Chairman Obelanka took in the new British SWP representative, Marx-Smith, as she spoke. She was quite a bit under-dressed for such a formal gathering as a Congress session, but at least she wore a very appropriately themed T-shirt. It was Party Secretary Jiang's job, he was pretty sure, to remind delegates to the Congress how to dress to represent themselves and their parties responsibly. They would have to have a meeting later, the three of them, to discuss it. Or perhaps a reminder memo would be more light handed and appropriate. After all, Marx-Smith wasn't the only one who was a bit under dressed for the occasion. Per his usual, Trevor wore an earth toned suit with a Nehru-type, or banded collar. Today it happened to be a sienna color.

She also seemed to be very eager to push her own party's agenda, which in of itself wasn't a bad thing when it came to the Congress. They all had an agenda after all. He would address her concerns after commenting on the other issues before the Congress that day. Speaking of agendas, The Cardwiths bloc of the Congress, along with their allies, seemed to be clashing more and more, if subtly, with that of the Pan-Asian bloc. Ultimately, they had most of the same goals, if differences of opinion on how to achieve them and where to focus on priorities. Truth be told, both nations obviously wanted to have a large influence on the Congress.

The Cardwiths simply couldn't rely on boasting of their military and technological might, although it wasn't anything to sneeze at, it still paled in comparison to the forces that the Pan-Asiatic States could bring to the table. What they did bring was political influence and intelligence capability, something that not only matched, but could tip the balance in the cold war of wills that both nations fought for the sympathies of the rest of the Congress.

He cleared his throat and began, after waiting for a couple other representatives to speak,
"While we are more than sympathetic to the causes that my comrade, the Party Secretary, has brought forth to the Congress, I think that we need to come to a very studied understanding of how such policies like this Common Effective Preferential Tariff could be implemented and which of our constituent parties can best lead the way and which will need help. Some of our members have peculiar circumstances, like constant conflict with imperialist neighbors and a weakened economy, in addition to being far from the next nearest Congressional constituent member. I would have to include my nation, The Democratic Socialist Republic of the Cardwith Islands, in two out of the three of those situations. So the burden of the CEPT would fall to those who could support the economies of our weaker members...

Again, some study under the tutelage of our Commissar of Finance, Ms. Oikonomou, might be in order before full implementation. Sanctions against such a nation as South Reinkalistan are easy enough, as most of our members don't often have direct dealings with that power, and they are not an undue influence on the global economy. Tariffs on other non-socialist, possibly ideologically toxic neighbors might be a bit tougher to implement, although I'm by no means saying it's not a worthy goal of this Congress. Just that we need to see how it will, again, effect our more economically sensitive neighbors. For instance, we have to rely on an imperialistic commonwealth neighbor, Kenega, for some of our necessities to the DSRC. While relations aren't ideal, we do have fairly tranquil relations with them, as opposed to say our hostile hated enemy, Hutanjia, with whom we fight for resources and with whom we have a long simmering low level conflict...

Now, what I think we can full-heartedly support is the strengthening and a push for full diplomatic ties between all the Congressional members. Formalizing of ties between all socialist nations, after all, is a primary goal of this Congress. I will go one further that we need to make sure we can accommodate those persecuted parties who represent to our Congress in defiance of their native imperialist tyrannical regimes. The Cardwiths has taken in several members and have very strong delegations on all our islands of displaced officials, militants, and their families, of these persecuted parties. Others are here on the grounds of the ISC HQ campus, generously given over by the Ressian government, along with many other of our fellow haven socialist lands. I think we need to continue to broaden our scope to accommodate these parties, but in the hopes of returning them to their native lands to take the helm and overthrow the evil regimes that threaten to eradicate them...

Lastly, in regards to Representative Marx-Smith's concerns brought today to the session, I will say that in terms of clean water, and other life necessities that our constituent members, and possible new allies strive to retain - the International Socialist Humanitarian Corps, the sister corps to the ISVC, should be able to fulfill a lot of the needs of nations in desperate need of help. We are daily adding new volunteer units from constituent members, and I think that our Commissar for Revolutionary Action, Major General Perkins, can address that. I have more to address, but I'd like to cede the floor in order to give our representatives a chance to weigh in and not dominate the proceedings. Thank you for lending me your ears, comrades."

"Good day, members of the Congress," spoke the Pan-Asiatic envoy following the speech of the Chairman. "I too would like to address several issues prominent in the ISC today rather briefly. First, I would like to address the right honorable Chairman Oblenka's concerns regarding the ISC-CEPT scheme proposed several months ago.

Since the last assembly of this Congress, extensive research into de-tarification as well as meticulous implementation of similar schemes have occurred in multi-ideological alliances which the Pan-Asiatic States currently partake in, such as its region, the Srivijayan Consortium. We have concluded that commerce, even between sworn enemies, is paramount when faced with common enemies. While these results cannot be replicated tit-for-tat in a global organization such as the ISC, I believe it is our duty to embark on a journey towards creating self-sustaining nation-states out of the many members of our organization.

Of course, research is well-warranted especially from trusted organizations and state institutions composite of the governments of this supra-national body, and wholehearted collaboration between its members in order to plan for the gradual standardization of trade should be a standard in quantifying the success of our International Socialist Congress.

The Pan-Asiatic States firmly believes that the agenda, the next step of this body, is the creation of moderately-prosperous societies out of its socialist member-states. Every day, wars and political strife tarnishes the continuity of the socialist cause throughout the world. This is especially true for the ISVC's current military engagements, as we all know, but also for many member-states and associated nations of the ISC.

The Chairman has proposed that we embark on a standardization of political rather than economic affairs first. While we are not necessarily in opposition to this, and are in fact, ready to support and cooperate the efforts of the Cardwidth Islands to achieve an active momentum in ISC politics, the delegation of the Pan-Asiatic States will remain open to other members who share our concerns in "shielding" member-states from total economic collapse through a preferential tariff system or other such plans like such henceforth."

RE: Official Diplomatic Protest Against American INDOPACOM Naval Mobilization


The PEOPLE'S FEDERATION OF PAN-ASIATIC STATES, seeking to preserve its political dignity as well as its maritime à titre de souverain in the Pacific, deeply protests the blatant attempt at political intimidation by the Respublica Imperatoria of Americae Roma. From their unprofessional and underhanded insinuations on the dignity of the Pan-Asiatic States' political governance, to its recent provocational mobilization of the Americae Roma Indian-Pacific Command (INDOPACOM), it is clear that Americae Roma seeks to undermine the established global peace and stability of our territories.

At 0506 GMT, satellite images forwarded to the Office of the Sixth Administration by the Ministry of State and Public Security (MSPS) revealed that in addition to the regular reinforcement of its garrison, the significant addition of two (2) carrier strike groups to their naval bases in Guam (totalling a number of 44 ships and 384 combat aircraft in these carrier strike groups) was noticed as well.

Significantly, the US warships currently in the area are being accompanied by nuclear-armed Pershing III Intermediate Range Ballistic Missiles and BGM-109 GLCM Gryphon ground launched cruise missiles to its Pacific bases to increase strategic firepower in the region - as well as Marine legions which, over the past few days, have engaged in integrated live-fire exercises, coordinated helicopter operations and small boat force protection drills, command and control integration, and maneuvering interoperability.

We, the Pan-Asiatic States, have no choice but to issue this diplomatic protest. If a state keeps silence in a situation where a protest is duly expected to avoid acquiescing in the legality of an act by another state, such silence may perhaps be interpreted as acquiescence. In other words, protest is a means to rebut the presumption of acquiescence. A state is under no obligation to protest, but in circumstances in which failure to protest is tantamount to acquiescence, protest is necessary to preserve the rights of the protesting state. That degree of freedom - our sovereignty - is clearly being targeted by Americae Roma. They have expressed insults against us and our allies, showing no interest towards a remedy of American-Asiatic relations:

"The Pan-Asiatic States and communist alliance of the ISVC constitutes a new Axis of Evil, rogue states that once again tries to undermine international freedom and prosperity."

There is no doubt that America is preparing for war. The changes in economic policy make it plain to see that the so-called "American Rome" is not a nation of peace, but rather their people are waiting for the right opportunity to strike against us. Will we stand idly by and watch them arm themselves? Or will we disarm this threat before it grows beyond our power? This is the question I pose to the idle international community.

The targeting of the Pan-Asiatic States is not new. The American trade war measures and continued military build-up against our peoples, a blatant confrontational stance, reflect the determination of American imperialism to use all methods, including military force, to prevent any single other country from undermining its economic and strategic dominance in the world.

Far from easing tensions and encouraging international cooperation to combat the ongoing global pandemic, Americae Roma is being deliberately provocative as the pandemic has exposed the historic decay and decline of American capitalism. The resort, once again, to military operations in close proximity to the Pacific archipelago is a sharp warning that America will stop at nothing to prevent any challenge to its global hegemony, including a devastating war between nuclear-armed powers.

Henceforth, together with this protest of American hostility towards the Pan-Asiatic States, our patrimony, and our people, I am issuing sanctions on the importation of first-degree goods and services imported from Americae Roma, including the American state oil company, government, central bank, gold industry, and other entities, and in the coming weeks, we shall increasingly turn to secondary sanctions if the American government does not demobilize its Navy in Guam and its Pacific holdings, or at the very least, agrees to negotiate its presence in the region.

I am also decreeing the status of persona non grata to at least 186 officials, civillians, and military officials from Americae Roma - many of whom will be listed by the foreign affairs ministry in the days to come, alongside details on American goods and services outlawed for entry into the Pan-Asiatic States.

I personally call-on the right honorable members of the international community, the International Socialist Congress, the Asian Irredenta of the Srivijayan Consortium, and miscellaneous partners and allies of the People's Federation of Pan-Asiatic States to do the same; both as a sign of goodwill and as a sign of solidarity.

The Pan-Asiatic States re-affirms its commitment to the sovereignty, independence, national unity, and political integrity of its territories from Western interventionism. We will not give-in to their intimidation.

So it appears our sanctions on South Reinkalistan actually worked, as they are now a (albeit totalitarian) socialist nation. Now I call everyone to back me up against Americae Roma: viewtopic.php?ns=1&f=5&t=485702&p=37223906#p37223756

They've not only attacked the Pan-Asiatic States, but have also insulted the ISC/ISVC. Sanctions would very much be appreciated, even a short post of solidarity will do.

Riscard Gaul took in the wide, commanding architecture of the Congress and glanced at the hundreds of people that now waited for him to speak. It was truly amazing, a gathering of common folk united for one cause. He took a deep breath, allowing the oxygen to settle his nerves and rose to address the people around him.

"Greetings fellow my fellow men and women. I was told I should introduce myself to you fine people. I am a believer, a fighter, and a worker. My name is Riscard Gaul, Chairman of the Kazakahian Communist Party and General of the Social Patriot Army and, like all of you, I have come here to stand for a cause I am most passionate about.

In order to appeal to you at this Congress I must first begin with a small history lesson. From 1886 to 1945, a period of nearly sixty years. my homeland of Kazakah was a paradise of Socialism and acceptance. The economy served our people, not our overlords. Democracy and fairness ruled. Then dark times came. A revolution bent on the destruction peace tore through my home.

Nowadays, Kazakah is no longer a part of the modern world. We are ruled by a despotic tyrant who claims to represent the people, Emperor Amadeus the Third, a despicable man who caters to the needs of the rich and rules only because of his "holy" bloodline. Most people upon hearing this would be appalled and disgusted, but I am afraid that is not the case for my beloved nation. Kazakahians are blinded by the false ideology of Vosak, a political doctrine that glorifies the Empire of the past and pretends to care for our people.

For years Kazakahian politicians have spewed forth anti-leftist rhetoric and capitalist policies. And, in 1951, all forms of socialism were banned via the Imperial Accords. From then on socialism was a lost cause...or so the elites thought! We, the Socialists of Kazakah, have managed to survive. However my underground fight for freedom and fairness may soon come to an end.

Firstly, in February, the government of Haveldonia was overthrown by the Kazakah and bombed via incendiary weapons. It was under pretext of "international safety". I tell you this now. Haveldonia welcomed socialists with open arms and provided for their people in every way. Now their great country is a smoking wasteland beyond recognition. Secondly, there are now rumours of legislation passing through the Senate that will allow the indiscriminate killing of "degenerates". Among these listed are socialists and communists.

If this resolution passes, my people will be in insurmountable danger. Their families will be slaughtered and their memories forsaken. With this I beseech to you all standing before me. We need your aid. We need your help. Please open your borders to the Communist Party. If not, all I have worked for will perish.

Thank you."

Gaul finished his speech with a slight tremor in his voice and tears threatening to come out of their hiding. He was prepared for a long day of queries and discussions of international law, it was his only hope.

In a scathing speech today directed at dedicated Student Movement activists on the celebration of the swift passing of the Police abolishment act, Minister of Education and of Cultural affairs, Jennifer Romanov, released a scathing critique of a new international foe to the development of Socialism within Albandry, that is the foe of revisionism.

"Revisionists have taken a strong hold of the Socialist movement globally" The minister spoke to an excited crowd of educated and powerful masses "We see this revisionism manifest itself in participatory members of various Socialist coalitions. In these groups are reactionary regimes under a false red banner!" The crowd let out angry boos along with harsh hisses and a strong condemnation of reactionary ideology.

"How is that these particular organizations allow nations, which deliberately hinder the development of Socialism through the embracing of reactionary Capitalism, go about meddling in the affairs of other nations? This is because these organizations are representative of the new trend of Social Imperialism."

Similar mentality was expressed by various heads of the powerful student youth movement, who were crucial in expelling the Vinsky bureaucrats and building a new era for Socialist development within Albandry.

"An organization that comes to mind" Spoke one student "Is the ISC, who seems to have fallen into the trap of dogmato-revisionism and phony anti-imperialism." There we agreement among the group of students interviewed. Another student, bearing the mighty blue uniform of the Worker Militia stated "It is without a doubt that the enemy of Socialism is capitalist imperialism, but aligned with that is social-imperialism and phony socialism. Why does the ISC allow openly reactionary regimes into its congress? It is ideological pollution."

The masses are calling for a revolutionary international movement as protests erupted in Revolutionary City University, demanding a new Comintern. What will this lead to? Only time and the will of the masses will tell us.

We would like for posters to respect those who have posted before them. Please acknowledge that which has been spoken by representatives and observers to the Congress previous to your delegate continuing with any new business brought to the Congress. It was a new day. Much had happened over the intervening weeks since the last session of Congress. Procedure was followed and the delegates - Representatives and Observers, all filled into their assigned seats within the Chambers, after the Central Committee had been seated first in their desks on the dias.

The Party Secretary called the session to order and set proceedings to follow. Various anthems and screeds of the Left were played, sung, and read, such as the 'Internationale'.

As they got under way, the Party Secretary first recognized Chairman Obelanka, knowing that he wanted to speak first to set the new order.

"Thank you, Comrade Party Secretary. Esteemed comrades, representatives and observers to the Congress, I welcome you, or welcome you back, as the case may be, to the great guiding body of what constitutes the largest and longest standing socialist international organization on this planet. We have been under constant threat, both real and imagined;

We have been listed as an enemy by imperialist and reactionary organizations that we seem to have had no relations; our forces have been engaged in well publicized combat with imperialist powers such as Gaul and Jaragupta in order to save our comrades in the HDLF and the new People's Republic of Gahana. There are other operations afoot, but for obvious reasons of security, I cannot get into specifics. Later, Commissar Perkins, and possibly General Tozimbga, will brief the Congress on more developments regarding those matters.

We have been putting boycotts and other economic sanctions into effect against powers that threaten our comrades, such as South Reinkalistan in their actions against the Pan-Astiatic States. The CEPT was passed by most of our constituent members to put tariffs in place against South Reinkalistan and its allies.

Lastly, we have seen the withdrawal from the Congress of members who were not fully committed or never had any notion to commit to the true socialist revolution. They have stated in turn that we are the revisionists not fully committed to the cause. They wish to call us out as so-called pretenders to the cause when they sabotage the revolution behind our backs. We do not need to repeat their party names. We know who they are, but we need to realize that false revolutionaries look to sour the cause and redirect new adherents to their false ways. We need to win back those we lose to the false flag wavers. Revisionists could be our worst enemy yet in the path to socialist globalization..."

Obelanka paused a beat to scan over the Congress. It was both intentional, but necessary for him to marshal his thoughts for the next part.
"With that being said, I would like to remind us that some issues remain unresolved as to our committal to action or consideration simply due to the fact that representatives and observers have used their speaking time to ride over any previous discussion to push through their own particular party or national agendas. Yours is not the only fight in this war on our values that we face. Respect your fellow delegates and recognize that! Literally, recognize what your fellow delegates to the Congress have said. We will not be introducing any new agenda without review and any parties who do not respect that will have their speaking time sanctioned until such time that we feel they have had enough time to consider and reflect upon their fellow comrade parties to the Congress. Repeat offenders who have been adequately warned will face ejection from the Congress. The Party Secretary and the rest of the Central Committee will be helping me to reinforce this rule, which has already been laid out in our constitution and procedures...

I want to leave off on a positive note. We have made progress. We are the organization that new and long struggling leftist parties alike should look to, and have often looked towards, in order to bolster them in their fight against the monarchists, capitalists, and other imperialists...and revisionists, among many others who look to block or march back the progress of socialism. We must stand strong, and we can only stand strong together.

We have done so for the most part, but for the traitors flushed out of our midst. We will bounce back stronger and we will continue to come to the rescue of those who need us most.

Our Humanitarian Corps has grown, and that might be the best way to reach out and win over more parties to the Revolution, more than using military force. One well, one inoculation, one school, one clinic at a time and we can build the Revolution, maybe faster than with arms, but we still need to keep open every path, let's not fool ourselves. I could go on, but I'd like to hear from the rest of you. I relinquish the floor to the next Commissar with a report to the Congress, Commissar Moreno of the Commissariat for Socialist Unity."
To demonstrate the end of his statement, the Chairman sat back down.

In her appointment for Commissioner for Justice, Elisa Navarre Moreno, a long serving, and capable lawyer was comfortable dealing with the legal minutia of the Congress, as well as serving as chief prosecutor for the organization. This new appointment, as Commissioner for Socialist Unity, and the move to diplomacy was something she had struggled with. Particularly in wrangling a cohesive policy for foreign affairs, and even proper letterheads for the ISC. She was glad to have the assistance of others particularly members from the Cardwithian delegation who in her honest summation had carried the Commission for Socialist Unity far better than her own meager efforts. When hearing the report from Obelanka, she felt the urge to publically speak, particularly on matters of strategy. When the floor was turned over to her she took the opportunity to speak,

"It is clear from your report Brother Oblenka that we have many challenges ahead of us, not the least of which is simple fact that so many foes have risen up in opposition, and that dangerous forces have had the opportunity to tarnish our public image, both from without, and perhaps more dangerously, from within". She paused briefly before continuing,

"As the responsibility for maintaining our relationships falls to me, I must admit my own weakness in the face of our collective foes. I also feel it is my responsibility to, if nothing else formulate a strategy to assist in undoing the damage caused by our opposition. To that end I would suggest that we engage in some coalition building. It has become readily apparent that our foes outnumber us greatly on the international stage, and the forces of false consciousness have frayed the cause of the international socialist movement. To that end it is imperative that we seek out opportunities to build coalitions". Another brief pause,

"It is in our best interest to not only support Marxist revolution, but to oppose reactionary movements in other ways. She paused again.

"In matters closer to home, I fully support the adoption of the International Socialist Volunteer Humanitarian Corps, and I would posit that we should support it more fully. Already my Sister, Illyria of Valletti", she said motioning to the rather tall Vorolonii woman beside her "has already applied pressure to my own host government to expand its support for the organization, and I would suggest that others, at least those who have political sway in their host nations do the same".

Although she did have more to say, Moreno realized that those things might perhaps be considered to sectarian considering her vulnerable position, and she sat down.

Eleni rose from her seat on being recognised by the Congress, and began to speak.

"Thank you, comrades."

She looked at nodded towards Elisa Moreno. "And thank you, Comrade Elisa Moreno, for your presentation."

She continued with her report.

"As the commissar of industry and finance, I'm obliged to first acknowledge our situation. We socialists are facing a world dominated by capitalism. In the best of circumstances, our work will resemble a siege until our efforts pay off. The oppressors have no hesitation to stamp us out and do the worst things.

Even in such horrible circumstances, I can say there's been progress. Our combined efforts have allowed the Congress to support socialist movements under threat, and give support in solidarity with countries that have just taken the socialist path. With that I'd like to pay tribute to those who are serving in Jaragupta and Gahana, both as humanitarian assistance and fighters.

As well, the Chairman mentioned our economic sanctions system. I thank him for that acknowledgement. I am pleased to see there are already initiatives in this regard, such as our Pan-Asiatic comrades' sanctions against anti-socialist nations.

Comrades, we must use any tool and strategy at our disposal to eradicate capitalism. Mere military power would be insufficient. You'll find the commissariat's report details the long-term aim of successfully building up an economic bloc among socialist countries, based on solidarity and cooperation. This will enable us to withstand both the capitalist attempts at asphyxiation and demonstrate the superiority of our cause in a way that nobody could deny. Thus, we will apply the tactic of dual power to the economic sphere, for which Comrade Elisa's strategy of coalition building will play an invaluable role.

In the long term I hope to be able to report our success in moving from resistance to taking the initiative further.

Thank you."

She sat back down.

General Henry Perkins, Commissar of Revolutionary Action

Harry Perkins, the Frankenlischian logistician who had risen so quickly through the ranks of the Worker's Socialist Party to reach the glittering heights of a Commissar of the ISC, was next to speak. He had listened intently to his fellows and, though he was still anxious in the congressional chamber, a few minor speeches had built up his confidence and he now felt much less nervous while addressing the chamber. He came to his feet when the floor fell to him and, though he knew he would not be speaking long, he observed his usual recitation without detraction.

"Thank you, comrades," he began, "I'm grateful, as ever." The Commissar of Revolutionary Action was in the khaki double-breasted gymnastyorka and blue breeches of a commander of the Red Bands. Dusty blonde hair reached down to his shoulders and he seemed to carry the same expression at all times: enthusiastic, youthful eyes and a sad smile. "I would like to begin optimistically by declaring the formation of the Humanitarian Corps a success! As the Comrade Chairman quite rightly said, the Corps has grown quickly and, though it is yet untested, we have a great deal of motivated and selfless volunteers and humanitarian supplies ready to relieve the plight of our comrades across the world. I extend my heartfelt thanks to all the nations and groups who have provided for this organisation and to the Revolutionary Action Commissariat for all its hard work in organising the Humanitarian Corps' foundation."

Perkins paused momentarily. That success was all he really had to report as he wished to leave the ISVC's achievements to its commander, General Tozimbga. Nonetheless, he made a final point before passing on to the good General. "If I may hang on the Comrade Chairman's words, I do want to assure the Congress that I and my Commissariat will work day and night to provide for the security of our organisation and for the continued existence of the revolution. These imperialist powers who have condemned us are mostly cowards, unwilling to make good their threats. Those few that dare to actually oppose us, I assure you comrades, will rue their actions." Perkins broke into a short grin, "Jaragupta certainly has! I congratulate the People's Republic of Gahana on its newfound independence. Before I begin stepping on toes, however, please allow me to yield the floor to Comrade General Tozimbga, who will give a more detailed briefing on the work of the Revolutionary Action Commissariat and, more particularly, the ISVC."

General Joffard Tozimbga stood up at his desk, moving to the side with his miniaturized podium and microphone at the ready. (Miniaturized in the sense that it was much more diminished in size than those afforded the Central Committee) His desk was in the front row facing the Central Committee, as while he held a position directly under the Commissar of Revolutionary Action, he still wasn’t a full Commissar of the sitting Central Committee and so didn’t rate a spot up on the dias. None of that particularly bothered him.

He cleared his throat and gave one last adjustment to his arrangement of notes on the desk.
“Thank you, Commissar Perkins. It is an honor to serve you, the Central Committee, and the Congress. For our newer members and observers who are unaware, I am General Joffard Tozimbga, formerly of the Command Staff of the Cardwithian People’s Army, and now, as stated by Commissar Perkins, currently the Commander of the International Socialist Volunteer Corps. The military action/intervention arm of the Congress that many of your parties and nations have contributed combat forces towards...It is both a great honor and weighty responsibility.

Commissar Perkins touched on some points that I wanted to speak to all our distinguished representatives about. First...The Humanitarian Corps, which has grown exponentially since it’s first conception as an idea within this Assembly and the Committee Room chambers. I am a man of war. That I cannot deny, but I can accept that military action is not always the prudent way to achieve the goals of the Revolution. While it was with some initial apprehension, I have come to accept and even embrace that our recruiting efforts have changed from increasing our ground combat forces to increasing our ability to peacefully meet the needs of the Proletariat in underserved corners of the Multiverse. We have come to understand that giving operational organization to medical, civic, social, educational, and other infrastructure operations is as, if not more, important than military operations, and indeed they often need to be able to operate independently of our military forces. It is logical that a school or clinic will have a longer term effect on a population than a bomb.”

Comrade General Tozimbga was in his mid-50’s, and it showed in his larger girth as that of a man of slowed down metabolism and sedentary position behind a desk. It also showed in the increased wrinkles in his face and lines on his forehead. The receded hairline of tight curly peppered hair also spoke to this, as did the black rimmed glasses resting on his wide ridged nose. He had the typical cocoa colored skin of the Melanesian stock that was common in the Cardwithian people, yet there were light colored vitiligo patches on his hands and wrists.
Those mottled hands adjusted his notes as he continued,

“...So we continue to build up the Humanitarian Corps, and in the meantime, we have begun discussions as to whether this will continue to be run under my command, or even fall under the Revolutionary Action Commissariat. That is no secret and something that has been debated in these Assembly chambers often over the past weeks. Whether it continues to fall under our Commissariat, the Socialist Unity Commissariat, or earns its own Commissariat will remain to be seen, but rest assured, comrades, we will do our part to bolster and enable these efforts.

Then...there is, of course, the necessary military action. Commissar Perkins mentioned the People’s Republic of Gahana, which was aided in liberation by the first official action of the International Socialist Volunteer Navy and land forces of the ISVC. I say official because, as some of you may know, some semblance of an early version of the ISVN, as well as ISVC, did aid in the liberation of the Cardwiths from Hutanjia.

In any case, a well coordinated surprise attack beat back the imperial forces of Jaragupta, Gaul, and their mercenary thugs in order to liberate a democratic socialist nation right off Jaragupta’s shores. What we can not do is minimize the contribution of the local allied rebel force, the local chapter, as we call it, of the HDLF, the Hamikh Democratic Liberation Front. Without their brave actions in defeating the Jaraguptan occupation’s gendarmerie garrison, we would not have been able to land forces on the island in order to stave off the inevitable imperialist counter-attack.”

Tozimbga paused, as he needed to re-focus due to the amount of information he was filtering out. The HDLF had indeed had a major part in seizing the island, but a good part of that was also due to the advising from the CAIF Team, the undercover ISVC advisors sent in to guide and organize them. While CAIF Team operations were technically publicly known to exist, it was still not something they wanted to air openly in the Congress. He continued,
“Currently, we look to the next stages of the campaign to liberate the main, large island of Jaragupta, while holding onto our allied foothold on Gahana, who have graciously given us generous basing and port rights.”

The General caught the glint of his own uniform for a brief moment, a button or medal reflecting the Chamber lights. He wore the dark brown dress uniform of the Cardwithian People’s Army, with epaulettes and collar rank denoting his status and a modest row of medals speaking to his accomplishments in the relatively young military institution of the DSRC (Democratic Socialist Republic of the Cardwith Islands). Part of that was ensuring they held and defended the ports of his new Republic at the time, as they now intended to do in Gahana. Joffard didn’t wear all those medals he was entitled to display, for fear of being too garish.

Tozimbga was one of those who had his start in the early days of the resistance to Hutanjian rule. There were enough stories of his personal bravery and bold, fast action to fill several volumes, but it was his strategic and tactical mind that had gotten him this far to the point where he commanded, by CC appointment, the multi-national ISVC forces forward in battle for the Revolution. He looked out over the delegates with a serious demeanor, but managing to not seem stern.

“Meanwhile, we work to build up our ability to transport all our fine soldiers to other spots around the world. It’s no secret that we have had an over abundance of volunteers to pick up a rifle, but a serious lack of trained pilots and sailors, along with aircraft and vessels, to get them to the areas that demand our intervention. Indeed, I must also include logisticians and other unsung support personnel who do the heavy lifting well beyond the weight of a rifle or grenade launcher...

We have come quite a ways to correct that under Commissar Perkins’ leadership, but there is still work to be done and rest assured we will get there. It is essential that such a large force as ours, with as large a goal as ours to carry the Revolution to all corners, be able to serve on multiple fronts far from our logistical bases, and get troops to critical areas fast. I beseech our constituent parties that have their national infrastructures backing them to consider increasing your contribution to the ISVC air wing and the ISV Navy in order that we be able to comfortably reach our goal.”
Tozimbga paused to sip at a mug of water, and allow a smattering of applause and reaction to his presentation so far.

“The last point is something I cannot go into detail about, but I can only assure you that we are not singularly focused on one area to aid in the final stages of Revolution. We have our sights on many comrades in need in many varied areas. I cannot go into detail because as many of you know, not all are briefed on our more clandestine actions and this is an open session of Congress, where unfriendly ears may be close by, even at the desk closest to you. Not all our operations are of large scale conventional warfighting, like Jaragupta, which also started with clandestine action. Not all actions will ever see the need to escalate to such measures, either. We have tremendously built up our ability to overturn hostile governments and combat revisionists, imperialists and fascists throughout the world with nary a trace back to us. Are there ongoing operations right now as we speak that we hear about on the news and the ISVC may have a hidden hand in?” He smirked and shrugged.
“Perhaps...Who’s to know?”

Joffard paused again for some chuckles and other reactions from the Congress. He heard a few surprised mumblings from newer members who likely were unaware at how active the ISVC were in clandestine ops. He pushed his glasses up his nose.
“I want to wrap things up by saying that we are most certainly in a new era of cooperation for our Revolutionary forces in working jointly to accomplish the goals set forth by the Congress. While our budget is unprecedented, so are our level of operations that it sustains. We humbly serve the Congress and the Proletariat across this vast world. Thank you for your time. I yield the floor to...”

He looked up to see if the Party Secretary was ready. Jiang Xuegang gave him a headshake and subtle hand wave to signal that he should pass the floor on from the Central Committee. Jiang would speak later.
"...the next Representative prepared to speak..." He scanned, seeing the light at the lectern of Nanban-Ha light up first, before several others. He was relieved as there could be more controversial choices to speak right after the Central Committee.
"...uh, which would be the Honorable Esko Koskinen from the Soviet Union of Nanban-Ha." He nodded and gave a slight bow to Koskinen and then sat down. There was a slight murmuring before Koskinen stood up to speak, then the Congressional chamber quieted out of respect.

Esko Koskinen left his seat when his name was called. With a quick step, he moved towards the rostrum, swaying between the delegates that used this small interruption to leave or return to their seats. He slowly climbed the steps before planting himself just behind the podium reserved for members and observers to the Congress.

"Comrades, Members of the Congress, Brothers and Sisters of the Revolutionary Movement !"
"We send you revolutionary greetings from Revolutionära Fronten, the organization that we represent before you at this Congress, and through it, revolutionary greetings from the citizens of the Soviet Union in Nanban-Ha.
We would like to greet the governing bodies of the Congress as well as the delegations of the parties members. If most of us are no strangers to the organization of large-scale events, on our soil or abroad, it is clear that the organizers and participants in this congress made it possible not only to participate in work of the Congress but also to increase fruitful exchanges between members.
We would also like to salute the People's Republic of Aressna, and more particularly the city of Bratislava and its people for their hospitality. There is no doubt that welcoming such a diverse crowd as that of the ISC is not an easy exercise. The treasures of patience and benevolence that you have shown will not be forgotten.
"

Some polite applause responded to these initial remarks. Not surprisingly, the very young delegation of Revolutionära Fronten could not claim the same level of recognition as other delegations. It recent membership almost ranked its members as newcomers.
For Koskinen, this was not much of a problem. He had previously been reluctant to use the title "Honorable Observer" given to delegates representing their party as Congress Observer. He had worked to answer it by calling everyone comrade. Above all, he did not particularly like the somewhat pompous character that certain delegates and organizers wanted to impose on the discussions and exchanges. Maria Isabel Botero must have discreetly called him to order. An unsubtle way of reminding him that despite his theoretically superior position in Congress, they remained equal.
He resumed his speech, not without having cast a glance in the direction of Botero who looked at him, impassive, but with that little sidelong glance which she wore during moments of tension.

"The reason for our presence among you is no accident. It is not the consequence of some form of political innocence or revolutionary romanticism either. Our membership in the International Socialist Congress is the result of a pragmatic choice, a compromise between our isolationist nature which has enabled us to survive during the previous century and the need to seek allies in the face of new dangers that threaten the future of the Soviet Union.
This compromise is the fruit of intense discussions within both our organization as well as the governmental bodies of the Soviet Union in Nanban-Ha. It does not only aim to respond to the tensions and differences that exist within the Revolutionära Fronten. Its aim is also to protect us against what we perceive as factors of weaknesses and internal contradictions in this body.
I am talking here about internal weaknesses and contradictions of a structural, organizational nature. Those which affect the programmatic positions which are expressed within this Congress do not constitute in our eyes real problematic elements which could directly condition our adhesion. Certainly, the significant differences and uncertainties that have manifested themselves within the Congress since its foundation and among the delegates present today are not the determining factor which explains the position of expectation that we have adopted in requesting observer status and not that of member.
"

Koskinen coughed. He looked around for the glass of water, took it with a firm hand and drank several short swipes of water. he cleared his throat and continued.

"In our view, this is an essential element, a structuring factor that should not be called into question, namely the ideological pluralism of the Congress.
For our delegation, the Congress cannot become the ultimate space for clarifying the programmatic differences that separate us, as members or observers.
For us, forcing Congress to discuss and adopt a single political program could be a breaking principle. This would amount to ignoring the great historical events which have just taken place throughout the century, in particular the fact that the point has been reached where the social democratic program, the communist program and more generally the revolutionary socialist program of the proletariat must be erected. on new bases. It is no longer enough to take up the weft that Marx and Engels had woven in the Communist Manifesto almost 170 years ago.
In doing so, there is a risk of stopping on the way to what was for them a moment in the development of their thought, namely that socialism, the achievement of socialist objectives as it is defined in the Manifesto, is the immediate task of the proletarian revolution. This conception was that of Marx and Engels during the revolution of 1848. It shows that at that time, they considered that in order to carry out proletarian action, in the sense of the First International, that is to say for to introduce socialism, it was enough to accomplish a political revolution, to seize power in the state for socialism to take shape immediately.
Marx and Engels themselves subsequently completely revised this point of view. In a preface to the new edition of the Manifesto published in 1872, they noted that the practical steps to be taken to achieve socialism in the Manifesto of 1848 "would, in many respects, be worded quite differently today. Given the immense progress made today. industry in the last twenty-five years and the parallel progress made in its party organization by the working class, given the experiences, first of the February revolution, then and above all of the Commune of Paris, which for two months put political power in the hands of the proletariat for the first time, this program is now outdated on certain points. The Commune in particular has shown that it is not enough for the working class to seize hold of it. of the state machine to make it serve its own ends".
"

These remarks caused quite a bit of a stir in the room, but Koskinen ignored them. He continued.

"The ideological pluralism of the ISC is what makes its strength, increases its influence, strengthens its base within the revolutionary movement. As such, respect for the diversity of tactics, as long as they fall within a shared perspective of overthrowing the capitalist system, seems to us to be the cornerstone around which the Congress must be built. Not only because it is necessary to take note of the multiplicity of the paths opened by those which preceded us, also because it is necessary to face the multiplicity of the perspectives which are offered to us.
Above all, as an international structure, the ISC must learn lessons from the international structures that preceded it, in particular the first three international ones. They concentrate in the heart of their political, human and organizational history the essentials of the necessities and needs which must be satisfied in order to allow the emergence of a real tool at the service of the world revolution, of the advent of humanity. free and at peace.
To learn from past experiences means first of all to address the question of power, of which undertakes to concentrate in its hands the decision-making organs within the international structures of the revolutionary movement for socialism. Such a tendency did not fully materialize in the First and Second Internationals, for reasons which we will not return to here. In the case of the Third, on the other hand, the organization that wanted to be the sounding board of the international communist movement quickly turned into a transmission belt, a control tool and then a death machine against individuals and groups deemed oppositional. The Revolutionära Fronten cannot be associated with a prospect which would go in this direction.
Our young experience within this Congress allows us to predict that this is not structurally the case with the ISC. This is a good thing. We met here with delegates determined to go beyond the mistakes of the past to look to the future, despite their disagreements.
This does not mean that we believe that this Congress should keep its door open to anyone, to deny any political line. Recognizing one's contradictions or divergences with comrades does not mean considering anyone as a comrade. On the contrary, we believe that the exclusion or withdrawal of those who no longer show the same committment towards the world socialist revolution constitutes a normal aspect of the functioning of an organization such as the ISC. As soon as this skimming is not done in the service of a few, it is ultimately only a question of taking advantage against immobility, and in the long term against the break-up of the ISC.
"

Koskinen paused briefly, drank several short drinks from his glass of water, which he still held in his hand. He put down the glass and then turned his gaze to the crowd of delegates, being careful to state his point clearly.

"The Revolutionära Fronten wishes to become more involved in the ISC.
These first weeks, the contacts that we have developed, the initiatives that we have launched with other members, the potential that we believe we can detect in this organization, the involvement of our delegation alongside Eleni Oikonomou, Representative of the Socialist Party of Gylias, in creating what could become the Common Mutual Exchange System (CMES); all this has convinced us that our involvement in the ISC cannot be satisfied with a simple position of observer. Our action within the Congress is not the only aspect which pushes us today to request the statute of member.
The involvement of Congress in the struggle of the People's Republic of Gahana, the exclusion of counter-revolutionary and so-called "revisionist" elements, the constant strengthening of the International Socialist Volunteer Corps or the creation of the Humanitarian Corps are, for us, many steps in the right direction. They all participated in strengthening the International Socialist Congress as an organization in the perspective of the world revolution.
We do not wish to hide our game from our fellow delegates. Our change of status must be understood as much as our desire to be fully involved in the Congress as by the fact that we believe that we can be the bearer of reforms and structural changes likely to strengthen both the internal structure of the ISC, its staff, its satellite structures, the International Socialist Volunteer Corps, the relations between the member parties, and consequently between the nations from which they represents.
These changes and reforms that we are considering could not be done without a necessary dialogue and a confrontation of opinions. We do not intend to issue an ultimatum to the ISC, let alone attempt to take control of it. We want to change the ISC to make it stronger, more powerful. We hope that this process of discussions, exchanges and cooperation that we are initiating, or more precisely getting involved to, will be the first step in an even more intense development of your organization... our organization.
"

The applause was a little deeper. Botero seemed to nod her head, though Koskinen couldn't really tell if she was approving the tone of the speech or just looking back at her notes. He briefly raised his fist before stepping down from the podium to his seat.

RE: Representative's General Address, Statement of Agenda, and Position on the Current Debate (10/1/2020)


Representative Jiang Xuegang of the Pan-Asiatic States delivered the following remarks during the Committee Session of the International Socialist Congress (ISC) dated October 1st, 2020. Echoing the current international policy goals of the government of the People's Federation of the Pan-Asiatic States, the representative evaluated the actions of the International Socialist Volunteer Corps (ISVC) in Jaragupta. The representative further addressed a wide array of issues such as building the operational capacity of the ISVC and the expansion of economic cooperation among ideologues of the ISC. The representative has chosen to abstain from the discussions on ideological plurality at this time.




Most Esteemed Delegates of the International Socialist Congress,

It is my honor to address this chamber once more, with a heightened sense of trepidation and awe. Trepidation, as at this very moment, our brave Volunteer Corps fights the imperial Jaraguptan menace with great determination and audacity in the face of overwhelmingly dangerous odds. Awe, as with our Socialist league's foothold in and around the Hutanijian region, we have attracted international attention from allies near and far.

All too often in the long sweep of history, we have seen longing for freedom and aspiration for social liberty denied at the threshold of fulfillment. Our own national experience, as sons and daughters of the Pan-Asiatic Revolution, has seen our union's nations aborted at birth, tossed in the sway of empires, gripped in irresolution and drift, paralyzed by disunity and strife, and hostage to chaos and instability. Like the Jaraguptans, our independence too, since the beginning has been partly cast in light, partly in shadow.

Unerringly, the many crises and trials of the nations of our People's Federation have repeatedly pointed to one recurring theme: the helplessness of government to cope with problems and its inability to prosecute national purposes and goals. In the Pan-Asiatic States, we have suffered less from the failure of political ideals than from the failure to make the People's Democratic government work and prosper in our land, as well as defending it. We have learned that we cannot simply establish socialism. We must build and safeguard it constantly.

And so today, our chief concern is to develop and perfect the means whereby government may recapture the original purpose of society—that of promoting the well-being of all the members of our community. This is no mere sentiment. This we recognize as a fundamental duty to be practically and resolutely pursued. This is the vision which Marx had for the world. This is the foundation for what we know today as socialist ideology. Its essence is less to be seen in what we say of those timeless principles we swear by than in the manner by which we organize justice and government for their realization in our society.

Our Secretary-General, the Leader of the Asian People and Supreme Executive of the Pan-Asiatic Revolution, has asked all of us to acquiesce these learnings from our history into our foreign policy. He has asked us to safeguard the peace and security established by this august body, and provide for the citizens of the nations it governs a better life in a harmonious society—not merely to improve the standing of socialism in the world but also to ensure the continued prosperity of people under socialism. This has been accomplished (thus far) four-fold:

  1. The People's Federation of Pan-Asiatic States has established itself as a military contributor to the ISVC by contributing nearly 2,000 professional military personnel for the advancement of this body's prerogative and the enforcement of the mandate of this body.
  2. The People's Federation of Pan-Asiatic States has forged cordial political and ideological connections with all member-states of the ISC, and in spite of certain nuances, maintains a policy of non-interference and non-aggression with other member-states who have pledged commitment to the values of the ISC.
  3. The People's Federation of Pan-Asiatic States has created valuable economic and trade relations with all the foremost representatives of the ISC, and has provided incentives for development and investment towards like-minded socialist nation-states, with special emphasis on industrial capacity-building and infrastructural collaboration.
  4. The People's Federation of Pan-Asiatic States has spearheaded initiatives based on its impartial and independent vision of what our program of international policy should be, such as by proposing the institution of the ISC Common Effective Preferential Tariff Scheme (ISC-CEPT).

Other international organizations may speak of their facile ideas to make change and development in our country. We shall address ourselves to the organization of international policy, to the engineering of change, to the management of our affairs for this is how, fundamentally and truly, the most lofty ideals begins to be realized and come to live in society. We have built this harmonious society in the ISC, and expanded its political prerogative by inciting revolution in lands most oppressed by the international bourgeoisie thereby increasing our strategic capacity in foreign waters and distant lands.

Building upon what His Excellency General Joffard Tozimbga of the Cardwidthian People's Army has rightly pointed out, if we wish to maintain the strategic position so coveted by other nations and organizations in places such as Jaragupta, we must provide that which the international bourgeosie has not been able to. We must create autarkic societies capable of democratic self-rule by building the industrial capacity and economic prospects of the lands which we currently occupy. I implore those capable members of this chamber to follow in the example set by my nation, the Pan-Asiatic States, as well as the Republic of Gylias', for their emphasis on political education hitherto in the Jaraguptan Liberation War. The people must lead themselves.

To this end, I have been given permission by His Excellency, the Secretary-General of the People's Federation of Pan-Asiatic States, to announce the intention of my country to upgrade its current deployment in the ISVC from 2,000 active military personnel to 10,000 by the month of May 2021. We wish to lead by example. This contingent will include not only the latest military equipment fielded by the Pan-Asiatic States Armed Forces (PASAF) at this time, but also medical personnel, community-builders, and political officers.

Lastly, I would like to address the issue brought-up by Representative Eleni of the Republic Gylias. As I have stated before, I believe that in order to counter the ever-expanding capacity of the international bourgeoisie to compete with our socialist nations' industries, we ourselves must work on expanding our own by increasing the level of involvement which new members to this Congress have with regards to how this organization is run and ensuring that many more members join our organization that the influence our accords have on the global market grows. In line with our Pan-Asiatic government's chief concern is strengthening our state's possession of foreign currency, we must urge member-states of the chamber to increase their economic involvement with our country and that of other members of this chamber. This may involve the renewal of economic treatises, the creation of new treatises to facilitate the exchange of new products, the building of technological capacity, the foundation of joint enterprises, and much more.

Other issues have been brought-up by some members of this chamber. One such which we have purposefully chosen not to address at this time is that of "revisionism" and ideological plurality among the socialist parties that comprise this chamber, as brought-up by the representative from the Union of Albandrite Socialist Republics. While we agree with the stance adapted by a majority of member-states in this chamber at this time, we have chosen not to respond to the statements made by the Union until they have revoked the statements they have made dated July 28 of this year via their party-publication, the People's Tribune.

Chairman Trevor Obelanka rose and approached the dais as a new session of Congress had started. He saw many empty seats, and today, as other days, he worried greatly about their continued efficacy as an international organization. Many had expressed frustration as a lot of the business of the past few sessions had been a lot of bureaucratic wrangling and arguing over economic concessions for smaller parties to the Congress. Also, he worried, as always, about how there was never any shortage of socialist causes around the world, but more a lack of empathy for those affected to see their fellow comrades were suffering as well under the imperialist or fascist boot. They had had endless disagreements about who to prioritize over others to receive aid from the ISC. He knew this had always been an issue for other similar organizations over the course of modern history.

All issues that prompted him to seek counsel from his friend and fellow Central Committee member, Henry Perkins, the Commissar for Revolutionary Action. The Vionna-Frankenlischian had been a good friend and confidant over the course of the couple years they had served on the leadership Committee together. He hoped they would continue to be able to serve together.

The session had started normally, with Party Secretary Jiang calling them to order and all the traditions and processes being observed. Obelanka had indicated that he wanted to speak earlier to get some business out of the way. Now that he was poised to speak, he found that he was momentarily struck blank, trying to organize his thoughts as the applause died down. Soon enough, his notes brought out from a coat pocket, put him back on track.
"Ahem...Thank you, esteemed comrades, Representatives and Observers to the Congress. I am glad to once again see you and to bring a new gathering into session. I want to address some good news...

In Jaragupta, where our forces are still engaged with the Imperialists, we have seen great success with our new ally, the People's Republic of Gahana, right off Jaraguptan shores. Meanwhile, the socialist insurgents there on the main island holding the Kingdom, have made great gains and the city of Mehatar, the heart of the Hamikh people, is almost completely in the hands of the HDLF and ISVC. Air raids and missile strikes are bringing the Jaraguptan imperialists to their knees and they are torn by internal coups and strife as their corrupt government breaks down under the will of the people.

Elsewhere, we are seeing much success against other capitalist and imperialist foes, but I am still not at liberty to say where as many of these missions are clandestine and revealing information such as their locations could jeopardize vital operations. I leave it to Commissar Perkins to go into any more detail about that and also our Jaraguptan successes, so I shall not steal any more of his thunder.

The main reason I address you is that elections to the Central Committee are upon us once again, and I beseech you to submit for candidacy for any of the three positions that have opened. Specifically, the position of Commissar for Justice remains vacant, with Representative Elise still missing. Also, the Commissars for Industry & Finance and Socialist Unity have expressed their desire to step down to pursue other endeavors. This is the time, comrades, to step up and truly serve the people, not just of your lands, but all struggling peoples in the multiverse who hope to be a part of the Revolution.

While there will be other opportunities to express yourself and make these important decisions, I ask that those of you that are now confident that you would like to put yourself up to lead and serve, please push your lights to indicate your wish to speak and address the Congress to discuss what you will bring to the Central Committee and possibly revitalize the Congress. I must say that Central Committee positions are only open to full member representatives, not observers. We will honor each of you in the order you respond. Thank you, comrades!"

Obelanka returned to his seat and eagerly awaited the first candidate to speak.

In order to submit a candidate, please keep this IC in this thread. Provide a name, some background info/biography that indicates why they have the experience to be elected, and any other relevant info. An image of decent size would be a bonus (Please no bigger than 500 px sq).

Esko Koskinen walked towards the podium with an elusive step. A few timid applause accompanied him to the podium. Behind him, a man with an equally self-effacing gait came to stand.

"Comrades, members of the Congress, brothers and sisters of the revolutionary movement!

I come before you today to briefly introduce a member of our delegation who wishes to run for the position of Commissar of Industry & Finance on the Central Committee of our Congress.

Instead of trying to talk in his name, it seemed more appropriate, within our delegation, in agreement with the leadership of this Congress, to let him speak in order to defend his candidacy before those who will give him their confidence by voting for him.

Koskinen stepped aside, extended his arm toward the podium, signaling the man standing behind him to take his place and address the assembly. Without waiting for his reaction, he walked to his seat.

The man to whom he had left his place addressed the assembly in a calm and firm voice.

I wish to present my salute to all of you my fellow representatives and observers of the Congress! If we haven’t met yet, I am Asle Waaler. Aside from being part of the Sovjetunion of Nanban-Ha delegation to this International Socialist Congress, I am also currently a Representative of my nation to the Executive Committee of the International Mutual Exchange Treaty Pact (IMETP).

Now that you know that, you can consider me a colleague by name. I address you today because I am seeking, on behalf of the Revolutionära Front and the Soviet Union, a seat on the Central Committee. To seek candidacy, it is only proper that I tell you a bit about myself, and what I want to accomplish as one of your leaders…

I was born on March 11, 1973, in Kilaia, the fourth child of a Jewish theater actor and a metal worker. I attended primary school in Kolkata, then a secondary school in Klams, and eventually, I studied law and economics in Avensborg, and then Openhagen. In 1999, I completed my thesis in International Law & Economy in Maarala before joining the Economic Affairs Department of the Revolutionära Fronten (RF) as an analyst in Trade and Trade Law. I was quickly noticed in training classes of the organization where I had advocated for a reorganization of the Soviet economy and turning towards the outside world, especially in terms of scientific and technical cooperation. Some of you have had similar journeys in uniting up with fellow socialists outside of your nation...
I have been militant since high school. I had been a member of the Revolutionära Fronten since 1992 when I reached the age of eighteen. Then, I was a delegate to several internal congresses of the organization, subsequently a then-candidate for the municipal elections of Maarala in 1996. People's support saw me elected in the second round on the RF list.
In 2004, at the end of my mandate, I was sent on a diplomatic mission abroad. I made several visits to the World Assembly, particularly to its many economic and financial sub-structures. I have maintained contacts with various networks of economists and diplomats from friendly nations. In 2008, I was called back to the Ministry of Finance to lead a study group on economic planning. There I distinguished myself by my very attitude and my search for compromise. Some would say I had a very legalistic attitude. I consider that procedural rules are important to establish long terms cooperation, with people as much as with a nation, that does not often share all your ideas but walks towards the same horizon.
It is not the only trait of mine that you will have to take into account. I have sometimes in the past been singled out for my radicalism, especially concerning the very social dimension that I consider necessary for any economic planning policy. The development of economic cooperation between ISC members, to which I wish to contribute, must be inscribed in a social perspective. That is to say, the aim should not be to acquire a hegemonic position from a financial or capitalist market point of view. In other words, the ISC or any satellite structure is not there to make a profit. But to ensure that our people can have their most basic needs and living conditions, to which they are entitled, fully satisfied.
In this perspective, multiple projects and initiatives of economic cooperation, trade agreements, exchanges of resources, labor, and knowledge must be developed. It will not only strengthen each member of the Congress but the ISC itself, and beyond.

I am certain that I will have no difficulty following in the footsteps of my predecessors. They held this position with integrity and dedication. I will make my mark without betraying the principles that guided them.

As you submit your ballots for this election, I hope that you recognize all the good I hope to accomplish through the Central Committee as your new Commissar for Finance. Thank you for your time, fellow representatives.


The room erupted in applause. Asle Waaler gathered up his notes, saluting with a raised fist. He returned to his seat, greeted warmly by Koskinen, visibly pleased by the speech and the other delegates reaction, in contrast to his distant attitude of a few moments ago.

Valthor Ormussen approached the dias after Asle Waaler had finished speaking. He had not discussed his plans with any of the Central Committee, none of whom he was all that close to, anyway, even though his nation had a very good relationship with the Cardwith Islands.

Neither had he really run it by his superiors back in Arkjelstad, the capital of the Republic. Almost every aspect of YSR government policy was run by the RLO, the state security agency, after Director-General Hildgursdottir had taken over in a coup, putting the RLO in charge of all things, if not directly, then with heavy oversight. Ormussen was sure they wouldn’t approve, but he didn’t much care. He didn’t really have any intention of returning to the YSR, even should they attempt to recall him - were they upset about his next moves.

While he had some tenuous connections with the RLO, he also had some with the internal political resistance to the RLO that had gained momentum ever since Hildgursdottir’s power grab. After seeing how things continued to devolve under her leadership, and the choking hand of the RLO, he had been convinced to fully throw his lot in with the resistance in order to do whatever was in his power to return things to their rightful balance, and back to a true socialist state. The RLO had as little to do with socialism as the Nazis had, back in their hayday of borrowing terms to increase populist support.

He adjusted the microphone up, to his considerable height. He had no intention to discuss any of those thoughts outloud. The chambers had calmed down after their standing ovation of Waaler.

“Good evening, my fellow comrades. I am pleased to be able to address you all. Some of you might not know me, and I don’t have a hypeman to introduce me…Speaking of...Can we just take a moment to give more appreciation to Asle Waaler?” He clapped his hands and many followed his lead.
“What an individual there. So, I am Representative Valthor Ormussen, of the Yellow Star Republic. Some of you may know that we have had our troubles in recent times. Our old leadership decided that we needed to spread socialism in a way that was not well accepted by our neighbors…”
A small smattering of polite, awkward laughter.

“Yes, yes, that’s okay. We’re all well aware how poorly that result turned out. What we can be sure of is the path we have taken to rebuild, and that path would not have been accessible without our allies here in the International Socialist Congress. Allies like The Cardwith Islands and Pan-Asiatic States, Diarcesia and The Great Viet state. We may be pariahs in Teremara, but here, we are respected for what effort and energy we bring to the cause. For our disdain for monarchs and greedy bankers, and respect for the common workers, soldiers, and proletariat that help to keep socialism strong.

I hope to reach out to more nations in order to strengthen that goal, and expand on what our comrade Elisa Navarre Moreno has done in the position of Commissar of Socialist Unity, that is the position I hope to take over as Comrade Moreno shifts over to Commissar of Justice. That has been made rather public as of late, I’m pretty sure I’m not speaking out of turn when I say that? In any case, while my nation, the YSR has not done as much to spread the socialist cause and bring in fellow socialists in Teremara, I do think that I have a better chance of doing that on the wider world stage, with the foundation that has been laid out.

Who really is Valthor Ormussen, you may ask? Well, I was born to a humble fisherman and his wife in a village outside Tankjel, in southern Yellowsia in the waning days of the turbulent 1960’s, September 1969, to be exact, as my nation was rebuilding after the devastating war we had with Falkasia that showed us that might would always be more respected than right when it came to fickle Teremara.

I was a diligent student, and after my compulsory service in the People’s Red Army, and several awards and medals for serving on the borders of Glisandia, Jumnia, and Falkasia, I went on to finish academic studies at Arkjelstad University, getting a degree in Public and International Relations. Part of why I’m here today. Before serving in this current post, I served in several other socialist nations in the Yellowsian diplomatic corps, before working my way to Ambassador to Hanasaku.

Now I ask you to trust me, not because I’m a loyal servant to my Republic, but because I am a willing servant to the cause of World Socialism. Please register your vote for me, as I step into the position of Commissar of Socialist Unity, to which I think you’ll agree, I’m well suited to excel in. Thank you, comrades!”

Applause, maybe a little more muted than that for Waaler, but enough to be satisfying. Ormussen gave a short wave, then made his way back to the YSR desk.

General Henry Perkins, Commissar of Revolutionary Action

Several times, Harry Perkins had addressed the Congress in his role as Commissar of Revolutionary Action and, though he still admitted pangs of nervousness, he stepped up to the dias and was surprised by how comfortable he felt there. He preferred to avoid public speaking when he could, but the anxiety and slight embarrassment he felt in his early days in the office were long since gone. He had a job to do, and he wanted to keep doing it. So Perkins, who had been assured that he would likely run unopposed, had stepped up to announce his candidacy for re-election with a short speech.

"Thank you, comrades," Perkins began - as he always did. "I'm honoured as always to stand before you." He paused a brief second to look over the faces of the Congress, many of which he had come to recognise. Comrade Maxwell, the official WSP representative at Bratislava (who rarely spoke himself), gave Perkins a stealthy thumbs-up. "I know that the time has come for me to either step down or to seek re-election to the office of Commissar. I won't keep anyone in suspense - I am definitely hoping to be re-elected. I love my job and I am very proud and content to know that, in some small ways, I may have helped to do good for the ISC and for the world."

Perkins had considered leaving his address there. If he was running unopposed, there would be little need for proselytising. He did not, however, like leaving a job unfinished. "Before I yield the floor, I would like to take a brief moment to look over some of the successes my Commissariat has achieved during my tenure so far. I do not claim credit, not when so many have worked and sacrificed, I am only one cog in a vast, selfless organisation. Together with a tireless, diligent staff, I have worked to ensure that the Revolutionary Action Commissariat has been one of the most active and well-organised parts of our great Congress. Our comrades in arms are fighting bravely in Jaragupta. Other operations to liberate our brothers and sisters are being planned as we speak, though naturally, I cannot go into details. The ISVC has expanded exponentially, especially our naval and aerial contingents. And the ISHC has been established successfully, and it should be ready for its first deployments soon." Perkins drew up to his conclusion, giving an awkward smile. "Anyway. I'm grateful for your time. I hope that I will be honoured with re-election and, should a rival candidate step up, I trust the Congress to make the right decision."

Chairman Obelanka rose up again and took over proceedings. He looked over at the Party Secretary, his colleague from the Pan-Asiatic States, who declined to speak. Internally, Trevor shrugged.

"Well, thank you all, Commissar Perkins, Delegate Waaler, and Representative Ormussen. I won't close it off to anyone else who would like to put forth candidacy, but perhaps we should hear more from our representatives about the current candidates, perhaps holding back any raw criticism, but some questions on how they expect to enact policy, what they look to accomplish in their new role, or continued roles, as the cases may be...Even just some positive endorsement if you feel any members of the Central Committee have done exceptionally well at their positions, or you expect they might. We'd like to hear that too. And so, without further delay, I give the floor up to my next speaker..."
