line and all developed together. Nowadays the region between Cikfata and the island chain is packed with Sea Elf cities, partially because of its incredibly rich fishing and underground farming potential, as well as easy geothermal plant locations. Such plants, under the control of the Lumathesha government, provide power for much of south and south east Lamoni.

These three cities helped reverse the economic downturn and soon the Lamonian economy was booming as it had rarely done before. At this time it was decided to open up these regions, previously secured economically in order to protect the precarious position of the locals due to the upheaval, to foreign trade and investment. Other economic concerns were to be involved, of course. Industry, food production, medical and navigational companies all were interested. But everyone who was anyone knew that it was the Big Three that attracted the most attention. It was also decided to first contact close allies of the Lamonian state so that they could grow stronger as a united front against the forces of evil. Invitations were sent and the city- a resort city of the Tel'Quessir known as Elashore- was chosen. Several weeks of negotiations between the time they were sent and the arrival was used to hammr out the small details so that when they arrived they could begin working immediately.

For there was much to be done, and if done well, a lot of money to be made...

Elashore was not one of the major cities of the Tel'Quessir, not one of the many metropolises that were still growing deep under the waves. It was a resort city north of the Metro Collections of Lumathesha, which was itself blossoming in and around the seas north of Tikfata and the islands. Only a relatively small Waterpad stuck out as unusual. While it had ample room for multiple helicopters and ocean-going vessels it didn't have runways or air control facilities fit for larger aircraft, unlike many other Tel'Quessir cities. Guests would then gather next to one of several transporters heading below the waves. Each transport was circular in shape and was designed to follow a tube that was itself segmented and strengthened, able to survive crushing depths and fierce water surges. Eventually this transport would go far below where the sun failed to pierce, leaving occupants in the dark aside from the onboard lights.

Then they would see Elashore after a few more moments, a shimmering city of emerald and blue bathed in bioluminescent light. Great villas and retreats were built into the seabed and the corral, which all were modified by the magic of the Tel'Quessir into the works of art that made up the living spaces of the Tel'Quessir. Vast underwater fields filled with strange and unusal wildlife next to buildings that would defy any known structural logic and law of the mainland. When the transport arrived at the end of its travel it would open up into an equally circular hub that had a dozen exits depending on where they needed to go. For the sake of the incoming delegates, they would be led to the National Authority Office, where the meeting was taking place.

They could walk there if they so desired, but in each path there existed a canal of water with water transporters flanked by sidewalks inside of a clear tunnel. Tel'Quessir could be found swimming in the canal but also outside of the tunnel, protected from the crushing depths entirely. Stores, buildings, and stands existed as in any city, and the tunnels split off as anywhere else. Eventually the delegates would be led to a major building called the National Authority Office, where Tel'Quessir security would do their work and allow them in.

The National Authority Office was a Lamonian and Tel'Quessir found in every city, the size of it dependent on how much work needed to be done in the city. The lobby of the one in Elashore was flanked by large statues of corral, one of a famed Lamonian admiral, one of a Marshite saint, and another of Elashore, a figure of deep Tel'Quessir mythology and the namesake of the city. Here they would be given some time to prepare for the meeting, commiserate, and generally come down from the travel.

When it was time, they would be led down a few more hallways and finally into a large conference room. Lamonian and Tel'Quessir representatives were there. Multiple members of the Nederran Oil Group were seated across the table from Illiyitri Mining Consortium, both equally convinced that they were the main economic driver of the future of the Lamonian state and Tel'Quessir elves. Lumatheshian representatives of the various geothermal energy concerns were almost forgotten about, which suit them just fine. Other economic concerns of the Tel'Quessir were represented as well, as was the Lamonian government at large.

AHSCA was invited?! Well to be exact members of their government were. Only shame right now was Duchess Villa was overseas in a visit to Kyrenaia which meant it was left to her foreign Officer, Noir VinoCacao to take the reins of this. But still it was hard to go to these economical conferences because AHSCA was such a minor player on the global stage. Kind of keeping to themselves, engaging in enough trade and diplomacy to get by in the rough and tumble world. But still nations like Lamoni and Holy Marsh both of whom were expected to be here at this summit, looked kindly and favorably upon the weary islanders.

Noir wasn't along though, she had her deputy, her ever loyal and dedicated Roshin. Back from a vacation of her own a while ago to the Shwe Tu Colony and now back with her head in the game. Noir a neko, Roshin a kitsune, perhaps the Tel'Quessir would appreciate some fellow other-humans in their midst. She had everything they needed cradled in a case in her arms. "Milady, Noir." she spoke softly. "From what i've gathered reps from oil, mining and drilling are here."

"Don't forget geothermal. It's not all bad, Roshin. Even so nothing say we're going to make a deal of any kind or that Her Majesty will approve it. We're here to talk first and foremost. And important thing is we show our gratitude by attending."

"Relax, politics is all just a game and we all gotta play it. Who knows you might even get to speak for me."

"M-m-m-meee?" Roshin responded with disbelief.

"Come on you often have to fill in my place."

"Only at parties and social gatherings and maybe to sign a paper or two with an ambassador not something that could decide our nation's future!"

In a nearby room, a group of Lamonians had been waiting for the other delegations to turn up. So far, of the non-Lamonian delegations, only those from AHSCA and the Marshite Church had shown up in full, the other delegations staffing themselves as they saw fit. The mouth watering smells of seafood could be detected in the air, as the kitchen was not that far away from where the group had temporarily holed up. Even since the existence of the Tel'Quessir had been confirmed, there were still various places in the region which refused to believe that they existed at all. Looking up close at the Tel'Quessir members of the group however, one would draw the conclusion that the Tel'Quessir were indeed, real.

One need only look out the window to get a view of part of the rest of the city which the Tel'Quessier had built, underwater artificial streetlights trying their best to hold back the darkness of the ocean floor. It was remarkable that anyone other than the Tel'Quessier could survive on the ocean floor, but with a slow descent in specially designed equipment combined with still unknown means adjusting to the immense pressures at this depth, it had indeed proven possible to have everyone gather here, even if it would take them even longer to ascend back to the surface after the meeting had concluded, the need to avoid the malady that divers called "the bends" self-evident to anyone who had a shred of knowledge about how the human body adjusted to pressure exerted upon it. It was nothing short of amazing that the Tel'Quessier could adapt so quickly to these environs, a good number of them being just as comfortable on the ocean floor, as they were on land. Those of full Tel'Quessier blood however, were even more creatures of the sea, and tended to be very awkward on land. The Tel'Quessier had many other abilities that the masses called magical, but which modern scientists insisted had some basis in science. Some scientists suggested that the Tel'Quessier were some how able to summon energies from a parallel, but more energetic plane of existence, and that this contributed to their abilities. Others postulated that they were merely manipulating the matter and energy of this plane of existence, nothing that neither matter nor energy could be created or destroyed. Either way, Tel'Quessier abilities had contributed heavily to the creation of these sea-floor cities, as well as the ability for humans and other sentient creatures to be able to visit this far down without imploding from the pressure of the ocean at these depths. The ocean pressure increases about one atmosphere for every 10 meters of water depth. At a depth of 5,000 meters the pressure will be approximately 500 atmospheres, or 500 times greater than the pressure at sea level.

"So how do you think that these outsiders will react to the discoveries that have been made?," asked one of the Tel'Quessier in the room. "We have found much, but all that they have to go on is our word, after all. It would not be surprising if there are sceptics among those who have come here."

One of the humans in the room was the next to speak. A representative from PetroLamoni, the company that he represented was poised to make much from the discoveries that had been made, though even more if the foreign delegations here signed agreements to purchase the sellable commodities that had been discovered. "Everyone wants to have the kind of resources that have been found so far on the sea floor. These finds might distort the region-wide value of these commodities, but if we cash in in a more... orderly way, then we will be meeting the rare-earth and oil needs of multiple nations for decades to come. These finds are worth potentially hundreds of trillions of Rushanas, and everyone will want a piece of the pie. Regardless though, the time has come for us to greet the foreign delegations. Shall we?"

With that bit of encouragement, the Lamonians walked out of the room in which they had been gathered, and walked the short distance to the conference room, their eyes sweeping the room in order to see who was present there thus far.

There would be a lot of major players from the Federation coming to investigate the new resources and find their own stake in the wealth. Major companies like Montana Incorporated and Wellov Mining sent their big guns. Rumor was that Antonio Montana himself was coming to negotiate on behalf of his company. The major players of the Federal economy ready to invest into an ally for profit and growth.

While the Federal government sent a delegation from state owned companies like Mokan Industries and Tijuana Ship Yards. While the private entities were after profit, the state ran agencies were brought in to ensure these strategic resources stayed in allied hands. Had the socialists held any real power these days. The meeting would just be the Federally owned companies who would then subcontract the work out, but Montana came to power over the corpses of communists and economic rivals. They wouldn't let a socialist government stop them from acting on their own, and where Montana broke boundaries, others followed.

The only true issue was the location. Sentient sea creatures controlled the waters and even claimed citizenship of Lamoni. It was a sore spot that their allies had been decieving them for so long, especially the Marshites who preach transparency, but relations would heal in time. Plus the massive wealth to be invested in could ease the pain. Still, the Foreign Minister was cautious: new species to meet, new problems to be solved, and her nearest 'allies' were mega corporations, the very antithesis of her beliefs. Hopefully the meeting would be easy, but when there was blood in the water, the sharks would come.

The Theocracy was not beholden to anyone on this earthly plane and answered only to the Divine Above, but post-Shift there was this vexxing sense from her allies that they were at fault for some great misdeed. Who were they to do anything but bow before the grace and might of their Divine's ultimate control over the many-hued strands of tempered fate? The inability of other nations, even their allies, to endure 'shocking events' only led credence to the belief that the Chosen were truly beings of fate sent to shepherd the masses of this mortal coil into truth incarnate and eternal blessings. Such a burden weighed heavily upon each and every Marshite from infant birth to elderly death rattle. It was, however, a burden that they all carried with intense joy and endless enthusiasm. In time other nations would come to embrace all things associated with Marshism. Even in the apparent darkness of dramatic change they would always, unfailingly, show the world through with flaming beacons of progress.

Such as it was with the Tel'Quessir. Very few of the ancient Sea Elves found themselves back in the Theocracy. Even there it was clear they could provide immense benefit, but what they could learn or do near the Theocracy paled in comparison to what was going on in Lamoni. The masses of Tel'Quessir, six billion or so, had made the waters of Lamoni and the seas around her open for economic explotation the likes of which had never been seen before. The Theocracy had some idea of what to expect. After all, most of the Tel'Quessir were Marshites by faith, and in time of great change had relied greatly on the consultations of their clergy. These clergy, in turn, were duty-bound to report at least in some vague manner the conditions of the Tel'Quessir.

Beyond that, the Theocracy had not pried into the economics of the matter, assured that Lamoni would share whatever bounties they had in time. It was not their place to push, after all. The emergence of the Tel'Quessir and resultant population shift was dramatic and swift and caused intense economic downturns and social ills. Lamoni needed time to organize itself. As was their custom, they did so in years what the Theocracy believed most nations would need decades to do. You could always count on them to be highly productive in their eternal forward momentum regardless of the difficulties faced. It was the Lamonians greatest natural strength, a bulwark against faults and injustices as bedrock to their national character as their love for freedom and their fellow man.

When Lamoni finally unveiled at least some measure of what to expect and invited her closest allies to a summit to discuss matters more, the Theocracy came gladly. Heading the delegation was Sub-Director of the Foreign Trade Department Neha Divekar, with her aide Ishwar Vyas in tow. Their job was primarily to ascertain what awaited in the depths and to make whatever deal was necessary to bolster the Theocracy and her allies. By the time they arrived others had done so first. Divekar and Vyas noted pleasantly that the islanders of the AHSCA were here. Kind-hearted and gentle in a world of ceaseless misery, they had become one of the most reliably down to earth of all the Theocracy's allies. The People's Federation had arrived as well, though her representative was flanked by the piranhas of corporate influence. The Theocracy had a dim view of the corporations, even as it did its level best to treat them as the Mokastana federation did. Nonetheless and no matter their makeup, good to see them.

Others arrived as well even if as they did so the innumerable conversations and catch-ups drowned out further remembrances until it was time. A young Tel'Quessir soon beckoned all those who had arrived into the conference room, where the Marshites would see their Lamonian allies and the local Tel'Quessir representation taking their places. Divekar seat, assigned as it was, found her next to the ASHCA delegation. Vyas was located next to her, connected with the Mokastana delegation and both were across the Lamoni delegation.

“Please take your sears, gentlefolk of the land. We have much to show and much to discuss,” said the head of the Tel'Quessir delegation, a woman by the name of Xiphalia Silverpearl. She was lighter toned than many of her compatriots, being a member of the larger part of the Tel'Quessir called the New Blooded. The differences between the Tel'Quessir could be vast, just like anyone else. The Elder Ones were those who had changed so dramatically as to hamper their land-based existence in totatility. While all Tel'Quessir needed contact with water in due time to ensure they survived and thrived, they needed it at such a rate as to make land-living anywhere but directly next to a water source with constant access at a whim difficult at best. To make up for it, it seemed like fate had gifted them with even more outrageously powerful control of whatever 'magic' the Tel'Quessir possessed.
New Blooded like Xiphalia could range in skin tone, but from a distance could be mistaken for a human like any other. Upon closer inspection, one could see the gills stealthily hidden in the flesh and the webs between the fingers and toes plain to see. They had less stringent water requirements, though they lacked the overwhelming power over the magical fields that the Elder Blooded did. They still had it, mind you, just not to the same level.

“A pleasure to see all of you arrive. We are excited to show you the future of the economy of Greater Dienstad.”

Years Immediately Following the Shift

Imperial Federation of the Monavian Empire


The Shift’s effects on the Marshite people were as diverse as the array of environments they colonized over the last several millennia. Whereas the Shift’s effects had been extremely pronounced across most of the inhabited world, even to the point of outright species transformations, its effects were more limited within the Imperial Federation’s vicinity. It was only after a thorough investigation by the Bureau of Existential Security that any Monavian authorities were able to discover why and how the Shift’s biological effects had been mitigated in their own country, and even after they found some preliminary answers, their understanding of the incident was far from complete.

However unflappable the BES was in investigating the Shift, the Monavian public was unaccustomed to witnessing supernatural incidents of this sort and had every reason to be startled. Even when the initial hysteria it unleashed had subsided, its unalterable permanence was difficult to accept since it brought hardships upon the Marshite faithful. Besides the simplest problems, such as the cost in time and money required for Marshite residents to get new biometric visa documents and replace whole wardrobes of clothes that no longer fit, they also faced intangible burdens like having to become reacquainted with once-familiar coworkers and friends. As fair as it might have been to say that events of this nature were to be expected when people meddled with forces they did not fully understand, there seemed to be no karmic justice in the way so many were affected by the actions of a select few.

The fact that the Shift only affected Marshites should have helped Monavian society regain a feeling of normalcy over time, but it transpired at the start of a period in which the surrounding region seemed to disintegrate in a hellacious maelstrom of wars. The Shift had little or nothing to do with the collapse of the Red Star Union, the War of Golden Succession, the Second Krasnovan War, and the nuclear suicide of Alfegos, but that fact did not stop a newfound sense of fatalism from infecting countless souls. For four long years, Monavian attempts to remain engaged in Díenstadi affairs tended to falter, save for the occasional eruption of diplomatic bluster in response to an Ordenite provocation. It was only after this chain of catastrophes petered out that the Monavian people had reason to feel hopeful about their region’s future, and yet subsequent events proved that these hopes still had more time to wait.

When the Tel’Quessir finally revealed themselves and began migrating offshore, the recession they triggered did more than simply roil the Lamonian economy. On one hand, it disrupted the normalization of trade that Monavian companies had been looking forward to ever since the Shift happened, but on the other, the Rushana’s plunging value resulted in a massive jump in Monavian tourism and imports of Lamonian goods. Those who shrewdly approached the situation stood to earn considerable profits. At the same time, some Monavian officials construed the Lamonian government’s concealment of the Tel’Quessir’s existence as proof that their friendship with the Free Republic was not as deep as some had claimed. In an effort to put that matter behind them, a number of Monavian officials expressed interest in establishing a relationship with the Sea Elves so that they might have a chance to enjoy coexistence at a time when much of the region preferred nurturing conflict.

During his final months in office as Minister of Foreign Affairs, Frank Carter had advised the Crown to exercise restraint and wait for the Tel’Quessir to form governments and demonstrate that they were ready to receive official visitors. Though it took five more years for this time to come, the Tel’Quessir’s invitation was regarded by many as an unexpected blessing and Monavian officials eagerly prepared to meet a species that they only knew from reading ancient Marshite legends.




One week before the Conference

The cadre of officials making up the Imperial Federation’s delegation began assembling at the Monavian Chancery in Nephi three days before the conference in order to make preparations and review the details provided by their hosts. The Monavian ambassador spent much of the week leading up to the conference chairing planning meetings with her attachés and inviting additional personnel to join her. Although the ambassador had plenipotentiary status, the Minister of Foreign Affairs believed that his attendance would be interpreted as an added gesture of respect and serve as ironclad proof that his government was taking this meeting very seriously. The ambassador also thought it was wise to invite representatives of the National Military Production Network (a state-owned conglomerate of arms manufacturing firms), the Ministry of Science, and the National Medical Service Bureau to attend the meeting since the anticipated topics of discussion might affect their interests.




One day before the Conference

On the last day before the conference, the attendees took a private plane from Nephi to Tikfata and lodged at the Monavian Consulate there. The consulate’s staff prepared a private banquet for the attendees and had them pose for photos thereafter. Not only would the group portraits serve as material for official Ministry publications and the monthly newsletter the chancery published back in Nephi, they would also make excellent keepsakes for the participants once they were framed. The ambassador hoped the party could keep its conversation purely social, but being part of a country’s first official diplomatic visit to another species of intelligent life was the sort of thing that tended to make people thoroughly excited and even she could not restrain herself from talking shop. Even after the post-banquet socializing ended around eleven o’clock, the energy seeming to pervade the consulate made it tricky for some to fall asleep until well past midnight.




Day 1 of the Conference

The Monavian delegation began the first day of the conference with a pleasant breakfast before proceeding to a local airport to board the helicopters that would take them to Elashore’s surface access platform. The aircraft waiting for them were painted in the national colors—white, crimson, and gold—and bore the seal of the Ministry of Foreign Affairs on either side. The craft bearing Minister Borozan and Ambassador Shanks took off first, followed by the one that bore the attachés and other staff.

Upon landing at the access platform, a pair of diplomatic security officers exited the first helicopter, unrolled a three-meter length of carpeting in front of the main portside door, and snapped to attention. Moments later, Borozan’s adjutant emerged bearing his banner of office and took up a position on the right and the ambassador’s adjutant followed suit and took up a position on the left. With all now ordered in accordance with protocol, a fair-complexioned man of average height stepped out with an aide in tow and walked about ten paces forward. Though he was fifty-three and nearing the end of his fifth year in office, his chestnut brown hair had yet to develop any streaks of gray and his face still retained a measure of youth. As was to be expected from a man of his position, he wore a stroller suit consisting of a black double-breasted coat, striped gray trousers, and a charcoal day vest. The aide who carried his freshly-polished briefcase was similarly attired and appeared to be almost a decade younger, though nobody could tell for certain.

“Mr. Romanski, I hope you used extra hairspray today,” the Minister taunted his aide playfully as the helicopter’s rotors kept the banners flapping violently behind them.

“I’d be remiss if I didn’t,” he retorted. “What’s the deal with the cane?”

Borozan cast a sentimental glance down at the lacquered walnut cane he held in his left hand as he stood on the tarmac. “An old friend told me I might need it,” he smiled, “and besides, it helps me look slightly regal.”

Romanski giggled in response as an impeccably composed woman in her seventies caught up to him. “Practicing your banter already, are you?” Ambassador Shanks probed. In contrast to the civilian appearance her superior maintained, Shanks chose to attend the conference wearing her diplomatic uniform, which consisted of a white mid-calf skirt with a stripe of crimson satin on either side, a white tunic featuring crimson cuffs, and a broad diagonal sash of crimson silk.

“No, Your Excellency. I was just asking the boss why he has Lord Carter’s old cane with him.”

“I never thought you were the type to walk with a dress cane,” Shanks prodded.

“Lord Carter sent it to me with a short note right before I left for Nephi. The note said it might be useful but didn’t say why.”

Brad Shanks, the ambassador’s twenty-eight-year-old grandson and personal aide, appeared beside her with two others in tow. Whereas he wore a uniform like his grandmother, albeit one trimmed with less gold brocade, the two others were clearly civilians. One was a disciplined-looking woman in her late thirties named Nadia Tolland. She wore a badge denoting her status as an officer of the National Medical Service Bureau on the coat of her navy blue skirt suit and carried a brown leather portfolio. The man with her was a lean, brown-haired fellow around Romanski’s age who stood close to Borozan’s height. Though he was not a career diplomat, he wore the same uniform Shanks did and walked with a black dress cane sporting a golden ferrule. A white knee-length cape fluttered behind him in the artificial breeze and a pendant bearing pale blue jewel of many facets hung from a simple chain around his neck.

“Inspector Hedges,” Romanski called out, “congratulations on your appointment. I never knew you had any interest in diplomatic work.”

Hedges cracked a smile. “After my work investigating the Shift, it was not hard for me to convince the Crown that it would make things easier for many affected parties if I was given a diplomatic title and authority to negotiate with them as needed. If the Tel’Quessir want the Crown to send them an ambassador other than the one assigned to Lamoni, I can fill in that post ad interim while a permanent appointee is being recruited. Besides, each of us has a reason for being here. You and Borozan and the ambassador are here to represent our country’s diplomatic interests while Dr. Tolland is here to negotiate an agreement for sharing medical knowledge with the Bureau. I’m here to discuss Shift-related affairs and make arrangements for further dialogue that is not germane to what you’re doing.”

Romanski nodded in understanding. He could see the rest of the embassy disembarking from the other helicopter and approaching his position. The ambassador’s economic, military, and cultural attachés stepped out first, followed by the Science Ministry representative and the man representing the National Military Production Network. The Monavian delegates, now numbering eleven strong, proceeded to the transport station that would take them down to the city.

The Monavian embassy’s descent into the ocean was an experience without parallel or precedent in the history of Monavian diplomacy. Mere weeks earlier, none of them would have ever expected a time to come when they would conduct business underwater in a city that resembled the setting of a science fiction film, and yet the reality they faced was no mere figment of their imaginations. The sights and scents they encountered during their entrance had surreal qualities, but were all too vivid to be anything out of some dream.

The Ahscan, Mokan, and Lamonian delegations had already taken their seats by the time Tel’Quessir security staff escorted the Monavians into the conference room. As the ranking official in his delegation, Borozan was seated first and Ambassador Shanks took her seat on Borozan’s immediate right. Inspector Hedges bore the unconventional title of Ambassador-at-Large, so he and took a seat on Borozan’s immediate left, doffed his cape, and rolled it up to use as a back support. Dr. Tolland and the other two civilians at by Hedges while the three attachés sat by Shanks and the aides remained standing until beckoned by their hosts to take seats against the wall behind them. Borozan, Shanks, and Hedges assumed that the Tel’Quessir had already received enough paperwork on each delegate to avoid needing prolonged introductions, but they were prepared to share introductions in the event this was not the case. There was only one assumption about which they were certain—that the Tel’Quessir, as Xiphalia Silverpearl just remarked, had “much to show and much to discuss.”

The head of the Lamonian Delegation nodded when he saw all those who had come, and were now sitting around the conference table. "First of all, I should welcome all of you, and thank you to coming to this conference. My name is William Petry, and I am the Vice-Minister for Tel’Quessir Affairs, in the Free Republic's Ministry of the Interior. As I am sure that all of you gathered today have noticed, we have tried our best to keep the existence of the Tel’Quessir as quiet as possible during the past ten years, for their own protection. I am sure that none of us wish for people like the UWO, or even Kraven to get their hands on what are still our citizens. I apologize to all of you for the Lamonian Government not informing you sooner, but when such a significant portion of your population changes for no discernible reason, it is not a typical day at the office. Perhaps a little explanation is in order. You see, on the day when the shift occurred, it was pure chaos..."

10 years ago, a small town in Lamoni

Ever since he'd been old enough to be able to make up his own mind about things, the ten year old boy known as William had known one thing. He loved the sea. He loved it so much in fact, that he not only had many books about the sea, and the people who made their livings from it, but he also had dreams of becoming a naval officer when he grew up, so that he could spend his life on the seas which he loved so much. In this, William was not alone. The origins of the modern Lamonian nation had begun with the survivors of many shipwrecks, who found that they could not go home, but had to band together with other similarly stranded people, just to stay alive themselves. As the stories got passed down the following generations, and the nation itself became established, these stories would only serve to fuel a great love of the sea in the Lamonian national consciousness. Much of Lamonian Literature revolved around the sea, the strong burly men going out on their boats to make a living for themselves, while their wives and children remained at home. Tales of strange sea monsters were known to fly off of the bookshelves in the stores, and even stories of entire lost civilizations littering the seafloor, willing to take those who discovered them down into their watery graves.

Thus it was that today found William doing something that he in fact did quite regularly... he was reading one of his books about the sea. Tales of fishermen fighting and manhandling large Krakens on the decks of their fishing boats, the Krakens putting up a legendary fight before they were eventually driven off or killed by the heroic fishermen. Today however, was not normal, not normal at all. William's first inkling about this would be when he noticed pain. Not the kind of pain that you feel when you've been bitten by some bug, or stepped on an errant Lego, but a much deeper, more powerful pain. The sort of pain that one could only experience as their own physical features changed before their eyes.

Though William had not noticed it, the first changes caused his skin to turn blueish. As the changes progressed, William's skin would turn somewhat smoother. It would not be until the pain from his musculature and ears changing into their new forms that William looked at himself, and first noticed that his body was changing. Instinct told him that it had been too long since he had immersed himself in water, and that he needed to do so... RIGHT NOW! Getting up on his newly unsteady feet, William noticed that both of his shoes had burst open like over-ripe fruit, and that even his legs and feet had changed. The thought of what might be happening to him did not bring him any confidence, as he stepped out of his room, and unsteadily made it towards the house's master bathroom. Fortunately for William, his mother had drawn a bath, but had then left the room to deal with some other task. This meant that the tub was full of warm water, and William jumped into it, his instincts having taken over rational thought by this point in the child's mind. Safely in the water, William saw another bluish figure emerge in the doorway, its own features changing.

Not recognizing that the figure he saw was his own mother, William screamed, and tried to dive deeper into the water. Of course, given that the water was contained in a bathtub, it was impossible for him to dive any deeper, but fear rarely made for rational thoughts. The other figure dunked its head into the water, and William could hear it no longer gasp for air, as the unknown figure seemed to relax. What William had failed to realize in his haste to immerse himself in water, was that his mother had been listening to the radio, and had accidentally turned the volume up. Not a little, but enough that it could be heard in the master bathroom, which was on the house's second floor. In an alarmed tone of voice, the announcer was recounting how his co-host had just turned into a blue creature right in front of him, along with various of the broadcasting staff. No one seemed to know what was going on, and it seemed that even the government had been taken by surprise.

Unbeknownst to anyone in the country that day, it would take time for things to settle down, and for order to be completely restored. The restoration of order itself would prove to be a tremendous challenge.

Back to the present, at the conference

"... and that was what the shift was like for the Free Republic. Eventually, it was determined that of those affected, an estimated 95 percent of them were Marshites. When this was combined with reports of strange changes in Marshites in other nations as well, all on the same day, we placed a call to the Marshite Arch-Bishop. After the Marshites had dispatched a team to the Free Republic, they helped us to understand what was going happening to our citizens, and what changes we would have to make in order to accommodate those who had undergone those changes. Like most people, we had not heard of the Marshite legends regarding the Tel'Quessir, and even those of the Marshite faith amongst us were at first unsure of what was going on. Today, you stand in one of the large cities built to help sustain the Tel'Quessir in health and security, but it took us ten long, hard years to reach this point. Before we move on to questions regarding what the Tel'Quessir have found in the ocean depths, and how it can be exploited to the economic benefit of all those present, are there any questions about what happened ten years ago, or what has happened since then?"

The Monavian delegates did not expect Vice-Minister Petry to open a trade conference by sharing a detailed account of the Shift’s impact on the Free Republic, but they still appreciated his story since it helped them understand some of the motives behind the Lamonian government’s policies. While Petry’s ministry could not conceal the basic fact of the Tel’Quessir people’s existence from the Monavian tourists and guest workers who were present when the Shift happened and witnessed its effects firsthand, their efforts to conceal the Tel’Quessir’s submarine activities from outsiders were far more successful. Local officials frequently refused interview requests from Monavian journalists and restricted access to many locales so that foreigners could not spy on anyone. Nonetheless, Monavian intelligence officials were able to glean enough information from satellite images, Lamonian newspapers, and many other sources to deduce that the Tel’Quessir were migrating towards the Free Republic’s coasts and establishing a new culture of their own that was somewhat distinct from mainstream Lamonian culture.

Ambassador Hedges took lengthy notes during Petry’s briefing and formulated some questions to ask once he had a chance. Once Petry concluded his initial remarks and opened the floor for questions, Minister Borozan scanned the room to see if anyone was rising up for the chair to recognize them. When he saw that nobody else was ready to ask anything, he gingerly arose from his seat and addressed the room. “For those of you who might never have met me, I am Dr. Augustus Borozan, Monavian Minister of Foreign Affairs.” Turning to face Petry, the minister continued, “Your briefing is very helpful, Vice-Minister Petry. The details you shared will make it easier for my people to appreciate your position in a way they did not previously,” he smiled.

“My first question for you is rather simple. You voiced concerns about certain countries abducting Tel’Quessir persons for what I assume to be nefarious purposes. What do you think are the main security threats that potentially hostile powers might pose to Tel’Quessir cities, given their geographic locations underwater?”

Once Petry finished answering Borozan’s question, Ambassador Hedges rose out of his seat. “I believe His Excellency has a question for you too, so I’ll yield the floor for now.”

“Thank you,” Hedges graciously replied before turning to the vice-minister. “I have heard many things about the Shift’s causes and origins during my past investigations. Some have claimed that the Shift was the will of the Holy Marsh, others have hypothesized that it might have begun by accident and that the Holy Marsh merely steered events in a more favorable direction than the one they might have taken on their own. I’ve also heard some speculate that the defeat of the Cultists might not be enough to prevent their cosmic master from working some sort of mischief and that the Shift might have involved an act of supernatural sabotage.

“While I realize this question might be more suitable for the Marshite clergy to answer, I think you might be able to answer at least part of it yourself. Do you know what specific role the Holy Marsh and other entities played in the Shift? If so, how?”

Noir listened intently. Roshin scribbled notes furiously each of the delegates had important points to bring up. Unusual that this economic conference was opened up to regards of the remaining effects of The Shift a strange event indeed that none had an answer for. AHSCA's policy was rather vague on this beyond just recognizing Marsh as a mono gendered state but there could be changes that due to changes in attitudes. Now the floor was given to her to speak.

"Fellow Delegates, thank you for the chance for us to speak. I suppose if our first order of business is going to be in regards to the Shift then AHSCA's policy has already been known on that but also you probably recall it happened during the reign of Duchess Shino Villa and now with her Daughter Marcella Villa at the throne it will remain to be seen if any changes. Next to the kind Tel’Quessir people whom have graciously invited us let me give my thanks again and we look forward to broaching new relations with you as friends. But even I must admit, you are leaps and bounds above many of us, certainly above AHSCA. I suppose our major concern will be fishing rights as fishing and sailing are our major economic anchors. You the Tel’Quessir people encompasses the ocean floor and could be well claimed as the entire of your domain as opposed to us who claim some length from the shore to water, based on treaties or unwritten agreements. "

After collecting his thoughts for a few brief moments, the Vice-Minister gave voice to a reply to the question from Dr. Borozan. "While most Tel'Quessir cities to date are either in Lamonian territorial waters, or not that far outside of our territorial waters, the Tel'Quessir have the ability to swim for long periods of time, half their brain shut down as in sleep, while the other half maintains all required functions. This ability allows them to swim tremendous distances, including inter-regional distances. We have yet to test out how far that a Tel'Quessir could swim, but we do know that they can swim at least as far as to Nova or Gholgoth, and back. Tel'Quessir could use this ability to stick mines on ships who are unaware that there is anything going on, only to have those mines detonate later, sinking or damaging the ship in question. We have not even simulated this, but the ability is there. They could also swim up to shores long distant, and perform missions behind enemy lines with little to no support, and far less likely to trigger enemy defenses than traditional methods of accomplishing these same goals. Imagine what various regimes would do in order to possess a capability like that.

At the same time, the Tel'Quessir have an exceptional ability to explore both the seas, and the seabed. The oceans are the final frontier on our planet, and many scientists and specialists have speculated that there are many oil, mineral, and rare earth finds out there, just waiting to be discovered. If those deposits are out there, there is no one better suited to finding them than the Tel'Quessir. Those are just some possible motives for an enemy force to try to attack a Tel'Quessir city, and kidnap some of the locals.

Moving on to the cities themselves, you'll note that the resort town in which we presently find ourselves extends upward from the seabed, and that the architecture here does not conform to anything that you might find on land, until you are inside. These towns have also been constructed in large part by Tel'Quessir magic. We as yet do not know how resilient it is, though the fact that it has not been instantly destroyed by the sea pressure and currents does itself suggest a certain strength. We also have not yet seen what would happen to a structure of this construction if it were to flood, though the Tel'Quessir themselves seem very confident in their construction capabilities.

Other than flooding, we regard the biggest vulnerability of your average Tel'Quessir city to be the need to have an extension to the surface for humans to access the city. This extension could either be attacked from the surface, or hit by submarine attacks. While this might not be nearly as big a problem for the Tel'Quessir as it would for humans, and each Tel'Quessir city does have both defensive armaments, and a well-regulated defensive militia under Lamonian command, it is something to keep in mind. In particular, the use of nuclear weapons against a Tel'Quessir city is also a matter of grave concern."

"As far as we know thus far, the Shift began when what has been described to us as a magic-using sentient pony created some form of accidental magical discharge while in contact with the Marshite Medical System. We don't have access to the location, so our efforts at further investigation have slowed as a result. What we know as the Shift seems to make use of long-buried traits in the DNA of those who use the Marshite Medical System, and assumes them to be the true form of the individuals in question. We do not know how as of yet, but culture also seems to play a role in what happens, which helps to explain why the effects are different in different nations. As to what effect that the Holy Marsh himself might have played in this endeavor, you would probably have to ask a member of the Marshite Clergy. Speculating as to what a deity might wish is well above my paygrade, Inspector."

The Tel'Quessir present in the room nodded politely with slight smiles on their faces as Foreign Officer Noir spoke. Diplomatic ties between Lamoni and AHSCA had been well-regarded for some time now, and even being magically changed into Tel'Quessir would not change that.

"We welcome you to our city, Foreign Officer Noir," a Tel'Quessir who gave her name as Liasola responded. "While it is true that our lives have been turned upside down seemingly at random, there has been various advantages to it, as you can see. We do not wish to claim the whole of the sea as our own, you understand, we intend to work with those who dwell on the surface, and not against them. This is especially important for us, as many of us have spent considerable time as normal humans and other terrestrial sentient species in our own right. We can certainly work out something related to fishing rights, if you wish."

"No other entity is involved. All primacy for the Chosen are given solely to the Holy Marsh Herself. After the defeat of the Cultist State- long may its memory and deeds burn, long may its practicioners be damned and destroyed in life as their souls are for etenerity, long may its defeat be ensured by unrelenting sacrifice and power- the Holy Marsh Herself has decreed The Path and The Form for the Chosen. The Shift is Divine Mandate in flesh, in all of the ways it has been shown," Divekar said. Her words were not tinged with any sense of anger or viciousness, but almost a sense of resignation- as if saying it had become so old hat that it was almost annoying to have to repeat it, "which isn't to say it has been entirely easy for those who have gone through it. But the Truth is Truth, and the answer is the answer."

"Regardless," Ishaw stepped in, a friendly face devoid of any debate, "we were sent here to discuss economic matters and the Tel'Quessir, not the details of The Shift. We'd be happy to, as representatives of the Theocracy, answer questions you may have later. But I think we'd be doing everyone here a disservice if we didn't get to business."

"In a moment. First, something must be addressed," Silverpearl began before turning to the repesentatives from ASHCA. "We are above nocreature, Friend VinoCacao," Silverpearl replied with sincerity. "We all have our talents and skills, abilities and prowess. We suffer in many ways when we are on the surface, a simple phrase that encompasses much. Each presentation would start the same. The presentor would stand up as folders were given out to the delegates. The room would dim and images would flash on a projector, highlighting what was considered important and both of them giving out the harder numbers of the sum totals and ideas being bandied about.

Nederran Oil Group

"Welcome, gentlefolk. Let me begin with introductions. I am Solaine, Chief Communications Officer of the Nederran Oil Group. I am here to discuss the impact that our finds in the Nederran Oil Region can have for all of us gathered. Starting soon after The Shift, our people found themselves drown to the depths of the sea. Our Founder, Himaram Goldcoast, had been an prospector for a local land-based energy company and believed there may be to the region than they had been led to believe. They had done a series of surveys which found very little. A small amount, not worthy of great effort. Himaram believed differently and with the help of several financiers sympathetic to the cause of the Tel'Quessir purchased the rights to the region.

With the help of many pioneers seeking a better life, Himaram plumbed the depths. Thanks to our ability to manipulate corral and bedrock, survive crushing depths, and operate for long periods of time without rest, we were able to dig further, look deeper, and go wider than any before. What we found was what we call now the Nederran Oil Group. Initial finds were followed up by more and more discoveries- and around them, new cities sprung up. We have explored and mapped just over a third of the region. Currently, our estimates place the barrels per day at upwards of 65 million. We come here to discuss not only how the Nederran Oil Group can help you with what it has discovered so far, but how our techniques, abilities, and technology can be used to go further than just the seas and waters around Lamoni. We are a collection of Mining Companies around the Jewel City Herself who have decided to band together when it comes to foreign import and export of our goods, as well as help our friends 'round this fair region expand their own efforts. To start off all easy like, here are our current finds in and around just the city region of Illiyitri in regards to what I think we're all interested in: Rare Earth Minerals, baby! Currently, we have 950 thousand metric tons of production, and an estimated 550 million metric tons of reserves. Underwater mining is made much easier, and the quantity of Rare Earth minerals much higher. Do you know just how much is found in seabed mud alone!? Oh Marsh, so much more than you'd think. Hydrothermal circulation, and many other things, are simple for us. Anywho, didn't mean to brag. Just a busy fella. So, I'm sure y'all have some questions. "Fellows! I'm so happy to meet you. How are you? I'm doing great. All the food you eat during your stay has been provided by us- grown and developed under the water. TQF represents over four-hundred manufacturers and farming concerns and we hope to show you how we can help this world with its growing food problem, while also helping each and every one of our nations ensure a long and prosperous food chain. Our farming comes from a multitude of sources, but the majority from one of three popular avenues. Vast Underwater Greenhouses are the main bread and butter of many companies. They can range for miles along the sea floor and then below the bedrock. Many varieties can be grown as normal, but we can also use soil from large runoff, soil erosion, and sea silt to use as soil to grow large amounts of food. Many others rely on Nemo's Gardens. These structures can range from those run by families to massive domes, and can be used on the ocean floor or near the surface. Then we have 3d Ocean Farming near the coasts- really, we do so many different things and this doesn't include fishing, hatcheries, or anything of the like. After collecting his thoughts for a few brief moments, the Vice-Minister gave voice to a reply to the question from Dr. Borozan.


Although Dr. Borozan did not say he wanted his question answered in great detail, the momentary hesitation preceding Vice-Minister Petry’s response hinted that it would be more than thorough enough to satisfy him. The minister gave his interlocutor an occasional nod as he carefully listened to Petry and jotted a few notes on a fine-ruled sheet of ivory notepaper.

"While most Tel'Quessir cities to date are either in Lamonian territorial waters, or not that far outside of our territorial waters, the Tel'Quessir have the ability to swim for long periods of time, half their brain shut down as in sleep, while the other half maintains all required functions. This ability allows them to swim tremendous distances, including inter-regional distances. We have yet to test out how far that a Tel'Quessir could swim, but we do know that they can swim at least as far as to Nova or Gholgoth, and back.


Petry’s description was nothing short of fascinating for Dr. Tolland. As a medical expert who hoped that this conference would lead to a general exchange of medical knowledge between the Tel’Quessir and her own people, she had every reason to listen with a focus of rare intensity—yet this focus also led her to wonder whether her hosts were disclosing the whole truth. Tolland reasoned that swimming through oceanic currents is a laborious exercise for any creature—especially mammals (which the Tel’Quessir appeared to be) on account of them diverting a majority of their energy intake to producing body heat. The kind of caloric intake required to fuel an interregional journey would exceed any amount of energy that a being of humanoid proportions could store internally, thus Tolland reasoned that the Tel’Quessir would have to feed along the way. Even if they can swim twice as fast as we can, there’s no guarantee they’ll be fast enough to nab fast-moving prey without a spear gun, she reasoned, and God help ‘em if they run into a shark!

Tel'Quessir could use this ability to stick mines on ships who are unaware that there is anything going on, only to have those mines detonate later, sinking or damaging the ship in question. We have not even simulated this, but the ability is there. They could also swim up to shores long distant, and perform missions behind enemy lines with little to no support, and far less likely to trigger enemy defenses than traditional methods of accomplishing these same goals. Imagine what various regimes would do in order to possess a capability like that.


Ambassador Shanks’ military attaché found Petry’s comments about planting mines more interesting than his remarks about Tel’Quessir biology. A decade earlier, the Imperial Navy adopted a plan to ward off mine-toting frogmen by fitting ship hulls with underwater sound emitters that could cause hearing loss if a saboteur swam too close. He was unaware of the plan or that fact that its completion was recently stalled by a lack of funding, so he kept his thoughts to himself and did not interject any statements of his own into the discussion.

At the same time, the Tel'Quessir have an exceptional ability to explore both the seas, and the seabed. The oceans are the final frontier on our planet, and many scientists and specialists have speculated that there are many oil, mineral, and rare earth finds out there, just waiting to be discovered. If those deposits are out there, there is no one better suited to finding them than the Tel'Quessir. Those are just some possible motives for an enemy force to try to attack a Tel'Quessir city, and kidnap some of the locals.

Moving on to the cities themselves, you'll note that the resort town in which we presently find ourselves extends upward from the seabed, and that the architecture here does not conform to anything that you might find on land, until you are inside. These towns have also been constructed in large part by Tel'Quessir magic. We as yet do not know how resilient it is, though the fact that it has not been instantly destroyed by the sea pressure and currents does itself suggest a certain strength. We also have not yet seen what would happen to a structure of this construction if it were to flood, though the Tel'Quessir themselves seem very confident in their construction capabilities.

Other than flooding, we regard the biggest vulnerability of your average Tel'Quessir city to be the need to have an extension to the surface for humans to access the city. This extension could either be attacked from the surface, or hit by submarine attacks. While this might not be nearly as big a problem for the Tel'Quessir as it would for humans, and each Tel'Quessir city does have both defensive armaments, and a well-regulated defensive militia under Lamonian command, it is something to keep in mind. In particular, the use of nuclear weapons against a Tel'Quessir city is also a matter of grave concern."


Is this a subtle dig at our stockpile of atomic depth charges? the military attaché wondered as he blinked nervously. He was sure every country with a halfway-competent intelligence service was aware the Imperial Federation had developed nuclear depth charges, though he was less certain whether they knew these devices were designed for use against the hypothetical (but plausible) threat of enemy submarines that might be specifically built to slink through the oceans far below a normal submarine’s crush depth.

"As far as we know thus far, the Shift began when what has been described to us as a magic-using sentient pony created some form of accidental magical discharge while in contact with the Marshite Medical System. We don't have access to the location, so our efforts at further investigation have slowed as a result. What we know as the Shift seems to make use of long-buried traits in the DNA of those who use the Marshite Medical System, and assumes them to be the true form of the individuals in question. We do not know how as of yet, but culture also seems to play a role in what happens, which helps to explain why the effects are different in different nations.


Petry did not share anything that the Marshite news media had not already published shortly after the Shift began, though Hedges was not surprised by this. In fact, he regarded by the Marshite government’s reluctance to grant access to investigators from allied countries as an attempt at avoiding transparency. “Somebody does not want someone held accountable,” he once remarked to a colleague soon after he began investigating the Shift, “and one day we might be fortunate enough to find out why.” Regardless, he had better manners than to press for transparency on a subject that was tangential to the conference’s proceedings. He had more pressing issues to address.

As I expected, Hedges brooded. Typical diplomatic punting. Luckily for him the Marshite delegates were more forthcoming and offered him the direct answer he wanted.

"No other entity is involved. All primacy for the Chosen are given solely to the Holy Marsh Herself. After the defeat of the Cultist State- long may its memory and deeds burn, long may its practicioners be damned and destroyed in life as their souls are for etenerity, long may its defeat be ensured by unrelenting sacrifice and power- the Holy Marsh Herself has decreed The Path and The Form for the Chosen. The Shift is Divine Mandate in flesh, in all of the ways it has been shown," Divekar said. Her words were not tinged with any sense of anger or viciousness, but almost a sense of resignation- as if saying it had become so old hat that it was almost annoying to have to repeat it, "which isn't to say it has been entirely easy for those who have gone through it. But the Truth is Truth, and the answer is the answer."

"Regardless," Ishaw stepped in, a friendly face devoid of any debate, "we were sent here to discuss economic matters and the Tel'Quessir, not the details of The Shift. We'd be happy to, as representatives of the Theocracy, answer questions you may have later. But I think we'd be doing everyone here a disservice if we didn't get to business."


“Thank you both,” Hedges nodded with a friendly smile. “I have no desire to drag our conversation away from the subject we are here to discuss. At the same time, I’m sure you’re aware the Holy Marsh is not the only being of great power who has tried to influence this planet’s inhabitants during the past few millennia. Other beings have left their mark on this world in some way or another and without your insight we’d have no way of knowing who’s actually responsible for these things, so your assurances are very comforting. Again, you help is much appreciated.”

While Hedges sincerely valued Divekar’s assurances, he could not fully extinguish a suspicion that gnawed at the back of his mind. Yes, it made more sense for the Holy Marsh to reconstitute whole species overnight via transformation than laboriously breeding them back into existence over many generations, but that was not the part that worried him. It was the bit about magical creatures showing up and conducting experiments that accidentally triggered everything. If the entire sequence of events from beginning to end was the Holy Marsh’s will, then did that mean the presence of creatures from other worlds was also intentional? Hedges had no way to be sure. He cast a pensive glance at the jeweled pendant hanging from his neck as Silverpearl answered Roshin and let his thoughts run their course until they came to a rest.

She nodded to the business leaders who were in attendance.

"Feel free to begin."


Of all the Monavian delegates present at this meeting, the one whose expertise was best suited to the discussion of trade matters was Ambassador Shanks’s economic attaché, Mary Kunze. Kunze was slightly younger than Dr. Tolland—thirty-six to be exact—and her academic background in business administration rested on the practical experience she gained from working at her family’s bakery in Kikinda. The rigors of growing up around a family business still influenced her demeanor and personality, hence her preference for keeping conversations efficient and focused. As might be expected from somebody whose parents stressed the value of maintaining appearances, the chestnut-hued locks crowning her round face were drawn back in a tight bun that fully revealed her forehead and she discreetly kept a small folding mirror in her portfolio.

Shanks and Borozan had both agreed that Kunze should have a free hand to question and converse with the various presenters in whatever fashion her experience inclined her to follow. As the first round of folders began to circulate around the room, Kunze formulated the first step she wanted to take when responding to each of the presenters. She would scrutinize the body language of other representatives to estimate their degree of interest in any proposals that might be offered and thus determine whose idea might trigger a little competition. Kunze hoped her approach would give her team a possible advantage at the negotiating table, but she recognized that the other delegates were likely seasoned at this line of work and intended to negotiate shrewdly.

"I'm glad we can be reasonable on these matters and that you seek the same goals as we do, to work together and work for each other's benefits. I'm sure any treaties we can work out or deals we can arrange will be approved by Her Majesty Villa when I return to the islands. Now I don't know for any of the other delegates here or for yourselves if any new or modifications of treaties need to be done and if this is the appropriate time and place but we're ready and willing to broach any new treaties with all parties here."


Oil, mining and energy exploits over the course of the day, honestly little industries AHSCA had much interest in aggressively pursuing given how environmentally conscious they were on top of other cultural taboos or customs or traditions. Noir listened but had nothing to really add. There were known mineral deposits near AHSCA but largely outside its territorial waters so of little concern.

"Well, all due respect to the presentations presented, with climate change and pollution continuing to be troubling concerns, drilling and mining are largely outside our interest. But the energy proposals by utilizing volcanic energy sounds like a potential alternative to fossil fuels. Agriculture being another anchor of our industry is something we'd be interested in hearing some more about, given the food needs of our growing population to have a quicker easier access would be very useful."

The representatives from AHSCA were the first to provide an outreach, and two concerns in particular reacted among all others.

Lumathesa Energy:
"Due to our ability to manipulate the seabed, we have limited ability to control the upper level of the oceanic crust. Further, this allows some basic manipulation of lava flows and magma streams that exist there. Of course the long-term effect is that over time we will be able to have a deeper, and stabilizing at that, effect on volcanic formations and their pyroclastic flow. In the immediacy, it means we are able to guarantee a near endless, and incredibly efficient use, of hot water and steam that are used in the power plants. Because much of the cost and maintenance of such facilities normally deal with surface-to-ground drilling, costs we do not pay, it makes our costs to produce a plant only a quarter of the cost top-siders pay with a negligible failure rate in comparison to boot. Because we are able to build and operate our plants much closer to our sources of energy we also have much lower energy loss, making our plants produce much more efficiently for the same resources. Utilizing this power for surface use is an additional cost and consideration of course, but one that is easily solved- more and more of the Lamonian mainland, not just the Tel'Quessir cities, are powered by us as time passes. The exact scientific details and methods used can be found on pages 14-25 in our much brighter, easier to identify folder," Riomaht answered the AHSCA representatives with a bit of a roguish charm at the end, more than pleased that they had been among the first. Lumathesa Energy had identified the United Island States as a potentially interested party. It made sense- much better, more sustainable energy for an underdeveloped nation would easily allow them to refocus their efforts wherever they so desired.

Tel'Quessir Farming:
"Without a doubt, we can help your populace get access to good food, cheaply and easily, from our farms. For the particularly environmentally conscious among you, 3D Ocean Farming and Nemo's Gardens are excellent choices. A Nemo's Garden structure is relatively simple- each one is a biosphere pod made out of syntactic foam primarily, with several rows around the entire structure for the planting of crops. They hold 2,000 liters of air and have a step grid for divers to operate it, should such a situation arise. The crops are grown hydroponically. A 10-meter (400-inch) long spiral tube is installed into the dome which houses 60 seedbeds lined with, as an example, grodan stone wool. The irrigation water and fertilizer are kept in a tank at the lowest part of the spiral. As a water pump pushes the water from the tank to the top of the spiral, it descends by gravity down the spiral, providing nourishment and oxygen to the plants. There is a lot more to it of course, but that would be the basics.

Three-dimensional ocean farming is another system you may be interested in. The system utilizes the entire water column to grow restorative species such as scallops, clams, oysters, and kelp. Kelp and mussels grow on ropes floating above oyster and clam cages located at the bottom of the sea. The whole setup is anchored to hurricane-proof floats from above for surface dwellers, but we have been able to do so in the reverse- underwater columns hidden under the waves, constructed and maintained by us. The system is simple, yet it is capable of truly impressive yields. One farm, located in a nearby Sound, has the capacity to grow 20 tons of sea vegetables and 500,000 shellfish per acre every year. Another notable feature of three-dimensional ocean farming is that it requires no pesticides, fertilizers or fresh water. Therefore, it is the most sustainable form of food production on the planet up to date. Additionally, it is good for the environment. Kelp scrubs nitrogen and phosphorous from the water, helping to protect ocean ecosystems. It also soaks up more carbon than any land-based plant, thus keeping surrounding waters safe for shellfish and other vulnerable creatures. These farms serve as sanctuaries for crab, shrimp, as well as other sea life and provide a safe harbor from algae blooms and resulting low-oxygen dead zones that form after their decomposition. More details on both systems can be found in the documentation," Ikalissa replied quickly and talked excitedly, outlining structures with her hands even as the more technical aspects of the project were shown. Since he appeared to prefer a simple and direct conversation over something more nuanced and drawn out, Kunze planned to make her own remarks equally brief. Riomaht’s answer to Noir, however, was anything but terse. Kunze inwardly smiled as she watched Riomaht lay more of his cards on the table in response to someone else’s question. There are always limits to how much a company can grow in the long run, but you'll see estimates as to how far we can grow in terms of investment return based on how far our expansion takes us in the region. Additional investments are sought to establish increased operations in the NOR itself, but also to expand operations to other areas. These operations include the establishment of drilling, refining, storage, and transport in other sea zones- including sea zones adjacent to your nations, in your national waters and otherwise. We would take care of the operations that need us- those that make use of our natural abilities, as well as other leadership positions- but we would otherwise be more than happy to hire locally once we establish the proper facilities. Oh, and, of course, selling what we already have is an option we would be happy to pursue," Solaine said. If you'll turn to Appendix 12-B, however, you'll note a feature common to not only our patents, but the patents shared by our brothers and sisters today, in as much as they require Tel'Quessir magic to work. Therefore, any purchasing of patents or attempts to use them would necessitate the presence of trained operators from our company. This can be worked out as part of any purchasing agreement, of course!" Annalai beamed without a thought hidden from her potential allies in the cause. He wasn't one for lying anywho, but the way some delegates seemed to pierce him with their eyes told him they were searching for hidden cues and clues. Open book, baby! The only way to live!

We can already produce enough energy to fully power the Free Republic even with growth expectations, and that is including basic exporting to close-in states taken as an additional consideration. The investment would enable us to take us further. Beyond that, and in the immediacy, we can export energy and are always excited to feel out the offers," Riomaht replied, pleased that both responses had shown at least some interest.

What we provide- besides tasty food- is security of mind. With the right investment, your nation can not just be certain of food safety in case of a major disaster top side, but with our methods you can ensure tremendous food growth. Untold miles of underwater farming on the seabed and along the coasts, in the waters and in the trenches of the deepest parts of this world of ours. That 'big blue ball' is gonna have to be renamed 'that big green ball' with how much food we can make! No one has to go hungry, or starve, or lose out on a solid bit of nutrition because of poverty, war, disease, or supply. We can provide well right now but we also want to expand out operations with you as partners! Not only do we want to use our underwater greenhouses and fisheries, but those Nemo's Gardens and 3D Ocean Farming? Well, our patents have put a few spins on the concepts to take advantage of what we can do as Tel'Quessir, but they can be *operated* by anyone!" Ikalissa said with bright eyes and a wide smile, her optimism clear.

This room and all rooms on this floor have been set aside for your use for the duration of these negotiations," Silverpearl said as she she got up. With a laugh, she undid her hair. "I'm going to get a drink, myself."

The main conference room took up around half of the second floor of the east wing. Across from it on the east wing were several small offices for private conversations. These shared a hallway which led out into the main lobby of the second floor, which hosted a small bar and television. The opposite was the west wing, with rooms set aside for each of the delegations and Silverpearl's office.

The oil firm’s claimed ROI—an impressive figure by most objective standards—had Kunze skeptically arching an eyebrow as she reviewed the appendix to which Solaine had directed her. The ROI numbers appeared plausible, if a bit more optimistic than those to which she was usually accustomed, but regardless of whether or not Solaine was engaging in a bit of puffery along the way, her overall point about her company’s potential remained perfectly valid. “It appears your company is trying to expand its operations both horizontally into other areas and vertically across its supply chain. All you appear to need is an injection of additional liquidity—cash investment—to finance these expansions.

“I believe my government and any number of Monavian companies can help you here. While I won’t bring up too many details right this minute, I see great potential for your company given the amount of offshore oil reserves the Imperial Federation has and the technical challenges involved in accessing their riches. I don’t think my fellow delegates will object to me arranging a time to discuss this with you again in more detail.”

Kunze turned to Appendix 12-B and looked over the details to which Annalai alluded. Sure enough, the mining consortium’s proprietary technology included any number of thaumaturgic components, meaning that direct purchases of patent licenses would entail later ancillary costs for trained personnel. “Thank you for disclosing these details about your patents. I’m sure we can discuss licensing arrangements at another time since I know there are probably other people here who want to ask some questions.

“Ms. Kunze,” Ambassador Hedges spoke softly, “I would like to sit in on that discussion as I have some information that I think Annalai will find relevant.”

“All right. I’ll make sure you are present when we have that discussion.”

Speaking of opportunities for possible expansion, there is a volcanic mountain range far to the south of Vendia that might have appropriate geological properties for establishing geothermal generating stations. The territory is terra nullius, so setting up an operation there will probably entail a partnership with some government so that the area is governed under some country’s legal framework. Of course, if your operations takes place entirely underwater off the coast, then you probably won’t need to worry much about finding an authority under which to claim the land and enforce legislation protecting your property and contracts. I can supply you with more information if you want to discuss this matter further at a later time today or tomorrow.”

I believe there are a number of Monavian firms that will be highly interested in this operation you have going, not to mention the Monavian government might wish to purchase some of your goods for its strategic food supplies.”

“I agree,” the representative from the National Military Production Network cut in. “My name is Boris Galdin and I represent the Imperial Federation’s conglomerate of state-owned defense contractors. The ability to produce food underwater in many different parts of the globe represents a critical logistical advantage in so many situations. Imagine being able to grow food for your troops right off the coast of a country where you are stationing them instead of having to ship it across the sea! Imaging how we could feed a starving nation that just had its infrastructure destroyed,” Galdin explained. “So many present and future humanitarian disasters could be mitigated by this technology. I strongly recommend we meet later to discuss it.”




Following the conclusion of the final session

Minister Borozan arose from his seat and asked one of the nearby attendants to show his delegation to the suite prepared for them. Once they had arrived and decamped for a few minutes, several of them made for the bar while Kunze and Galdin approached each of the Tel’Quessir presenters to schedule private appointments for that evening. Once they reported back to Borozan and the ambassadors with their timetable, the delegation could have a short meeting to hash out some final details and determine which members would be needed at each meeting.
